  Andreas Schwab, Berichterstatter. − Herr Präsident! Ich bin offenbar genauso überrascht davon, dass ich als Vertreter des Ausschusses für Binnenmarkt und Verbraucherschutz heute als erster Redner zum Europäischen Semester hier von Ihnen aufgerufen werde. Deswegen, Herr Kommissar, Herr Präsident, zunächst einmal herzlichen Dank dafür, dass die Europäische Kommission in dieses Europäische Semester den Bericht über den Stand der Binnenmarktintegration aufgenommen hat, einen Bericht, der sich nicht nur mit der haushaltsrechtlichen Situation in den Mitgliedstaaten beschäftigt, nicht nur mit makroökonomischen Fragen, sondern auch ganz konkret der Frage nachgeht, was die Mitgliedstaaten dafür tun, dass dies, was hier im ordentlichen Gesetzgebungsverfahren – und das ist eben der entscheidende Unterschied zum Verfahren der economic governance, das wir bislang haben – auf europäischer Ebene beschlossen wird, in ihren Mitgliedstaaten zur Umsetzung gelangt.

Deswegen an die Europäische Kommission ein ganz herzliches Dankeschön. Der Bericht, den ich für die Kolleginnen und Kollegen im Ausschuss für Binnenmarkt und Verbraucherschutz erstellen durfte, beschäftigt sich nicht nur mit dem sogenannten Bericht über den Stand der Binnenmarktintegration, also der Frage, wie die Umsetzung der Binnenmarktregeln in den Mitgliedstaaten gelingt, sondern auch mit der Mitteilung von Kommissar Barnier zur Frage der Governance im Binnenmarkt, also einer verbesserten Kontrolle dessen, was die Mitgliedstaaten hier im ordentlichen Gesetzgebungsverfahren zu tun versprochen haben.

Wir haben im Ausschuss für Binnenmarkt und Verbraucherschutz – und dafür bin ich allen Kolleginnen und Kollegen außerordentlich dankbar – mehr oder weniger einstimmig beschlossen, dass wir die Kontrolle dessen, was die Mitgliedstaaten nach Verabschiedung europäischer Rechtstexte auf Basis der mitgliedstaatlichen Gesetzgebungszuständigkeiten zu tun haben, besser überwachen müssen, besser kontrollieren müssen, den Mitgliedstaaten auch mehr Unterstützung gewähren müssen, damit die Umsetzung dessen, was wir hier für den einheitlichen Markt wirklich gemeinsam beschließen, am Ende auch gemeinschaftlich in den Mitgliedstaaten gelingt.

Das ist ein, wie ich finde, bemerkenswerter Vorgang in einem Diskussionsprozess über das Europäische Semester, der zwischen den einzelnen Fraktionen und Gruppierungen ja durchaus kontrovers ausgefallen ist. Ich glaube, dass es positiv ist, dass das Europäische Parlament klar gemacht hat: Im Bereich von Binnenmarkt und Verbraucherschutz stehen wir sehr eng beieinander und haben mehr oder weniger identische Interessen.

In dem Bericht, den wir verabschiedet haben, verlangen wir zweierlei. Wir wollen einerseits vom Rat, insbesondere vom Wettbewerbsfähigkeitsrat, dringend mehr Aufmerksamkeit dafür gewinnen, dass dies, was, wie ich bereits ausgeführt habe, im regulären ordentlichen Mitentscheidungsverfahren auf europäischer Ebene von den Mitgliedstaaten gemeinsam mit der Europäischen Kommission und dem Europäischen Parlament beschlossen wurde, am Ende auch einheitlich umgesetzt wird, und da glauben wir, dass der Ministerrat dringend Nachholbedarf hat, sich dieser Aufgabe mit der notwendigen Beachtung zu widmen.

Und zum zweiten wünschen wir von der Europäischen Kommission – Herr Kommissar Rehn, es ist schön dass Sie da sind –, dass die Durchsetzung dessen, was wir auf europäischer Ebene beschlossen haben, in den Reihen der Mitgliedstaaten ohne Ansehen der Größe der Mitgliedstaaten auch durchgesetzt wird. Hier gibt es nicht nur, weil sich die Kommission manchmal aus politischen Gründen ziert, einzelne Mitgliedstaaten beim Europäischen Gerichtshof entsprechend zu verklagen, Probleme, sondern es gibt auch Probleme, weil es aus unserer Sicht – und da gab es eine breite Übereinstimmung mit allen Kollegen in diesem Hause, jedenfalls soweit der Binnenmarktausschuss betroffen war – auch einen Mangel an Rechtsklarheit im Primärrecht gibt, der die Kommission nicht in ausreichender Weise in die Lage versetzt, gegen die Mitgliedstaaten adäquat vorzugehen. Deswegen, Herr Präsident, sind dies zwei ganz wichtige Elemente, einmal an den Rat gerichtet und einmal an die Kommission, die wir mit unserem Bericht im Rahmen des Europäischen Semesters erreichen wollen. Wir glauben, dass enormes Potenzial für das Wachstum im Binnenmarkt und auch in den Mitgliedstaaten liegt, wenn wir die Umsetzung und Anwendung des europäischen Rechts in einheitlicherer Weise hinbekommen. Deswegen bin ich sehr dankbar, dass die binnenmarktrechtliche Relevanz des Europäischen Semesters heute hier so deutlich zum Ausdruck kommt.

  Veronica Lope Fontagné, Ponente. − Señor Presidente, señores Comisarios, Señorías, en primer lugar, quiero dar las gracias a los ponentes alternativos. El informe que se presenta es obra de una amplia mayoría obtenida gracias a la generosidad de todos, lo que ha permitido un amplio consenso.

Durante el año 2012 la situación laboral y social ha empeorado y las previsiones para 2013 son pesimistas. Durante los últimos doce meses, el número de desempleados ha aumentado en dos millones y ha alcanzado el nivel de 25 millones de parados en la Unión Europea. Los indicadores apuntan a una tendencia de mayores niveles y formas más profundas de pobreza y exclusión social, con un incremento de la pobreza de los ocupados y la polarización social en numerosos Estados miembros.

Esta situación requiere la adopción de medidas urgentes que eviten un agravamiento del desempleo y unos problemas sociales todavía mayores. Por ello, creemos que es necesario lo siguiente.

En primer lugar, un mayor compromiso con la consecución de los objetivos de la Estrategia Europa 2020. Los compromisos establecidos por los Estados miembros y su aplicación durante el año 2012 han sido insuficientes. Los Estados miembros deben asumir, en sus programas nacionales de reforma, los compromisos necesarios para cumplir este objetivo.

Otro punto es que es necesario alcanzar un equilibrio presupuestario que garantice la sostenibilidad de las finanzas públicas y de nuestro sistema de bienestar. Sin embargo, también hay que poner de manifiesto que este equilibrio debe alcanzarse mediante una consolidación fiscal que no ponga en peligro el potencial de crecimiento y de generación de empleo futuros, y debe tener en cuenta la situación específica de cada país.

El crecimiento y la creación de empleo también deben ser la prioridad más importante por encima de otras consideraciones. Los Estados miembros deben adoptar todas las reformas estructurales necesarias, entre otras: la reforma de la fiscalidad laboral, que incentive el empleo; promover y apoyar el empleo por cuenta propia y las empresas de nueva creación; mejorar el marco de la actividad empresarial; facilitar el acceso de las PYME a la financiación; regularizar el trabajo informal y no declarado en Empleo; reformar los mercados laborales para hacerlos más flexibles, dinámicos e inclusivos; y modernizar los sistemas de fijación de salarios para ajustarlos a la evolución de la productividad, y explotar el gran potencial de empleo de sectores como la economía ecológica, la atención sanitaria y social y las TIC para crear puestos de trabajo.

El desempleo juvenil también es uno de los mayores problemas a los que se enfrenta la Unión Europea, y debe ser una de sus máximas prioridades. Así lo reflejamos en el informe y aportamos propuestas que deben adoptarse sin mayor dilación. En este sentido, es clave la implementación rápida de esquemas para la garantía juvenil, pero con la correspondiente financiación.

Otro de los puntos importantes es el aumento de la pobreza y la exclusión social. La solución a estos problemas debe ser un elemento central de los programas de política social nacionales y de la Unión Europea. Los Estados miembros deben aplicar estrategias integradas de inclusión activa y asumir nuevos compromisos para corregir esta situación, en especial en relación con la pobreza de la población ocupada, la pobreza entre las personas con vínculos limitados o nulos con el mercado laboral y la pobreza entre las personas de edad más avanzada.

Por estar limitado el tiempo no voy a hablar más, y simplemente espero que el Consejo y la Comisión hagan caso al informe que hemos aprobado con gran mayoría.

  Elisa Ferreira, relatora. − Senhor Presidente, Senhores Comissários, começo por sublinhar a importância do relatório sobre as perspetivas de crescimento da Europa para 2013. Nós queríamos, aqui no Parlamento, que este texto fosse tratado pela Comissão, incorporando os nossos contributos, e ainda estamos na esperança de que isso aconteça porque, no Conselho Europeu da Primavera, de março, as decisões que venham a ser tomadas nesse Conselho enformarão os programas nacionais de reforma, os programas de estabilidade e convergência e serão uma peça fundamental do novo Estatuto do Semestre Europeu. É, pois, com este documento que se inicia este Semestre e é sobre este processo de coordenação das políticas económicas que os parlamentos nacionais e o europeu têm de reforçar o controlo democrático.

Infelizmente venho ao plenário, ao contrário dos colegas que falaram, com uma posição extremada ao nível do Comité Económico e Monetário. A maioria de direita que integra esse comité recusou qualquer negociação no processo de construção do relatório e aprovou ontem, contra o meu parecer e contra o meu voto e contra o voto do meu grupo político, um texto amputado das mensagens que considerávamos essenciais. Atravessamos um momento crítico da vida europeia. A leve recuperação do crescimento de 2010 foi aniquilada pela agenda da austeridade. Na Primavera de 2011 previa-se que a zona euro crescesse, no ano que terminou, 2012, 1,8%. Acabamos com uma recessão de -0,4%. Para 2013 prevê-se um crescimento muito frágil - de 0,1 -, mas provavelmente o Fundo Monetário Internacional estará certo quando prevê uma recessão de -0,2%.

Os desequilíbrios dentro da Europa e, em particular, na zona euro atingem níveis insustentáveis. O procedimento que integra o Six Pack sobre desequilíbrios macroeconómicos mostra os excedentes sistemáticos da balança corrente de três países - Luxemburgo, Países Baixos e Alemanha – enquanto toda a periferia acumula défices incontroláveis.

A dimensão dos processos de ajustamento exigida aos países mais frágeis atingiu pontos absolutamente excecionais, com 18 pontos de ajustamento para a Grécia, 7,5 para Portugal, 6,5, pedindo-se muito mais do que aquilo que é exigido na legislação europeia. Não admira, pois, que tenhamos, neste momento, 27 milhões de desempregados, 10 milhões dos quais jovens, concentrando-se na periferia da Europa que se transforma, cada vez mais, num grande fornecedor de mão-de-obra qualificada e barata para o resto da Europa.

Nestas circunstâncias deve o Parlamento Europeu ficar ausente de uma mensagem clara? Eu espero que não! Não vejo qualquer problema, e termino já, Senhor Presidente, não vejo qualquer problema em pedir à Comissão que reveja os multiplicadores implícitos nos seus modelos, que ajuste as suas recomendações em função dos resultados que obtém e que combata a fraude e a evasão fiscal e espero até ao voto final, que terá lugar depois de amanhã, que estes princípios possam ser aceites pela generalidade deste plenário porque é essa a nossa responsabilidade perante os cidadãos europeus.

  Lucinda Creighton, President-in-Office of the Council. − Mr President, I agree with the previous contributions that this is a critical time for Europe and, in that context, I very much welcome this opportunity to discuss with Parliament the European Semester. This is a really vital tool for helping us to address the current economic challenges that we face, and it is a high priority for the Irish Presidency. Recalling our Presidency’s focus on stability, growth and jobs, we see an effective Semester process, along with the banking union proposals, as an integral part of securing stability in our Union.

This particular Semester is, of course, only the third such exercise. It began with the publication of the Commission’s Annual Growth Survey last November, and it will now be for the Irish Presidency, working together with the President of the European Council, to ensure that it is completed successfully and contributes to delivering on the wider objectives under the Europe 2020 Strategy. Our key objective as the Presidency will be to ensure that all relevant Council formations work in a coordinated and consistent manner towards a thorough preparation of both the March and the June European Councils.

The European Semester is, of course, not an end in itself. It is a coordination tool to help us reach a number of policy goals, in particular the five headline targets set in the Europe 2020 Strategy for smart, sustainable and inclusive growth. The fact that the European Semester is primarily a means to an end is important. We cannot simply agree on policy guidance and then assume that our task is done. The Semester has to be implemented in the Member States and by the Member States. This is the only way that it will produce concrete results, even if we have to accept that these will sometimes take time.

The focus on implementation is all the more relevant as the whole Semester exercise becomes regular and more familiar. There is wide agreement on the current priorities, which have not changed from last year. Following the publication by the Commission of its Annual Growth Survey, the European Council has confirmed the five priorities. These are differentiated growth-friendly fiscal consolidation, restoring lending to the economy, growth and competitiveness, unemployment and the social consequences of the crisis, and modernising public administration.

I know that this Parliament has been following this exercise particularly closely, and that it has consistently insisted on the need, in such a wide-ranging exercise, for policy coherence. The Irish Presidency is adopting an inclusive approach which draws on the views of many different Council configurations. Environment, telecommunications and transport ministers have already addressed the Semester in their December meetings. Their debates point to the need for a better integration of environmental and climate policies into economic decision-making, a strengthening of both the implementation and enforcement of the digital agenda and a willingness to exploit fully the various synergies between telecommunications, transport and energy.

The ECOFIN Council had an initial discussion on the Annual Growth Survey on 22 January and will now prepare its response. Several ministers reiterated that there is no contradiction between growth and consolidation. Work will continue, in particular, on restoring normal lending to the economy. The needs of SMEs, non-bank financing, and the impact on stability are among the issues which need to be addressed.

Work is continuing. The EPSCO, Education, Energy and Competitiveness Councils will debate the European Semester in February. Based on their input, as well as that already received from other Council configurations, the Presidency will put together a synthesis report which will constitute a basis for policy guidance which is due to be adopted by the Spring European Council. I cannot, of course, predict now what will be the key messages of this report, but I can say that we will focus on the key topics, and will not avoid – where necessary – more controversial issues, such as structural unemployment, poverty or Europe’s leadership in the area of technological development.

I want also at this point to underline the importance of the contribution of the single market to this year’s exercise. We are very pleased that the Commission has presented – for the first time – a report on the state of the single market in the context of the 2013 Annual Growth Survey. This is a particular priority for the Irish Presidency. We very much hope, working together with Parliament, to make swift progress on the remaining files of the Single Market Act I, as well as to take forward work on the Single Market Act II.

The issue of single market governance is an issue of considerable importance to the Council and indeed to this House. The Presidency welcomes very much the contribution of the Committee on the Internal Market and Consumer Protection, and particularly Mr Schwab’s report before us today, to the debate on how we might improve governance to facilitate the speedy and effective implementation of single market legislation, particularly in the services area.

I congratulate this Parliament on the close interest that it has taken in the European Semester. I welcome the draft report from Ms Ferreira, on which it is due to vote tomorrow. Many of Parliament’s priorities correspond to those of the Council and of this Presidency. An obvious example is the Youth Guarantee Scheme which, as you know, we hope to have agreed by Employment Ministers this month. Another area is the role of education in providing the right skills for growth and jobs, on which we hope the Council will soon adopt conclusions.

The need to ensure greater democratic accountability in the Union is something which is of major concern to the Irish Presidency. For my own part, I hosted an informal meeting of Ministers and State Secretaries for European Affairs in Dublin last month on the topic of strengthening democratic legitimacy and accountability. I was very pleased to have the participation of Members of this House, Mr Verhofstadt, Mr Brok and Mr Gualtieri in those discussions.

I very much welcome your initiative last week to bring together national parliamentarians and Members of this House to discuss the European Semester. It is clear from the wide-ranging nature of this initiative that both have a direct stake in this exercise. Many of those participating last week stressed the need for national parliamentarians and MEPs to work together. I fully endorse this. Both have a role. We can only deliver on a successful European Semester if both are involved. Both need to cooperate, and I can assure you that the Irish Presidency will continue to encourage close cooperation in this area.

We still have quite some way to go in this year’s European Semester exercise. For this reason, I see this debate as an opportunity for me to hear more of your views and to see how these might be reflected in the further work of the Presidency over the weeks ahead. I look forward to the rest of the debate and thank you very much for your contributions in advance.

  Olli Rehn, Member of the Commission. − Mr President, let me start by thanking the Committee on Economic and Monetary Affairs (ECON) and the other committees, as well as all the rapporteurs, Ms Ferreira, Ms Lope Fontagné, Mr Schwab, and the shadow rapporteurs, for their very intensive work on the report on the European Semester and the Annual Growth Survey.

I understand that preparation of this report has not been easy, and the discussions have at times been rather heated. But this only reflects the weight of the issues at stake and the importance of the political choices to be made. Your input, honourable Members, is a very strong demonstration of the fact that the European Parliament plays an essential role in the debate on European economic policy.

Let me also say that I very much appreciate our economic policy dialogues. That is why I was very pleased to participate in the joint meeting of the ECON and Employment and Social Affairs committees in November to present and discuss the annual growth survey. Only last week I was able to take part in the opening session of the parliamentary week on the European Semester where we had a very good and fruitful political discussion with representatives both of national parliaments and of the European Parliament.

Our team, László Andor, Mr Barnier and myself, will now present the Commission’s view on this year’s economic policy priorities along the lines of our respective responsibilities.

I shall start by saying that the Annual Growth Survey puts a very strong emphasis on growth and competitiveness. We must be concerned about the industrial base of Europe. In one decade, between 2000 and 2011, no fewer than 2.5 million manufacturing jobs were lost in the four largest Member States: Germany, France, Italy and Spain.

When you consider the high debt levels, the rapid population ageing and the fact that more than half of social spending over the whole world today takes place in Europe, you get a picture of the burden that the European productive economy has to carry in order to sustain our social model, our cherished way of living. We need to reverse this downward trend. We can reverse it provided that we continue along the path of reform; not reform for its own sake, but reform for the sake of sustainable growth and job creation.

What should be done to drive job creation and productivity? That is the key priority of the annual growth survey. We need to support research and innovation, as Ms Ferreira rightly states in paragraph18 of her report. I truly hope that the talks on the Multiannual Financial Framework will be positive and not damage the EU’s performance in this important area of innovation and research, which is our future.

We need to support education and training and continue to reform our labour markets to remove obstacles to job creation. We need to support entrepreneurship and investment and complete the single market. We need to finish the job of financial repair to boost the flow of credit to SMEs and households. We need to support public investment, as we have done with the EIB capital increase, and we need to design smart regulation which achieves societal and environmental objectives without hampering job creation and competitiveness.

All of these policies on growth will be reflected in the country-specific recommendations of this year’s European Semester, and I trust that the Member States will continue this work in their national reform programmes.

Furthermore, we need to pursue consistent fiscal consolidation. Public debt in the European Union has risen from around 60% of GDP before the crisis to around 90% next year. It is at that level of 90% that public debt becomes a drag on growth. Thus there is really no alternative to pursuing smart and consistent fiscal consolidation.

Public finances in the European Union are improving, and confidence is therefore growing. We can see the impact of the reinforced economic governance, thanks in no small part to the Six-Pack.

That is why it is essential to stay on the path of reform. Making real progress on our policy agenda by making effective use of the European Semester will be a crucial test of Europe’s credibility.

In this context let me make a final point which is very much of common interest. You are well aware that the adoption of the Two-Pack is a necessary foundation for rebuilding the EMU towards a genuine stability union of both responsibility and solidarity.

The Commission is currently working in order to facilitate a constructive compromise on the Two-Pack and I am looking forward to a positive vote on this basis in the March session to further increase confidence in Europe’s decision-making capacity.

So we need to pass this test and together get Europe back on track for sustainable growth and job creation. To this end, I very much look forward to having a constructive and productive debate with you here today.

  László Andor, Member of the Commission. − Mr President, I welcome the involvement of the Parliament in the debate on the 2013 European Semester. It is crucial to foster the democratic legitimacy of the process. In particular, I congratulate Ms Veronica Lope Fontagné and the Committee on Employment and Social Affairs for having reached a consensus on a well-balanced report on the employment and social aspects of the 2013 Annual Growth Survey (AGS), which received very broad support in the committee.

I take this as an illustration that, beyond the potential divergence of views on the appropriate macroeconomic policy mix, employment and social cohesion are objectives shared by all groups. The Commission tabled the 2013 AGS against a difficult background, and the employment and social development report also gave a detailed picture of this. We have increasing unemployment in the EU, polarisation between various groups of Member States, and a clear social emergency in some of these Member States.

The Commission proposed to continue to work along the previously agreed policy priorities, ensuring that the fiscal consolidation is differentiated and future growth potential, as well as essential safety nets, are preserved. In particular, the Commission considers that Member States should prioritise investment, such as in education. They should maintain and reinforce coverage and effectiveness of employment services and active labour market policies, such as training for the unemployed and youth guarantee schemes. The modernisation of social protection systems should ensure their effectiveness, adequacy and sustainability.

In the AGS, the Commission presented very strong guidance to Member States for their employment, labour market and social policies. The Commission recommends further efforts to improve the resilience of the labour market, invest in human capital and involve the social partners. This year we focus in particular on long-term unemployment and on youth unemployment by insisting on the implementation of the youth guarantee – as the Presidency also mentioned – and on internal flexibility. We also encourage Member States to monitor wage developments and emphasise the role of minimum wage levels in order to strike the right balance between employment creation and adequate income.

The 2013 AGS puts a strong emphasis on job creation and on the potential of expanding sectors such as the green economy, healthcare and ICT. We insist on the need to work on a future-oriented and reliable legal framework, the development of adequate skills and targeted public support. In that context, we also emphasise the importance of mobility. For that I strongly believe that the capacity of the EURES network and of public employment services needs to be boosted.

The Commission will scrutinise Member States’ policies and ongoing reforms, as well as their potential socioeconomic impact in the context of the 2013 Semester. The Europe 2020 objectives continue to provide guidance and measurement in all these efforts. Thank you very much for your attention.

  Michel Barnier, Membre de la Commission. − Monsieur le Président, Mesdames et Messieurs les Députés, je suis particulièrement reconnaissant à Andreas Schwab et aux autres rapporteurs de la commission IMCO d'avoir porté aussi haut et aussi fort les couleurs du marché intérieur, notamment en soutenant depuis de longues années nos efforts conjoints pour ce que nous avons appelé l'Acte pour le marché unique I et II, soixante propositions qui doivent faciliter le bon fonctionnement du marché intérieur, la mobilité, l'innovation, l'investissement, l'exportation, la simplification, l'entrepreneuriat social et bien d'autres dimensions. Ce rapport, Monsieur Schwab, a l'immense mérite d'avoir mis l'accent sur l'une des composantes essentielles du marché intérieur – qui en est peut-être même une condition préalable – à savoir la bonne gouvernance de ce marché intérieur. Et cette gouvernance, l'application des règles du marché intérieur, se trouve désormais au cœur du semestre européen. Je voudrais également remercier devant vous mon collègue Olli Rehn d'avoir soutenu cette intégration dans l'exercice du semestre européen à l'intérieur de la Commission.

Mesdames et Messieurs les Députés, vous vous souvenez du rapport de Mario Monti; vous avez vous-même élaboré avec Louis Grech un rapport extrêmement important, il y a à peine deux ans, pour démontrer que le marché intérieur est bien un levier de croissance incontournable. Le marché intérieur, ce n'est pas toute l'économie, ce n'est pas toute la croissance, c'est simplement le plancher. Si ce plancher est fracturé en de trop nombreuses législations fiscales, administratives, bureaucratiques nationales, s'il n'est pas solide, tout ce qu'on met dessus – les initiatives privées, les initiatives des entreprises publiques, des collectivités locales, des États, de l'Europe – est moins solide. C'est la raison pour laquelle nous avons mis en chantier cet agenda pour consolider avec vous le marché intérieur, doper la compétitivité, favoriser la croissance et l'emploi. Nous ne pouvons pas seulement, à l'heure actuelle, parler au citoyen de consolidation budgétaire, de régulation, de surveillance budgétaire; il faut aussi agir et travailler sur l'emploi. Ma conviction est que, pour gagner la bataille de la compétitivité et de l'emploi, chaque homme est nécessaire, chaque entreprise est nécessaire et chaque territoire est nécessaire. C'est dans cet esprit qu'avec l'Acte pour le marché unique I et II, nous voulons créer un meilleur écosystème pour l'initiative et l'emploi, pour les consommateurs et pour les entreprises.

