Background
The Digital Services Act, which came into full effect on 17 February 2024, sets stringent obligations on digital service providers, such as social media or marketplaces, to combat illegal content, online disinformation and other societal risks online. The European Commission, which has investigative and sanctioning powers under the DSA, has started to look into the compliance strategies of several very large online platforms.
In the context of the ongoing Romanian elections, the Commission asked about TikTok’s risk management process when it comes to information manipulation, recommender systems and third-party access to data. The Commission had previously inquired about the design and functioning of TikTok, YouTube and Snapchat’s recommender systems, and more specifically about the measures TikTok has taken to curb risks related to elections, media pluralism and civil discourse.
