Petition Summary

The petitioner alleges that the credibility of the defence of human rights and democracy proclaimed by the EU and its Member States is and will continue to be seriously affected by the maintenance of bilateral relations with Cuba. The petitioner requests that the EU and its Member States defend their commitments and principles making use of the provisions of Article 85.3 of the PDCA. According to her, since Cuba has failed to comply with the obligation derived from Article 1.5, she urgently requests the appropriate measures so that the agreement is fulfilled. She also requests to stop funding opportunities within the framework of the PDCA and the "Cuba European Union Cooperation, Contributing to the 2030 Agenda for the sustainable development”. Furthermore, the petitioner suggests that the Member States, the Vice President and High Representative of the EU and the EEAS refuse to participate in future political and human rights dialogues with Cuba, unless all political prisoners are released and the civil society is adequately represented. She also proposes that the Member States, in accordance with the EU's Global Sanctions Regime in the area of human rights, request the VP/HR and the EEAS to take the measure of not admitting to their territory those who are considered responsible for violations of human rights in Cuba as well as the immobilization of their assets. Moreover, she suggests that the Member States, request the VP/HR and the EEAS to apply an embargo on arms and equipment destined for internal repression in Cuba. Finally, she aks that the immediate suspension of the PDCA be requested, if the government of Cuba does not respond to the measures imposed, considering them as interference in its internal affairs and continues to violate the human rights of its citizens.