Depuis le début de ce mandat, nous avons, en réponse aux effets de la crise, considérablement élevé nos exigences en matière de gouvernance et amélioré nos outils. La Commission a ainsi présenté en juin 2012 un nouveau cycle d'initiatives pour renforcer la gouvernance du marché unique qui débute à chaque printemps pour aboutir au semestre européen de l'année suivante.

Pourquoi ces objectifs et ce nouveau cycle? Parce que nous ne pouvons pas élaborer de nouvelles règles sans nous soucier de leur application effective et sans regarder ce qui s'est passé aussi pour les règles précédentes. C'est une banalité, mais je le dis quand même, que de rappeler qu'une législation qui n'est pas appliquée n'est pas seulement inutile, elle est aussi négative pour le fonctionnement du marché intérieur. C'est une question de crédibilité. Nous avons ainsi fixé plus d'exigences dans le délai et la qualité de la transposition des règles et mis les États membres face à leurs responsabilités. Je confirme aussi au Parlement européen que, pour que tous les États s'approprient cette exigence de qualité et de rapidité, j'ai effectué depuis deux ans une visite dans chacun des États membres pour rencontrer personnellement tous les fonctionnaires nationaux chargés de mettre en œuvre les législations du marché intérieur. Près de 700 fonctionnaires font partie maintenant de cette task force du marché intérieur et je renouvellerai dans les mois qui viennent ma visite à tous ces fonctionnaires nationaux.

Je sais que vous voulez aller au-delà, Mesdames et Messieurs les Députés, et j'ai bien entendu et observé les recommandations du rapport d'Andreas Schwab, dont je partage la quasi-totalité des intentions. Nous avons simplement une réserve, je me permets de la rappeler, qui concerne l'idée d'un acte législatif. Bien que saluant toute initiative visant à renforcer le marché intérieur, nous avons des doutes, je l'ai dit à Andreas Schwab, sur l'existence d'une base juridique pour une telle initiative. Mais pour le reste, nous sommes d'accord et nous irons dans le sens que vous demandez.

Nous devons aller plus loin en 2013, en renforçant le suivi qualitatif du fonctionnement du marché intérieur, d'abord par la publication du tableau de bord du marché unique, exclusivement en ligne, sous une forme interactive et visuelle. Ce tableau de bord que le collège devrait adopter avant l'été aura pour objectif de détailler les performances des États membres de manière extrêmement franche – ce qui ne sera pas forcément confortable pour tout le monde – dans les différents volets de la gouvernance du marché unique, et il permettra de bien visualiser les points forts, où tout se passe bien, et les points faibles, pour permettre des progrès. Ce tableau intègrera les évaluations de beaucoup d'outils au service des citoyens et des entreprises: SOLVIT, qui maintenant fonctionne correctement, le relevé des infractions et des transpositions des règles du marché intérieur dans les États membres, Your Europe ou Your Europe Advice ou encore IMI.

Comme Lucinda Creighton l'a dit tout à l'heure, nous préparons un rapport sur l'état de l'intégration, qui sera publié à l'automne et qui deviendra une composante importante du cycle du semestre européen. Ce rapport analysera les principaux obstacles à l'intégration qui subsistent dans les États membres et nous regarderons en particulier les questions transfrontalières dans quatre domaines clés qui ont le plus grand potentiel de croissance: les services, les réseaux (énergie et transport) et l'économie numérique.

Dans ce contexte, nous aiderons les États membres à surmonter les obstacles qui subsistent, en particulier par ce travail de concertation avec les fonctionnaires nationaux et les élus, et nous appliquerons aussi, je l'ai déjà dit devant votre Assemblée, la tolérance zéro, là où les efforts ne sont pas encore réalisés.

Je le dis au président Harbour, comme à Andreas Schwab et aux autres membres de la commission IMCO: nous avons besoin pour réussir cela d'une bonne association avec le Parlement européen, avec votre commission IMCO, en amont et en aval de ce rapport. Voilà pourquoi j'ai notamment proposé récemment à vos rapporteurs l'organisation d'une conférence annuelle au Parlement européen, avec les États membres, pour faire le point objectivement, chaque année, au début de l'automne sur cette gouvernance du marché unique.

Je voudrais enfin, Monsieur le Président, vous demander la permission de ne pas rester pendant l'intégralité de ce débat car je dois participer à un trilogue avec vous et avec le Conseil sur le texte concernant les règles de Bâle III dans le secteur bancaire.

  Eider Gardiazábal Rubial, Ponente de opinión de la Comisión de Presupuestos. − Señor Presidente, señores Comisarios, señores miembros del Consejo, ya se ha dicho aquí que el Semestre Europeo es un mecanismo de coordinación de las políticas económicas y presupuestarias, y por eso no nos podemos olvidar del presupuesto europeo.

El objetivo final, tanto de los Estados miembros como de las Instituciones europeas, es el mismo: salir de la crisis, recuperar el crecimiento y crear empleo.

Por eso es incomprensible que la encuesta anual de crecimiento no tenga en cuenta el presupuesto europeo ni su contribución al logro de estos objetivos, porque estamos hablando de un presupuesto exclusivamente destinado a la inversión, que complementa los presupuestos nacionales y que actúa como herramienta anticíclica, sobre todo en un momento en el que los presupuestos nacionales están marcados por los recortes y la austeridad.

Es un presupuesto que invierte en áreas fundamentales, como la política regional o la política de investigación, y que va en línea con lo acordado por el Consejo, el pasado junio, en el Pacto por el Crecimiento y el Empleo, y por eso pedimos coherencia.

Somos conscientes de los grandes sacrificios que se están llevando a cabo a nivel nacional, pero no podemos aceptar en el próximo marco financiero un recorte de cien mil millones de euros que nos llevaría a niveles de inversión de 2004. Ni tampoco podemos permitir que los Estados miembros utilicen sus contribuciones al presupuesto europeo como una variable de ajuste contable en sus presupuestos nacionales.

Desgraciadamente, en las últimas negociaciones presupuestarias hemos visto demasiadas veces cómo el Consejo ha reducido artificialmente los pagos y esto ha afectado, fundamentalmente, a los Fondos Estructurales, algo que va totalmente en contra del Pacto por el Crecimiento y el Empleo, que pretendía reasignar los Fondos Estructurales y apoyar a las pequeñas y medianas empresas, destinarlos a la investigación y a la innovación, y también luchar contra el desempleo juvenil.

Por eso necesitamos urgentemente una reforma de la financiación del presupuesto europeo y, por supuesto, unos verdaderos recursos propios. Y necesitamos también que se estudie la posibilidad de excluir del cómputo del déficit estructural las contribuciones nacionales al presupuesto europeo.

Y, por último, desde la Comisión de Presupuestos queremos insistir en la necesidad de que el próximo marco financiero no cuente con recortes, y, por lo tanto, sea capaz de financiar todas esas políticas de crecimiento que todos compartimos pero que, a la hora de la verdad, no tienen financiación suficiente.

  Milan Cabrnoch, navrhovatel Výboru pro zaměstnanost a sociální věci. − Pane předsedající, ano, všichni si přejeme, aby dnes, v době pokračující krize důvěry v eurozóně, byla řešení, která by nastartovala nebo obnovila hospodářský růst, přinesla nová pracovní místa, vyšší produktivitu a větší sociální začlenění.

Vlády jednotlivých členských zemí samy dobře vědí, že je třeba bojovat proti strukturální nezaměstnanosti, připravit penzijní reformy, investovat do kvality pracovní síly, zvýšit výkonnost vzdělávacích systémů, bojovat proti chudobě a sociální diskriminaci.

Navržený mechanismus, který zaměstnává každým rokem členské země různými domácími úkoly a je postaven na studiu, kontrole a prověřování tzv. národních reformních plánů a odvozeně tedy i struktury národních rozpočtů, zůstává pro ECR nepřijatelný.

Protože, za prvé, jde o mechanismus, který je neefektivní, který nepřinesl a nikdy nepřinese žádné ovoce. Rozhodování o politice zaměstnanosti stejně jako o sociální politice je třeba ponechat národním vládám s plným respektem ke specifickým strukturám a cyklům jednotlivých ekonomik a k výkonnosti každého jednotlivého státu. Pouze tam, kde hospodářství vzkvétá, je možné zvyšovat sociální výdaje. Logika postavená na ultimátech „musíš“ a na vytváření tzv. sociálních evropských práv je falešná, nebezpečná a neúčinná.

Za druhé, takový návrh je nedemokratický. Národní reformní plány nejsou ve skutečnosti ničím jiným než národními rozpočty, způsobem, jak se ročně přidělují peníze daňových poplatníků. To jsou národní politická rozhodnutí a je nepřijatelné, aby byla diktována z Bruselu či Štrasburku.

  Lambert van Nistelrooij, Rapporteur voor advies van de Commissie regionaal beleid. − Voorzitter, mijn bijdrage zal in een heel andere richting gaan dan die van de vorige spreker, die deze afstemming en samenhang niet ziet zitten. Ik spreek ook als coördinator en als rapporteur-onderhandelaar voor de regionale fondsen. Ik zie juist een mogelijkheid om te zorgen voor een veel betere stroomlijning in de synergie tussen de eigen budgetten die Europa beschikbaar stelt, en de verantwoordelijkheid van de lidstaten.

Daar hebben wij een specifiek instrumentarium voor ontwikkeld in het kader van het semester. Natuurlijk, wij moeten er nog ervaring mee opdoen. Maar het gaat om de uitvoeringsplannen van de vijf fondsen die Europa beschikbaar stelt. We hebben meetbare uitkomsten vastgelegd en ook, vanuit de regionale politiek, ex ante-voorwaarden voor de openstelling van de fondsen. Dus het gaat nog wat verder dan alleen maar budgetten bewaken. De synergie tussen de lidstaten en de Unie neemt toe. Elke lidstaat sluit een partnerschapsakkoord af over wat er moet worden bereikt en dat hele sociaal-financiële domein zit daarin.

Toch wil ik nog één opmerking maken. Vanuit de regionale commissie zien wij dat die 25%, die nu ook in het verslag van Lope Fontagné zit, als een heel strakke lijn wordt vastgelegd. Wij merken in het overleg met de Raad, nu in de trialogen, dat de behoefte per land heel verschillend kan zijn. In bepaalde landen wil je bijvoorbeeld meer inzetten op research, onderwijsinfrastructuur, innovatie enz., wat óók tot banen leidt. Daarin moet dus meer flexibiliteit worden gegeven en ik zou de Commissie willen uitnodigen om met een werkbaar voorstel te komen. Wij zitten met een bijna onoplosbaar gegeven tussen de Raad, die veel minder wil, en tussen het Parlement, dat wil meedenken.

  Mojca Kleva Kekuš, Pripravljalka mnenja Odbora za regionalni razvoj. − Kot poročevalka za odbor REGI se bom tudi sama dotaknila točno te problematike, ki jo je van Nistelrooij začel.

In sicer moram začeti s tem, da smo v Odboru za regionalni razvoj enotnega mnenja, da je prizadevanje za okrepitev gospodarskega in proračunskega usklajevanja v okviru evropskega semestra izjemnega pomena, a hkrati izpostavljamo, da lahko rast in socialno pravičnost dosežemo samo z diferenciranim pristopom javnofinančne konsolidacije za države članice.

Letni pregled rasti mora služiti kot priložnost za to, da države članice v središče svojih prizadevanj postavijo naložbe za rast in ustanavljanje novih delovnih mest. Z varčevalnimi ukrepi pa je treba nadaljevati postopoma in na daljši rok. Bolj razpršena in uravnovešena konsolidacija javnih financ na nacionalni, regionalni in lokalni ravni bi lahko pripomogla k večjemu zaupanju v trg, k povečani konkurenci in obetom rasti ter boljšim priložnostim za zaposlovanje po celotni Evropski uniji.

Pri tem je pomembno, da tudi kohezijska politika dobi svoje mesto v okviru evropskega semestra, ker si ga zasluži. Strukturni skladi in kohezijski sklad namreč v času finančne krize in zmanjšane posojilne zmožnosti zasebnega sektorja predstavljajo temeljni vzvod, ki državam članicam omogoča stimuliranje gospodarstva in doseganje ciljev strategije Evropa 2020.

In ne morem iz svoje kože, brez da opozorim na dejstvo, da glede na to, da smo v odboru REGI tako enotni o temu, kakšna naj bo vloga kohezije v evropskem semestru in kaj vse naj se financira iz kohezijskih skladov, moram pozvati kolege, ki so včeraj na odboru ECON glasovali proti tem amandmajem, da jih naslednjič ne.

  Oldřich Vlasák, navrhovatel Výboru pro regionální rozvoj. − Pane předsedající, přínos vnitřního trhu je nesporný. Zdaleka se neomezuje jenom na čistě ekonomické aspekty.

Fungující vnitřní trh se pozitivně projevuje i na regionálním rozvoji. Pokud tedy chceme, aby naše obce, města a kraje vzkvétaly, nemůžeme si dovolit blokovat přijetí a implementaci klíčových aktů směřujících k odstranění překážek na vnitřním trhu.

Prostor pro dobudování vnitřního trhu přitom spatřuji především v oblasti volného pohybu služeb, digitálního vnitřního trhu a energetického trhu.

To však neznamená, že by Unie měla mít ambici ingerovat do všeho a vytvářet tak nesplnitelná očekávání, že všechno vyřeší. Měla by se naopak zaměřit na plnou implementaci již existující legislativy, na provedení realistických a efektivních opatření.

Na národní úrovni je pak žádoucí nepolevovat v provádění zásadních strukturálních reforem, které jednotlivé státy zakotvují mimo jiné ve svých národních programech reforem.

  Paulo Rangel, relator de parecer da Comissão dos Assuntos Constitucionais. − Em primeiro lugar, naturalmente, estando aqui a falar como relator da Comissão dos Assuntos Constitucionais para as questões do Semestre Europeu, gostava de chamar a atenção para as nossas conclusões, que são essencialmente conclusões institucionais.

Primeira, o Parlamento Europeu deve intervir antes mesmo de estar definida a posição da Comissão e, nesse sentido, o Parlamento Europeu deve preparar e monitorizar as prioridades, portanto deve ser consultado pela Comissão a respeito da análise anual de crescimento. Consideramos muito importante que também sejam tidos em conta os parlamentos nacionais e, designadamente, que estes possam, por um lado, estar em diálogo interparlamentar com o Parlamento Europeu - coisa que acaba de suceder na semana anterior - e, por outro lado, possam adotar os seus processos orçamentais em duas fases, para que tenham uma fase em que a intervenção dos parlamentos nacionais é útil.

Finalmente, gostaria também de chamar a atenção para que nós defendemos que possa vir a ser celebrado um Acordo Interinstitucional entre o Conselho, a Comissão e o Parlamento Europeu para regular os aspetos do Semestre, designadamente as obrigações de justificação da Comissão e as obrigações de justificação do Conselho quando se desvia da proposta da Comissão.

Agora, aqui, cabe-me representar a posição da Comissão dos Assuntos Constitucionais e é isso que eu faço aqui. Nem sequer estou aqui a representar a posição do PPE. Estou aqui como relator da Comissão dos Assuntos Constitucionais e é como tal que tenho o dever de defender a posição que aí foi defendida e de não partidarizar este debate, mas dar-lhe um enfoque constitucional. É essa a minha obrigação. Foi isso que eu fiz e, de resto, devo dizer que, obviamente, lamento que estas sugestões não tenham sido prosseguidas, mas não vou partidarizar este debate, vou apenas ser o porta-voz da minha comissão.

  Jean-Paul Gauzès, au nom du groupe PPE. – Monsieur le Président, Madame la ministre, Monsieur le commissaire, Monsieur le commissaire Rehn, je ne voudrais pas troubler la quiétude de ce début d'après-midi en soulevant quelques paradoxes.

J'ai entendu, Madame la ministre, que vous aviez apprécié le rapport qui avait été voté par la commission économique et monétaire hier, je vous en remercie. Ce rapport a été en large partie le fruit de la réflexion des groupes PPE, ALDE et ECR.

La situation est en effet paradoxale, puisque le rapporteur de la commission économique et monétaire vous a fait la présentation de ce qui aurait été son rapport s'il avait été voté. Mais nous sommes dans une démocratie. Les voix se comptent, et lorsqu'on n'a pas une attitude de compromis, on aboutit à ce que chacun revienne sur ses positions initiales. C'est ce qui s'est passé. Mais ceci n'est pas surprenant, car j'avais averti dès le premier passage en commission économique et monétaire que le rapport qui était présenté par Mme Ferreira était pour nous, au PPE, totalement inacceptable. Et ce que je dis là, je le dis tranquillement, parce que l'année dernière j'ai été rapporteur sur le semestre européen. Et nous avions obtenu une très large majorité, parce qu'il faut savoir faire des compromis. Et il eût été certainement plus astucieux cette année de partir du rapport de l'année dernière, d'actualiser ce qui devait l'être, d'insérer quelques idées qui tenaient à cœur au rapporteur actuel – c'est normal –, mais il fallait avoir cette démarche. Par conséquent, le rapport qui a été adopté hier en commission économique et monétaire représente le point de vue de la commission économique et monétaire. C'est la règle en démocratie.

Face à cette proposition de la Commission, nous rappelons que nous soutenons la Commission européenne dans sa démarche de demander aux États membres d'accroître la soutenabilité et l'équilibre de leurs finances publiques, c'est-à-dire la consolidation budgétaire, de poursuivre les réformes structurelles pour accroître la compétitivité de l'Union européenne et, bien évidemment, de proposer des mesures favorables à la croissance. Mais il n'est pas acceptable pour nous de dire que la situation que nous connaissons actuellement ne serait que le résultat de politiques d'austérité. En réalité, la stabilisation financière est indispensable; on ne construira pas de croissance sur des nénuphars.

E queria só colocar-lhe duas questões: primeiro, em que é que se distingue a posição de europeístas, como é o seu caso, do PPE e mesmo dos liberais, da posição do ECR, que são eurocéticos. Qual é a diferença, uma vez que assinaram as alterações todos em conjunto? E em segundo lugar, será que o Partido Popular Europeu não aceita fazer uma recomendação sobre o combate à fraude fiscal?

  Jean-Paul Gauzès (PPE), Réponse "carton bleu". – Sur le deuxième point, je crois que la recommandation y est. Sur le reste, lorsqu'on fait des compromis, on discute avec les partenaires qui veulent bien faire des compromis. À partir du moment où les collègues de l'ECR étaient d'accord sur ce sur quoi nous étions nous-mêmes d'accord, il n'y avait pas de problème à signer des amendements avec eux.

Je voudrais quand même rappeler, et mes états de service dans ce Parlement le montrent, que chaque fois que j'ai eu en face de moi des gens qui voulaient faire des compromis, nous avons obtenu des majorités très larges. Sur toute la régulation financière, pour les dossiers dont j'ai été responsable – les agences de notation, l'AIFMD – nous avons réalisé des majorités avec la gauche ou avec les Verts, et je crois qu'il faut plutôt se demander pourquoi cette exception-là a pu se produire.

  Pervenche Berès (S&D), Question "carton bleu". – Monsieur le Président, indépendamment des très bonnes relations que j'entretiens avec Jean-Paul Gauzès, je me demande s'il n'a pas fait payer à Mme Ferreira les discussions sur le two-pack, mais je les laisse régler le problème entre eux. Or, je crois que la position de Mme Ferreira dans cette affaire du two-pack a toujours été de défendre ce qui était la position du Parlement européen, notamment en faveur des eurobonds.

Monsieur Gauzès, j'ai l'impression que vous avez une drôle de conception de la démocratie, dans le cas de figure présent. Vous nous demandez de partir de votre rapport. Or, votre rapport, il était très bon l'année dernière, mais c'est celui de l'année dernière! Et depuis, il y a quand même quelques petits trucs qui se sont passés. Par exemple, François Hollande a été élu Président de la République en France. Par exemple, la situation de l'austérité n'a fait que se dégrader. Par exemple, le FMI a reconnu que le multiplicateur qu'utilise M. Rehn pour calculer l'impact des mesures d'austérité sur les économies des États membres a été publié et, à ma connaissance, n'est pas académiquement contesté. Donc, que dites-vous de la non-reconnaissance par votre groupe politique de cet effet multiplicateur?

  Jean-Paul Gauzès (PPE), Réponse "carton bleu". – Je n'ai pas dit qu'il fallait recopier mon rapport; j'ai dit qu'il constituait une base indiquant sur quoi on pouvait se mettre d'accord l'année dernière. Il était bien sûr nécessaire de l'actualiser.

Nous ne sommes pas d'accord sur les analyses qui sont faites par les membres de votre groupe et, pour ma part, permettez-moi de dire que l'observation quotidienne des journaux et la lecture des titres permettent de douter de la pertinence à tous moments de ce que disent les économistes. J'ai une licence de sciences économiques; j'en connais les limites.

  Antolín Sánchez Presedo, en nombre del Grupo S&D. – Señor Presidente, el año 2012 se cerró en recesión y con veintiséis millones de parados en la Unión Europea, y en la zona del euro, este año, según las previsiones, seguirá cayendo la actividad económica.

Este es el balance en el sexto año de la crisis y también de una política de auteridad simultánea, rápida e indiscriminada. Y a algunos Estados miembros los ha conducido también al abismo fiscal, una contracción económica fruto de un ajuste fiscal drástico y acelerado.

El Semestre Europeo debe fortalecer la gobernanza económica europea, y su recomendación es reflejar una política europea que tenga en cuenta las interacciones y el valor añadido común. Los países con excedentes deben movilizar los márgenes de los que carecen los deficitarios.

Los compromisos macroeconómicos y el desarrollo de reformas estructurales necesitan disciplina, pero también eurobonos. Europa es la mejor arma contra la crisis. Entre 2007 y 2011 la inversión privada se desplomó veinte veces más que el consumo y cuatro más que el PIB. Existe liquidez y falta confianza.

Para dinamizar la inversión privada hay que ofrecer una perspectiva europea consistente. Europa debe apostar por sí misma: en lugar de un marco financiero plurianual que disminuya con la crisis, es hora de un marco financiero plurianual que disminuya la crisis y llegue a superarla.

Hay que situar el crecimiento y el empleo como la prioridad de todos los poderes públicos en la Unión Europea.

  Philippe De Backer, namens de ALDE-Fractie. – Voorzitter, het is belangrijk dat wij hier vandaag in het Parlement over het Europese semester kunnen debatteren en dat wij als Parlement gezamenlijk verslag kunnen uitbrengen over dit onderwerp. Ik dring er dan ook op aan dat wij als Parlement onze verantwoordelijkheid in deze zaak nemen, geen valse hoop geven aan onze burgers en het verslag dat in de Commissie ECON aan bod is gekomen en ook werd goedgekeurd, morgen breed ondersteunen.

Er zijn in de Unie op dit moment veel lidstaten die met een zeer moeilijke economische situatie worstelen. Vanuit Europa moet dan ook alles gedaan worden om deze lidstaten te ondersteunen, zoals o.a. het ondernemerschap aanmoedigen, maar ook het versterken van de interne markt.

Maar het gros van de inspanningen komt natuurlijk van de lidstaten zelf. Om hun situatie te verbeteren moeten zij substantiële en structurele hervormingen doorvoeren om opnieuw groei en jobs te creëren en competitief te worden. Zij moeten zich ook houden aan zeer ambitieuze begrotingsdoelstellingen, die wij hier allemaal gezamenlijk hebben afgesproken om de schuldenberg uit het verleden weg te werken.

Gaandeweg begint dit beleid vruchten af te werpen. Wij hebben niet de gemakkelijkste weg gekozen, maar wel de weg van een duurzaam en langdurig herstel. Dat is onder andere te merken aan de gedaalde spreads op de staatsschuld van Spanje, Ierland en Italië over de laatste maanden. Dat is ook te zien aan de opnieuw stijgende export in Spanje of aan de jobcreatie en het herstel van de Ierse economie.

Het is voor mij dan ook zeer duidelijk: wij moeten de koers die wij hier in het Parlement hebben uitgezet met steun van de Commissie en met instemming van de lidstaten, volhouden. Dat is ook onze verantwoordelijkheid in het Parlement, ook op momenten dat het bijzonder moeilijk is ten aanzien van onze burgers.

Die koers, zoals bepaald in het Europees semester, in de 2020-doelstellingen, in het sixpack, maar ook in het twopack, moet worden aangehouden. Ik weet dat deze koers op korte termijn niet de meest gemakkelijke of de meest populaire koers is. Het is echter voor veel landen inderdaad belangrijk dat die hervormingen er komen en dat vraagt offers van veel burgers in die landen. Maar de maatregelen zijn meer dan ooit noodzakelijk om vandaag opnieuw vertrouwen op te wekken, morgen weer te kunnen groeien en overmorgen onze kinderen de welvaart te garanderen die zij verdienen.

