  Lívia Járóka (PPE), in writing. − Enhancing occupational mobility is one of the significant challenges that the EU faces in developing its labour market. Education and training systems in all Member States need to be adapted to meet the requirement of the job market and the knowledge-based society. Although the economic crisis resulted in the dismantling of many workplaces, there are over two million unfilled vacancies in the EU because there are no workers with the required skills in the local job market. Complementing the formal education system, extensive vocational education and training are necessary therefore to acquire the cross-cutting skills that are most sought after in the labour market. It is important especially in the case of women who leave their jobs temporarily for childbirth and taking care of their families and find it extremely difficult to return to the labour market. Most Member States failed to implement on-the-job training opportunities and, as a result, many individuals leave jobs – including public employment – without any additional skills. Vocational training must therefore not only be easily accessible and career-oriented but must also incorporate a strong focus on work-based learning to facilitate the transition of young women – especially those with disadvantages – to the workforce.
