  President. − The next item is the report by Renate Weber, on behalf of the Committee on Civil Liberties, Justice and Home Affairs, on the EU Charter: Standard settings for media freedom across the EU (2011/2246(INI)) (A7-0117/2013).

  Renate Weber, rapporteur. − Mr President, we keep saying that media freedom is a fundamental right at the very foundations of the European Union, and that is true. But are we pleased at how the media and media freedom look these days across the EU? There are some reasons to feel pleased, but there are also other strong reasons why we should worry a great deal.

In this House we have had several debates on the status and role of the media in various Member States. I would like to thank Commissioner Kroes for her constant support for media freedom and pluralism. I wish I could say the same for the Commission in general, but the truth is that the reason this report exists is precisely because this Parliament would have liked to see a stronger reaction from the Commission, and especially from the Commissioner for Fundamental Rights, each and every time media freedom has been under threat in any of the Member States.

Article 2 of the Treaty and Article 11 of the EU Charter on Fundamental Rights need to be fiercely protected by the Commission as the guardian of the Treaty. This has not happened so far. I therefore hope that the guidelines and recommendations of this report will, from now on, be taken into consideration by the Commission and by the Member States, since they represent not only our view as elected representatives of EU citizens but also the result of hundreds of hours of consultations with media organisations, union representatives and regulatory bodies.

Basic standards such as journalistic and editorial independence should not be missing from any newsroom. Member States in the EU should support and promote investigative journalism and ethical journalism. It is of great concern that journalists are more and more frequently the victims of pressure, harassment and even violence. We call on each Member State to ensure that journalists can report freely and safely. An attack against a journalist should be considered an attack against media freedom and against citizens’ rights to be informed. It should therefore be investigated and penalised immediately. It is of great importance that in each Member State there is transparent and stable legislation which protects journalists in their mission as the watchdog of society.

We should avoid a situation such as the one in my own country, Romania, where, after seven years during which defamation and slander were no longer penalised by the penal code, following a very recent decision of the Constitutional Court there is now widespread confusion about their recriminalisation. In fact the report we will be voting on tomorrow calls on those Member States in which defamation is still a criminal offence to decriminalise it as soon as possible.

We need transparency of media ownership, we need to prevent excessive media concentration and we need rules to address the conflicts of interest resulting from the amalgamation of political office and control over media outlets. We need the independence of media supervisory bodies. We need journalists, not so that they will write nice things about us but to keep all of us informed and to keep us – the politicians – in check. We have to make sure that they can do their job. That is the very bottom line of this report.

  Petru Constantin Luhan (PPE). - Apreciez foarte mult raportul dnei Weber şi o felicit pentru munca depusă. În ultimii ani, problemele cu care se confruntă mass-media sunt aproape asemănătoare în toate statele membre. Tocmai de aceea adoptarea acestui raport referitor la norme standard pentru libertăţile mass-media în Uniunea Europeană va reprezenta un imbold pentru Comisia Europeană, care va trebui pe viitor să devină mai curajoasă în ceea ce priveşte reglementările din acest domeniu.

Pe fond, legat de această temă, am două observaţii: prima se referă la mass-media comercială, unde cred că avem nevoie de informaţii transparente privind identitatea destinatarilor acestor mijloace, ceea ce ar fi în folosul cetăţenilor, care ar putea afla mult mai multe informaţii şi să analizeze mai în detaliu ceea ce li se oferă şi a doua se referă la instituirea unui mecanism de verificare prin care Comisia Europeană să se asigure că statele membre garantează o aplicare reală pe teritoriul lor a Cartei drepturilor fundamentale, care implică pluralismul mass-mediei, egalitatea de acces la informaţii şi respectarea independenţei presei.

  Kinga Göncz (S&D). - A jelentés egyértelműen kimondja, hogy a médiahatóságnak függetlennek kell lennie a kormány, a parlamenti többség vagy bármely más társadalmi csoport befolyásától. Örülök, hogy ezt a megfogalmazást, csakúgy mint a jelentést, csaknem egyhangúan fogadtuk el a Bizottságban, és remélem, hogy nagy többség fogja elfogadni a plenáris ülésen is.

Fontos, hogy az audiovizuális direktívát ennek megfelelően módosítsuk. Nem szeretnénk túlszabályozni a sajtót, de érvényt kell szerezni az európai értékeknek, s a médiaszabadság a demokrácia egyik legfontosabb alappillére.

