In addition, the petitioner claims that the Board within the Maltese Ministry of Education responsible for examining applications by third-country nationals to pay European fees for education applies a policy, which only defines the rights of third-country nationals who are long-term residents. In her opinion, this is at odds with the Family Reunification Directive, which does not make a distinction between non-EU nationals’ family members holding single permits or blue cards.