  Philippe De Backer (ALDE), "blauwe kaart"-antwoord. – Dank u wel voor de vraag. Gisteren hebben wij in de Commissie ECON een plan opgesteld met duidelijke, concrete aanbevelingen aan de Commissie, waarin wij heel duidelijk zeggen dat de begrotingsinspanningen die vele landen vandaag doen, die absoluut niet gemakkelijk zijn, volgens ons wel moeten worden voortgezet. Ik wil niet in een situatie terechtkomen zoals in het verleden dat schulden zich blijven opstapelen, dat structurele hervormingen worden uitgesteld, en dat wij eigenlijk opnieuw terechtkomen in de situatie waarin wij vandaag zitten.

Het is vandaag nodig dat die structurele hervormingen worden doorgevoerd, in de pensioenen en op de arbeidsmarkt. Dat moet worden voortgezet en dat vergt ook een stuk begrotingsdiscipline, die wij hier allemaal tezamen in dit Parlement, samen met Commissie en Raad, hebben afgesproken. Laten we nu één keer ons woord houden en ons houden aan wat wij hier in Europa met elkaar hebben afgesproken. Hopelijk kunnen de lidstaten dat in de toekomst ook doen.

  Emilie Turunen, for Verts/ALE-Gruppen. – Tak, hr. formand! Tak for det. Vi diskuterer her i eftermiddag det europæiske semester, som efter vores mening i Den Grønne Gruppe både er et vigtigt og et potentielt meget potent redskab til at sikre en fornuftig koordinering af den økonomiske politik i Europa.

Lad mig starte med det politiske, inden der går proces i debatten. Der er jo nu nærmest gået sport i at sige i EU, at vi er ude af krisen, at det værste er overstået, og at vi kan se fremad. Men sandheden er, at vi er i en meget skrøbelig situation. Optimismen fra Kommissionen stammer jo primært fra en lille smule forbedrede eksporttal og fra en lille smule mindre pres på de sydeuropæiske landes statsobligationer. Det er en meget skrøbelig situation. Det vil jeg gerne holde fast i, for samtidig er vi jo i recession i Europa; væksten er fraværende, arbejdsløsheden er stigende både i år og næste år, og de makroøkonomiske ubalancer inden for euroen er fortsat dybe og meget alvorlige, og senest har IMF's økonomer fremhævet de relativt store negative multiplikatoreffekter af for store nedskæringer i medlemslandene. Det mener vi som Europa-Parlament og er nødt til at forholde os meget aktivt til.

Lad mig fremhæve tre ting, som er helt afgørende for Den Grønne Gruppe at få med i disse betragtninger: For det første må høj arbejdsløshed – særlig blandt de unge – og lav vækst imødegås ved, at vi øger privatinvesteringer og i det omfang, dette er muligt, også øger de offentlige investeringer, særligt for lande med sunde offentlige finanser, så vi kan få gang i et egentligt europæisk opsving.

Vi er nødt til at finde en bedre balance mellem konsolidering og vækst. Den har vi ikke fundet endnu. For det andet har vi endnu ikke tacklet den egentlige bombe under vores opsving, nemlig bankerne i Europa, som har enorme udeståender. Det vurderes, at de har helt op til 500 milliarder euro i gæld, endog mere.

I sommer var der pres på Europa for at levere resultater. Vi besluttede at skabe en bankunion med tilsyn, indskydergaranti, regler for afvikling og rekapitalisering. Nu er presset forsvundet, og det er en skam, for vi har brug for at håndtere bankkrisen, ellers kommer den lige tilbage i hovedet på os. For det tredje skal vi have tacklet de enorme makroøkonomiske ubalancer, der har bygget sig op internt i eurozonen, der gør, at nogle lande har meget vanskeligt ved at konkurrere og opnå en egentlig position inden for euroen. At øge efterspørgslen, få styr på bankernes gæld og få styr på de makroøkonomiske ubalancer er tre meget store prioriteter for Den Grønne Gruppe, og med hensyn til processen kan jeg kun udtrykke min skuffelse. Vi er altså nødt til at prioritere egentlige samtaler bedre her i dette hus, for jeg tror på, at vi kan nå hinanden, hvis vi vil. Vi har desværre ikke taget os tid nok i denne omgang, og det kan jeg kun begræde. Tak.

  Hans-Peter Martin (NI), Frage nach dem Verfahren der blauen Karte. – Frau Kollegin, Sie haben davon gesprochen, dass Staaten mit gesunden Finanzen – so wurden sie jedenfalls übersetzt – öffentliche Programme auflegen sollen. Das hat natürlich Konsequenzen für die Finanzen dieser Länder. Meinen Sie, dass diese die Programme in ihren eigenen Staaten auflegen sollen, wo es ja eine relativ hohe Korrelation gibt zwischen guter Beschäftigungssituation und – um Sie nochmals zu zitieren – gesunden Finanzen? Oder meinen Sie, dass diese Programme dann in Länder gehen sollen, wo die Situation anders aussieht?

Meine zweite Frage: Sie sprechen vom Bekämpfen der makroökonomischen Imbalancen. Denken Sie daran, zu fordern, dass etwa starke Länder wie Deutschland ihre Nettoeinkünfte bei Arbeitnehmern steigern, und wenn ja, wie will dann die jeweilige Wirtschaft international noch konkurrenzfähig sein außerhalb der EU?

Hvad angår det første, er det korrekt, at jeg ønsker, at lande med sunde offentlige finanser – det er eksempelvis mit eget land, Danmark, og Tyskland, Finland, Holland og Sverige – burde øge de offentlige investeringer, men naturligvis ikke uden aftale med EU-Kommissionen. Det er jo nødt til at foregå koordineret og under kontrol og inden for de rammer, vi har sat op. Men der er faktisk råderum i nogle af de lande til at øge investeringerne, og det mener jeg vil være meget afgørende for at øge beskæftigelsen.

Med hensyn til det andet spørgsmål om makroøkonomiske ubalancer er det jo sådan, at der er opstået nogle voldsomt store ubalancer, der gør, at nogle lande skal hhv. devaluere og revaluere med op til 20 %, for at euroen egentlig hænger sammen. Det er vi simpelthen nødt til at forholde os til. Det vil både kræve handling i Tyskland for at øge den interne efterspørgsel og kigge på lønningerne, men selvfølgelig også i landene i Sydeuropa, der skal blive mere konkurrencedygtige.

  Alexander Graf Lambsdorff (ALDE), Frage nach dem Verfahren der blauen Karte. – Meine Frage ist in Teilen schon beantwortet. Ich war ganz erstaunt, dass die Kollegin Turunen von Ländern mit gesunden öffentlichen Finanzen spricht, und wollte sie fragen, an welche Länder sie genau denkt. Von den großen Mitgliedstaaten ist es auch nicht Deutschland. Wir sind bei über 80 % der Gesamtverschuldung. Daher wäre meine Frage jetzt gewesen, welche sie denn meint. Weiß Frau Turunen, dass wir in Deutschland mit der Arbeitslosigkeit zurzeit kein besonders großes Problem haben, dass wir im Gegenteil Regionen haben, in denen die mittelständischen Unternehmen die Facharbeiterstellen nicht mehr besetzen können? Also warum sollen wir in Deutschland jetzt große öffentliche Investitionen tätigen und unsere öffentlichen Finanzen noch weiter in Schwierigkeiten bringen? Ich glaube, dass das der falsche Weg ist.

Vi må forstå, at ikke alle kan være som Tyskland, for så skulle alle have en meget, meget stærk eksportorienteret model, og hvem skulle så være importlandene i euro-zonen? Tyskland har jo nu opnået så stærk en position – og tillykke med det. Det er selvfølgelig en stor præstation for et land. Det vil jeg gerne anerkende, men til gengæld skaber det også nogle problemer, når man så målrettet har satset på løntilbageholdenhed som strategi i Tyskland. Vi må også spørge os selv, om vi vil have et Europa, hvor vi skal konkurrere på permanente lavtlønssektorer for at kunne klare os på det globale marked. Det mener jeg er en meget farlig udvikling. Vi har millioner af arbejdende fattige i Tyskland. Jeg tror, vi skal finde en bedre balance og også sørge for, at der er en egentlig efterspørgsel og en egentlig købekraft i den europæiske middelklasse. Det tror jeg bliver meget afgørende fremover. Det er altså balancen, jeg er ude efter – ikke bare det, at man kan bruge løs i disse år, selvfølgelig kan man ikke det. Indtægter og udgifter skal stemme, men vi har fokuseret udelukkende på udgiftssiden og på at hylde de lande, der har kunnet holde lønningerne helt i bund. Jeg tror, vi skal have en bedre balance i det – og også se på indtægtssiden. Tak.

  Derk Jan Eppink, on behalf of the ECR Group. – Mr President, I have come to the conclusion that it is impossible to compromise with a rapporteur who thinks a compromise is simply an extension of her own view. Mrs Ferreira has failed spectacularly as rapporteur. I warned her recently, as a shadow, that her report enshrines a philosophical divide which is hard to wallpaper over. I was totally ignored. Mrs Ferreira stubbornly stuck to her own view and generated problems of her own making.

As a Member from a euro zone country, I worked on an alternative text with other players here. That text was voted on this Monday in the Committee on Economic and Monetary Affairs (ECON). Thanks to a coalition of the willing, it was possible to reach a reasonable compromise with a comfortable majority – and I hasten to add that I also voted in favour of the ‘Six Pack’ and I will vote in favour of the ‘Two Pack’ if it is submitted here. So, Mrs Ferreira, who is the Eurosceptic here – you or me?

Mrs Ferreira lives in a land of make-believe. If we want to solve major problems in the euro zone, we have to increase competitiveness, as there is no sugar-coated alternative after having lived beyond our means for too long. It is possible – look at Ireland – and perhaps the Irish Minister can tell Mrs Ferreira how to go about it, leading by example.

To achieve competitiveness, we do not need more debt and government over-spending, but well-managed budgets. We do not need rigid labour markets, but flexibility. We do not need protectionism, but free trade and open markets, so there is that roadmap to achieve competitiveness, or there is Mrs Ferreira’s way of simply spending more, delaying fiscal discipline and having more debt. The two do not go together, and that is why we now have a report, not thanks to a rapporteur but, rather, in spite of her. Thank you Mr President. I have stayed within my speaking time.

Je voulais juste rebondir sur une petite remarque que vous venez de faire lorsque vous avez dit qu'il y avait une certaine contradiction à vouloir faire des économies et, en même temps, à maintenir la croissance.

Pourriez-vous simplement faire passer le message à ceux qui, dans votre groupe, sont en faveur de coupes budgétaires dans le budget de l'Union européenne, parce qu'il me semble que le Conseil va exactement dans cette voie? À force de faire des coupes qui vont au-delà même des crédits de paiement, on finira par créer du déficit.

So there will be no need, and no possibility, for overspending, I have full confidence in that.   Derek Roland Clark, on behalf of the EFD Group. – Mr President, note that unemployment in the EU is 10.5% of the working age population. Among the young it is averaging 28% across the EU, with nearly 50% in Greece and Spain.

In the UK the overall unemployment rate is 7.7%, with youth unemployment at less than 20%. At the same time Britain is seen as unenthusiastic towards the EU. Indeed this morning, commenting on David Cameron, speakers said that we cannot take the parts we want and opt out of the rest. That is an echo of one of the first comments I heard in the Committee on Employment and Social Affairs after election in 2004: ‘We do not want Member States to opt out of the Working Time Directive. That will give them an advantage’.

But we did opt out – legally – of certain provisions of the WTD, leaving UK employers more free to employ workers. Is that why the UK figures are better than the EU average? Social aspects and growth improve when people have jobs. It is not therefore a question of policy coordination, but of keeping policy out of employment.

  Marisa Matias, em nome do Grupo GUE/NGL. – Eu vou referir-me também ao relatório que foi ontem aprovado na Comissão dos Assuntos Económicos e Monetários. Como já aqui foi referido, trata-se de um relatório aprovado de uma posição extrema, onde não houve compromisso e, portanto, vingou a proposta da direita contra a proposta da esquerda.

O Sr. Gauzès, o colega Gauzès, referiu que se trata de um relatório que traduz a reflexão do PPE, dos liberais e dos conservadores. Eu teria muitas coisas a dizer para refletir sobre este relatório, mas gostaria de trazer apenas uma: é que neste relatório não se questiona por um momento a receita. Portanto, a austeridade é virtuosa, não se questiona, as receitas estão a falhar mas o problema não é da receita em si mesma, é do povo que executa esta receita. Há mesmo um parágrafo no relatório que diz que deplora a falta de cumprimento das medidas por parte de alguns países. Ora, eu pergunto-me, nesta luz se não se questiona a receita, o que é que se está a deplorar? Se não se está a deplorar os governos que estão em exercício nesses países, está a deplorar-se o quê? O povo que está a fazer sacrifícios para pôr em prática essa mesma receita? De que é que estamos a falar? Vejamos, por exemplo, o caso de Portugal. Teoricamente cumpre tudo bem, teoricamente cada vez que a troica vai diz que as avaliações são ótimas, teoricamente o Governo orgulha-se de ser o aluno exemplar e, no entanto, não está a falhar? O aumento da taxa de desemprego é record e estamos a entrar num território cada vez maior de derrapagem do défice e da dívida. Portanto, se não é a receita que falha, é o povo, caros Colegas?

  Marisa Matias (GUE/NGL), Resposta segundo o procedimento "cartão azul". – Pois, mas é que parece que estamos a confundir aqui várias coisas pois nós discordamos totalmente. Eu entendo que a austeridade não é compatível com crescimento e, desde logo, temos uma diferença brutal em relação a isso. Mas também o colega diz que é necessária a austeridade para fazer baixar as taxas de juro, mas lamento informá-lo, Colega, as taxas de juro quando têm baixado, por exemplo, em relação à dívida soberana dos países, não é por resultado benéfico das medidas de austeridade, muitas vezes até resultam de declarações do Presidente do BCE mas não resultam do sucesso das políticas de austeridade. E, portanto, nós temos visões completamente antagónicas em relação a isto e não, austeridade nos termos em que está a ser aplicada não é necessária e não se confunde com clareza das contas públicas, não se confunde com transparência das contas públicas porque a isso somos todos favoráveis, seguramente.

  Marisa Matias (GUE/NGL), Resposta segundo o procedimento "cartão azul". – Colega Gauzès, sim, eu ouvi as declarações do Presidente francês a dizer que já tínhamos ultrapassado o pico da crise, mas eu lamento é que as declarações dele não coincidam com as projeções, por exemplo, do FMI, que espera que, apesar de tudo, haja uma contração económica superior àquela que tinha sido prevista inicialmente e que também não coincidam com as projeções sistemáticas da Comissão Europeia, que têm que ser revistas porque prevê-se uma taxa de crescimento mas, na realidade, verifica-se que não vai ser de crescimento mas vai ser de recessão.

Senhor Gauzès, nós já estamos numa altura em que a própria Alemanha está a entrar em terreno de recessão e isto não é apenas um problema dos supostos países incumpridores, isto é um problema europeu e ou arrepiamos caminho ou então estamos a dizer adeus ao projeto europeu. É tão simples quanto isto.

  Hans-Peter Martin (NI). - Herr Präsident! Ja, unabhängige, selbstverständlich proeuropäische Bürger wie ich haben ja mit dem Europäischen Semester nicht so sehr ein wirtschaftsideologisches Problem, sondern ein intellektuelles. Denn die Politik der politischen Klasse der Europäischen Union hat sich doch in eine Zwangsjacke hineingesteckt. Was macht man üblicherweise, wenn die Produktivität in bestimmten Bereichen weit hinterherhinkt, die Staatsverschuldung höher ist und eine ineffiziente Verwaltung besteht? Man wertet ab. Das geht aber nicht. Als jemand, der lange für den Euro eingetreten ist, habe ich dafür auch Verständnis.

Gleichzeitig ist aber politisch die Vergemeinschaftung der Finanzpolitik nicht durchsetzbar. Da bleibt doch – come on, let’s be honest – nur noch die Frage: Who is going to pay? Und es soll – das ist ja der Hintergrund der ganzen Debatte – jetzt genau die treffen, die – um eine Kollegin zu zitieren – vergleichsweise gesunde Finanzen hinbekommen haben und eine höhere Produktivität. Wie kann ich das aber politisch in Österreich, in Deutschland verständlich machen, wo ich mit einer Situation konfrontiert bin, wo der Median des Einkommens zurückgegangen ist, also schon enorm viel Verzicht geleistet wurde, um genau auf diese gesamtökonomische Situation hinzukommen, die jetzt gut dasteht? Wie kann ich da sagen, jetzt müsst ihr noch mal zahlen? Wie kann ich einem deutschen Staatsbürger vermitteln, dass in Frankreich als Maßnahme gegen die Krise das Rentenalter wieder herabgesetzt werden soll? Das geht nicht. Ich fürchte, viele hier im Haus lügen sich da in die Tasche, gefährden mit solchen Ansätzen eigentlich den Kern der Europäischen Union.

Und ganz provokant zum Schluss: Ich glaube, zwischendrin werden nicht so viele neue Kohäsionsfonds und sonstige Fonds helfen, sondern Förderung der Mobilität von Ländern, von Menschen, von jungen Menschen in die Gegenden, wo es tatsächlich Arbeitsplätze gibt, die dieses Wort auch verdienen.

  Gay Mitchell (PPE), blue-card question. – I wonder whether Mr Martin would agree – given that the European Union is a work in progress, and that the Berlin Wall came down to everybody’s surprise only at the end of 1989 – that following the greatest economic crisis since the late twenties and early thirties, the capacity of the Union to respond has been nothing short of miraculous. Would he also agree that it is not entirely up to political institutions to solve the problems we face? Does he agree that it is about time that the business community stepped up to the plate and took on some of its responsibility, given that the Union has put in the foundations necessary to justify that confidence?

Jawohl, wir haben die schwerste Wirtschaftskrise gehabt. Nein, es war kein Wunder, sondern aus heutiger Sicht doch relativ pragmatische und nicht schlechte Politik, die da gemacht worden ist, aber wir können es noch nicht abschließend beurteilen. Und welchen Beitrag jetzt in welcher Form die Wirtschaft zu leisten hat, das ist eine knifflige Frage. Sie haben in mir einen großen Verfechter der Kontrolle des überbordenden Bankensystems. Aber wenn ich an die Realwirtschaft denke,.....

Wenn ich an die Realwirtschaft denke, dann müssen wir schon sehr aufpassen, dass die sogenannten Lokomotiven, die also tatsächlich auch noch viel Wohlstand in die Europäische Union hereinbringen – und Seat hat ja dann auch wieder etwas mit Volkswagen zu tun, um ein Beispiel zu nennen –, nicht abgewürgt werden durch zu viele Belastungen im Sinne einer falsch verstandenen Umverteilung.

  Csaba Őry (PPE). - Elnök asszony! Most, hogy az Európai Bizottság 2013-as növekedési jelentésével a szemeszter elindult, szeretném hangsúlyozni, hogy mi itt a Parlamentben egyéb jogi eszköz híján saját kezdeményezésű jelentésekben mondjuk el a véleményünket. Ennek nyilvánvalóan nincsen jogilag kötelező ereje, de szeretnénk fölhívni a Tanács figyelmét arra, hogy ez jelent egyfajta demokratikus deficitet, és hogy különös figyelemmel kövessék a vitát és építsék be az elhangzottakat a készülő iránymutatásokba. Én magam a Foglalkoztatási és Szociális Bizottságból jövök, mi nyilván ezeket az aspektusokat helyeztük előtérbe és elég kiábrándító képpel kellett szembesülnünk. Gyakorlatilag a szociális helyzet folyamatosan romlik, a munkanélküliség, többen beszéltek róla, folyamatosan növekedik. A 27 tagországból mindössze hét tagországban javult a foglalkoztatási helyzet, az összes többiben romlott, tehát a tendenciák sem ígérnek túlságosan sokat ebben a pillanatban.

Mi több, a 2020-as stratégiai célkitűzések tekintetében is alig-alig beszélhetünk bármiféle előrehaladásról. Én különösen hiányolom a foglalkoztatási, munkahely-teremtési terveket. Hiányolom az ott várható vagy várandó adócsökkentéseket, a munkát terhelő adók csökkentését, a nem deklarált feketemunka visszaszorítását, a bérmeghatározási rendszerek korszerűsítését. Ezekről mindig és mindig újra beszélünk, és gyakorlatilag semmi nem történik e tekintetben. Egyetértettünk a bizottságban természetesen az ifjúság prioritásával, és még két elemet engedjen meg elnök asszony, csak említés szinten. Különösen fontosnak tartjuk a Schwab úr jelentésében elhangzottakat az egységes piac irányításáról és külön kihangsúlyoznánk a közép- és kisvállalkozások finanszírozásához jutásának prioritásként való kezelését, hiszen ezek elengedhetetlenek a munkaerőpiaci helyzet javítása érdekében.

  Sergio Gutiérrez Prieto (S&D). - Señora Presidenta, señores Comisarios, señor Rehn, siempre que le he oído hablar del Semestre Europeo en las distintas comparecencias que ha realizado, terminaba haciéndome la misma pregunta, y es: ¿en qué realidad vive el señor Comisario?

Porque cuando usted nos plantea ante este Parlamento, una vez más, un futuro cada vez más optimista, que nos viene a subrayar que vamos poco a poco saliendo de la crisis y cumpliendo con nuestros objetivos, sin dar una mínima explicación de lo que ha acontecido hasta ahora, sin hacer un único análisis autocrítico de lo que ha sucedido hasta ahora en el conjunto de la Unión Europea, simplemente creo que sus palabras no tienen ninguna credibilidad y, además, que lo único que hace es empujarnos a millones de ciudadanos a pensar que la Comisión no trabaja para ellos.

Porque, claro, señor Comisario, esta no es la primera estrategia que se nos plantea en este Parlamento: es la tercera vez que la Comisión incide en la misma estrategia, que nos promete unas previsiones económicas que viene corrigiendo trimestre tras trimestre, año tras año y que, por lo tanto, se van incumpliendo sistemáticamente.

¿No cree el señor Comisario que, en vez de revisar las previsiones económicas, lo que hay que revisar es la estrategia de fondo que lleva la Comisión para que se cumplan esas previsiones económicas? ¿No considera el señor Rehn más apropiado, en vez de corregir esas previsiones, cambiar políticamente algunas cosas?

Yo le voy a dar algunas alternativas: la primera, como digo, es hacer unos calendarios de reducción del déficit que sean compatibles con el crecimiento económico y la creación de empleo. Hay estudios que nos dicen que, simplemente agilizando un poco ese calendario de reducción del déficit, conseguiríamos ahorrar 85 000 millones de euros al año.

No cien mil millones de esos que se prometieron en julio a siete años, y de los que todavía no hemos visto nada, sino 85 000 millones de euros anuales reales para, por ejemplo, potenciar ese fondo de garantía de empleo juvenil de una manera enérgica, de una manera europea y suficientemente financiada, y no esa chapuza de marketing que es lo que nos propuso la Comisión hace unos meses y que se ha quedado en una mera recomendación, sin ningún tipo de garantía financiera ni presupuestaria.

Otra alternativa es bajarse de esa soberbia política en la que parecen estar encuadrados y reconocer que hay multiplicadores fiscales divergentes: ¿cómo va a ser lo mismo reducir hoy un punto de gasto público en Grecia o en España que en Alemania, en Francia o en Italia?

Claro que, dentro de la Unión Europea, hay distintos países con mejores cuentas económicas, en las que se pueden hacer mayores esfuerzos desde el punto de vista de la austeridad, pero también es verdad que hoy, en algunos países, esos esfuerzos excesivos de austeridad nos están matando económicamente y asfixiando socialmente. Están empujando a los ciudadanos a la mayor de las desesperanzas.

Y, por supuesto, también cumplan con su palabra: dejen de exigir a los Estados miembros que cumplan, a través de sus programas nacionales de reforma, y cumplan, por una vez, con lo que se comprometen la Comisión y el Consejo Europeo: con la unión fiscal, con la unión bancaria y con la coordinación presupuestaria.

Y, por supuesto, no nos hablen de competitividad a cualquier precio, porque competitividad a costa de bajar los costes salariales y el coste de las pensiones; competitividad a costa de la desprotección de los ciudadanos, que se quedan sin convenios colectivos; competitividad al precio de desmontar nuestro modelo social europeo, señor Comisario, competitividad a cualquier precio, para ello con este Grupo parlamentario no cuente.