A jelentés felkéri az Európai Unió Alapjogi Ügynökségét, hogy ellenőrizze a sajtószabadság és pluralizmus megvalósulását a tagállamokban, és kiemeli, hogy az oknyomozó újságírást közösségi támogatásban kell részesíteni. Mindkettő nagyon fontos. Üdvözöljük, hogy a Bizottság szakértői csoportja hasonló következtetésre jutott, mint az Európai Parlament LIBE bizottsága, és szeretném én is személyesen megköszönni Biztos Asszony elkötelezettségét ebben a témában, és reméljük, hogy ugyanilyen jól fogunk tudni együttműködni a jövőben is.

  Judith Sargentini (Verts/ALE). - Dank u, mevrouw Weber, rapporteur van het verslag waarop wij lang gewacht hebben. Laten wij ons herinneren dat dit verslag hier nu ligt na lange debatten over de situatie van de media in Italië en in Hongarije. Wij beperken ons echter niet tot het wijzen naar die twee landen, omdat wij ons realiseren dat er in nog veel meer Europese landen wel wat af te dingen is op de mediavrijheid, terwijl wij ook weten dat goede, eerlijke democratie niet kan zonder vrije pers.

Wij hier in het Europees Parlement zijn er geen voorstander van om journalisten te vertellen wat mag en wat niet mag, om de ethiek voor te schrijven, dat horen wij niet te doen. Waar wij wel voorstander van zijn is ervoor te zorgen dat zij de vrijheid hebben te schrijven wat zij willen schrijven en dat er ook keuze is bij burgers om te kiezen voor de ene of voor de andere pers, m.a.w. dat er mediapluralisme is.

Mijn vraag aan de Europese Commissie is dan ook: met dit verslag van het Parlement in handen, waar ik van verwacht dat wij er morgen een grote meerderheid voor zullen halen, kunnen wij nu voorstellen van u tegemoet zien om mediapluralisme ook in wet te verankeren en op die manier journalisten te garanderen dat zij kunnen schrijven wat zij moeten schrijven?

  Mirosław Piotrowski (ECR). - Panie Przewodniczący! W dzisiejszym sprawozdaniu określającym wolność mediów w Unii, w punkcie 31, Parlament Europejski wzywa Komisję Europejską do sprawdzenia, czy państwa członkowskie przyznają licencje na nadawanie na podstawie obiektywnych, przejrzystych, niedyskryminujących i proporcjonalnych kryteriów.

Sądzę, że w pierwszym rzędzie Komisja Europejska powinna zająć się dyskryminacyjnymi praktykami ograniczającymi wolność mediów katolickich w Polsce. Chodzi tu o zablokowanie nadawania Telewizji Trwam na cyfrowym multipleksie. W tej sprawie wystosowałem już pismo – wraz z innymi kolegami posłami – do pani Nelly Kroes (Bardzo dziękuję, Pani Komisarz, za odpowiedź i wsparcie!), ale minęło półtora roku i nie ma realnych efektów. Liczymy na Panią Komisarz! Także w ubiegłym roku odbyło się specjalne wysłuchanie publiczne w Parlamencie Europejskim dotyczące dyskryminacyjnych praktyk wobec katolickich mediów w Polsce.

Obywatele polscy, a zarazem obywatele Unii Europejskiej, w obronie katolickiej Telewizji Trwam zebrali 2,5 miliona podpisów. Jeśli mamy poważnie traktować zapisy przyjmowanej rezolucji, to zarówno Parlament, jak i Komisja w pierwszym rzędzie powinny zająć się tą sprawą.

  Zbigniew Ziobro (EFD). - Panie Przewodniczący! Problem wolności mediów w Unii Europejskiej to problem dotyczący spraw fundamentalnych. Bez wolności mediów nie ma w ogóle demokracji ani standardów, które stanowią o istocie i podstawach Unii Europejskiej. Niestety, poza zainteresowaniem i werbalną wrażliwością Komisji Europejskiej na sprawy naruszeń wolności słowa w niektórych krajach, widzimy również podwójne standardy ze strony Komisji, co budzi niestety pewien smutek i zaniepokojenie. Bo nie powinniśmy patrzeć, gdzie te wolności mediów są ograniczone, jaki to kraj, przez kogo rządzony – przez lewicę, prawicę czy przez liberałów – ale reagować zawsze wtedy, gdy wolność mediów jest naruszana. To byłby ten standard, ten fundament, to, z czym Unia Europejska powinna się kojarzyć, jeśli faktycznie poważnie traktować wrażliwość związaną z naruszaniem tej fundamentalnej zasady, tego filaru Unii Europejskiej.

