The petitioner expresses concern regarding the proposed Amnesty Law in the Spanish Parliament. In his view, such law violates Article 14 of the Spanish Constitution guaranteeing equality before the law, a principle also enshrined as a Fundamental Right of the EU. According to the petitioner, this law aims to pardon Catalan separatists who committed serious crimes, thereby creating a privileged class exempt from legal consequences. The petitioner further stresses that this law allegedly violates Article 9.3 of the Spanish Constitution, which states that public authorities shall be subject to the Constitution and laws, an essential principle guaranteeing citizens' rights against arbitrary actions by public authorities. The petitioner believes that the project of Amnesty law, by allowing public authorities to evade compliance with the law, undermines the rule of law and the democratic process.
