  Claude Moraes (S&D), in writing. − This report addresses the problems facing foreign investors as bilateral investment treaties are transitioned under one EU investment policy. It balances the legal certainty of BITs whilst allowing the Commission flexibility to develop an EU investment policy. Most importantly it acknowledges that new BITs should be compatible with other external policy objectives, such as human rights and development. This was a key issue for me and therefore I voted for this report.