  Sergio Gutiérrez Prieto (S&D), respuesta a una pregunta de «tarjeta azul». – Señor Bokros, si a lo que usted se refiere es al precio, al sobrecoste de la prima de riesgo que hoy tiene nuestro país, España, le diría que esta podría ser menor si –como he dicho antes– los compromisos que adquirió el Consejo Europeo en el mes de julio se hubieran aplicado en los plazos previstos, muy concretamente en lo que se refiere a la unión bancaria.

Pero si se refiere a la política de auteridad –que, no lo niego, es necesario llevar a cabo en nuestro país y en el resto de la zona del euro–, considero que debe aplicarse con unos plazos diferentes a los que hoy marca la Comisión Europea, porque en España, tras hacer un esfuerzo de varios puntos del PIB en recortes del gasto público, la reducción del déficit no va a ser la previsible, la que se venía negociando con la Comisión. Es decir, que cuanto mayores son los recortes del gasto público más nos cuesta cumplir los objetivos de déficit que nos marca la Comisión Europea, y lo único que conseguimos es desesperación.

  Marian Harkin (ALDE). - Madam President, as I was walking down the corridor towards the Chamber here I saw a number of signs that were probably there for Mr Hollande earlier. They said: ‘stop talking and start doing’.

That made me think of the question: are we in Parliament, in Council, the Member States and the Commission doing enough? Because for citizens, terms like ‘European Semester’, ‘Annual Growth Survey’, ‘Europe 2020’, are just words, they mean very little. Really what they want to know is: are we doing enough and will we deliver what we promise?

Perhaps the answer to that can be found in the Commission’s own documents. For example, the draft joint employment report for 2012 tells us: ‘Slowing growth hampers the already weak employment recovery and prevents an improvement of the employment rate...while the situation of young people has worsened. ... Long-term and low-skilled unemployment are increasing across the Union…putting social safety nets under stress… and accompanied by new risks of long-term exclusion’.

If we look at the macro-economic report it is every bit as bad, because it tells us that the EU’s economic growth is faltering. It speaks of a lack of confidence and how this is weighing heavily on future economic prospects.

That is what the documents tell us. So what do we do? Do we do more of the same or do we consider alternatives or modifications? These are important political choices to be made and Commissioner Rehn has said that today.

One of the political choices that we can make is how we manage fiscal consolidation. In our report from the Committee on Employment and Social Affairs – and I want to thank our rapporteur Ms Lope Fontagné for her work on this – we ask for differentiated fiscal consolidation to apply across different Member States and for it to be managed in a growth-friendly way. We also ask for programmes to be evaluated with regard to the impacts on growth and social inclusion, and for social indicators alongside economic ones.

Finally, we ask the Commission, along with the IMF, to look again at their fiscal multipliers that have consistently underestimated the impact of consolidation on growth, because, Commissioners, if we do not have good data, then we cannot make good policy decisions.

  Marije Cornelissen (Verts/ALE). - Voorzitter, wij stemmen deze week over twee verschillende verslagen over de jaarlijkse groeianalyse, één vanuit de economische hoek en één vanuit de sociale hoek, net als vorig jaar toen ik de eer had om één van de rapporteurs te zijn.

Maar waar vorig jaar beide verslagen best goed op elkaar aansloten en wij onze uiterste best hebben gedaan om een zo goed mogelijk resultaat te bereiken met een sterke stem vanuit het Europees Parlement, kon het contrast dit jaar niet groter zijn.

Het verslag vanuit de werkgelegenheidscommissie is dit jaar weer goed en sterk. Een groot compliment voor rapporteur Lope Fontagné, die in samenwerking met alle partijen voor een brede consensus heeft gezorgd over de dingen die essentieel zijn voor de mensen in Europa. Een focus op het creëren van banen, door alle lidstaten te vragen om dit jaar echt met een banenplan te komen. Een focus op gedifferentieerde bezuinigingen, die economieën een kans geven in plaats van ze kapot te maken. Een focus op gebalanceerde bezuinigingen, die kwetsbare mensen een kans geven in plaats van hen de armoede in te duwen. En een focus op meer democratische zeggenschap voor parlementen en maatschappelijke organisaties.

Het verslag van mevrouw Lope Fontagné is een standpunt waar wij als Parlement met trots naar de Raad en naar de Commissie kunnen gaan om hun te vragen dit te verwerken in hun raadsconclusies.

Het verslag vanuit de Commissie ECON daarentegen is eerlijk gezegd één grote rotzooi. Die commissie mag zich schamen voor de manier waarop dit verslag tot stand is gekomen. Politici die zowat over straat rollen, er hard tegen hard invliegen en een lachertje maken van de democratische procedures van ons parlement, waarbij de Europese burgers, die juist baat hebben bij politici die samenwerken, helemaal buiten spel zijn komen te staan.

Het debat over de crisis heeft twee gezichten, dat is nu eenmaal zo. De financiën moeten weer op orde komen en de begrotingen moeten weer in balans. Maar daarbij moeten ook armoede en werkloosheid heel stevig worden bestreden en de meest kwetsbare burgers worden beschermd.

De uitdaging waar wij als politici van links tot rechts voor staan is om deze twee gezichten met elkaar in overeenstemming te brengen. Daar moet al onze energie heengaan en niet naar intern gerommel.

  Emma McClarkin (ECR). - Madam President, I want to speak in support of the Schwab report today, which proposes measures to enhance the governance of the single market in order to boost its benefits. It is clear that a comprehensive and coordinated approach by all EU institutions, with strong political leadership, is needed to improve the governance of the single market, so I strongly support calls in the report for a legislative act and the establishment of a single market governance framework.

It is fundamental that the importance of the single market in the creation of jobs, competitiveness and growth is fully reflected, rather than focusing on issues such as the incorporation of social issues and workers rights in the single market governance strategy, since these are matters for all Member States to organise themselves. I was pleased that amendments calling for Member States to establish single market tests and carry out impact assessments on relevant legislation to ensure compliance with the single market principles were adopted, since Member States must also play their part in better regulation obligations, but I was also glad that my amendments calling on the Commission to assist Member States more thoroughly concerning problems with implementation and transposition of legislation were supported.

The Commission needs to rapidly follow up on the proposals already set out in this Single Market Act and present the proposals from the Single Market Act II, which will generate the most growth. Regarding the Single Market integration report for 2013, I was glad that my amendment calling for priority areas to be supported by comprehensive data was adopted, since there needs to be evidence to ensure that we focus on and prioritise the correct measures to generate the most benefits.

I would like to finish by stressing that the improvement of the single market, with free movement of goods, persons, services and capital between Member States, is and should remain the focus of the EU. Without a successful Single Market, the EU delivers – and will mean – very little. The time to deliver is now: the EU must mean business.

  Sven Giegold (Verts/ALE), blue-card question. – Ms McClarkin, thank you for your intervention. I am of course in general agreement about the importance of the single market, although I think that a single market also needs strong common rules.

But I have a very specific question concerning the vote on Thursday. Are you aware that, in order to get the respective items voted through, you will have to support a resolution which calls in paragraphs 4, 37 and 38 for an increase in the EU budget? So, for your group, there is a certain price to pay to support this sort of majority. Unfortunately, the majority was very narrow in the Committee on Economic and Monetary Affairs yesterday. Are you aware of that?

We are not sure about the validity of what you are stating, frankly, but when it comes to the EU budget and reports that go through this House and the way that we vote, you are quite right that we make major sacrifices in order to push bigger initiatives through. We need to be aware of the consequences when we are going through the procedures in those areas, but we need to focus purely – in this House, in the whole of the European Union and in the Commission – on delivering real growth and jobs for the people out there. That should be our priority in this House. That should be the priority in all our reports.

  Claudio Morganti (EFD). - Signor Presidente, onorevoli colleghi, mi sono divertito a rivedere e risentire tanti battibecchi di ideologia politica dei miei colleghi, però il mio intervento sarà un po' più triste. La situazione che stanno vivendo molti paesi europei è drammatica soprattutto dal punto di vista occupazionale. Le persone senza lavoro sono in continuo aumento, soprattutto in questi Stati che sono costretti oggi a un difficile e troppo rapido risanamento di bilancio.

Non è possibile che in Europa nel 2013 ci sia gente che muore per la mancanza di un lavoro. L'ultimo caso riguarda purtroppo un operaio cinquantenne di Vaiano, in Toscana, che è anche il mio paese di origine e dove vivo, che ha deciso di togliersi la vita perché esasperato da questa situazione. Sono le persone concrete quelle che devono fare i conti con la crisi in cui stiamo vivendo e proprio le persone devono tornare al centro dei nostri pensieri e delle nostre azioni. Tutto questo per dire che va benissimo risanare e salvare l'economia, ma la società è fatta di individui che forse faticano ad assorbire rapidamente scelte calate dall'alto, scelte che quindi dovrebbero valutare a fondo l'impatto che hanno sulla realtà e sulla vita concreta dei cittadini.

  Inês Cristina Zuber (GUE/NGL). - Existe um aspeto fundamental que distingue o relatório Fontagné da comunicação da Comissão sobre a análise anual do crescimento 2013: reconhece abertamente que o flagelo do desemprego, o crescimento da pobreza e da exclusão social se deve ao impacto da chamada consolidação orçamental e tal é importante, e seria ainda mais, se a solução proposta não fosse também continuar com a aplicação das medidas de consolidação orçamental. E é aqui que reside a contradição basilar do relatório, ou seja, a arte de tentar ser e não ser algo ao mesmo tempo. É que as medidas de consolidação orçamental apontam e realizam efetivamente, todos os dias, uma diminuição de salários, despedimentos, cortes no investimento público, que são contrários ao crescimento económico, logo, responsáveis pelo aumento das taxas de desemprego.

Não se pode ser a favor da sustentabilidade do sistema de pensões e, ao mesmo tempo, apregoar a flexibilização do mercado de trabalho, vulgo contratos precários e instáveis, que coloca em causa essa mesma estabilidade. Não se pode pregar a importância de fomentar empregos com qualidade e, simultaneamente, aceitar o modelo de trabalho temporário e a tempo parcial, já agora que levará inevitavelmente os trabalhadores para o caminho do desemprego e caucionar a lenga-lenga da Comissão sobre o alinhamento dos salários com a produtividade, o que significa, evidentemente, uma diminuição dos níveis salariais.

Serão as reduções em matéria de contribuições para a segurança social, tal como proposto pela Comissão e caucionado neste relatório, contribuirão para a qualidade do emprego e para a sustentabilidade do sistema de pensões? Claro que não porque são muito e simplesmente opostos. Nós propusemos, de facto, alternativas e não seguidismos, aumento de salários e pensões de reforma e várias medidas que foram rejeitadas pela maioria deste Parlamento em comissão.

  Auke Zijlstra (NI). - Voorzitter, opnieuw hoopt de Europese Commissie op groei, want groei moet de oplossing brengen voor de enorme overheidstekorten. Maar er komt geen groei. De lidstaten zitten in de houdgreep van de euro. Het zuiden snakt naar inflatie, waar de economie in het noorden drijft op een harde en stabiele munt. Vanochtend nog vroeg de Franse president Hollande om wisselkoersbeleid. En dat hebben wij inderdaad nodig, maar dan wisselkoersen tussen de lidstaten. De ontbinding van de euro is een voorwaarde voor economisch herstel. Maar dat zal ook nog niet eens genoeg zijn.

Decennia van socialistisch beleid hebben het overheidsaandeel in de totale economie tot onhoudbare hoogten gebracht en de belastingen om dat beleid te betalen knijpen het leven uit iedere economie. Kleine overheid, kleine schulden, lage belastingen. Ziedaar het recept voor het herstel van de economische groei. Maar tot het zover is zal de Europese Commissie ieder jaar een prognose publiceren met daarin de hoop op groei. Maar hoop is geen strategie.

  Werner Langen (PPE). - Frau Präsidentin! Ich möchte meinem Vorredner direkt widersprechen: Er hat den Euro als das Hauptproblem angesehen. Das stimmt nicht: Der Euro ist nach innen und außen stabil, aber er bringt natürlich den Zwang zu mehr Gemeinsamkeit in der Europäischen Union, und hier haben die Maßnahmen, denen die Staaten alle zugestimmt haben, offensichtlich versagt. Das war der Stabilitäts- und Wachstumspakt, das war die Tatsache, dass man in bestimmten Bereichen Reformen angehen muss und seine Wettbewerbsfähigkeit verbessert. Das jetzt alles auf die Staaten zu schieben, die Haushaltsüberschüsse haben, wie das Frau Ferreira am Anfang getan hat, das ist ein Irrweg. Nicht diejenigen, die erfolgreich sind, müssen bestraft werden, sondern die, die sich nicht an die gemeinsam verabredeten Dinge gehalten haben, müssen die notwendigen Reformen machen.

Professor Sinn, der Vorsitzende des Ifo-Instituts, hat in der vorigen Woche im Wirtschaftsausschuss eine Analyse geliefert und gesagt: Die Preise sind in Südeuropa zu sehr angestiegen, weil die Löhne nicht im Rahmen geblieben sind, weil man mehr konsumiert hat. Diese Wettbewerbsfähigkeit ist etwa in Griechenland gegenüber der Türkei im Tourismus um fast 40 % geringer oder in Italien und in Spanien um 20–30 % geringer als in Mittel- und in Nordeuropa.

Diese Dinge müssen in der nationalen Verantwortung der Mitgliedstaaten angepackt werden. Es gibt keine europäische Lösung. Unser Haushalt reicht nicht, unsere Kompetenzen reichen dafür nicht. Wenn Europa nicht mehr die Umsetzung des bestehenden Rechts bedeutet, dann kommen wir in Probleme, und deshalb nutzen die Appelle an die anderen gar nichts. Ich bin dankbar, dass wir im Ferreira-Bericht mehrheitlich eine vernünftige Gesamtlinie beschlossen haben, und ich bin sicher, diese wird auch im Plenum die notwendige Unterstützung finden.

  Άννυ Ποδηματά (S&D), ερώτηση "γαλάζια κάρτα". – Αγαπητέ συνάδελφε Langen, όπως ξέρετε πολύ καλά και ξέρουμε όλοι εδώ, η Ελλάδα έχει αναλάβει πλήρως την ευθύνη της για την μεγάλη οικονομική δυσκολία που αντιμετωπίζει και εδώ και τρία χρόνια εφαρμόζει ένα πολύ σκληρό πρόγραμμα - δυστυχώς κυρίως - δημοσιονομικής προσαρμογής και όχι τόσο πολύ διαρθρωτικών μεταρρυθμίσεων. Δεν ζητάει κανείς βεβαίως από τις πλεονασματικές χώρες να αναλάβουν το βάρος ούτε να τιμωρηθούν, αλλά θα ήταν περισσότερο αποτελεσματικό για την συνοχή της Ευρωζώνης να μη τιμωρούμε τις χώρες που αντιμετωπίζουν οικονομικές δυσκολίες, αλλά να τις βοηθούμε να προχωρήσουν στις διαρθρωτικές μεταρρυθμίσεις.

  Werner Langen (PPE), Antwort auf eine Frage nach dem Verfahren der blauen Karte. – Ja, Frau Kollegin Podimata, ich will in zwei Richtungen antworten: Erstens wissen wir seit langem, dass das politische System in Griechenland in höchstem Maße reformbedürftig ist und dass die Politik nicht die Kraft hatte, die notwendigen Reformen anzugehen.

Zweitens möchte ich akzeptieren und ausdrücklich loben, dass die Reformanstrengungen jetzt endlich greifen, aber nur unter allermassivstem Druck.

Drittens halte ich es für unverantwortlich, dass die reichen Griechen keinerlei Solidarität mit ihrem Land zeigen, sondern ihr Geld nach außerhalb gebracht haben und jetzt die anderen Europäer dafür einspringen sollen. Daran können Sie gemeinsam mit der jetzigen Regierung arbeiten, um das abzustellen. Und wenn Griechenland erst im Dezember die Besteuerung der Reeder eingeführt hat, dann brauche ich mir keinen Vorwurf gefallen zu lassen!

  Sergio Gaetano Cofferati (S&D). - Signora Presidente, onorevoli colleghi, signori Commissari, come ci siamo in più occasioni detto, le regole relative al mercato interno hanno ancora nei paesi europei una scarsa applicazione, hanno bisogno di conseguenza di un'implementazione molto rapida, hanno bisogno di un controllo che fin qui non c'è stato e che è importante venga introdotto con efficacia.

Però ci siamo anche detti che il mercato interno ha delle potenzialità straordinarie. Per questa ragione credo che sia giusto, come propone la relazione del collega Schwab, far sì che le norme relative al mercato interno e alla sua governance diventino un elemento di connessione con le politiche che riguardano lo sviluppo, la crescita, l'occupazione e in genere le politiche economiche, in modo tale che questa sia la base concreta e coordinata del Semestre europeo. Questo a vantaggio del semestre stesso, da un lato, e a vantaggio, dall'altra parte, anche dell'applicazione e dello sviluppo del mercato interno.

Dunque, è molto importante che ciò avvenga, ma perché possa camminare questo orientamento e questa linea ci sono alcuni presupposti che vanno risolti. Il primo: dobbiamo cominciare a pensare che i cittadini non devono essere considerati, in primo luogo, ovviamente, nella commissione per il mercato interno ma anche in genere, come consumatori o come rappresentanti di impresa. I cittadini sono anche lavoratori e dunque hanno bisogno di avere uniformità nelle loro condizioni, le condizioni che riguardano i loro diritti e le condizioni che riguardano le loro forme diverse di attività professionale nelle imprese nelle quali sono impegnati. Poi c'è bisogno che la stessa uniformità riguardi tutte le modalità con le quali si rafforza la pratica di un'impresa. Il confronto preventivo con tutti gli stakeholders a cominciare dai fornitori e dagli appaltatori per arrivare fino ai rappresentanti delle attività economiche che si svolgono in quell'impresa.

E poi, vorrei dire, il rapporto indispensabile con i parlamenti nazionali. Una qualsiasi politica di mercato interno e il Semestre europeo come quello che abbiamo avviato che riguardino soltanto le attività dell'Unione europea sarebbero cosa importante ma non sufficiente. C'è bisogno di stabilire forme e modalità di relazione tra il lavoro che fate voi, il lavoro che fa il Parlamento e il lavoro che viene affidato in applicazione o in supporto a tutte le varie istanze istituzionali dei singoli paesi. Ecco perché il rapporto tra il Parlamento europeo e i parlamenti nazionali rischia di diventare – anzi, secondo me, oggettivamente lo è già – decisivo.

  Toine Manders (ALDE). - Wij hebben het over het Europees semester, dat het Europees economisch beleid wil coördineren, en dat is prima. Maar wij moeten niet gaan voorschrijven, want zoals uit de geschiedenis blijkt heeft geleide economie nog nooit geholpen. Toch hoor ik heel veel collega's oproepen om een soort geleide economie in te voeren en ik denk dat dat slecht is. Ik hoorde zojuist zelfs collega Zijlstra, die het had over de opheffing van de euro, maar gelukkig heeft hij heel weinig contact met de mensen uit het bedrijfsleven, die juist ín die interne markt hun geld verdienen en absoluut niet zitten te wachten op opnieuw een wisselkoers, want daar hebben wij veel te lang mee gewerkt en dat kostte ongeveer 8 tot 10% van de totale omzet.

Wij moeten vertrouwen uitstralen en vertrouwen communiceren met het bedrijfsleven en met de Europese burgers. Dat vertrouwen is zowat het belangrijkste wat er is. Je kunt een bedrijf hebben, je kunt een product maken, maar als je klant geen vertrouwen heeft in jouw product, dan verkoop je niks. Dan kom je niet verder. Daarnaar moeten we kijken.

Ik richt nu mijn aandacht op het verslag van mijn collega Andreas Schwab, want zelfs Cameron met zijn kritische speech zei dat de core business van Europa de interne markt is, en daar ben ik het wel mee eens. Het is heel belangrijk dat wij veel nationale wetgeving samenvoegen tot één verordening, die in heel Europa hetzelfde werkt. De obstructies die elke lidstaat opwerpt moeten eraf. Je moet namelijk één markt creëren, en dat kun je niet door in elke lidstaat een ander niveau te hebben want met name het mkb loopt dan tegen heel veel administratieve lasten op. Wij moeten daarvan af.

Ten tweede is het heel belangrijk om te communiceren wat wij doen hier. Laat nu eens zien aan het mkb en ook aan de burgers wat Europa doet, wat zo belangrijk is voor hen in hun dagelijkse leven. Wij geven honderden miljoenen uit aan communicatie en dan blijkt uit een meting dat 30% van het mkb niet weet wat voor hen de toegevoegde waarde is van de interne markt. Dat betekent dus dat onze communicatie niet deugt. Wij moeten herzien hoe wij die communicatie kunnen verbeteren en niet die middelen voor communicatie investeren in salarissen.

  Philippe Lamberts (Verts/ALE). - Madame la Présidente, Messieurs les Commissaires, puisque vous êtes deux cette fois-ci sur le semestre, bienvenue.

Je voudrais concentrer mon intervention sur trois points, deux de contenu, un de processus. Sur le contenu: le semestre est évidemment un instrument absolument indispensable. Je pense que, d'outil de convergence budgétaire qu'il était au début, il s'est étendu au fil des éditions à des préoccupations dans les domaines de la politique sociale et de la politique fiscale. Sur ces deux plans, je pense qu'il y a encore énormément de progrès à faire.

Du côté de la politique sociale, c'est vrai que nous avons été choqués, comme pas mal de monde, par la publication de l'évaluation que fait la Commission européenne des réformes des marchés du travail où, en substance, tout ce qui consiste à abaisser le niveau de protection, à abaisser le niveau des négociations collectives, bref à abaisser les droits des travailleurs et, en fait, à augmenter la flexibilité sans augmenter la sécurité, voire en la diminuant, était considéré comme positif, alors que tout le reste est considéré comme négatif.

Je pense que c'est un calcul à extrêmement court terme que de considérer que faire la flexibilité sans la sécurité profite en fin de compte à la société. Donc là, il nous faut clairement un changement de cap.

Sur la partie fiscale, je regrette un petit peu que votre collègue, Algirdas Šemeta, ne soit pas avec vous, parce que je pense que c'est le domaine par excellence où nous avons besoin de beaucoup plus de convergence. Je pense bien entendu à l'impôt des sociétés. L'initiative qui a été prise sur la taxe sur les transactions financières est, bien sûr, bienvenue mais elle ne rassemble que onze États membres. Nous avons besoin d'une harmonisation de l'impôt des sociétés en Europe.

Enfin, il y a la question du processus et la question de la démocratie. C'est très clair qu'aujourd'hui le semestre est un instrument indispensable, mais dont la légitimité démocratique n'est pas suffisante. Il faut donner à ce Parlement un droit de contrôle plus aigu sur ce que vous faites dans le cadre du semestre. Cela implique donc un droit de vote dans les grands tournants. Mais il faut aussi que les parlements nationaux soient associés beaucoup plus étroitement. On a eu la réunion interparlementaire il y a peu de temps: il faut obliger les États membres à consulter leurs parlements nationaux lorsqu'il s'agit du semestre européen.

  Adam Bielan (ECR). - Pani Przewodnicząca! Chciałbym poprzeć sprawozdanie pana posła Schwaba. Chociaż Parlament już dwukrotnie wezwał do pogłębienia jednolitego rynku, działania instytucji europejskich nadal są niewystarczające. Wciąż istnieje szereg uciążliwych obciążeń administracyjnych. Tymczasem im mniej przeszkód napotykać będą przedsiębiorcy i osoby poszukujące zatrudnienia, tym szybciej i efektywniej rozwijać się będzie rynek wspólnotowy. Przypomnę, że jest to kluczowy mechanizm wzrostu gospodarczego, przekładający się bezpośrednio na ilość miejsc pracy.

Osobny problem stanowi niedostateczna transpozycja praw i niedotrzymywanie terminów. Bardziej wydajne tempo transpozycji przyniosłoby znaczące oszczędności. Samo tylko pełne wdrożenie dyrektywy usługowej wygeneruje – jak oszacowano – zyski rzędu 2,6% unijnego PKB. Dostosowanie ustawodawstwa w tym zakresie to korzyści dla gospodarek krajowych, konkurencyjności i konsumentów. Występujące obecnie różnice implikują natomiast utrudnienia dla przedsiębiorców poszukujących możliwości pozyskania kapitału.

Jednolity rynek sprzyja rozwojowi innowacji, dlatego niezbędne jest uregulowanie swobody przepływu wiedzy. Wymiana naukowa, otwarcie na inspiracje oraz powszechność i dostępność osiągnięć, szczególnie w dziedzinie nowoczesnych technologii, jest koniecznością dla podniesienia poziomu życia w państwach Unii.

Stymulatorem gospodarki jest coraz powszechniejsza wymiana towarów i usług w sieci. Następstwem przenoszenia działalności gospodarczej do internetu jest bowiem zwiększenie jej obszaru oraz wydajności. Należy zintensyfikować eliminowanie barier na tej płaszczyźnie.