Niestety przywołany przez mojego przedmówcę, profesora Piotrowskiego, problem braku uzyskania przez Telewizję Trwam w Polsce miejsca na multipleksie jest realny. Brak tu jednoznacznej reakcji Komisji Europejskiej. Prosilibyśmy o te same standardy, Pani Komisarz. To bardzo potrzebne, również dla wiarygodności Komisji w sprawie wolności słowa.

  Martin Ehrenhauser (NI). - Vielen Dank, liebe Frau Kollegin Weber! Ich möchte gerne ein Thema hervorheben, und zwar das Thema Netzneutralität.

Das Wort Netzneutralität kommt insgesamt in dem Bericht ein einziges Mal vor. Und zwar in der Stellungnahme des Kulturausschusses. Dort wird das Prinzip der Netzneutralität mit einem Satz erwähnt oder bekräftigt. In Ihrem Bericht selbst kommt Netzneutralität überhaupt nicht vor. Und das finde ich sehr, sehr schade. Warum wäre es wichtig? Wir leben in einer digitalen Gesellschaft. Nicht nur Computer sind miteinander vernetzt, sondern in Zukunft werden sämtliche Geräte, sämtliche Artefakte miteinander vernetzt sein und miteinander kommunizieren. Bücher, Medien werden zunehmend digitalisiert. Zeitungen im herkömmlichen Sinne wird es nicht mehr geben.

Die Frage der Netzneutralität, die Frage also, dass sämtliche Daten auch wirklich gleichberechtigt werden, ist damit auch eine entscheidende Frage, was die Freiheit der Medien betrifft, was das Recht auf Informationsfreiheit betrifft und was das Recht auf Meinungsfreiheit betrifft. Und darum wäre es sehr wichtig, dass wir auf europäischer Ebene dieses Prinzip der Netzneutralität wirklich auch festschreiben und verankern.

  Sari Essayah (PPE). - Arvoisa puhemies, hyvä komission jäsen, tiedotusvälineistä on sanottu, että ne ovat vallan vahtikoiria, joiden riippumattomuus ja vapaus ovat demokraattisen yhteiskunnan tunnusmerkkejä. Niinpä tiedotusvälineiden vapauden ja journalismin riippumattomuuden rajoitukset kohdistuvat näin ollen myös mielipiteen ja ilmaisun vapauteen. Toimivan kansalaisyhteiskunnan merkki on, että ihmisillä on ilmaisuvapaus ja oikeus tiedonsaantiin. Nämä oikeudet tulee ulottaa myös nykyaikaiseen mediaan, kuten internetiin, hakukoneisiin ja sosiaaliseen mediaan.

EU:ssa useat jäsenvaltioiden kansalliset elimet seuraavat tiedotusvälineiden vapautta ja raportoivat siitä. Myös Euroopan ihmisoikeustuomioistuin on määrännyt jäsenvaltioille positiivisen velvoitteen varmistaa tiedotusvälineiden moniarvoisuus. Samoin Euroopan neuvoston ja Etyjin taholta on säännöllisesti raportoitu tiedotusvälineiden riippumattomuuden uhkista. Tiedotusvälineiden vapaus on myös yksi niistä Kööpenhaminan kriteereistä, joilla me arvoimme EU:n ehdokasvaltioiden valmiutta liittyä unioniin.

  Csaba Sándor Tabajdi (S&D). - Teljes mértékben egyetértek Renate Weber jelentésével, köszönet érte. Támogatom azt, hogy az Európai Bizottságot felkérje az Európai Parlament, hogy tegyen javaslatot olyan uniós jogszabály elfogadására, amely európai szinten szabályozza a véleménynyilvánítás, a tájékozódás, a tömegtájékoztatás szabadságát.

Támogatom, hogy jöjjön létre a tagállamok médiagyakorlatát ellenőrző uniós monitoringmechanizmus.

