Creative Europe: Parliament votes for mobility of artists and circulation of works
MEPs voted on Thursday to double the budget of the 2021-2027 Creative Europe programme and to enhance international circulation of works, supporting better mobility for artists.
The text also focuses on a better use of digital technologies in the creative sector.
The Parliament supports increased mobility for artists, strongly encouraging cross-border exchanges of creative players and artists, including through residency programmes. The books, films, music, festival, cultural heritage and architecture sectors will benefit from different actions funded under this programme.
MEPs insist on the importance of engaging a young audience, especially to promote audiovisual works being used through legal channels. Media literacy is also one the priorities of the programme, with Members insisting on its contribution to the development of critical thinking.
New media professionals should also benefit from the programme.

“I wanted to strengthen three areas: the intrinsic value of culture; the mobility of artists and culture operators; and the development of a narrative on European common roots and diversity.
European talent - especially the younger generations - should be able to move freely and to circulate their works, have the chance to work on co-productions, and be further supported in the face of the current lack of funds that is the cause of a major loss of opportunities.”
Next steps
The final text of the programme must be negotiated and agreed with the Council during the next parliamentary term.