Šiandien mes kenčiame nuo pačių įvykdytos griežtos fiskalinės politikos, kuri ne tik paskatino ekonomiką, bet sumažino paklausą, darbo vietas, darbo užmokestį ir išaugino žaliavų bei produktų kainas.

Ir tai ne tik mano, bet ir Tarptautinio valiutos fondo ekspertų nuomonė. Jie sako, kad laipsniškas fiskalinis konsolidavimas yra tinkamesnis nei pernelyg greito ir staigaus valstybės finansų disbalanso mažinimo strategija.

Manau, kad šiandien ypač svarbu įgyvendinti Europos Komisijos pateiktą kovos su mokestiniu sukčiavimu, mokesčių slėpimu ir mokesčių rojumi veiksmų planą, kad iki 2020 m. mokesčių atotrūkį tarp šešėlio ir realių biudžeto pajamų sumažintume bent per pusę.

  Francisco Sosa Wagner (NI). - Señora Presidenta, estamos ante un informe, el informe Schwab, importante y bien construido, porque tanto algunos Estados como determinadas asociaciones de empresarios denuncian constantemente la existencia de trabas administrativas, de reglamentaciones diversas y de obstáculos que impiden la existencia del mercado único europeo. Muchos ejemplos podría aportar aquí ahora. Cito solamente dos: hay grandes supermercados que han sido denunciados porque exigen que la carne del embutido que venden sea carne de origen nacional; o los pellets de biomasa, que han de cumplir en cada Estado miembro una reglamentación distinta.

Este Parlamento debe impulsar la destrucción de todas estas barreras y muros que fragmentan los mercados. No olvidemos que el mercado único es la semilla que ha dado lugar a la Unión Europea, de acuerdo con las enseñanzas de los padres fundadores. Es más, por muchas dificultades que la Unión Europea tenga siempre en su camino, para seguir construyéndola y seguir avanzando, remedando lo que dice Humphrey Bogart a Ingrid Bergman en la película Casablanca: «Siempre nos quedará el mercado interior».

  Diogo Feio (PPE). - Considero que este é um debate não só importante como difícil: importante porque envolve um espírito europeu, difícil porque hoje temos muitos cidadãos que sofrem e sofrem muito. É por isso mesmo que em relação a este Pacto de Estabilidade e Crescimento temos que juntar as suas duas formas: estabilidade e crescimento. Como é que isso se faz é uma pergunta legítima. Faz-se percebendo que as contas públicas saudáveis são condição necessária para um crescimento sustentável, faz-se, como já tem sido feito, aliás, utilizando os instrumentos que o Pacto de Estabilidade e Crescimento dá relativamente à flexibilidade. Flexibilidade que já foi utilizada em relação à Grécia, em relação à Espanha, em relação a Portugal, em relação à Irlanda, salientando neste momento que, por exemplo, Portugal e a Irlanda pelo facto de estarem a cumprir conseguem ir aos mercados, conseguem ver as suas exportações a crescer. São primeiros sinais, mas são sinais muitíssimo relevantes nesta altura. Não podemos pôr tudo em causa, não podemos caminhar para uma situação em que apenas se faz crescimento com mais défice e com mais dívida. Esse modelo foi aquele que nos levou à situação que neste preciso momento vivemos. É esse modelo que não deve ser sustentado. O caminho tem que ser outro, tem que ser com certeza um caminho de investimento, de combate à fraude e evasão fiscal, tal qual está previsto no relatório que foi votado. Tem que ser um caminho de podermos ter as empresas a fazerem com que as economias possam crescer e tem que ser um caminho de uma palavra aos nossos cidadãos de confiança e de estímulo em relação ao futuro.

Termino, olhando para esta sala com um debate que tem sido tão aceso e dizendo que o facto de não me ter sido colocada nenhuma questão por aquilo que eu vejo me faz com certeza sentir só. Tenho um sentimento de solidão mas nada retira àquelas que são as minhas convicções.

  Liem Hoang Ngoc (S&D). - Madame la Présidente, Monsieur le Commissaire, mes chers collègues, alors que la zone euro s'enfonce dans la récession, le Parlement doit adresser un signal fort à la Commission et au Conseil. Pour cela, il faut un large compromis. Ce compromis, mes chers collègues, la rapporteure aurait voulu l'obtenir au sein de la commission des affaires économiques et monétaires, mais elle n'a pas réussi.

Nous avions de nombreux griefs contre le six-pack mais, aujourd'hui, face à l'urgence de la situation, nous pouvions souligner ensemble que ce six-pack est bien plus adapté à la situation que les recommandations de la Commission. Celle-ci demande à la plupart des États de réduire de 1,5 point de PIB leur déficit en pleine récession, alors que le six-pack recommande seulement une réduction de 0,5 point de PIB. Un point de PIB d'austérité en moins, cela peut favoriser la reprise et éviter des dizaines de milliers de pertes d'emplois.

C'est simplement ce message que demandait Elisa Ferreira dans son rapport. Le six-pack, rien que le six-pack! Mes chers collègues, il est encore possible de reconsidérer vos positions lors du vote en plénière et d'adresser ce message raisonnable et indispensable avant le Conseil du printemps.

  Sylvie Goulard (ALDE). - Madame la Présidente, d'abord merci à la Commission, qui fait preuve d'une belle collégialité sur cette affaire. Je trouve vraiment bien que les différents commissaires aient pu travailler ensemble et que la dimension du marché intérieur soit incluse, parce que c'est un vecteur de croissance.

Deuxièmement, je ne m'attendais pas à l'éloge du six-pack par un collègue du groupe socialiste! Cela me donne d'ailleurs le moral parce que, comme l'année dernière vous étiez contre, et que nous n'avons pas trouvé un accord, peut-être nos positions se rejoindront-elles l'année prochaine...

Plus sérieusement, il y a en effet, des marges de flexibilité dans la législation du six-pack, dont j'étais une des rapporteures avec Elisa Ferreira. Nous ne les nions pas et, pour ma part, je suis heureuse quand la Commission, comme elle en a déjà fait usage, apprécie intelligemment les textes que nous avons adoptés. Cela dit, c'est une chose d'avoir un principe et un peu de flexibilité, c'est une autre de n'insister que sur la flexibilité et d'oublier, éventuellement, le principe. Par conséquent, je crois que si nous sommes d'accord sur ce point, nous ne sommes finalement pas si loin les uns des autres.

Dernière chose, Elisa, je crois qu'il y a un malentendu sur un point tout simple. C'est pour cette raison que je tiens à le dire en plénière. Dans le texte que nous avons voté hier, pour autant que je sache, dans le paragraphe 32, nous avons bien maintenu les dispositions concernant la lutte contre l'évasion fiscale. Personnellement, j'y tiens énormément. J'avais fait des amendements dans le two-pack et, donc, je crois qu'il est important pour la rigueur intellectuelle de dire que ces dispositions sont bien dans le texte qui a été voté au sein de la commission des affaires économiques et monétaires.

  Malika Benarab-Attou (Verts/ALE). - Madame la Présidente, Madame la Ministre, Messieurs les Commissaires, chers collègues, le rapport de la commission de l'emploi et des affaires sociales invite le Conseil européen à placer les politiques en faveur de l'emploi, de l'inclusion sociale et de la lutte contre la pauvreté au cœur de ses orientations politiques pour 2013.

En effet, à ce stade du semestre européen, nous devons défendre un véritable pacte social européen afin de mettre un terme au cercle vicieux d'accentuation de la récession. Il s'agit, pour nous, de relever le défi de la croissance durable et de l'emploi, comme l'a souligné d'ailleurs le Président français ce matin.

Ce pacte social doit pouvoir s'appuyer sur une stratégie à long terme pour lutter contre le chômage des jeunes en particulier. Les mécanismes de garantie pour la jeunesse constituent ainsi des premières mesures concrètes pour lutter contre le chômage des jeunes, en faveur desquelles les États membres doivent absolument prendre des engagements précis, forts et concrets.

Nous avons un enjeu de démocratie. Les citoyens européens doivent pouvoir s'approprier cet instrument qu'est le semestre européen. Or, aujourd'hui, ce semestre est inconnu, il n'est pas compris. Nous devons absolument le publier et le diffuser, et le faire comprendre aux citoyens pour qu'ils s'approprient cet instrument très important.

  Malcolm Harbour (ECR). - Madam President, as Chair of the Internal Market and Consumer Protection Committee, I am pleased for the first time to be engaged in this Semester debate. I want to thank all of my colleagues on the Internal Market Committee – particularly Andreas Schwab – for setting out so clearly the importance of the Single Market economic recovery and growth and what that means for all citizens. We have the responsibility in our committee to try to energise the Single Market, but also to make it work for consumers, citizens, public authorities and businesses.

It is absolutely indispensable that we look at that in conjunction with economic and employment policies. We have to underpin Europe’s future growth and competitiveness by making the Single Market work better. Now is the time to be investing political capital into making that work because it underpins all our futures. It is about time that we had the opportunity to be talking about the Single Market in conjunction with these other policies. I am really indebted to Michel Barnier, who I know has had to go to a conciliation meeting, for supporting that.

In conclusion, may I say that the Single Market Act was a great step forward. I look forward to another initiative on the digital single market later this year, which will show the importance of that to European growth.

  Godfrey Bloom (EFD). - Madam President, I get the impression that Members think that if they use the word ‘growth’ enough, it will somehow magically manifest itself. The reason that growth is unacceptably low is actually quite simple, as anybody from the Pacific Rim could tell us. The reason it is low is that we are overtaxed, overregulated and over-governed.

Most Members of this House and the Commission have never had a job in the commercial sector. This is an Achilles’ heel of gargantuan proportions. We have a suicidal energy policy. Employment legislation makes it impossible to employ anybody, especially small businesses and particularly young people. There will be no economic growth until we can close down this place, and the Commission. This is part of the problem. We are the problem and not the solution. Yet perhaps it will close itself down. Perhaps, and maybe sooner than we think.

  Elisabeth Morin-Chartier (PPE). - Madame la Présidente, je n'ai pas tout à fait le même point de vue que mon prédécesseur et je ne désespère pas du tout des politiques européennes sur ce point.

Bien sûr, nous avons à affronter la crise ensemble, et le pacte de stabilité et de croissance doit nous y aider. Nous devons sortir de l'étau de la crise. À cette fin, les politiques d'investissement sont extrêmement importantes. D'ailleurs, je dois dire que les politiques de croissance n'ont pas attendu 2012 pour être mises en place puisque, dès 2010, dans la volonté que nous avons dessinée de cette politique de l'Europe 2020, nous avons déjà parlé de construire la croissance.

Mais le véritable problème, c'est le retour à l'emploi ou la lutte contre la fragilisation dans l'emploi des salariés qui travaillent aujourd'hui. Je voudrais attirer votre attention, dans la politique du semestre européen, sur le fait que nous devons être extrêmement attentifs à soutenir le Fonds social européen.

En tant que rapporteure, j'attire votre attention sur le fait que le Fonds social européen, c'est le levier politique du retour à l'emploi des plus fragiles. C'est la raison pour laquelle je défends le point sur lequel nous devons tous nous mobiliser, c'est que 25 % des Fonds de cohésion doivent être orientés sur la cohésion sociale, sinon nous manquerons l'objectif.

Par conséquent, je dois dire que c'est ici, tous ensemble, si nous voulons lutter contre la crise sociale, si nous voulons investir et relancer la croissance, c'est à travers le Fonds social que nous devons préserver ces politiques et que ce sont 25 % des Fonds de cohésion qui doivent être affectés aux politiques sociales.

Nous ne pourrions absolument pas poursuivre les politiques qui soutiennent l'emploi en Europe et nos efforts ne serviraient à rien si nous n'avions pas cette volonté ferme et déterminée.

  Pervenche Berès (S&D). - Madame la Présidente, Messieurs les Commissaires, Madame la Présidente en exercice du Conseil, nous discutons ici de deux rapports. Le rapport de la commission de l'emploi et des affaires sociales et le rapport de la commission économique et monétaire.

Au sein de la commission de l'emploi et des affaires sociales, nous sommes parvenus à un très bon accord, avec la définition, pour moi, de deux messages prioritaires. Le premier, c'est l'urgence d'un accord sur une garantie "jeunesse" qui, dans un délai de quatre mois, permet à un jeune de ne pas se retrouver sans situation d'apprentissage, sans qualification, sans formation ou sans travail.

Le deuxième accord important que nous avons obtenu, c'est sur la nécessité que les rythmes de consolidation tiennent compte de ce que nous avons observé, et de ce que nous dit le FMI de l'effet multiplicateur des mesures d'austérité, et ajustent le calendrier des consolidations en fonction de ces données observées qui, si elles ne sont pas prises en compte, risquent d'enfoncer l'Europe comme étant le seul espace en crise au moment où les autres sortent de la crise.

Cet accord, nous l'avons obtenu au sein de la commission de l'emploi et des affaires sociales et je comprends, lorsque j'observe la préparation du Conseil européen, non pas de mars mais de juin, que les acteurs se préparent à intégrer ce rythme différencié. Le premier ministre Elio Di Rupo l'a déjà explicitement déclaré. On me dit que la chancelière Merkel examine comment elle va s'ajuster à cette échéance. Alors pourquoi le Parlement européen serait-il si timide qu'il n'ose dire quelque chose qu'il observe, qui est en train de se passer et qui va se passer, alors que nous proposons de le dire dès aujourd'hui?

Un dernier mot, Madame la Présidente, à propos de la lutte contre les paradis fiscaux et des besoins de consolidation fiscale. Je n'accepte pas ceux qui nous disent: "Il y a un petit paragraphe et ce n'est pas la peine d'avoir une recommandation".   Alexander Graf Lambsdorff (ALDE). - Frau Präsidentin, meine Herren Kommissare! Wir begrüßen ausdrücklich die von der Kommission an die Mitgliedstaaten ausgesprochenen Empfehlungen für die wirtschaftspolitischen Richtlinien für 2013. Wir sind der Meinung, die Haushaltskonsolidierung muss fortgesetzt werden, sie trägt bereits erste Früchte. Natürlich ist sie nicht einfach, aber – Lajos Bokros hat darauf hingewiesen – konsolidierte öffentliche Haushalte sind mittelfristig die Voraussetzung für Wachstum. Das ist eine wirtschaftliche Gesetzmäßigkeit, da kann die Kollegin auch nicht von unterschiedlichen Meinungen sprechen, das ist einfach so.

Wir brauchen in der Realwirtschaft weitere Strukturreformen, insbesondere Flexibilisierung der Arbeitsmärkte, wir brauchen die Vollendung des Binnenmarktes – das ist hier angesprochen worden –, wir brauchen den Erhalt und den Ausbau einer starken industriellen Basis. Ich glaube, all das ist entscheidend.

Wo wir uns eindeutig dagegen ausgesprochen haben, ist: Wachstumsfinanzierung auf Pump. Hier ist eben davon gesprochen worden, dass, wenn man nur oft genug das Wort „Wachstum“ in den Mund nimmt, es sich irgendwie von selber manifestiere, geradezu magisch. Nein, zu Wachstum gibt es hier zwei völlig unterschiedliche Vorstellungen: einmal Wachstum, das auf Wettbewerbsfähigkeit, auf Nachhaltigkeit, auf Erfolg an den Märkten beruht, oder Wachstum als Strohfeuer, Wachstum, das durch neue öffentliche Verschuldung produziert wird, Wachstum, das künstlich generiert ist und wie ein Strohfeuer in sich zusammenbrechen wird, und dann haben wir erneut hohe öffentliche Schulden und hohe Arbeitslosigkeit.

Dann noch ein Wort zu Kollegin Turunen, die eben gesagt hat, die gesunden Länder sollten doch stärkere öffentliche Finanzen machen. Dann hat sie aufgezählt, das seien Finnland, Schweden, die Niederlande, Dänemark und Deutschland. Mir ist aufgefallen, bei allen diesen gesunden Ländern haben wir starke liberale Parteien. Bei den weniger gesunden, wie Portugal, Spanien, Italien und Griechenland, fehlen liberale Parteien. Ich glaube, das sagt etwas über den Erfolg liberaler Politik für die Wirtschaft unserer Länder aus.

  Ivo Strejček (ECR). - Paní předsedající, já jsem si tady za to odpoledne, kdy poslouchám debatu, udělal jednu velkou poznámku, která se jmenuje „Co je proveditelné“?

Víte, my můžeme odhlasovat v tomto sále dokonce i to, že zítra ráno nevyjde slunce, ale ono stejně vyjde. Čili otázka, co je proveditelné, je na místě.

Já se odvolám na jednu poznámku, kterou řekl pan komisař Barnier, který řekl, že jednotný trh je příliš fragmentován. Já bych možná nepoužil slovo fragmentován, ale řekl bych, že je příliš rozmanitý, ekonomicky rozmanitý, sociálně rozmanitý, má za sebou různost historického vývoje.

Proč o tom mluvím? Stanovování priorit pro národní rozpočty je něco, co je z mého pohledu neproveditelné. Každý národní parlament vede vážný politický souboj v parlamentní demokracii o to, co je jeho prioritou a co není jeho prioritou. Tento pokus selže, jiný stát nemůže někomu jinému nařizovat, jak bude vypadat jeho státní rozpočet.

  Tadeusz Cymański (EFD). - Pani Przewodnicząca! Z przedłożonych sprawozdań, analiz, a także obserwacji w regionach wiemy, że z pogłębianiem się kryzysu wzrasta poziom ubóstwa i pogłębiają się różne formy wykluczenia społecznego. Problemy te coraz częściej dotyczą także ludzi pracujących. Szczególnie dramatyczna sytuacja dotyczy młodzieży. Wskaźnik bezrobocia osiągnął 20%, a w niektórych krajach – nawet 50%. Wielu ekonomistów krytycznie ocenia wdrażanie w Unii metody walki z kryzysem, które się koncentrują, a często ograniczają, do redukcji zadłużenia i deficytów budżetowych. Nie tylko nie przynoszą spodziewanych efektów, ale także pogłębiają problemy społeczne, szczególnie uderzając w najsłabszych.

W odniesieniu do semestrue uropejskiego warto zauważyć, że obie sprawozdawczynie, z Komisji Zatrudnienia i Spraw Socjalnych oraz Komisji Monetarnej, odnotowują negatywny wpływ konsolidacji na wzrost gospodarczy. Ciekawe, że nawet Komisja Monetarna zaleca opóźnienie i ograniczenie ścieżki konsolidacji fiskalnej. Uważam, że najwyższy czas, aby w ramach kolejnych wytycznych semestralnych najwyższy priorytet nadać tworzeniu miejsc pracy. Polityka spójności jest tym narzędziem, które to umożliwia.

  Pablo Zalba Bidegain (PPE). - Señora Presidenta, señor Comisario, señora Ministra Creighton, el Semestre Europeo constituye una oportunidad para detectar las fortalezas y debilidades de nuestro sistema, así como la posibilidad de dejar clara cuál es nuestra hoja de ruta. Además, es especialmente importante en un momento en el que prima crear confianza.

El Parlamento, como institución de representación de los ciudadanos europeos, tiene la obligación de dejar clara su posición. En este caso, debemos empezar a marcar pautas para el tan necesario crecimiento económico, fundamental para hacer frente a un nivel de desempleo preocupante, especialmente el desempleo juvenil.

Estoy de acuerdo con el Comisario Olli Rehn en que hace falta una política y una base industrial fuerte en Europa. Y espero que la política comercial que diseña el Comisario De Gucht sea acorde con esta necesidad.

También quisiera hacer un llamamiento a la responsabilidad. Nos estamos jugando mucho: nuestro futuro y el de las futuras generaciones. Pero también quisiera hacer un llamamiento para que no caigamos en el falso debate entre austeridad y crecimiento. Son dos caras de la misma moneda.

Debemos ser firmes y cumplir los objetivos de consolidación fiscal, pero también debemos estar abiertos a la posibilidad de flexibilizar esos objetivos y adaptarlos a la realidad económica actual y a las necesidades económicas presentes, tal y como ya recoge el six-pack.

Desde el Parlamento Europeo debemos garantizar y supervisar que todo ello se cumpla, generando el susodicho entorno de confianza tan necesario para salir de la crisis.

  Άννυ Ποδηματά (S&D). - Κυρία Πρόεδρε, κύριοι Επίτροποι, θεωρητικώς συμφωνούμε όλοι ότι χρειαζόμαστε μια φιλική προς την ανάπτυξη δημοσιονομική προσαρμογή, αλλά διαφωνούμε πώς θα την κάνουμε πράξη… αν και εγώ πιστεύω ότι σε αυτό το θέμα υπάρχει ένα ζήτημα ασυνέπειας λόγων και πράξεων.

Εκτός όμως από την θεωρητική συζήτηση σχετικά με την επίδραση, για παράδειγμα, των δημοσιονομικών πολλαπλασιαστών, έχουμε μια πραγματικότητα που οφείλουμε να αξιολογήσουμε. Έχουμε χώρες που εφαρμόζουν προγράμματα δημοσιονομικής προσαρμογής και πλήττονται από βαθειά ύφεση και τεράστια ανεργία. Τους αριθμούς τους γνωρίζουμε. Δεν ξέρω αν γνωρίζουμε τι σημαίνουν αυτοί οι αριθμοί για τους ανθρώπους. Όμως, Επίτροπε Rehn, αυτές οι χώρες εξαιρούνται από την ανάλυση των μακροοικονομικών ανισορροπιών στο πλαίσιο του Εξαμήνου. Κάτω από το όνομα της χώρας υπάρχει μόνο μία φράση: «εφαρμόστε το πρόγραμμα».

Θέλω λοιπόν να τονίσω ότι με τον τρόπο αυτό αποκλείουμε και τον διάλογο και τον έλεγχο αποτελεσματικότητας και επιδεινώνουμε το πρόβλημα της δημοκρατικής νομιμοποίησης και λογοδοσίας. Θα ήθελα λοιπόν να σας παροτρύνω να εντάξετε τις χώρες που βρίσκονται σε πρόγραμμα στη διαδικασία ανάλυσης του Ευρωπαϊκού Εξαμήνου.

  Ramon Tremosa i Balcells (ALDE). - Mr President, in the context of the European Semester, we have to continue with deep reforms and fiscal consolidation. The euro zone debt is not the US debt, and we cannot print money as the Americans do.

In Spain, the central government has imposed public deficit targets on the regions that make no economic sense. A 0.7% GDP target for regions is totally unfair. Regions provide public health, education and welfare state services. At the same time, the Spanish central government continues to build high-speed trains and increase military spending. This year, Spain is allowed to have a 4.5% deficit that should be fairly shared between central and regional governments, as the European Parliament voted last month in the public finances report. However, the Spanish central government wants to keep 85% of the margin allowed by the European Commission, even though the central government represents only 50% of total public expenditure in Spain.

I have a question for Commissioner Rehn. Do you think that Spain’s public deficit target is fairly shared between the different levels of government?

  Morten Messerschmidt (EFD). - Tak, fru formand! Jeg kan huske, da man talte om Lissabon-strategien, som skulle sørge for, at EU blev verdens mest konkurrencedygtige økonomi i 2010. Vi ventede, og så blev det 2010, og EU havde kun tabt konkurrencekraft. Det eneste sted, EU havde bonget positivt ud, var i højere arbejdsløshedstal! Hvad gjorde man her? Ja, man besluttede så, at man i 2020 ville være den mest konkurrencedygtige økonomi! Man skal være det mest naive menneske i verden for at tro, at denne institution, der grundlæggende holder fast ved en euro, der har skadet EU's økonomi, skulle kunne skabe vækst, skulle kunne skabe fremgang i Europa! Vi kan bare se på Grækenland med en arbejdsløshed på 50 % og på Spanien, hvor ungdomsarbejdsløsheden nu er 60 %! Aldrig nogensinde, dengang grækerne og spanierne selv havde kontrollen med deres økonomi, var resultaterne så ringe! EU's semester er en indrapporteringsforanstaltning, hvor EU ikke bare skal kortslutte økonomierne, men også kortslutte demokratierne! Mine damer og herrer, det er skændigt! Her til morgen hørte vi præsident Hollande tale i plenaren, som om alting var rosenrødt, som om økonomien var i bedring.   Sari Essayah (PPE). - Arvoisa puhemies, hyvä komission jäsen, työllisyys- ja sosiaalivaliokunta korosti omassa lausunnossaan huolestuttavaa työllisyyskehitystä, sillä yli 10 prosenttia työikäisestä väestöstä työttömänä, ja erityisesti halusimme nostaa esille nuorten työttömyyden.