2011 márciusában az Európai Parlament állásfoglalást fogadott el a magyar médiatörvényekről, amelyek a Wéber-jelentésben vázolt problémák nagy részét pontosan tükrözik. Bár az Európai Parlament és az Európai Bizottság, személy szerint Neelie Kroes biztos asszony fellépésének köszönhetően módosultak ugyan a magyar médiatörvények, de a legsúlyosabb probléma fennmaradt: az adófizetők pénzéből működő állami rádió és televízió hírműsorai egyáltalán nem tükrözik a magyarországi és a nemzetközi viszonyokat. A hírműsorok torzítanak, manipulálnak, sőt hazudnak, ezért ezekből a médiákból a magyar állampolgárok nem tudnak hitelesen tájékozódni.

  Marek Henryk Migalski (ECR). - Panie Przewodniczący! To sprawozdanie warte jest poparcia chociażby dlatego, że znalazły się tam również fragmenty dotyczące mediów publicznych. Bardzo się cieszę, że pani Weber to uwzględniła. Taka opinia wyszła z Komisji Kultury, miałem przyjemność być jej autorem i z tego powodu jestem skłonny do poparcia sprawozdania.

Pani Weber miała rację, mówiąc o tym, że ciągle trzeba dbać o standardy demokratyczne. Sytuacja w Europie jest oczywiście lepsza niż w większości krajów na świecie, ale to nie oznacza, że jest dobra. Moi koledzy z Polski przywoływali przykład jednej z telewizji, Telewizji Trwam.

Chciałbym Państwa poinformować, że w zeszłym tygodniu minister transportu zażądał 8 milionów euro zabezpieczenia w procesie z jedną z gazet, która pisała o tym, że ma zegarki o wartości przekraczającej jego wielomiesięczne zarobki. Taka kara spowodowałaby upadek tej gazety. Z kolei premier polskiego rządu procesuje się z inną gazetą za primaaprilisowy żart, czyli żart, który robimy sobie 1 kwietnia. Próbuje również wydobyć wyrok sądowy w sądzie. To są sytuacje niemożliwe do zaakceptowania i warto, żebyśmy również im się przypatrywali. Dziękuję za możliwość wypowiedzenia się w tej kwestii. Bardzo proszę Komisję także o badanie sytuacji, do których dochodzi w naszych krajach, w krajach europejskich.

  Danuta Jazłowiecka (PPE). - Panie Przewodniczący! Przyjęta trzy lata temu dyrektywa o audiowizualnych usługach medialnych w mniejszym lub większym stopniu przyczyniła się do realizacji zakładanych przez Komisję celów. Jednak, o czym wspomina sprawozdawczyni, efektywność dyrektywy szczególnie w obszarze ochrony dzieci przed niewłaściwym przekazem reklamowym jest stosunkowo niewielka. Biorąc pod uwagę, jak bardzo są one podatne na przekaz reklamowy, zgadzam się ze sprawozdawczynią, że powinniśmy podjąć wszelkie działania, aby uregulować ten obszar. Podejmowane kroki należy uzupełnić miękkimi działaniami, m.in. promując w państwach członkowskich opracowanie kodeksów postępowania poświęconych niewłaściwym przekazom handlowym w programach dla dzieci, a zwłaszcza przyjęcie uregulowań dotyczących niezdrowych i powodujących nadwagę produktów spożywczych.

Liczne badania pokazują, że złe nawyki żywieniowe u dzieci odbijają się później na ich stanie zdrowia, między innymi powodując otyłość czy cukrzycę. Lekarze alarmują, że nadwaga jest jednym z największych problemów wśród europejskich dzieci, należy więc wykorzystać wszelkie dostępne instrumenty, aby jej przeciwdziałać.

  Sergio Gaetano Cofferati (S&D). - Signor Presidente, onorevoli colleghi, il tema della libertà di stampa è un grande tema, molto delicato e complesso, anche perché le relative limitazioni vengono prodotte su piani diversi e non sempre facilmente identificabili, soprattutto da una lettura superficiale.

Ci sono libertà che vengono negate attraverso atti legislativi – è stato il caso dell'Ungheria – ci sono altre libertà che vengono invece negate da processi di concentrazione che escludono i più piccoli oppure i più deboli – e questi si vedono di meno, non sono immediatamente recepiti, il più delle volte – e poi ci sono libertà che vengono negate in virtù della creazione di un conflitto di interessi tra chi gestisce una parte del sistema della comunicazione e contemporaneamente gestisce o svolge funzioni istituzionali o politiche di primo rilievo; è capitato più volte nel corso degli ultimi anni nel mio paese.

