The HR/VP and the Commission continue to follow closely the case of Mr.Vladimir Kozlov. The case has been raised with the government of Kazakhstan on a number of occasions during bilateral political meetings, including the most recent Human Rights Dialogue in November 2013. In a public statement issued in 2012, HR/VP encouraged the Kazakh authorities ‘to review the process, in line with the international commitments and obligations of Kazakhstan.’ EU diplomats also monitored Mr Kozlov's trial.

In recent months, the EU Delegation in Kazakhstan has again been in contact with the Ministry of Foreign Affairs of Kazakhstan in relation to Mr Kozlov's situation in prison. In June 2014, the EU Delegation requested the assistance of the ministry in arranging a visit by a delegation official to Mr Kozlov, based on humanitarian concerns. The EU Delegation did not receive a satisfactory reply and contacted the ministry again in early October, reiterating the request for a visit. In addition, the EU Delegation was in contact with a representative of a local NGO, who visited Mr Kozlov in September and met with the prison authorities.
