The petitioner says that over 130 wind farm projects are being developed in Galicia, upheld legally by the Galician wind power sectorial plan (the PSEG), which was approved in 1997 and amended in 2002. The petitioner complains that the PSEG has not been subjected in its entirety to any kind of environmental check and that it therefore infringes Spain’s Law 21/2013 on Environmental Assessment, through which Directives 2001/42/EC and 2011/92/EU were transposed. The petitioner considers that the plan is now obsolete, basically because the calculations of requirements in terms of land area, capacity, power lines, equipment and jobs are based on a standard 660 kw wind turbine of 20 years ago, whereas current technology provides for wind turbines of over 5 000 kw. The petitioner points out that Galicia is already producing more renewable energy than its electricity demand and that with 63 % of the electricity produced in the Autonomous Community being green, it is producing double the EU’s renewable energy target for 2030.
