  Jens Geier, Berichterstatter. − Frau Präsidentin, sehr geehrter Herr Kommissar, liebe Kolleginnen und Kollegen! Sind es 111 774 oder sind es 125 218 Beamte, die im Dienst der nationalen Polizei Afghanistans stehen? Diese Frage ist offen. Es ist eines der Probleme, auf die wir stoßen, wenn wir uns mit der Verwendung von EU-Hilfsgeldern in Afghanistan auseinandersetzen. Diese Frage ist nicht unerheblich, denn die Gehälter der afghanischen Polizei werden durch den Law and Order Trust Fund for Afghanistan bezahlt, der vom Entwicklungsprogramm der Vereinten Nationen aufgesetzt worden ist. Und dieser LOTFA, der Law and Order Trust Fund, ist der größte Empfänger von Hilfsgeldern in Afghanistan.

Wir kennen die Zahl der Beamten nicht, denn die Datenbanken der afghanischen Polizei sind unzuverlässig. Bisher übermittelt die Europäische Union über drei Wege Gelder nach Afghanistan. Da ist der Weg der privatwirtschaftlichen Vertragspartner, die von der Europäischen Kommission ausgestellte Aufträge erfüllen. Da sind Nichtregierungsorganisationen, und da sind die genannten Multi-Donor Trust Funds, der größte von der UNO unterhalten, ein weiterer wichtiger für den Aufbau Afghanistans aufgesetzt von der Weltbank. Über diese Wege sollen Projekte der Europäischen Union in Afghanistan finanziert werden, die vielerlei Kriterien erfüllen sollen. Sie sollen die Sichtbarkeit der Europäischen Union in Afghanistan sicherstellen. Sie sollen den Kapazitätsaufbau der öffentlichen Verwaltung unterstützen. Sie sollen nicht anfällig sein für Korruption. Sie sollen nachhaltig sein. Sie sollen in Übereinstimmung stehen mit den regionalen Prioritäten, aber auch mit den Prioritäten der Regierung. Wenn man sich mit den Stärken und Schwächen der Wege, über die wir Geld nach Afghanistan transferieren, beschäftigt, dann erkennt man, dass alle diese Kriterien nicht über einen einzelnen Weg erreicht werden können, sondern dass jeder der Wege, die die Europäische Union benutzt, um Geld nach Afghanistan zu transferieren, seine spezifischen Stärken, aber auch seine spezifischen Risiken hat.

Zwei der wichtigen Ziele, nämlich Kapazitätsaufbau bei der öffentlichen Verwaltung und die Übereinstimmung mit den Prioritäten der Regierung, können über die bisher gegangenen Wege überhaupt nicht erreicht werden. Deswegen schlage ich in meinem Bericht vor, dass wir einen vierten Weg gehen, der mittlerweile schon von vielen Gebern der internationalen Gemeinschaft für Afghanistan beschritten wird, von der Europäischen Union aber bisher nicht, und das ist der Weg der direkten Budgetbeihilfe für den afghanischen Staat.

Es gibt vielerlei Probleme bei dieser Direkthilfe für den afghanischen Haushalt. Eines ist sehr deutlich geworden in Medienberichten, als es darum ging, dass Bargeld – Dollars in dem Fall – gleich kartonweise aus Afghanistan herausgeschafft wurde, und ich freue mich, an der Stelle sagen zu können, dass es eben in diesen Kartons nur einen sehr geringen – wahrscheinlich überhaupt keinen – Anteil von europäischen Geldern gegeben hat. Die Amerikaner haben mit ihrer direkten Budgetbeihilfe sehr teures Lehrgeld bezahlen müssen, was sich über diesen Weg gezeigt hat. Aber sie haben ihre Lektion gelernt. Sie gehen jetzt Schritt für Schritt vor. Sie greifen sich Abteilung für Abteilung der afghanischen Ministerien heraus, sie sorgen dafür, dass bestimmte Kriterien erfüllt werden, nämlich dass Management- und Kontrollsysteme eingesetzt werden, dass es Korruptionsbekämpfungsmechanismen gibt, dass die Rechenschaft gegenüber dem Parlament gegeben ist. Ich glaube, wenn die Europäische Kommission den selben Weg beschreiten würde, das heißt, eine schrittweise Herangehensweise, klare Zielvorgaben für die afghanische Regierung, die rückholbar und kontrollierbar sind, eine Rechenschaft gegenüber dem afghanischen Parlament und – das finde ich ganz wichtig – einen wirklich unabhängigen afghanischen Rechnungshof, dann können auch wir diesen Weg unterstützen.

Nach Abzug des Militärs wird zivile Hilfe notwendiger sein. Wir müssen dafür sorgen, dass diese Hilfe zielgenau, effektiv und nachhaltig funktioniert und dass die Mittel, die die Europäische Union gibt, vor Korruption und Verschwendung geschützt sind. Das ist nicht nur im besten Sinne des europäischen Steuerzahlers, das ist auch im besten Interesse Afghanistans.

