The petitioner disputees the findings of an environmental impact assessment for a projected photovoltaic power plant in the old Accates quarry in Marseilles, particularly regarding the adverse effects on biodiversity. The conservation areas in which the plant would be located are home to a number of remarkable species and habitats forming a valuable part of the natural heritage such as Bonelli’s eagle and the ocellated lizard. The petitioner fears the outright destruction of flora such as the Teucrium pseudochamaepitys, a strictly protected plant species (on the IUCN Red List). He also refers to the ruling of the Marseilles Administrative Court of 21 June 1991 definitively terminating the operation of the Accates quarry in order to protect the exceptional natural heritage of the site (Teucrium pseudochamaepitys in particular).