Credo tuttavia che tutte queste forme debbano essere accompagnate da un'attenzione crescente da parte nostra sul tema della rete. Oggi gran parte della comunicazione passa da lì e dunque è da lì che dobbiamo partire se vogliamo avere un processo che garantisca piena libertà a tutti, non limitandoci soltanto alle dimensioni tradizionali.

  Seán Kelly (PPE). - Mr President, it goes without saying that one of the fundamental principles of a democratic society is freedom of the press. I think we would all agree with that. That is very important. Also, of course, within the European Union we want to have the highest possible standards in every one of the Member States.

Of course there are different ways in which the freedom of the press is manipulated. Sometimes we hear stories of the owners of media outlets controlling the content and of editors having maybe too much control over individual journalists in the press, radio and TV, and all these issues are important for us to discuss.

But then there is also the fact that with freedom comes responsibility, in particular in relation to the reporting of what happens here in the European Union. Some media outlets are partial (to say the least) and unprofessional and sometimes report in a very negative way. We need to have fair play and the highest possible standards both in the freedom and in the application of that freedom in order that the press may have the authority and the respect it deserves.

  Vasilica Viorica Dăncilă (S&D). - Toate ţările europene care au aderat sau doresc să adere la Uniunea Europeană trebuie să respecte criteriile de la Copenhaga, care includ şi Carta drepturilor fundamentale. Aceasta prevede la articolul 11 respectarea libertăţii şi a pluralismului mass-mediei.

Ca atare, serviciile publice de mass-media, finanţate de la bugetul de stat, sunt esenţiale. Ele au datoria instituţională de a oferi publicului informaţii de un înalt nivel de calitate, precise şi de încredere, şi ele trebuie să fie independente de presiunile externe şi de interesele private sau politice. Pe de altă parte, şi mass-media din sectorul privat are îndatoriri similare privind informarea.

Susţin, deci, necesitatea unui sistem dual european realmente echilibrat, în care mass-media publică şi privată să-şi respecte rolul, să fie garantată independenţa profesională a agenţiilor naţionale de ştiri şi să se evite crearea de monopoluri în domeniul ştirilor. Nu în ultimul rând, vreau să o felicit pe dna Weber pentru acest raport.

  Rui Tavares (Verts/ALE). - Senhor Presidente, a nossa colega Renata Weber fez um excelente trabalho neste seu relatório sobre liberdade e pluralismo na imprensa na Europa, um relatório que eu acho que é adaptado aos novos tempos pós-Tratado de Lisboa e aos novos tempos da realidade dos meios de comunicação no terreno. Já não há meios de comunicação que sejam locais, já não há notícias que sejam locais, todas elas dizem respeito a todos os europeus, os debates recentes sobre a zona euro provaram isso e provaram também que uma esfera mediática é essencial ao debate público europeu para assegurar o funcionamento da democracia europeia.

Nesse sentido, vêm também os comentários que foram feitos ou o relatório que foi feito pelo Grupo de Alto Nível que a Comissária Kroes nomeou, em boa hora, e eu creio que agora, com esta nova interpretação que nos diz que a União Europeia tem de facto interesse, tem pedidos dos cidadãos para avançar em legislação sobre os meios de comunicação e tem base legal para o fazer, é tempo finalmente de nos deixarmos de argumentos, por vezes completamente artificiais, acerca de subsidiariedade e nos interessarmos pelo aspeto da defesa do direito fundamental à informação e ao jornalismo íntegro e independente no território dos Estados-Membros.

  Neelie Kroes, Vice-President of the Commission. − Mr President, I am very grateful to Renate Weber for her report and to the honourable Members tonight for the views they have expressed during this debate. I am looking forward to the vote tomorrow, for if the final result reflects the tenor of this debate then the prospects are positive.

The report is a crucial contribution to our in-depth reflection on how to ensure respect for media freedom and pluralism across Europe – and, as we saw last week in the United States, for example, it is not only in Europe that societies face big challenges in relation to the appropriate protection of journalistic freedom.

This is not the first time we have discussed threats to press freedom in this House. The issue has rightly been referred to as one of the basic elements of our democracy, and the point has been made to the Commission that if a country is not dealing appropriately with these fundamental matters, there is a need for intervention.

