Internet providers should no longer be able to block or slow down internet services provided by their competitors, says the Industry Committee which on Tuesday approved rules to protect net neutrality. Under the latest draft EU “telecoms” package legislation, MEPs also voted against "roaming charges", extra costs for using a mobile phone in another EU country. These charges should be banned from 15 December 2015, MEPs say.

A clear A to G scale for labelling the energy efficiency of household appliances should replace the proliferating pluses in today's top class (A+, A++, A+++) within 5 years, said Industry, Research and Energy Committee MEPs on Tuesday. The proposal for a new EU regulation aims to ensure that consumers are not misled into thinking that a A class appliance is one of the most efficient on the market, whereas under current rules it may in fact be one of the least efficient.

An informal deal to ban surcharges ("roaming fees") for making mobile phone calls, sending text messages or using the internet while abroad in another EU country from 15 June 2017 was struck by MEPs and EU ministers in the small hours of Tuesday morning. MEPs also inserted guarantees that all internet traffic is treated equally, without discrimination. To enter into force, this informal deal needs to be formally endorsed by the full Parliament and the Council of Ministers.

Parliament and Council negotiators agreed on wholesale price caps on Tuesday evening. Caps are significantly lower than those proposed by the Commission. Wholesale price caps define how much telecoms operators can charge each other for using their networks to carry cross-border “roaming” calls.

Industry committee MEPs confirmed, Wednesday morning, the informal deal to ban surcharges ("roaming fees") for making mobile phone calls, sending text messages or using mobile internet while in another EU country, from June 2017. The deal, struck between EP and council negotiators on 30 June, also includes guarantees that all internet traffic is treated equally, without discrimination. To enter into force, this deal still needs to be endorsed by the full Parliament and the Council of Ministers.