Kun useampi kuin joka viides nuori on työttömänä, joissakin jäsenvaltioissa jopa yli 50 prosenttia, on olemassa todellinen vaara kokonaisen sukupolven menettämisestä syrjäytymiskehitykselle. Nuorisotakuuta on esitetty avuksi, mutta on muistettava, että sen toteuttaminen edellyttää jäsenvaltioilta toimivaa koulutusjärjestelmää ja joustavia työmarkkinoita. Emme saisi herättää turhia toiveita, sillä vastuu tässä asiassa, sen toteuttamisessa, on jäsenvaltioilla.

Vuotuinen kasvuselvitys paljastaa myös sen, miten kuilu jäsenvaltioiden työllisyys- ja sosiaalialan indikaattoreiden välillä kasvaa. Kriisin seurauksista parhaiten ovat selviytyneet ne jäsenvaltiot, joissa on vahva sosiaaliturvajärjestelmä, vakaa julkinen talous ja joustavia työjärjestelyitä omaavat työmarkkinat. Tätä mallia voisi myös kutsua pohjoismaiseksi malliksi, jonka mm. tällä viikolla The Economist -lehti nosti esimerkiksi.

Siksi täälläkin käydyssä keskustelussa viritetty vastakkainasettelu vakauden ja elvytyksen välillä on mielestäni täysin turhaa. Me tarvitsemme ehdottomasti niitä molempia. Rakenteellisia uudistuksia tarvitaan kaikissa jäsenvaltioissa, myös niissä, joiden taloudessa menee suhteellisesti paremmin. Me joudumme vastaamaan tulevina vuosikymmeninä mm. ikääntymisen haasteeseen. On ymmärrettävä se, että ylivelkaantunut maa ei koskaan pysty tarjoamaan alustaa kasvulle ja hyvinvoinnille. Tämä kriisi on paljastanut tarpeen ymmärtää jäsenvaltioiden talouksien rakenteiden erilaisuuden. Samat lääkkeet eivät todellakaan toimi kaikille.

  Roberto Gualtieri (S&D). - Madam President, we are having a strange debate. We are discussing two balanced reports, and then the third one, the report by Ms Ferreira, on which the EPP has chosen to follow an ideological and extremist line, sticking to the defence of an integralist version of austerity policy. The members of Berlusconi’s party in this Parliament are performing the miracle of being extremist twice over: extremist in Italy against austerity, and extremist in this Parliament in supporting austerity, but behind the ideologies there is reality, and the reality is that the rate of fiscal consolidation is not only worsening the recession and unemployment, it is not reaching its main goal: the reduction of deficit and debt.

Open your eyes, EPP colleagues in the Committee on Economic and Monetary Affairs. With your medicine, public debt is growing in Europe, and if we want to reduce it, fiscal discipline must not be blind. It must be growth-friendly; it must leave room for public investment and have a sustainable space. After the IMF, the Commission and the European Council are recognising this reality, but not the EPP in the ECON Committee, which even went so far as to delete a paragraph which simply welcomed the efforts of the Commission to pursue growth-friendly fiscal consolidation. We hope that in plenary the EPP will isolate its extremists and will return to moderation and a spirit of compromise, but if this does not happen, our ‘no’ will be loud and clear.

  Jaroslav Paška (EFD). - V čase pretrvávajúcej hospodárskej stagnácie je diskusia o efektívnom využití a dôslednej implementácie legislatív jednotného trhu iste oprávnená. Najmä v súvislosti s prognózou zamestnanosti a sociálnych aspektov v ročnom prieskume rastu na rok 2013 bude asi potrebné operatívnejšie reagovať na prudký úpadok priemyselnej produkcie v Európe a zvážiť, či za rozsiahlou stratou výrobných kapacít v oblasti automobilového, lodiarenského či železiarskeho priemyslu nie sú aj niektoré zlé odhadnuté rozhodnutia európskych inštitúcií. Iba schopnosť pohotovo a správne reagovať na meniacu sa hospodársku situáciu nám umožní vrátiť sa k postupnému ekonomickému rastu. Ak poznáme dôvody, prečo významní zamestnávatelia sťahujú svoje výrobné kapacity z Európy do iných končín sveta, a hľadajme múdre riešenia na zastavenie tohto pre našu ekonomiku ničiaceho sa trendu. Možno by na to v mnohých prípadoch stačili len drobné administratívne zmeny v definovaní limitov či kvót, ktoré by umožnili našim výrobcom udržať rentabilitu svojej produkcie aj v našom európskom legislatívnom prostredí.

  Małgorzata Handzlik (PPE). - Pani Przewodnicząca! Rynek wewnętrzny ma ogromny potencjał, który jednak nie jest jeszcze wykorzystany, i naszym zadaniem jest wydobycie tego potencjału. Jednolity rynek to środek do poprawy konkurencyjności i osiągnięcia wzrostu gospodarczego w Unii. Przepisy dotyczące jednolitego rynku są już dość rozbudowane, dlatego główny nacisk należy położyć zdecydowanie na ich egzekwowanie i wdrażanie. Niestety dane pokazują właśnie spore zaległości państw członkowskich w transpozycji prawa unijnego. Niedostateczna implementacja przepisów skutkuje tworzeniem barier na rynku wewnętrznym i niewykorzystaniem jego potencjału.

Z zadowoleniem przyjmuję działania Komisji mające na celu ulepszenie zarządzania rynkiem wewnętrznym, jednak zgadzam się ze sprawozdawcą, że powinny być one jeszcze ambitniejsze, szczególnie w zakresie koordynacji czy wprowadzania „testu jednolitego rynku”. Konieczne jest też wyznaczenie priorytetów, jeżeli chodzi o wdrażanie i monitorowanie. Oczywiście należy dążyć do tego, by wszystkie przepisy były odpowiednio implementowane, jednak w najbliższym czasie należy skupić się na kwestiach mających znaczenie dla gospodarki i ogólnego wzrostu gospodarczego.

Uważam, że to bardzo dobre rozwiązanie, aby patrzeć na rynek wewnętrzny w kontekście semestru europejskiego, ponieważ ułatwi to identyfikowanie przeszkód wciąż na tym rynku napotykanych oraz monitorowanie postępów. Na pewno ogromną rolę odgrywa podejście indywidualne. Powinno się spojrzeć na każde z państw członkowskich indywidualnie i dopasować rozwiązania do napotykanych problemów. Definiowanie zaleceń dla każdego poszczególnego państwa członkowskiego osobno będzie bardziej efektywne, gdyż takie podejście skuteczniej uwidoczni rzeczywiste problemy.

  Frédéric Daerden (S&D). - Madame la Présidente, Monsieur le Commissaire, chers collègues, le Parlement se doit de se prononcer haut et fort pour influer sur le processus du semestre pour y réintroduire de la démocratie. Ce débat, ces rapports d'initiative, vont dans ce sens.

Le rapport de la commission de l'emploi contient de nombreux éléments intéressants, dont je voudrais relever quelques-uns. Premièrement, l'indispensable lutte contre le chômage, tout particulièrement celui des jeunes, notamment via le soutien à la formation professionnelle ou la mise en œuvre d'une garantie "Jeunesse".

Deuxièmement, l'accent mis en matière de pensions sur la nécessité, avant tout, d'augmenter l'âge effectif, l'âge réel de la retraite et le taux d'emploi, et ce pour garantir un premier pilier fort et solidaire.

Enfin, troisièmement, l'assouplissement indispensable du rythme de la consolidation budgétaire, qui tienne compte des situations spécifiques et de la nécessité de la croissance pour permettre et promouvoir l'investissement, notamment dans la formation, la recherche, l'innovation, mais aussi dans une politique industrielle européenne structurante.

  Gunnar Hökmark (PPE). - Madam President, I must say I am surprised by how the Socialist Group is insisting on repeating the mistakes that have brought Europe into crisis. Repeating and repeating. We need another line, a policy that creates investments. Then you need to use the European Semester for the internal market implementation, for the stability of public finances and for market reforms, so we can achieve the investments that are being frightened off by the big public spending you are advocating. Stop attacking a serious and responsible economic policy, because you are attacking prosperity and welfare.

Jūs visiškai nuneigiate, kad socialinės išmokos – tai tik dalelytė tų visų išlaidų, kurias šiandien mes privalome dengti bankiniame sektoriuje ir visas kitas problemas, kurios susidarė per paskutinius penketą, šešetą metų, kada pačioje Europoje daugiausiai dominavo dešinieji.

My point is that I am not attacking any government; I am attacking and criticising the policies that you now are advocating. You want to repeat the mistakes that we can see so clearly fail. It does not matter which government implemented these policies, you can deal with that in the domestic policies of each of our countries, the problem is that you are advocating repeating a policy that has caused severe problems and is threatening jobs and social security.   Christel Schaldemose (S&D). - Tak fru formand! Tak for det. Ja, det indre marked er en stor bedrift, som har skabt vækst og jobs for millioner af europæere igennem de seneste 20 år, og set med vores øjne er det indre marked også en del af løsningen, der skal få Europa ud af krisen. Det er derfor rigtig godt, at det indre marked er blevet en del af søjlerne i hele det europæiske semester. Men for at forbrugerne og arbejdstagerne skal kunne bakke op om fælles regler, skal de også kunne se, at de er virksomme. De skal kunne se, at reglerne beskytter og giver valgmuligheder. Og for at virksomhederne skal kunne udnytte det indre markeds fulde potentiale, skal de kunne se, at fælles regler fører til mindre protektionisme, og der er vi endnu ikke helt nået til.

Der er virkelig brug for, at medlemslandene hurtigere og bedre implementerer og håndhæver reglerne på det indre marked. Schwabs betænkning giver rigtig mange gode bud på, hvordan vi sikrer, at det indre marked kommer til at fungere bedre. Vi mener her i den socialdemokratiske gruppe, at Schwabs betænkning er afbalanceret, og den sender et signal; den viser, at det indre marked også er til for arbejdstagerne og forbrugerne, ikke kun for virksomhederne. Vi vil dog også godt sende det signal, at det er helt afgørende for den socialdemokratiske gruppe, at Schwab-betænkningen fastholder denne balance, som er stemt igennem i det indre marked. Hvis balancen ikke fastholdes, vil vi ikke kunne støtte betænkningen, når den skal stemmes igennem. Vi har brug for et balanceret indre marked! Tak.

  Theodor Dumitru Stolojan (PPE). - Aş vrea să informez Comisia că am avut mai multe participări la întâlniri cu reprezentanţii parlamentelor naţionale pe tema semestrului european şi pot să vă încredinţez că semestrul european a devenit o realitate percepută de către parlamentele naţionale, un proces care, în felul acesta, câştigă mai mult în ceea ce priveşte caracterul democratic. Aş vrea să subliniez, însă, că, la nivelul instituţiilor europene, avem o mare responsabilitate pentru ceea ce facem în cadrul semestrului european. Trebuie să ne gândim şi la aceste perspective ale creşterii economice şi la recomandările care vor urma, deoarece suntem conştienţi că intervenim tot mai mult în acest proces de coordonare a politicilor economice şi bugetare ale statelor membre. Aici vreau să subliniez un aspect care este mai puţin prezent în preocupările noastre - din moment ce coborâm atât de mult în recomandări la nivelul statelor membre, e bine să ascultăm şi foarte mult ceea ce spun reprezentanţii anumitor industrii.

Dau ca exemplu industria metalurgică din Europa. E bine să ştim ce se întâmplă cu această industrie - semnalele care vin sunt foarte îngrijorătoare. Sunt mii şi mii de locuri de muncă în joc, iar ei spun foarte limpede: dacă nu reuşiţi să determinaţi puteri economice din afara Uniunii Europene să adopte aceleaşi standarde, de exemplu, de mediu, atunci vom ieşi din această competiţie mult mai repede decât e cazul.

  Joanna Katarzyna Skrzydlewska (PPE). - Pani Przewodnicząca! Wysoki, szczególnie wśród osób młodych, i wciąż wzrastający poziom bezrobocia w Unii Europejskiej to zjawisko bardzo niepokojące i wymagające mobilizacji oraz aktywności ze strony wszystkich zaangażowanych podmiotów. Podejmowane dotychczas działania nie przynoszą widocznych i oczekiwanych efektów. Potrzebne jest spójne podejście, które połączy zarówno inteligentną konsolidację fiskalną, niezagrażającą inwestycjom w przyszły rozwój, jak i rozsądną politykę makroekonomiczną oraz aktywne strategie zatrudnienia, które zabezpieczą zachowanie spójności społecznej. W sprawozdaniu pani Fontagné zostało wymienionych wiele działań, które powinny być podjęte przez państwa członkowskie w celu ich aktywnego włączenia w zwalczanie bezrobocia i tworzenie nowych miejsc pracy. Chciałabym zwrócić uwagę szczególnie na te działania, które są skierowane do młodych osób.

Uważam, że szereg ulg podatkowych i pomoc w rozpoczynaniu działalności gospodarczej mogą być szansą dla młodych przedsiębiorczych osób, które chcą wykorzystać swoje talenty i uczynić z nich źródło utrzymania. Niewątpliwie wsparcie dla małych i średnich przedsiębiorstw stanowić będzie pośrednio także pomoc dla młodych. Badania wykazują, że miejsca pracy, które mogłyby być objęte przez osoby młode, nieposiadające dużego doświadczenia zawodowego, powstają przede wszystkim w ramach już istniejących przedsiębiorstw. Reforma rynków pracy, która będzie również obejmować zwiększenie efektywności działań publicznych służb zatrudnienia oraz rozwój systemu indywidualnego doradztwa zawodowego, będzie ważnym elementem wsparcia dla poszukujących pracy.

Na zakończenie chciałabym raz jeszcze wspomnieć o fundamentalnym elemencie, które przyczyni się do faktycznego włączenia osób do rynku pracy, a mianowicie o efektywnej współpracy pomiędzy pracodawcami, rządami i ośrodkami edukacyjnymi.

  Krišjānis Kariņš (PPE). - Cienījamā priekšsēdētājas kundze, kolēģi! Mēs šajās debatēs jaucam divas lietas — ir mērķis, un ir līdzekļi, kā sasniegt mērķi. Mērķis ir ekonomiskā izaugsme vai, kā daudzi runā, darbvietas un izaugsme, darbvietas un attīstība. Pamatu pamats ekonomiskajai izaugsmei ir sabalansēti valdības izdevumi, nedzīvot pāri saviem līdzekļiem. Jebkurš — es esmu drošs, ka visi — šajā telpā saprot, ko tas nozīmē. Tas, par ko daudzi runā un stāsta, tā ir taupības politika, tas ir tikai līdzeklis, lai ieliktu pamatus ekonomiskajai izaugsmei. Ja nebūtu mēs dzīvojuši pāri saviem līdzekļiem, nevajadzētu tagad taupības politiku, bet, lai tiktu līdz nākamajai stadijai, līdz izaugsmei, mums ir jākoncentrējas uz vienotā tirgus izveidošanu.

Izaugsmes atslēga neslēpjas pagātnes grēkos un kļūdās, aizņemoties vairāk naudas. Izaugsme balstās uz to, ka pamatos ir sakārtoti valdības izdevumi, ka nedzīvojam pāri saviem līdzekļiem un ka mēs liekam uzsvaru uz vienoto tirgu.

Kas tad ir šis vienotais tirgus? Tā ir patiesi brīva preču un pakalpojumu kustība pāri valstu robežām, kura, kā mēs zinām un arī komisārs atzīst, faktiski nepastāv Eiropā joprojām. Pilnībā nepastāv. Tātad, ja mēs gribam — un es uzskatu, ka mums ir jāgrib, — darīt visu, kas ir mūsu spēkos, lai attīstītu ekonomisko izaugsmi, dārgie draugi sociālistu pusē, necīnieties pret taupības politiku! Tas ir pamats. Cīnieties par vienotā tirgus izveidi! Paldies par uzmanību!

  Philippe Juvin (PPE). - Madame la Présidente, il est clair que le semestre est désormais une étape majeure de la construction européenne, puisque nous avons enfin compris que, dans les faits, nous n'arriverions pas à nous sortir seuls de la crise et que nous devons avancer unis. C'est probablement la principale leçon que le Parlement a tirée jusqu'aujourd'hui de la crise économique et financière.

Mais derrière le nouvel outil dont nous nous dotons, il y a aussi les politiques nationales. On pourra dire ce qu'on veut, si les politiques nationales ne suivent pas, si elles ne s'organisent pas pour qu'il y ait de la croissance, de l'innovation et des investissements d'avenir, tout cela n'aura servi à rien.

Au fond, ce semestre européen, c'est quoi? C'est une volonté affichée de travailler ensemble. C'est la prise de conscience collective que, toutes seules, les vieilles nations de l'Europe ne pèsent plus dans le concert et qu'elles ne pourront peser que si elles trouvent ce nouveau réceptacle qui est cette marche commune vers le progrès et vers l'innovation, ensemble.

Mesdames et Messieurs, si le semestre doit être un succès, c'est parce que les États comprendront qu'ils ne doivent pas se cacher derrière lui, mais au contraire l'accompagner.

  Róża Gräfin von Thun und Hohenstein (PPE). - Semestr europejski, czyli proces informowania państw członkowskich o projektach budżetów krajowych, a także późniejsze zalecenia Komisji Europejskiej, to jest element ważny dla zarządzania gospodarczego Unią Europejską. I zgadzam się z moimi przedmówcami: z tym, że powinniśmy pilnować, aby nie zapomnieć w tym zarządzaniu właśnie o wspólnym rynku. Sprawozdanie, które będzie głosowane jutro, zmierza do tego, aby istotną częścią semestru było właśnie zarządzanie wspólnym europejskim rynkiem. Semestr powinien zawierać wyraźne zalecenia dotyczące pogłębiania wspólnego rynku i lepszego wprowadzania w życie dyrektyw. Powinny być w nim także rekomendacje dla państw członkowskich, jak zrobić to lepiej. To wszystko jest konieczne, żeby obywatele i przedsiębiorcy mogli na własnej skórze odczuć, że projekt europejski przynosi korzyści nam wszystkim, bo wspólny rynek dotyczy każdego z nas. I dlatego jest takie ważne, żeby nie zabrakło go w budżetach krajowych.

A państwa członkowskie powinny przyjąć optykę szerszą niż tylko ta krajowa. Warto zastanowić się, projektując budżet, czy tzw. pozłacanie przepisów dyrektywy nie przynosi więcej szkód niż pożytku. Czy dodawanie przedsiębiorcom w ustawodawstwie krajowym obowiązków wykraczających poza daną dyrektywę pomaga, czy może przeszkadza w konkurowaniu na wspólnym rynku, na rynku obejmującym 500 mln obywateli? Dobrym testem tego będzie wprowadzenie w życie dyrektywy konsumenckiej w państwach członkowskich, a do tego powinno dojść do końca roku. I mam nadzieję, że wszystkim państwom członkowskim uda się zachować ducha tej dyrektywy, a duchem jest uproszczenie przepisów prawa konsumenckiego i przyczynienie się do zwiększenia sprzedaży, zapewnienia bezpieczeństwa kupujących, zwłaszcza w sieci. Do tego potrzebne jest podejście bardziej europejskie. Życzę państwom członkowskim i Komisji Europejskiej odwagi i głębokiego, europejskiego podejścia w tej materii.

  Ρόδη Κράτσα-Τσαγκαροπούλου (PPE). - Κύριε Πρόεδρε, το Ευρωπαϊκό Εξάμηνο είναι στην καρδιά μιας νέας διακυβέρνησης με συντονισμό και συνοχή. Τα τελευταία χρόνια αντιληφθήκαμε όλοι την αλληλεξάρτηση των οικονομιών μας και τη συνυπευθυνότητα για την κοινή προσπάθεια με στόχο τη σταθερότητα και την ανάπτυξη.

Το Ευρωπαϊκό Εξάμηνο φέρνει τους εκπροσώπους των ευρωπαίων πολιτών στα εθνικά κοινοβούλια πιο κοντά στο ευρωπαϊκό όραμα, τις κοινές πολιτικές, την ανάγκη για την σωστή και συμπληρωματική διαχείριση ευρωπαϊκών και εθνικών πόρων. Φέρνει όμως και εμάς, τα ευρωπαϊκά όργανα, πιο κοντά στις εθνικές πραγματικότητες. Γι’ αυτό οι συστάσεις που εκδίδονται για κάθε χώρα πρέπει να λαμβάνουν υπόψη τις άνισες οικονομικές και κοινωνικές συνθήκες που επικρατούν σήμερα στην Ευρώπη και οι οποίες έχουν διευρυνθεί λόγω της κρίσης.

Η εμπειρία μας έχει αποδείξει σήμερα ότι η μεγάλη πρόκληση είναι πώς θα επιτύχουμε μια καλύτερη συνταγή στην ισορροπία των πολιτικών για δημοσιονομική εξυγίανση και ανάπτυξη με θέσεις απασχόλησης. Είναι σοβαρές οι κοινωνικές συνέπειες αυτής της συνεχούς αναζήτησης της αναπτυξιακής ισορροπίας χωρίς αποτέλεσμα. Είναι αρνητικό για την αξιοπιστία των ευρωπαίων πολιτών προς την Ένωση· είναι όμως αρνητικό και για την αξιοπιστία μας σε διεθνές επίπεδο όπου ανταγωνιστές και εταίροι μας κάνουν μια επιθετική αναπτυξιακή πολιτική.

Επίσης στις κατευθύνσεις μας, αυτές που εκδίδει το Ευρωπαϊκό Εξάμηνο, πρέπει να λάβουμε υπόψη ότι η κοινωνία και η οικονομία πρέπει να συμφιλιωθούν. Οι οικονομικοί δείκτες πρέπει να συμπληρώνονται από κοινωνικούς δείκτες για να μπορούμε να προτείνουμε βιώσιμες πολιτικές.

Το Ευρωπαϊκό Εξάμηνο έχει την πρόκληση να αποδειχθεί αποτελεσματικό. Δεν μπορεί να γίνουν λάθη όπως αυτά των πολλαπλασιαστών και των κακών σταθεροποιητών που έχουν εφαρμοστεί σε χώρες με δημοσιονομικό πρόγραμμα προσαρμογής όπως είναι η Ελλάδα. Η Ευρωπαϊκή Ένωση δεν μπορεί να επιτρέψει τέτοια λάθη· αντίθετα πρέπει να διορθώσει και να τα αποκαταστήσει εκεί που έχουν συμβεί.

  Edit Bauer (PPE). - Szeretném elismerésemet kifejezni Veronika Lope Fontagné-nek, akinek sikerült kompromisszumokat kötni ebben a nagyon kényes témában is. A jelentésével kapcsolatban három megjegyzést szeretnék tenni. Először: az Unió tagországaiban, igaz eltérő mértékben, de a munkahelyteremtés tartozik a legfontosabb feladatok közé. A fiskális konszolidáció ezért nem igazán sikeres, és nem is lehet sikeres ott, ahol a munkát és a munkavégzést terheli a kormány újabb és közvetlen adókkal. A fiatalok munkavégzését is úgy tudjuk a legjobban ösztönözni, ha az adópolitikát jobban összehangoljuk a foglalkoztatáspolitikával.

Másodszor: a munkaerőpiacon kialakuló feszültségek nagy része a kereslet és a kínálat szerkezeti eltéréséből adódik. Illúzió azt gondolni, hogy a munkaerőpiac a kínálathoz igazítható. A minőségi pályaválasztási tanácsadás, az oktatás, mely a munkaerő-piaci előrejelzéseken alapul sokkal hatékonyabb lehet, mint az úgynevezett második esély megteremtése, habár erre is szükség van, amikor a pályakezdőknek a munkaerő-piaci szolgálat munkahelyet vagy újabb oktatási formát keres.

Harmadszor: Európa a maga 7%-nyi lakosságával a világ össztermelésének 25%-át állítja elő, de a globális szociális kiadások 50%-át fizeti ki. Ez nagyon súlyos helyzet. Nyilvánvalóan új stratégiai elképzelések kialakítására ösztönöz, a szociális ellátás ugyanis gyakran demoralizáló jellegű is lehet egyes juttatásait tekintetbe véve, különösen akkor, ha az alacsony vagy minimálbér és a szociális juttatások közt nincs vagy nagyon kicsi a különbség. Felülvizsgálatra szorul az az elképzelés is, miszerint a szociális juttatáshoz nem köthető munkavégzési kötelezettség. Úgy vélem, a fiskális reformokról beszélve a gazdasági foglalkoztatás és szociálpolitika jobb összehangolása elkerülhetetlen.

  Anna Maria Corazza Bildt (PPE). - Mr President, twenty years after the birth of the single market toys are still retested, extra certificates are required, on-line payment is still complicated and, too often, non-nationals have to pay more to get travel packages. In an open Europe, this is not acceptable: double regulations, restrictions and uncertainty about the rules create delays and costs. Most of all, they deprive the citizens of Europe of the benefits of free movement.

