The 1st Session of the OACPS-EU Joint Parliamentary Assembly took place in Luanda, Angola on the 21 February 2024 under the theme: A New Dawn in OACPS-EU Relations: Towards a People-Led Partnership

The 1st Session of the OACPS-EU Joint Parliamentary Assembly (JPA) was formally opened by:

  • Carolina Cerqueira, President of the National Assembly of Angola
  • Ana-Rita Sithole, Co-President of the Joint Parliamentary Assembly (OACPS)
  • Carlos Zorrinho, Co-President of the Joint Parliamentary Assembly (EU)
  • H.E. Esperança Maria Eduardo Francisco da Costa, Vice-President of Angola, representing President João Lourenço

This is the first Joint Parliamentary Assembly following the signature of the new Samoa Agreement.

The Opening Session was followed by two debates, with the intervention of the EU Commissioner for International Partnerships, Jutta Urpilainen, and Fabricio Cardone, professor of political science at the University of Glasgow in the UK.

The themes of the debates focused on the new impetus of the partnership between the OACPS and the European Union and the priorities under the new Samoa Agreement.

A keynote debate on "A new dawn in OACPS-EU relations: Towards a people-led partnership" was launched by video messages from Kenyan President Ruto and from the HR/VP Borrell, followed by a presentation by Professor Maurizio Carbone, University of Glasgow.

Summary reports on the outcome of the Youth Forum and the Women's Forum were presented by the OACPS Co-Chairs.

A press conference was organised with a panel composed of the two OACPS-EU JPA Co-Chairs, the two co-Chairs of the Africa-EU Regional Parliamentary Assembly, Commissioner Urpilainen and OACPS SG Chikoti.
