Taxonomy: MEPs to decide whether to veto the inclusion of gas and nuclear

At noon, plenary is set to decide whether to block the Commission’s plan to classify certain nuclear and gas energy as transitional activities contributing to climate change mitigation. If an absolute majority -at least 353 MEPs- objects, the Commission will have to withdraw its proposal.

Outcome of the 23-24 European Council

In a morning debate with European Council President Charles Michel and Commission Vice-President Šefčovič, MEPs will assess the results of the 23-24 June EU summit, at which EU leaders agreed to grant Ukraine and the Republic of Moldova EU candidate status -and to do the same with Georgia once it has completed the necessary reforms.

Priorities of the Czech Presidency: debate with Prime Minister Fiala

Starting at 9.00, Prime Minister Petr Fiala will outline the programme of Czechia’s six-month Council presidency, which started on 1 July. After a debate with MEPs, EP President Metsola, Commission President von der Leyen and Prime Minister Fiala will give a press conference, at 11.15.

Links between extremist EU parties and Russia

In the afternoon, starting around 17.00, MEPs will debate the Russian government’s relations with extremist, populist European parties in the context of the war in Ukraine, with Commission Vice-President Jourová and the Czech Presidency.

In brief:

Taxing windfall profits of energy companies. Plenary will discuss the merits of imposing a tax on the extraordinary profits that energy companies are currently making due to the skyrocketing prices in the energy market.

Facilitating export of Ukrainian agricultural products. MEPs will quiz the Council and the Commission on how the EU can help to ease the export of agricultural products from Ukraine to prevent a global food crisis.

Introduction of the Northern Ireland Protocol Bill. The latest move by the UK Government, which may put the EU-UK Brexit agreement at risk, will be the focus of a debate with Commission Vice-President Šefčovič and the Czech Presidency. A resolution will be put to the vote in a future plenary session.


Human rights and democracy. MEPs will debate with Commissioner Sinkevičius the arrest of Cardinal Zen and the trustees of the 612 relief fund in Hong Kong, the situation of indigenous and environmental defenders in Brazil after the killing of Dom Philips and Bruno Pereira, and the situation in Tajikistan’s Gorno-Badakhshan Autonomous Province. Three resolutions will be put to the vote on Thursday.

Between 12.00 and 13.00, MEPs will vote on:

  • the 2021 reports on Bosnia and Herzegovina, Serbia and Kosovo;
  • support measures for the fisheries and aquaculture sectors in the context of the Russian invasion of Ukraine;
  • national vetoes to undermine the global tax deal;
  • addressing food security in developing countries, and
  • an amendment to Parliament’s Rules of Procedure.