With the level of unemployment that we have, we cannot ignore these obstacles. Let us focus on what we have and make it work. We have to move from micro-regulating and over-regulating to correctly implementing and fully enforcing.

In Sweden today, thousands of travellers are struggling because they have been asked for extra registration requirements to buy a ticket that costs two euros to get on a bus. It turns out that this is an interpretation of an EU directive. The original aim of the directive was to simplify – to facilitate – payment, to boost e-commerce. This shows me that Mr Schwab’s report is timely and appropriate. We need to work more closely and coordinate with the national parliaments. We need dialogue at an early stage with the national institutions. It is too easy to always point the finger at Brussels’ legislation.

Let us take our shared responsibility and work together and look at how the rules are transposed and how the rules are enforced. I also welcome Commissioner Barnier’s zero tolerance policy against breaches of the internal market, because monitoring increases effectiveness, and the fact that the internal market now has its own space in the European Semester will make it more effective.

Mr President, I conclude by saying that effective governance of the Single Market is not about reinventing the wheel, it is about making the wheel roll.

  Thomas Mann (PPE). - Herr Präsident! Wer wird ihn lesen, den Jahreswachstumsbericht 2013? Arbeitslose, die, je länger sie ohne Job bleiben, immer weniger Hoffnung haben? Oder Jugendliche ohne Schulabschluss? Oder jene, die trotz guter Ausbildung ohne Beschäftigung sind? Der ambitionierte Bericht meiner vorzüglichen spanischen Kollegin Verónica Lope Fontagné zeigt Wege auf, die von Sozialpartnern, Verbänden und öffentlichen Einrichtungen nur gemeinsam mit einem großen Kraftakt zu bewältigen sind.

Unser Beitrag zum Europäischen Semester ist noch unzureichend. Nicht, weil wir als Parlament nichts zu sagen hätten, sondern weil wir als Volksvertreter bisher nur marginal einbezogen worden sind. Wo bleibt die demokratische Legitimation? Die Arbeitslosenzahl von 25 Millionen – damit 2 Millionen mehr als im Jahr zuvor – lässt keine Zeit für Glaubenskriege. Der Gegensatz zwischen Haushaltskonsolidierung und Wachstumspolitik ist künstlich. Der Fiskalpakt, verankert in unseren nationalen Verfassungen, ist unumgänglich. Sparkurse sind zwar meist schmerzlich, aber sie müssen intelligent ausgerichtet sein und stets so ausbalanciert, dass sowohl die Sozialpolitik als auch die Bildungspolitik in den Mitgliedstaaten nicht auf der Strecke bleiben.

Die Zielsetzungen dürfen einander nicht widersprechen. Sie müssen einander ergänzen. Wachstum fördern – ja. Reformen durchsetzen – ja. Aber auch Ausgrenzung und Armut verhindern, Arbeitsplätze von höherer Qualität schaffen und vor allem die kleinen und mittelständischen Unternehmen als wichtigste Quelle für Ausbildungs- und Arbeitsplätze unterstützen.

Als Berichterstatter für den Europäischen Qualifikationsrahmen begrüße ich ausdrücklich das von der Europäischen Kommission empfohlene Überprüfungssystem bis zum Jahr 2015. Auch dadurch kann der Europäische Qualifikationspass zu einem enorm wichtigen Dokument werden für den Mehrwert unserer Gesellschaft.

  Jan Kozłowski (PPE). - Panie Przewodniczący! Panie Komisarzu! Pragnę na wstępie podziękować sprawozdawczyni, pani Lope Fontagné, za jej sprawozdanie. Wysokie bezrobocie, zwłaszcza wśród ludzi młodych, jest jednym z najdotkliwszych skutków utrzymującego się w Europie kryzysu. Dlatego też działania sprzyjające zwiększeniu zatrudnienia powinny stanowić priorytet i integralną część strategii państw członkowskich. Uważam, że wytyczne polityczne na 2013 r. powinny koncentrować się na promocji przedsiębiorczości i wspieraniu sektora małych i średnich przedsiębiorstw. Należy wprowadzić takie rozwiązania prawne, które pozwolą na obniżenie kosztów pracy i stosowanie elastycznych form zatrudnienia. Należy inwestować w wysokiej jakości szkolenia i staże dla młodych, prowadzące do nabycia przez nich tych umiejętności, które są poszukiwane przez pracodawców. Aby to osiągnąć, liczę na wzmocnioną współpracę rządów i parlamentów krajowych.

  Phil Prendergast (S&D). - Mr President, President Barroso recently declared that adjustment programmes carried out by Member State governments must be sensible and carry social and political consensus to ensure such efforts are sustainable. I was left wondering if he had read the Commission’s annual growth survey for 2013 at all. It predicts a 0.1 % growth for Europe this year and it had predicted more of the same austerity measures that have been sucking the life out of our economies.

Yet the Economic and Monetary Affairs Commissioner Rehn has so far failed to give us any sign that he will pursue, or pause to ponder on, the IMF’s recent downgrading of growth forecasts, as well as the IMF reports acknowledging how their models consistently underestimated the recessionary effects of the structural adjustment policies demanded of countries such as Ireland.

I have requested to meet with Commissioner Rehn, the IMF and the ECB to discuss this and learn how you intend to correct your approach. I am yet to hear back from you, Commissioner. I understand that you do have a very busy agenda, but these are crucial matters for the citizens most hurt by this crisis. They expect politics grounded in reality, not this pursuit of the same old models.

  Paul Murphy (GUE/NGL). - Mr President, across Europe we face a crisis of mass unemployment, falling wages and the complete destruction of public services. The policies of austerity that have created this crisis are being extended and now we are being forced by the Commission, as austerity policeman, into the process of the European Semester.

This is not a policy in the interests of the economy as a whole. It is to pay for the crisis of big business, of bankers and of bondholders. Recent figures that the Minister should be aware of, compiled by Michael Taft of Unite, illustrate the extent of this –the fact that people in Ireland are paying for an incredible 42% of the European banking crisis, despite making up less than one percent of the population.

Those who try to lay the blame for this crisis on the public sector or on working people should have a look at a recent report from McKinsey Consultants, hardly a bastion of socialist thought. They demonstrate that there has been a decline in private investment in the EU of EUR 350 billion, four times the decline in GDP, while there is currently EUR 750 billion in excess cash holdings of major multinationals. What the figures illustrate is that they are sitting on mountains of profits which continue to increase, yet refusing to invest, while 26 million people face enforced unemployment.

We need a radical break with the logic of the profit system. We need to refuse to pay the bankers’ debts, we need massive public investment to create jobs and we need democratic planning of investment for the benefit of our society as a whole.

  Zigmantas Balčytis (S&D). - Gerbiamas Pirmininke, gerbiami Komisijos nariai, praėjusiais metais buvo priimta nemažai svarbių sprendimų bei sutarta dėl konkrečių priemonių ir finansinės drausmės stiprinimo, griežtesnės bankų priežiūros, ekonomikos valdymo stiprinimo srityse, todėl šiais metais valstybių narių ir visos Europos Sąjungos laukia daug politinių pastangų pareikalausianti užduotis tinkamai ir laiku įgyvendinti patvirtintas priemones.

Todėl svarbu, kad valstybėms narėms skirtų konkrečių rekomendacijų igyvendinimas būtų stebimas ir prižiūrimas Europos Sąjungos lygmeniu. Europos Sąjungos prioritetu taip pat turi tapti visos Europos Sąjungos ekonomikos ir jos rinkos apsauga, užtikrinanti teisingą ir skaidrų valstybių narių ekonomikos vertinimą ir užsitikrinanti investuotujų pasitikėjimą.

Todėl dar kartą paraginčiau Komisiją pateikti pasiūlymus dėl Europos kredito reitingų agentūrų steigimo, kad galėtume apsaugoti ir apginti savo rinką ir užtikrinti jos tvarų bei socialiai atsakingą atsigavimą. Buvo pateiktas pasiūlymas, kad subalansuoti finansus – tai paprasta. Subalansuoti finansus – tai labai nepaprasta.

  Vilija Blinkevičiūtė (S&D). - Ačiū Pirmininke, gerbiami kolegos, dėl ekomonikos ir finansų krizės padėtis Europos darbo rinkoje vis dar labai įtempta: ir toliau didėja bedarbių gretos, gilėja socialinė atskirtis, vis daugiau dirbančių atsiduria prie skurdo ribos.

Atsižvelgiant į šias aplinkybes kova su nedarbu turi būti vienas svarbiausių Europos Sąjungos ir valstybių narių politikos prioritetų. Todėl Europos Vadovų Taryba turi rimtai apsvarstyti siūlomas rekomendacijas ir patvirtinti savo politikos gaires, norint pasiekti teigiamų rezultatų.

Belieka tik apgaileistauti, kad per praėjusių metų Europos semestro ciklą nustatyti prioritetai, ypač susiję su darbo vietų kūrimu, darbo vietų kokybe, deja, nebuvo pasiekti. Deja, per vėlai supratome, koks yra neigiamas griežto taupymo režimo poveikis užimtumui ir visai socialinei politikai, kuris didina skurdą ir socialinę atskirtį. O ką jau kalbėti apie jaunimo nedarbo mušamus rekordus visose ES valstybėse?

Todėl kovojant su nedarbu reikėtų daugiau investuoti į žmones, į švietimą, į mokymą, į gebėjimų ugdymą, galimybes įsidarbinti ir įveikti socialinę įtrauktį. Labai svarbu užtikrinti galimybę mokytis ir dirbti, ypač mūsų jaunimui, todėl jaunimo garantijų iniciatyva turi būti vienas iš prioritetų.

  Miroslav Mikolášik (PPE). - Hospodárska kríza mala silný dopad na ekonomiky všetkých štátov Európskej únie. Riešenia tejto komplikovanej situácie sa hľadajú veľmi ťažko, preto vidím veľký prínos v európskom semestri, ktorý priniesol akýsi prehľad hlavných nedostatkov v správe ekonomických záležitostí. Rastúca chudoba vedie k stále väčším sociálnym rozdielom. Tento stav spoločnosti si vyžaduje naliehavé riešenie, aby nedošlo k prehĺbeniu hospodárskych problémov. Napriek uvedenému, za najvážnejší problém v tomto kontexte považujem nezamestnanosť mladých ľudí. Mladí ľudia v každej dobe predstavovali významný podiel pracovnej sily. Ich potenciál, sila, zdravie a optimizmus nesmú ostať ani dnes nevyužité. Európa poskytuje voľné pracovné miesta, ide však o pracovné pozície, ktorým musí byť zároveň prinavrátená určitá úcta, pretože ich miesto v spoločnosti je nezastupiteľné a mladým poskytnú možnosť využiť svoje vedomosti a schopnosti.   Zbigniew Ziobro (EFD). - Do walki z kryzysem ekonomicznym i będącym jego efektem bezrobociem nie wystarczy rozsądne działanie w obszarze fiskalnym, nie wystarczy rozsądne konstruowanie budżetów poszczególnych państw. Konieczne jest podjęcie działań, które spowodują, że zostanie ograniczona nadregulacja gospodarek poszczególnych krajów Unii Europejskiej.

Niestety wysiłki Komisji Europejskiej i Parlamentu Europejskiego czasami są przeciwskuteczne. Ich intencje są szlachetne – chodzi o usprawnienie funkcjonowania gospodarki, o uproszczenie – ale często niestety prowadzi to do zupełnie innych efektów, do większej komplikacji, do znacznie wyższych kosztów działania, zwłaszcza małych i średnich firm. To powoduje negatywne skutki, dlatego musimy zrobić wszystko, aby uprościć gospodarkę i zmniejszyć nadregulację. Będzie to też istotny wkład w pozytywny rozwój gospodarki europejskiej.

  Andrew Henry William Brons (NI). - Mr President, the year begins with unjustified optimism about growth prospects, but that recedes as the year’s realities begin to emerge. If you persuade countries to share a currency that is over-valued for some of them, if you import manufactured goods from countries of low wages and inhuman conditions and tolerate the transfer of production and investment to emergent economies, you will not get growth, you will get recession. If you import cheap labour from poorer countries, you will not get increased employment of our own nationals, you will increase unemployment. We have unsatisfied needs in our economies and unemployed people who could satisfy them. What is physically possible must be politically and financially possible or the political and financial systems are not fit for purpose.

  Csaba Sándor Tabajdi (S&D). - Az európai pénzügyi szemeszter fékezi a felelőtlen tagállami költekezéseket. Nagyon hasznosnak tartom, hogy az Európai Bizottság körmére néz a kormányoknak. Ez fontos biztosíték az európai polgárok számára. A kizárólag megszorításokra koncentráló gazdaságpolitika azonban megfojtja a növekedést és a munkahelyek megszűnéséhez vezet. Andor biztos úr többször is rámutatott arra, hogy a növekedés megfojtása, a szociális kiadások megnyirbálása és a szociális párbeszéd lebontása tarthatatlan.

Látható, hogy több tagállamban elértük a lakosság tűrőképességének határát. A megszorítások legnagyobb vesztesei a társadalom legszegényebb rétegei. Magyarországon immár második alkalommal indult el az éhségmenet az idén már több hátrányos helyzetű térségből. A magyar kormány megszorító politikája ellen tiltakoznak az állampolgárok, vállalják több mint 200 km gyalogos megtételét Budapestig, s ezzel kívánják felhívni a figyelmet kilátástalan és tűrhetetlen helyzetükre.

  Petru Constantin Luhan (PPE). - Cu un produs intern brut în continuă scădere, situaţia economică din Uniunea Europeană a rămas fragilă în 2012 şi tinde să ameninţe îndeplinirea obiectivelor Strategiei Europa 2020. Tocmai de aceea avem nevoie, mai mult ca niciodată, de reforme structurale la nivel naţional şi la nivel comunitar, care să consolideze capacitatea Uniunii Europene de a fi competitivă pe plan mondial şi să genereze o creştere durabilă.

Astfel, consider că, în cel de-al treilea semestru european, trebuie să ne concentrăm eforturile pe: îmbunătăţirea mediului de afaceri, prin reducerea sarcinilor administrative; promovarea de noi surse de capital, inclusiv creditarea între întreprinderi şi facilitarea accesului la capital de risc; crearea de scheme de sprijin inovatoare, prin care IMM-urile să beneficieze de împrumuturi mai ieftine şi mai accesibile; şi, nu în ultimul rând, reducerea presiunii fiscale exercitate asupra companiilor şi a veniturilor salariale pentru a stimula creşterea de noi locuri de muncă în Uniunea Europeană.

  Krisztina Morvai (NI). - Köszönöm szépen! Andor László biztos úrhoz szeretnék szólni közös anyanyelvünkön, magyarul. Biztos úr többször említette felszólalásában a rugalmasság, a flexibilitás szót, amikor a munkaerőpiacról és a munkavállalás helyzetének javításáról beszélt. Arra kérem, hogy pontosan definiálja, hogy mit ért rugalmasság alatt. Attól tartok, hogy ami az EU és egyébként a multinacionális cégek szótárában rugalmasság, az különösen a periféria országaiban és különösen a multinacionális összeszerelő üzemeknél dolgozó munkavállalók számára a teljes jogfosztottságot jelenti. A rugalmasság nem más, mint a munkaidő, a pihenőidő, a felmondási feltételek, illetőleg a munkakörülmények teljes rendezetlensége, a teljes munkajogi jogfosztottság, amelynek következtében, például közös hazánkban Magyarországon, harmadik világbeli állapotok között dolgoznak a munkavállalók.   László Andor, Member of the Commission. − Mr President, let me thank all the Members for a very serious and substantive debate today. As we look back at 2012, it was a year of crisis, a year of sacrifice, but it was also a year of progress. As we look forward in 2013 we need to beat the crisis and take that progress to a new level.

That means seeing beyond the rebalancing and reform of the eurozone, and that is exactly what the Annual Growth Survey is about. The AGS means focusing primarily on the competitiveness of our economy, which is a large and open economy of entrepreneurs, well-trained employees and workers, which relies on innovation and skills, and embraces the opportunities offered by expanding world trade.

When we speak about competitiveness we do not need to reinvent the wheel. We need to implement as much as possible and exploit the opportunities offered by the flagship initiatives of the Europe 2020 strategy on industrial policy, on the digital agenda, on resource efficiency and on innovation. The strategy also refers to employment, on which we have announced our ambitious agenda for more employment in the EU and balanced economic reforms. The AGS also means finding new ways to boost productive investment and to provide access to finance so that our SMEs and our industries as a whole can create prosperity and create jobs.

The single market on which the discussion focused today is our main growth project. But the single market can only be a main growth project if it comes with more entrepreneurship and also with more demand. A market without demand is not a functioning market, and that is why we also have to focus our policies on taking care of demand in our single market.

The AGS also means intensifying the fight against youth unemployment, and I am glad so many Members of the House spoke about this. We cannot allow ourselves to waste a generation, and the Commission has been leading the campaign against this in the last three years. We devoted one flagship initiative of Europe 2020 to the question of youth. In 2011 we announced the Youth Opportunities Initiative, which demonstrated the added value of the European financial instruments. We announced the youth employment package last December, putting forward the need for implementing youth guarantees in all Member States.

This month of February can be a very critical one because the Council of Employment Ministers is expected to recommend approving the Youth Guarantee. I also believe that, when discussing the MFF, the European Council must pay due attention to youth unemployment and conclude that this should be a priority.

Investment in human capital is absolutely key, and this is the source of success in the best performing countries of the European Union where youth unemployment has been relatively low. It is not the weakening of social legislation, as some Members of the House, like Mr Clark or Mr Bloom, assume. Countries with the lowest youth unemployment rates appreciate and fully comply with social legislation in the EU. These are Austria, Germany, Finland, the Netherlands, and they also have dual training systems. In the case of Austria and Finland they already have functioning youth guarantees and they also have strong social dialogue.

This is linked to the concept which Ms Morvai is asking about, because in my introduction I spoke about internal flexibilities. We highlighted internal flexibilities in the employment package of last year and the AGS. The best example is of some countries, like Germany, applying strong social dialogue between employers and employees and responding in a flexible way to the crisis and the temporary shrinking of demand in the markets, and thereby preventing unnecessary lay-offs and the weakening of working conditions. We believe these are the best practices, and they should also be adopted by other countries.


The AGS also means staying the course in fiscal consolidation, because there can be no sustainable growth without sustainable public finances. But the Commission has always emphasised smart fiscal consolidation which, for example, allows for shifting taxation away from labour, particularly in the low-wage categories. During a crisis this can also help reduce the impact of the recession on employment.

I would like to underline that we have to be very careful with social expenditure at a time of fiscal consolidation, and this is particularly connected to what Ms Bauer said. First of all we have to be careful with the data, because the data you referred to do not include health expenditure. That is why it is slightly misleading in terms of international comparison. Secondly, much of what is often called social expenditure is actually social investment and helps prevent much higher costs at a later stage.

We will deal with these questions in a very detailed manner in the forthcoming social investment package, which the Commission is expected to adopt later this month. But the AGS also means continuing the rebuilding of our economic and monetary union, and this is no less important than discussing competiveness or the fight against youth unemployment.

The Annual Growth Survey and the European Semester in its entirety are essential parts of this reinforced EMU. So it is also a matter of the democratic legitimacy of our policies, which needs to be seriously addressed in the context of rebuilding the EMU. To this end, debates such as this one are very much needed and are also very helpful; they help to underline that this new EMU has to have a social dimension.

The ideas expressed by the European Parliament report, of strengthening multinational surveillance and monitoring mechanisms, or of making more advanced use of social indicators in the European Semester, deserve consideration.

Honourable Members, in recent years we have had to fight for stability in the EU. Sometimes this has also been a fight for the survival of the monetary union, the eurozone. It should be understood that there is a need for more efforts; we need to do more for a sustainable recovery. This means, for example, doing more for investment, doing more to implement plans for the banking union and particularly banking regulation, because these issues have been the root causes of the current turmoil. But we also need to do more for a robust MFF, one that matches the ambition of the EU for growth and prosperity.

The patient may be out of intensive care now, but it will take some time before she can be given a clean bill of health. That is the truth and that is why any lapse into complacency would be unforgiveable at this time. We need to stay on the path of reform. Our Member States probably need to support each other more strongly than they have done in the past in order to revitalise the European economy and the European society, because the two have to go together.

  Lucinda Creighton, President-in-Office of the Council. − Mr President, I would like to echo Commissioner Andor’s words in thanking all of the Members for a very lively, at times a very interesting and a very fruitful debate and one that helps us as the Presidency in our approach to the European Semester process.

As I said in my introductory remarks, this is a process that is evolving, I hope improving each year and at each stage. That certainly is our aspiration: to build on the work of the last two Semesters to improve, to take on board and take into account the feedback from Member States, from national parliaments, from governments and from the European Parliament. That, I think, is an important aspect of our participation here this evening. I would like to thank once more the three rapporteurs, Ms Ferreira, Mr Schwab and Ms Lope Fontagné. Their work is an important contribution to this process as well.

A number of Members, Ms Ferreira, Mr Sánchez Presedo and many more, talked about the economic crisis and the backdrop to this debate. I note that a number of Members were critical of suggestions that the crisis is behind us or that we have moved beyond the crisis.

The Commissioner’s metaphor of the patient in intensive care is accurate. I think that it would be misguided to say that the crisis is behind us. But we have taken very important steps and there is a lot of work to be done. There are a lot of lessons to be learned. Many of the mistakes that have been made in the past, which Members have alluded to, cannot be made again. That is the value of the European Semester process. That is why we required the Semester process to ensure that we avoid many of the mistakes that were made.

The topic that is of most concern to you as Members of Parliament, to me as a representative both of the Irish Government and of the Council, is the issue of unemployment: the critical task that we face in trying to tackle huge levels of youth unemployment.

As the Commissioner has outlined, there are a range of measures being undertaken which are being discussed here in Parliament and which are being taken through the negotiation process in Council. I refer here to the youth guarantee, on which we hope to achieve agreement in the Council by the end of February. That is very important, as is putting in place an MFF which is well-resourced and well-funded. Using cohesion funds, structural and social funds and all of the tools that are available to us to tackle youth unemployment is also very important.

I think it is also important to say that there is no silver-bullet solution. We have to work very hard at this and it does require a comprehensive approach, an approach that involves the structural reforms – which many Members have referred to – and that in turn requires a comprehensive review and reassessment of the single market as we make a joint effort to deepen the single market and to take forward the nine outstanding elements of Single Market Act I and as we progress towards Single Market Act II.

That is the major recommendation that we have to take from Mr Schwab’s report. That is something that has the greatest potential to tackle the general unemployment problem, but particularly the youth unemployment problem in Europe at this point in time. If we can make genuine progress on the single market agenda and incorporate that into the European Semester process we will be taking a very important step forward in tackling the challenge of youth unemployment.

I note the differing views here in the Chamber in respect of the approach to fiscal consolidation which we have seen in recent years; Mr De Backer and a number of other speakers also alluded to that. Mr Zalba summed it up very neatly when he said that austerity and growth are two sides of the same coin. That is the message and the lesson that we have learned in Europe in the last few years: that we cannot spend beyond our means, that we must get public spending under control, reduce deficits, and try to tackle the enormous debt overhang, and that we have to take this approach in order to achieve growth and to lay the foundations for sustainable growth.

So it is a two-sided process, but it is a complementary process. I think that is an extremely important aspect of the Semester process as we take it forward, and particularly as we move to the phase where we look at country-specific recommendations and at the different approaches that individual Member States have to take.

Connected to that is the question of macroeconomic imbalances and competitiveness. Most people in the Chamber would accept that one of the contributing factors to the depth of the crisis and to the high levels of unemployment that we have seen in Europe in recent years is the fact that, by and large, many EU Member States lost competitiveness, lost business and lost industry, not only to other countries but to other regions of the world. This is the big challenge facing us, and structural reforms are absolutely essential to restoring competitiveness. I know a lot about this because my country has gone about this the hard way and we have seen a 20-point improvement in competitiveness in our country in the last few years.

Finally – and most importantly – it is absolutely vital and fundamental that this entire process is underpinned by democratic legitimacy, by accountability and by oversight. That is where the crucial role of the European Parliament and of national parliaments comes into play. A number of you have raised this issue. I want to reiterate that we, as the Presidency, very much welcome the debate that took place in Brussels last week between national parliaments and the European Parliament. This Parliament assumed an important leadership role in it, a role that I hope we will see replicated as this process continues.

Moving into the phase where we will see country-specific recommendations for individual Member States, it is absolutely essential that national parliaments take some ownership of this process, that they buy into this process and that it is not simply one that is seen to be removed or remote, but rather one that features very prominently in debate and dialogue at a national level.

