Statement by Internal Market Chair Anna Cavazzini on the Single Market Strategy

Today the European Commission announced its plan to strengthen and simplify EU’s single market, reduce barriers for business and support SMEs.

The Strategy focuses on dismantling single market barriers, bringing dynamism to services, supporting SMEs’ growth, reducing administrative burdens, fostering digitalisation and increasing the political involvement of member states.

Anna Cavazzini (Greens/EFA, DE), Chair of the Committee on the Internal Market and Consumer Protection, commented on the Strategy:

“In times of economic uncertainty, I welcome the European Commission’s efforts to strengthen the single market to benefit businesses, consumers and the planet. One rule replaces 27, which turns the single market itself into a tool of simplification.”

“Most barriers to the smooth functioning of the single market arise from half-hearted implementation and enforcement of EU law by the member states, even if they preach the strengthening of the internal market in their Sunday sermons. I therefore support the European Commission’s decision to address the patchwork of varying implementation and enforcement with concrete measures.”

“Currently, EU market surveillance authorities are facing rapidly growing e-commerce like David facing Goliath. Therefore, I particularly support the idea of creating an EU market surveillance authority. This would help level the playing field for EU companies and protect high standards for consumers.”

“The extension of the digital product passport to include all product-related information will combine easier controls for customs and market surveillance with more information for consumers and the transition to a circular economy. It is the perfect example for how these goals can go hand in hand with simplification efforts with the help of digitisation.”

This afternoon, the Commission Executive Vice-President Stéphane Séjourné will outline the new Single Market Strategy in plenary, followed by a debate with members. You can follow the plenary debate here (starting around 17.30 CEST).

Parliament adopted a resolution outlining its demands for the new strategy on 8 May 2025.