I could not agree more; but to intervene you need instruments, a definition of responsibilities and opportunities, and these are the matters we are now really starting to debate. So I am glad that this time we have to hand a clear report, with proposals for concrete action, enabling us to have a principled debate with Member States and all the stakeholders. However, in order to decide which actions need to be taken and by whom, we require three things. The first is clarity about EU competences, for you need competences in order to act; the second is reflection on how best to use the competences; and the third is the Member States’ political will to play their part.

I am pleased that the Irish Presidency has shown commitment on this issue, and I sincerely hope that the incoming Lithuanian Presidency will build on that. As you know, some time ago I set up an independent high-level group chaired by Professor Vaira Vīķe-Freiberga, the former President of Latvia, to reflect on the underlying issues related to media freedom and pluralism, and earlier this year the group delivered a comprehensive report with 30 recommendations, some of which are similar to what you propose, Ms Weber, in your report.

I would like to point out that we are already acting on some of the areas addressed both in the recommendations of the independent high-level group and in the Weber report. For instance, we are about to allocate a grant to implement the Media Pluralism Monitoring tool in 2013 on the basis of a budget allocated by you. This tool will give us a much more coherent overview of where pluralism is under threat across Europe. At the same time we are working on implementation of a pilot project for a European centre for press and media freedom. We plan to launch a call for proposals very soon.

Other potential actions in the area of media freedom and pluralism require broad consultation with all the relevant stakeholders. That is why I recently launched two public consultations: the first to gather feedback on all the recommendations of the high-level group report, and the second, more specifically, to collect views on the independence of regulatory bodies responsible for audiovisual media services, including the question of a possible revision of Article 30 of the Audiovisual Media Services Directive. So the timing of the report by Renate Weber, just when we need input into the discussion, could not be better, and it is most welcome.

After we close the consultation in mid-June we will have an even better overview of what exactly we need to do. I hope, Mr President, not only that we will soon have another occasion to discuss specific actions but also that we will see concrete results in our efforts to defend media freedom – that is something which unites this House and the Commission.

Een te grote concentratie van media in één hand is altijd en overal negatief voor de democratie. Daarom is transparantie van media-eigendom zo belangrijk en is het een essentieel onderdeel van dit verslag. We rekenen op de Europese Commissie om hierover nu met een concreet meet- en controle-instrument te komen. Maar mediavrijheid is ook fundamenteel verbonden met journalistieke ethiek. Pluralisme wil niet zeggen dat de media, de journalisten een vrijgeleide hebben om te doen of te laten wat ze zelf willen. De recente ontwikkelingen in het Verenigd Koninkrijk en andere landen hebben aangetoond dat de lidstaten werk moeten maken van een onafhankelijke mediaraad, een raad die klachten van burgers over de media op een efficiënte manier kan behandelen en indien nodig ook kan rechttrekken.

Carta drepturilor fundamentale a Uniunii Europene recunoaşte, la articolul 11, libertatea de informare şi de expresie ca un drept fundamental şi, în acelaşi timp, garantează faptul că libertatea şi pluralismul mass-media trebuie să fie respectate. Astfel, se recunoaşte faptul că mass-media are un rol esenţial în promovarea şi menţinerea democraţiei, aceasta având rolul de a asigura faptul că cetăţenii au acces la informaţii diverse pentru a-şi putea forma opinii informate asupra evenimentelor din spaţiul public. Cu toate acestea, jurnaliştii şi mass-media în general întâmpină în multe din statele Uniunii Europene dificultăţi în a-şi realiza activitatea, fiind deseori supuşi unor presiuni care le afectează independenţa. În acelaşi timp, sectorul mass-media este afectat şi de probleme structurale aşa cum sunt tendinţele de concentrare care conduc la abuzuri de poziţie dominantă şi afectează principiul pluralismului. Astfel, este foarte important ca instituţiile naţionale şi europene să protejeze libertatea mass-media prin măsuri care să garanteze independenţa jurnaliştilor în faţa presiunilor proprietarilor de companii de presă, dar şi a instanţelor politice. De asemenea, consider că este esenţial ca statele membre să adopte legislaţie care să prevină infiltrările agenţilor de informaţii în redacţii, întrucât astfel de activităţi compromit credibilitatea presei.