In conclusion, I would like to thank each and every Member for their contribution and their interesting viewpoints. I undertake to take those views back to my colleagues in Council. I reiterate that this is a fluid process, it is an evolving process and one that I hope is improving at all stages. As we move forward we look forward to working closely with the Commission, with Parliament, with all of the institutions and national parliaments. I look forward to continuing engagement with this House as we take that process forward.

  Andreas Schwab, Berichterstatter. − Herr Präsident, Herr Kommissar, Frau Ratspräsidentin! Zunächst einmal ganz herzlichen Dank, dass Sie so lange hier ausgeharrt haben und die ganze Diskussion in allen ihren Facetten verfolgt haben. Ich hoffe, dass uns auf die Frage, die ein unabhängiger Wissenschaftler kürzlich gestellt hat, nämlich was am Ende anders gemacht wurde in der europäischen Politik durch die Einrichtung des Europäischen Semesters, am Ende dieses Prozesses Beispiele einfallen, die tatsächlich neu oder anders gemacht wurden, weil wir diesen Gesprächsprozess hatten, denn als reiner Gesprächsprozess würde er wahrscheinlich zu viel Zeit in Anspruch nehmen.

Ich kann, für das Thema Binnenmarktgovernance, für den Bereich dessen, was der Binnenmarkt im Rahmen der Binnenmarktintegrations-Berichterstattung der Europäischen Kommission betrifft, sagen, dass ich glaube, dass die Diskussion gezeigt hat, dass dieses Parlament an der Stelle – und da bin ich außerordentlich dankbar auch für das, was die Ratspräsidentin Lucinda Creighton gesagt hat – sehr einvernehmlich der Auffassung ist, dass wir hier eine bessere Kontrolle der Regeln bei der Umsetzung in den Mitgliedstaaten brauchen und zum anderen im Rat, vor allem im Wettbewerbsfähigkeitsrat, auch mehr Aufmerksamkeit für dieses Thema brauchen, weil am Ende – das möchte ich nochmals betonen – nach einem regulären Gesetzgebungsverfahren im Europäischen Parlament und im Ministerrat die mitgliedstaatliche Ebene verpflichtet ist, das umzusetzen, was auf europäischer Ebene besprochen wurde. Ansonsten können die Wachstumskräfte des Binnenmarkts, die wir in einer Zeit zunehmender Austerität – wenn man das so sagen möchte, ich bezweifle, dass man das so sagen kann, aber wenn man das so sagen möchte, – dringend brauchen, verloren gehen.

Deswegen glaube ich, dass wir auch mehr Ehrlichkeit brauchen. Es ist vorher einmal gesagt worden, wir müssten bei der Governance im Binnenmarkt, bei der Kontrolle dessen, was hier beschlossen wurde, auf effektive Umsetzung hin, mehr soziale Elemente mit aufnehmen. Ich glaube, dass das falsch ist, weil bei der Gesetzgebung soziale Elemente eine große Rolle spielen. Bei der Umsetzung in den Mitgliedstaaten dann spielt dies genauso wie alle anderen Erwägungen keine Rolle mehr, sondern dann geht es darum, dass umgesetzt wird, was hier im regulären Verfahren beschlossen wurde.

Deswegen, glaube ich zusammenfassend sagen zu können: Wir brauchen mittelfristig, um diese Binnenmarktgovernance, die ja von Mario Monti, dem italienischen Premierminister, ins Spiel gebracht wurde, durchzusetzen, dringend eine Verbesserung im Primärrecht, damit die Europäische Kommission ihren Kontrollaufgaben nachkommen kann, und wir brauchen mehr Aufmerksamkeit für eine effektive Umsetzung im Parlament und im Rat.

  Veronica Lope Fontagné, Ponente. − Señor Presidente, acabamos de presenciar un interesante debate con una gran participación. Esto refleja la importancia que el Parlamento da al Semestre Europeo, y espero que el Consejo Europeo de primavera tome en consideración las recomendaciones de este Parlamento.

Estoy convencida de que la señora Creighton será nuestra primera defensora en ese Consejo Europeo. Gracias también al señor Comisario –que se ha quedado hasta el final del debate– por sus aportaciones.

Con el Semestre Europeo la Unión Europea da un paso muy importante en la mejora de su gobernanza económica, pero la transparencia y la legitimidad democrática deben ser puntos clave en este proceso.

Los Parlamentos nacionales y el Parlamento Europeo siguen jugando un papel muy limitado en su elaboración. Lo ha dicho el señor Mann, y tiene razón. Si queremos que los ciudadanos europeos entiendan y apoyen las medidas que se acuerdan en este Semestre, es necesario que los Parlamentos, junto con los interlocutores sociales y la sociedad civil, tengan voz en las prioridades del informe.

Los próximos meses van a ser difíciles, ya que la economía presenta todavía signos de mucha debilidad y el impacto social de la crisis está siendo muy duro. En estos momentos en los que la estabilidad financiera ha mejorado sustancialmente, a pesar de que todavía hay riesgos importantes ante los que no debemos relajarnos, la vuelta a la senda de crecimiento y de creación de empleo debe ser una prioridad.

Es importante encontrar un equilibrio adecuado entre la consolidación presupuestaria y las medidas económicas, por un lado, y la política social y las medidas de crecimiento y empleo, por otro.

Es necesario continuar con los programas de consolidación presupuestaria en vista de los déficits que todavía persisten y los altos niveles de deuda para garantizar la sostenibilidad de las finanzas públicas, pero hay que hacerlo de una manera diferenciada, proporcionada y favorable al crecimiento.

En la Comisión de Empleo y Asuntos Sociales hemos sabido llegar a un resultado que ha contado con el apoyo de la mayoría de sus miembros, y del que esperamos que el Consejo Europeo tome buena nota.

  Liem Hoang Ngoc, rapporteur suppléant. − Monsieur le Président, Elisa Ferreira, qui est rapporteure, est empêchée et m'a demandé de la remplacer pour dire, notamment, qu'elle regrettait l'alliance paradoxale et contre nature qui s'est faite au sein de la commission de l'emploi et des affaires sociales pour dénaturer le rapport dont elle avait la charge.

Nous autres, socialistes et démocrates, regrettons que des fédéralistes – et il y en a dans cette alliance paradoxale – aient cédé aux thèses eurosceptiques dans le vote de ce rapport.

En effet, ce rapport, s'il est voté en l'état où il a été voté au sein de la commission de l'emploi et des affaires sociales, n'a désormais plus d'annexe. Il n'a plus de recommandations, notamment celles auxquelles des fédéralistes peuvent être attachés: des recommandations quant à la gouvernance économique, au renforcement du rôle du mécanisme européen de stabilité, au saut démocratique et, en particulier, des recommandations quant au rôle du Parlement européen dans le semestre européen et dans l'examen annuel de la croissance, des recommandations concernant la lutte contre l'évasion fiscale. Vous pouvez comprendre que, dans la liste que j'égrène, ce sont des recommandations que les eurosceptiques n'aiment pas voir dans un rapport du Parlement européen.

Je voudrais aussi m'adresser à mes amis du groupe ALDE. J'ai été, tout à l'heure, épinglé par Sylvie Goulard. Je croyais pourtant que le groupe ALDE, centriste, était pragmatique et qu'il nouait ses alliances au gré des nécessités. En l'occurrence, le pragmatisme nous, nous le revendiquons. Oui, nous avons combattu le six-pack mais oui, nous disons qu'aujourd'hui il est bien mieux adapté à la situation que les actuelles recommandations de la Commission. Il ne s'agit même pas d'utiliser le volet flexible du six-pack, il s'agit d'appliquer le six-pack et rien que le six-pack.

Nous regrettons que les professions de foi fédéralistes de ce matin de M. Verhofstadt, qui a invité tous les fédéralistes à se rassembler, n'aient pas été mises en application lors du vote en commission.

Cela dit, il reste encore le vote en plénière. Pour notre part, nous allons à nouveau déposer des amendements qui, vous le verrez, seront extrêmement constructifs. Il nous reste un peu de temps pour trouver, éventuellement, un nouveau compromis et un compromis des forces fédéralistes et pro-européennes dans ce Parlement. Je vous invite à les étudier, mes amis des groupes ALDE et PPE. C'est important pour la suite. C'est important pour l'Europe.

  Bastiaan Belder (EFD), schriftelijk. Twee opmerkingen bij de jaarlijkse groeianalyse en het verslag Ferreira: Ten eerste de concurrentiekracht. Vorige week heeft professor Hans-Werner Sinn zich uitgesproken over wat nodig is: aanpassingen in het prijsniveau in met name de Zuid-Europese lidstaten. In hoeverre vormt dit onderdeel van de analyse van de Europese Commissie en van de landenspecifieke aanbevelingen? Ten tweede, de begroting. Als de Europese Unie zou snijden in zaken die niet tot de kerntaken behoren, kunnen lidstaten dat geld gebruiken voor sociaal en economisch beleid. Ik denk daarbij aan Europees geld voor onderwijs, cultuur en media. Zowel Commissie als Parlement overschatten de rol van de EU-begroting bij het bevorderen van economisch herstel. De Raad is realistischer. Dit pleit ervoor dat de Europese Unie gefinancierd blijft door de lidstaten. Dus geen nieuwe eigen middelen en geen hoger meerjarig financieel kader. Gezamenlijke schulduitgifte is evenmin een goed idee. Schulden moeten worden afgebouwd in plaats van gefaciliteerd.

  Tamás Deutsch (PPE), in writing. Cohesion policy is the best tool available for making the recovery as job-rich as possible; it should therefore be a cornerstone of the Annual Growth Survey. Cohesion policy is an investment policy which serves the interests of all EU Member States, keeping in mind the spirit of solidarity. An ambitious cohesion policy can make our regions capable of coping with the impact of the crisis in coming years. I deeply regret therefore that the Commission has not paid even more attention in the 2013 Annual Growth Survey to regional policy and its usefulness in attaining the Europe 2020 Strategy’s goals of smart, sustainable and inclusive growth. One headline target of the Europe 2020 Strategy is that by 2020 75 % of the population aged 20-64 should be employed. Member States should make full use of the Structural Funds through active labour market policies in order to enhance the employability of all age groups, enable longer working lives and combat structural and long-term unemployment. A strong cohesion policy is in the interest of all regions of the EU, therefore the funding for cohesion policy should stay at least at the level of the 2007-2013 period.

  Ádám Kósa (PPE), írásban. – Schwab úr kitűnő munkát végzett. Az egységes belső piac kérdésköre kapcsán meg kell említenem, hogy az Európai Parlament 2020-ig terjedően már állást foglalt abban, hogy a fogyatékos emberek hozzáférése nem lehet másodlagos szempont. A jelentés kidolgozása kapcsán a Foglalkoztatási és Szociális Bizottságban folyó munka során kifejtettem, hogy a belső piac csupán a versenyre való hivatkozással nem járulhat hozzá a fogyatékossággal élő emberek kirekesztéséhez.

Örömmel tölt el az a tudat, hogy a jelentéstevő elfogadja a határozottabb fellépés szükségességét a fogyasztóvédelem és a termék-, valamint szolgáltatásfejlesztés területén, ugyanis a belső piac van az emberekért és nem fordítva. A tisztelt jelentéstevő elfogadta azt az álláspontomat is, hogy az egységes piac garantálásában fontos szerepet betöltő ágazatok (pl. közlekedés és digitális piac) elemzésekor az egységes piac integrációjáról szóló éves jelentésben nagyobb figyelmet kell fordítani a fogyatékossággal élőkre is, akik jelenleg még komoly nehézségekbe ütköznek az épített környezetben és a számukra nem akadálymentes szolgáltatások terén. Végezetül, az Európai Unió által már ratifikált, a fogyatékos emberek jogairól szóló ENSZ-egyezmény figyelembe vétele szintén fontos ajánlás a Belső Piaci Tanácsadó Bizottság munkáját illetően, amikor arról beszélünk, hogy hatalmazzuk fel ezt a tanácsadó testületet arra, hogy az egyezmény szerinti hozzáférhetőséget is külön figyelemmel vizsgálhassa.

Salut recomandarea PE privind îmbunătăţirea mediului de afaceri pentru sprijinirea întreprinderilor mici şi mijlocii (IMM-urilor) şi consider că orientarea privind politicile anuale care va fi adoptată de Consiliul European ar trebui să urmărească acest scop: accesul IMM-lor la finanţare trebuie să fie adoptat de statele membre ca prioritate absolută în cadrul planurilor naţionale de creştere economică, iar accesul mai uşor al IMM-urilor la fondurile europene trebuie să fie asigurat. Astfel, statele membre trebuie să promoveze şi să sprijine IMM-urile prin acces la finanţare şi prin programe de dezvoltare, întrucât IMM-urile reprezintă piatra de temelie a ocupării forţei de muncă şi a creării de noi locuri de muncă, având un potenţial semnificativ de combatere a şomajului.

Salut faptul că fondurile structurale nefolosite, aferente perioadei financiare 2007-2013 a UE, au fost redistribuite cu scopul promovării IMM-urilor şi combaterii ratei mari a şomajului în rândul tinerilor. Este important ca statele membre să utilizeze o parte a alocărilor de fonduri structurale în vederea acordării de garanţii pentru împrumuturi către IMM-uri, determinând astfel o creştere a activităţii economice în toate regiunile şi sectoarele, asigurând oportunităţi de angajare şi depăşind lipsa de acces la creditare care este, în prezent, un obstacol în calea dezvoltării IMM-urilor.

  Vladimír Maňka (S&D), písomne. – V ročnom prieskume rastu Komisia stanoví, čo považuje za nevyhnutnú prioritu EÚ v nasledujúcich 12 mesiacoch v oblasti rozpočtovej, hospodárskej, sociálnej politiky a politiky zamestnanosti a reforiem. Za posledný rok sa situácia v oblasti zamestnanosti a sociálnych vecí zhoršila a vyhliadky na rok 2013 sú pesimistické. Vysoké zadlženie a dlhodobé výzvy pre verejné financie nútia pokračovať vo fiškálnej konsolidácii. Čistá fiškálna konsolidácia má negatívny vplyv na rast a zamestnanosť, najmä v krajinách, ktoré sú v recesii, alebo s minimálnymi mierami rastu. To ohrozuje potenciál pre budúci rast a vytváranie pracovných príležitostí. Je potrebné dosiahnuť rovnováhu medzi fiškálnou konsolidáciou a opatreniami na podporu rastu a vytvárania pracovných miest. Rytmus konsolidácie musí byť prispôsobený jednotlivým krajinám v závislosti od ich fiškálneho priestoru, aby sa dosiahla rovnováha medzi potenciálnymi negatívnymi vplyvmi na rast a zamestnanosť a rizikami pre udržateľnosť dlhu a musí sa uskutočňovať spôsobom, ktorý podporuje rast.

Pre rok 2013 by sa vnútroštátne a európske úsilie malo sústrediť na päť priorít:

- fiškálnu konsolidáciu, ktorou sa podporí rast

- obnovenie normálneho poskytovania úverov hospodárstvu

- podpora rastu a konkurencieschopnosti

- riešenie nezamestnanosti a sociálnych dôsledkov krízy

- modernizácia verejnej správy

  Sławomir Nitras (PPE), na piśmie. – Roczna analiza wzrostu gospodarczego ma na celu wyznaczenie priorytetów gospodarczych na 2013 r. i oznacza początek procedury semestru europejskiego, która ma się przyczyniać do lepszej koordynacji polityki gospodarczej państw członkowskich, tak aby ich założenia były zgodne z paktem stabilności i wzrostu. Główne przesłanie analizy wzrostu gospodarczego wskazuje, że chociaż doraźne działania antykryzysowe zaczynają przynosić pozytywne efekty w postaci spadku deficytów i uspokojenia nastrojów na rynkach finansowych, to kontynuowanie reform jest niezbędne, aby osiągnąć zrównoważony wzrost gospodarczy, generujący nowe miejsca pracy w długim terminie.

Pozytywnie ocenić należy pięć priorytetów, które Komisja uznała za kluczowe dla wyjścia z kryzysu i przywrócenia wzrostu gospodarczego, tj. realizacja zróżnicowanej i inteligentnej konsolidacji fiskalnej; przywrócenie normalnego kredytowania gospodarki; promowanie wzrostu gospodarczego i konkurencyjności; walka z bezrobociem oraz modernizacja administracji publicznej.

Równocześnie w sprawozdaniu przygotowanym przez komisję ECON wzywamy Komisję, aby w sprawozdaniu, które przedstawi Radzie Europejskiej, poza strategią wdrażania trwałej dyscypliny fiskalnej wysunięto konkretne propozycje dotyczące wspierania inwestycji prywatnych, podniesienia wydajności systemów opodatkowania oraz tworzenia miejsc pracy. Szczególnie wyraźnie jawi się w ostatnim czasie potrzeba reform strukturalnych rynku pracy, mających na celu zwiększenie elastyczności niezbędnej do skutecznego łagodzenia wstrząsów oraz zmniejszenie bezrobocia osób młodych poprzez lepsze dopasowanie ich kwalifikacji do popytu na pracę.

  Моника Ханс Панайотова (PPE), в писмена форма. – На старта на третия Европейски семестър е време да направим равносметка на постигнатото и да набележим какво предстои, за да завършим прехода „възстановяване-растеж-заетост“. През първите 2 семестъра успяхме да създадем работещи механизми за бюджетна координация между държавите членки, поставихме основите на Фискалния компакт и Банковия съюз. Ако през първите две години стремежът бе да се правят нещата по правилния начин, то Европейският Семестър 2013 трябва да стигне по-далеч: да започнем да правим правилните неща.

Стимулирането на заетостта не бива в никакъв случай да се превръща в самоцел — интервенциите на пазара на труда трябва да са следствие от реални потребности в икономиката, а не обратното. Стремежът на ниво ЕС за спазване на строга финансова дисциплина е в търсене на дългосрочни положителни резултати, а не популизъм и конюнктурни ефекти. В този контекст, за предпочитане е заетостта да се увеличи с помощта на структурни реформи и инвестиции в приоритетни отрасли. Политиката на ниска задлъжнялост (каквато България провежда) е проява на отговорност и ангажимент към младото поколение — няма да се налага след години то да плаща цената за чужди грешки. Това е особено важно с оглед тенденцията към влошаване на демографската структура на населението и застаряването на цяла Европа.

  Evelyn Regner (S&D), schriftlich. Das rigide Sparen der letzten Jahre hat Europa nicht weitergebracht. Im Gegenteil: Europa steckt noch immer in der Krise. Seit 2008 haben über 8 Millionen Menschen in der EU ihren Arbeitsplatz verloren. Über 25 Millionen EU-BürgerInnen sind derzeit ohne Beschäftigung. Die Jugendarbeitslosigkeit ist auf einem schockierend hohen Niveau. Anstatt zu investieren, Arbeitsplätze zu schaffen, die Binnennachfrage und somit die Wirtschaft insgesamt anzukurbeln, wollen viele diesen Weg des „Sparens um jeden Preis“ weitergehen. Als SozialdemokratInnen haben wir aber andere Lösungen, wie wir Europa wieder auf einen Wachstums- und Beschäftigungskurs bringen. Wir wollen ein soziales Europa, kein Europa der Austerität. Deshalb muss zuallererst die Jugendarbeitslosigkeit bekämpft werden. Die Einführung einer Jugendgarantie in allen Mitgliedstaaten ist dazu ein enorm wichtiger Schritt. Wir müssen mehr in Bildung und Ausbildung investieren, denn das macht Europa wettbewerbsfähiger. Gleichzeitig muss der Faktor Arbeit steuerlich entlastet – Vermögen stattdessen stärker besteuert werden. Steuerhinterziehung muss effektiv bekämpft werden, denn hier gehen den Mitgliedstaaten mehrere hundert Milliarden Euro pro Jahr verloren. Ich möchte abschließend die Mitgliedstaaten und insbesondere den Europäischen Rat dazu aufrufen, endlich ausreichende Mittel für die dringen benötigten Programme bereit zu stellen. Nur so können wir die EU-2020-Ziele, zu denen sich ja alle Mitgliedstaaten bekannt haben, erreichen.

  Olga Sehnalová (S&D), písemně. Úvahy o nutnosti využití obrovského potenciálu vnitřního trhu pro růst a zaměstnanost zaznívají v našich debatách často. Je však otázkou, do jaké míry jsme v praktických krocích směrem ke skutečnému jednotnému evropskému vnitřnímu trhu věrohodní. Čísla o transpozici přijatých legislativních opatření do národní legislativy vzbuzují spíše rozpaky. Plně proto podporuji začlenění otázky vnitřního trhu do evropského semestru, tak jak to ve své zprávě navrhuje kolega Schwab. Za velmi důležité považuji překonání rozdílného vnímání toho, co se odehrává na úrovni EU a na úrovni členských států. Nezastupitelnou roli má zlepšení informovanosti, a to nejen mezi občany samotnými – i o tom zde hovoříme často –, ale nepochybně i posílení spolupráce s vnitrostátními parlamenty. Neinformovanost je často zdrojem nedůvěry a skepticismu, což rozvoj vnitřního trhu zbytečně brzdí. Parlamentní týden k evropskému semestru, který proběhl minulý týden v Bruselu, považuji za krok správným směrem.

  Jutta Steinruck (S&D), schriftlich. In Zeiten hoher Arbeitslosigkeit und Armut müssen Investitionen sinnvoll eingesetzt werden. Der Bericht des Beschäftigungsausschusses enthält wichtige Elemente, um auf länderspezifische Interessen besser reagieren zu können. In einigen Ländern führen die drastischen Sparmaßnahmen die Bürger in den Ruin. Wirtschaftliche Reformen müssen unbedingt Investitionen in Training, Bildung und lebenslanges Lernen beinhalten. Vor allem die Idee der Jugendgarantie spielt hier eine wichtige Rolle. In diesem Kontext spielen die Europäischen Fonds eine wichtige Rolle. Eine Wettbewerbsfähigkeit auf Kosten des europäischen Sozialmodells darf es nicht geben.

  Marc Tarabella (S&D), par écrit. Nous connaissons l'impact que l'harmonisation du marché européen exerce sur notre économie et sur nos citoyens. Le marché unique est le levier de la croissance et du développement de l'Union européenne. Pourtant, je me félicite du rapport Schwab visant à créer un cadre cohérent de la gouvernance du marché européen.

Aujourd'hui plus que jamais, il est nécessaire de renforcer le rôle du marché unique et la protection des consommateurs. Et c'est justement aux consommateurs que nous devons nous adresser, pour les concevoir d'abord comme citoyens et travailleurs. En tant que socialiste et rapporteur pour la modernisation des marchés publics, je n'arrêterai pas de demander que le respect des droits sociaux au sein du marché unique joue un rôle à part entière pour le redressement économique et social, ce qui empêchera le dumping social et assurera des conditions de travail pour tous les Européens sur la base du principe de l'égalité de traitement des travailleurs.

L'augmentation de la responsabilisation démocratique du Semestre européen par le biais du rôle du Parlement européen et des parlements nationaux, ainsi que le dialogue accru avec les partenaires sociaux, vont dans le bon sens pour atteindre le modèle de marché que nous souhaitons.

Ein gut funktionierender und zukunftsorientierter Binnenmarkt ist ein entscheidender Faktor für die politische und wirtschaftliche Zukunft der Europäischen Union. Die Krise hat gezeigt, dass soziale Ungleichheit zur Krise beiträgt und Finanzkrisen begünstigt. Ein funktionierender Binnenmarkt baut darauf auf, dass alle Menschen daran partizipieren können; sind wie derzeit 25 Prozent von Armut und sozialer Ausgrenzung bedroht, sind Nachfrage und Verbrauch massiv beeinträchtigt. Wir brauchen daher Maßnahmen, die die Nachfrage stärken, Menschen in Beschäftigung bringen und das Wachstum ankurbeln. Damit ein Binnenmarkt im Dienste aller – Unternehmen, Arbeitnehmer, Verbraucher, Bürger und andere – errichtet werden kann, ist es dringend notwendig, den derzeit vorwiegend auf die Interessen der Arbeitgeber beschränkten Fokus zu erweitern sowie die Einhaltung und Umsetzung der Maßnahmen in den Mitgliedstaaten immer wieder zu überprüfen. Zu den Bereichen mit dem größten Wachstumspotenzial zählt der digitale Binnenmarkt. Verspätete oder gar keine Umsetzung bestehender Richtlinien führt zu Verzögerungen. Ein Beispiel hierfür ist die Datenschutzrichtlinie aus dem Jahr 1995. Datenschutz ist eine der wesentlichsten Voraussetzungen für das Funktionieren und Wachsen des Binnenmarktes, viele Mitgliedstaaten haben sie bis heute nicht umgesetzt und garantieren zu wenig Schutz persönlicher sensibler Daten. Die Maßnahmen zur Überwindung der sozialen Ungleichheit und zur Gewährleistung von Datenschutz machen die Zukunft des Europäischen Binnenmarktes aus.
