Final votes: Rule of Law conditionality and national recovery plans

The voting results on resolutions on the new rule of law conditionality rules to protect the EU budget, including preparations for possible legal proceedings against the Commission, as well as on the ongoing evaluation of national recovery plans and the involvement of MEPs in the process, will be announced at 13.00.

“End the cage age”

Starting at 9.00, MEPs will discuss a European Citizens’ Initiative calling for the gradual phasing-out of cages in animal farming with Commissioner Kyriakides. The “End the Cage Age” Initiative was submitted to the Commission in September 2018 with the backing of almost 1.4 million signatories from across the EU. Following the debate, plenary will vote on a related resolution.

Human rights: Morocco/Ceuta, Sri Lanka and German NGOs in Russia

Parliament will hold urgent debates on the use of minors by the Moroccan authorities in the migratory crisis in Ceuta, the situation in Sri Lanka, and in particular the arrests under the Prevention of Terrorism Act, and the listing of German NGOs as 'undesirable organisations' by Russia and the detention by Russian authorities of Andrei Pivovarov. MEPs will then vote on resolutions on these three subjects.

In brief:

Employment and autism. In an afternoon debate, MEPs will quiz Commissioner Dalli on measures to ensure equal opportunity on the labour market for people with autism, as a way to better foster their social inclusion.


Future EU financing of the radio network Euranet Plus. Plenary will discuss and vote on a resolution about the Commission’s plan to stop subsidising Euranet Plus, a pan-European radio network currently operating in 13 EU member states.

At 9.00, final results of Wednesday’s second voting session will be announced on


  • the Czech Prime Minister’s conflict of interest ,
  • the effects of a possible patent waiver on COVID-19 vaccines and
  • the reform of the statute governing the European Ombudsman.

Results on amendments from yesterday’s voting session, will also be announced at 9.00, on


  • the resolutions on the rule of law situation in the EU and the application of the related conditionality regulation,
  • the ongoing assessment of national recovery plans, and
  • the EU's Cybersecurity Strategy.

The first voting session will take place between 9.45 and 11.00, with results announced at 13.00.


MEPs will cast their final votes on


  • the resolutions on the rule of law situation in the EU and the application of the related conditionality regulation,
  • the ongoing assessment of national recovery plans, and
  • the EU's Cybersecurity Strategy.

The second voting session will take place between 13.45 and 15.00, and the results will be announced at 16.30.


MEPs will cast their final votes on


  • the resolutions about Belarus, Afghanistan, Cuba,
  • the European Citizens’ Initiative “End the cage age”,
  • gender equality in STEM education and careers,
  • the financing of Euranet radio network and the democracy and
  • human rights’ urgencies.
