EU and the Organisation of African, Caribbean and Pacific States (OACPS) Ministers meet in Apia, Samoa on 15 November 2023 (46th ACP-EU Council of Ministers).

The meeting was co-chaired by Pilar Cancela Rodriguez, Secretary of State for International Cooperation of Spain and Bendito dos Santos Freitas, Minister of Foreign Affairs and Cooperation of Timor-Leste.

This last such meeting under the Cotonou Agreement framework allowed for an exchange of views on a number of issues of importance for the Partnership, and concluded with the signing of the Samoa Agreement.
