Petition Summary  

The petitioner writes about the situation of Cubans residing in the EU. Following enactment in Cuba of Law No 989 in 1962, the Cuban authorities identified the act of emigrating from the country as ‘treason’, for which an exit permit was necessary. The latter only ceased to be necessary when the migration reform of 2013 was brought in. The UN states that there are currently around 1 654 684 people with Cuban nationality living outside the country (14 % of the population), including approximately 200 000 residents of countries in the European Community, mainly in Spain, Italy, Germany and France, many of them with refugee status. As residents or citizens of the European Union, they ask Parliament to adopt a resolution condemning the human rights violations in Cuba and consider that these practices by the Cuban State also entail a violation of its commitments vis-à-vis the European Union as part of the EU-Cuba Political Dialogue and Cooperation Agreement in 2017. They ask for the support of the international community and the United Nations in order to drive forward a national reconciliation process.
