Petition Summary

The petitioner explains that the European Union of Medical Specialists (UEMS) is in charge of publishing European Training Requirements (ETR) documents, which are guidelines on the necessary trainings to become a medical specialist. He states that Oro-facial and Maxillary Surgery (OMFS), focusing on teeth and jaws, does not exist as a medical specialty in all European Member States, and that, in 2021, an ETR was presented for the OMFS training, which allegedly incorporated significant parts of the ORL specialty curriculum as its own (including ear, larynx and sinuses). The petitioner argues that confusion between the ORL and OMFS training requirements can lead to OMFS specialists practicing outside their area of specialisation, which would be seriously detrimental to the rights and interests of patients across the EU, especially in the context of freedom of movement. Therefore, the petitioner asks the European Parliament to ensure that ORLpatients are protected by a regime ensuring that the professional in charge is sufficiently well qualified across the entire European Union. He also asks the European Commission to indicate whether the EU professional qualifications regime provides the means to remedy the current situation and if not, to indicate what changes to the regime would be required to address such risks.