  Seán Kelly (PPE). - Madam President, personally I am somewhat dubious about giving any aid to Afghanistan from European Union funds. This is a state where, a few short months ago, Osama Bin Laden was found in a custom-built compound under the noses of the Afghan authorities.

Until we are satisfied that things are in order, that funds can be used for what they are designed for and that we can satisfy the European Court of Auditors and other independent auditing bodies, I think we should progress very slowly with this matter.

In an ideal world we should give assistance, because we need to be neighbourly. However, without having firm guarantees in place that any money coming from the European Union is going to be used in a proper fashion and that we can guarantee that, I think we should be very careful about moving along too quickly.

  Piotr Borys (PPE). - Pani Przewodnicząca! Chciałbym podziękować panu sprawozdawcy za to sprawozdanie. Jestem członkiem delegacji do spraw Afganistanu. Wiem, że ten kraj przez 30 lat był w notorycznej wojnie, w tym kraju wszelkie fundamenty państwa demokratycznego i transparentnego były zachwiane, po prostu nie istniały. To państwo odtwarza się od początku. Dlatego tak ważne jest, aby połączyć siły, środki ONZowskie, środki Banku Światowego, czy też nasze środki europejskie. Powinny być one rozliczane podobnym kanałami, które muszą opierać się na systemie transparentności, które muszą opierać się tak na prawdę na mierzalnych wskaźnikach efektywności wykorzystania środków pomocowych.

Wydaje mi się, że trzeba przećwiczyć wszystkie elementy. Wymaga oczywiście wzmocnienia administracja rządowa, która ma swoje cele, bo kraj wymaga odbudowy. Ale pamiętajmy o tym, że równolegle muszą być wspierane organizacje pozarządowe, a więc kanał dystrybucji środków przez organizacje jest równie ważny. Sektor prywatny nie istnieje, a on także jest kluczowy w redystrybucji środków, które muszą być efektywnie wykorzystane. Dlatego wydaje mi się, że powinniśmy stworzyć dokładnie to, o czym powiedział pan sprawozdawca – czytelne kroki transparentności, efektywności i przede wszystkim powinniśmy krok po kroku rozliczać je w oparciu o jasne i czytelne zasady.

  Jaroslav Paška (EFD). - Európska únia poskytuje finančnú, humanitárnu pomoc mnohým rozvojovým krajinám. Jednou z takýchto krajín je aj Afganistan, ktorý je dlhodobo sužovaný občianskou vojnou. Nestabilná bezpečnostná situácia v krajine však znemožňuje vykonávanie potrebného dohľadu o distribúcií a skutočnom využití poskytnutej finančnej pomoci. Riziko podvodu, korupcie, nedodržania pravidiel či kritérií efektívnosti je v takomto prostredí veľmi veľké. Preto sa treba orientovať viac na osvedčené spôsoby a postupy, ktoré sa pri poskytovaní civilnej pomoci osvedčili a voliť radšej podporu dlhodobo užívateľných projektov, na ktorých možno v jednotlivých časových etapách sledovať úspešnosť a zmysluplnosť vynakladania finančných prostriedkov. Ak sa takýto projekt nedarí, dá sa v čase zastaviť a prípadne modifikovať.

  Nicole Sinclaire (NI). - Madam President, I was in Afghanistan less than three weeks’ ago, in Helmand Province, visiting the British forces that are part of the International Security Assistance Force or ISAF.

It is an interesting situation there, and there are many fears for post-2014, but since the Taliban was overthrown in 2001, there has been a 60% increase in healthcare provision, with infant mortality reduced by 20%. Education has increased – obviously including females – with 13 000 more schools, 170 000 more teachers and 7.3 million more students.

These are things that we need to build on. I am glad – amazed actually – that the European Parliament is having this debate here tonight and actually showing some concern about where the money goes. This makes a welcome change from previous years.

We must continue to help Afghanistan build, because it was a factory of terrorism. The UK, other Member States and the international community need to show faith with Afghanistan to build a strong and prosperous country that rejects terrorism and all the disasters that go with it.

  László Andor, Member of the Commission. − Madam President, I wish to thank the rapporteur, Mr Geier, for his contribution to the effectiveness and efficiency of EU development assistance in Afghanistan.

The Commission shares the view that our commitment to Afghanistan must focus on the long-term perspective. At the Bonn Conference on 5 December 2011 the EU looked to the Afghan Government to provide the context for this long-term engagement by improving governance and the rule of law and making other structural reforms which are necessary for the transformation of Afghanistan into a fully-functioning, sustainable state at the service of its people.

