The ongoing cost-of-living crisis has intensified an enduring challenge in housing affordability. Rising construction expenses and mortgage rates, coupled with a slowdown in homebuilding, have further restricted access to home ownership.

In that context, the EU housing initiative's push for more sustainable and affordable housing is in line with the aims to build green, create jobs and improve livelihoods for EU citizens.

Yet many are dealing with issues related to housing and petitions received by the PETI Secretariat see topics from evictions to squatting and unavailability of affordable housing, including for younger people. Later this year, the PETI committee will hold a public hearing on evictions and squatting which will address such concerns brought through petitions.

To address the challenge and align with Parliament's priorities, President Metsola and the leaders of Parliament's political groups proposed the establishment of the 'Special Committee on the Housing Crisis in the EU (HOUS),' which was officially constituted on 18 December 2024. The committee's primary objective is to propose solutions for decent, sustainable, and affordable housing for all European citizens. The Special Committee comprises 33 Members and will operate with a 12-month mandate.
