The petitioner criticizes the alleged infringement of Union law because the Commission doesn’t intend to remedy the non-compliance with the „Political Dialogue and Cooperation Agreement“ (PDCA) and should resolve this Agreement by proposing a truly adequate framework agreement for Cuba. Furthermore, he criticizes the non-existing EU Special Representatives for Cuba, although they exist for other countries and geographical territories for human rights and peace processes. The petitioner asks for urgent action by the European Parliament to examine the infringement of Union law by the Commission and the Union itself, because Cuban citizens will continue to suffer violations of the most basic human rights by the Cuban Government. Therefore, the petitioner asks for additional information from the Council and Commission on the actions they intend to take in respect of the consequences of the failures of the PDCA.