In Bonn the EU and its Member States also announced the negotiation of a partnership agreement on cooperation and development with Afghanistan. This agreement will create a coherent, legally-binding overall framework for EU relations with Afghanistan. This long-term commitment will be conditional on the Afghan Government’s progress in further strengthening public finance management systems, reducing corruption, improving budget execution, developing a financing strategy and increasing government capacity. The establishment of a fully independent control and audit office will also remain a precondition for budget support.

As the Afghan Government progressively takes over full responsibility for security and development, we also expect democratic institutions to be strengthened both at central and provincial level. In this context the Commission will continue to assist Afghanistan by ensuring that monitoring mechanisms adequately address corruption and proper management of aid and that the recipient communities are involved in identifying needs and shaping development assistance policies.

Shortcomings of external assistance in Afghanistan are the result of a complex mix of political factors, military insurgency, economic underdevelopment and drug trafficking, to name just a few. In this environment, multi-donor trust funds have been instrumental in pooling donors around Afghan-owned strategies, harmonising aid and contributing to strengthening national public finance management capacities. They also enable the efficient donor division of labour and facilitate pooling donors’ specific expertise and resources.

The EU aims to surpass the goal of providing 50% of development assistance either directly (on budget) or through multi-donor trust funds, as agreed within the Kabul Process. In Buzan earlier this month the Commission reiterated its commitment towards aid effectiveness, focusing and deepening on results and accountability, ownership, transparency and reduced fragmentation of aid. This is also our commitment to Afghanistan.

With 2014 on the horizon, we will need to focus on reinforcing current mechanisms to ensure that Afghanistan becomes a fully-functioning and sustainable state capable of fighting fraud and corruption.

  Martin Ehrenhauser (NI). - Frau Präsidentin! Kurz zu Afghanistan: Ich habe selbstverständlich auch den Bericht gelesen. Wir haben von der Europäischen Union aus zwischen 2002 und 2010 insgesamt bereits über 2 Milliarden EUR in Afghanistan investiert. Meines Erachtens kommt dieser Bericht zu einem ganz eindeutigen Ergebnis: Es gibt einen hohen Anteil an Korruptionsfällen, mangelnde Fähigkeit der Verwaltung, hohes Verschwendungsrisiko, keine unabhängigen Kontrollbehörden, Projekte ohne Nachhaltigkeit und Wirksamkeit sowie unrealistische Zeitplanung bei den Projekten. Meiner Meinung nach können wir als Haushaltskontrollbehörde nicht den europäischen Steuerzahlern garantieren, dass die Gelder in Afghanistan wirtschaftlich wirksam und auch nachhaltig verwendet werden. Wir können auch mittelfristig nicht garantieren, dass diese Probleme behoben werden. Aus diesem Grund komme ich zu einer anderen Schlussfolgerung als teilweise andere Kollegen, und zwar, dass man diese bewaffnete Entwicklungshilfe in Afghanistan so schnell wie möglich beenden soll.

Θα ήθελα και εγώ με τη σειρά μου να συγχαρώ τον εισηγητή για την εξαιρετική έκθεσή του για ένα τόσο ενδιαφέρον και συνάμα ζωτικής σημασίας θέμα όπως είναι ο δημοσιονομικός έλεγχος της χρηματοοικονομικής υποστήριξης της ΕΕ στο Αφγανιστάν. Ο ρόλος και το καθήκον μας ως Ευρωπαϊκού Κοινοβουλίου είναι η τήρηση της αρχής της χρηστής δημοσιονομικής διαχείρισης της χρηματοοικονομικής ενίσχυσης που χορηγεί η ΕΕ μέσω του κοινοτικού προϋπολογισμού, δηλαδή μέσω των χρημάτων των Ευρωπαίων φορολογούμενων. Η τήρηση της εν λόγω αρχής θα πρέπει να ισχύει τόσο για την ενίσχυση που παρέχεται στα κράτη μέλη της Ένωσης όσο και σε τρίτες χώρες. Στο πνεύμα αυτό υποστηρίζω θερμά την έκκληση του εισηγητή προς την Ευρωπαϊκή Επιτροπή να διορθώσει τις αδυναμίες που έχουν διαπιστωθεί στο ελεγκτικό έργο από το Ευρωπαϊκό Ελεγκτικό Συνέδριο και από τρίτους ελεγκτικούς οργανισμούς. Θα πρέπει επίσης να ενισχυθεί η λογοδοσία σχετικά με τα κεφάλαια της ΕΕ που διοχετεύονται στο Αφγανιστάν και τα οποία διαχειρίζονται ορισμένες υπηρεσίες του ΟΗΕ, καθώς τα θεσμικά όργανα της ΕΕ οφείλουν να αποκτήσουν πρόσβαση στις εσωτερικές εκθέσεις αυτών των υπηρεσιών. Μέσω της διαφάνειας και της λογοδοσίας μπορούμε να εξασφαλίσουμε ότι τα χρήματα του ενωσιακού προϋπολογισμού δαπανώνται κατά τρόπο σωστό και αποτελεσματικό.
