Third countries whose nationals must be in possession of visas when crossing EU external borders (A7-0139/2013 - Agustín Díaz de Mera García Consuegra)
Lívia Járóka (PPE), in writing. − I would like to congratulate Mr Díaz de Mera on his report and I welcome the introduction of important modifications to the Regulation in question – for example with regard to the introduction, reintroduction and maintaining of visa requirements – and setting the objective of full visa reciprocity, to be pursued by the EU in its external relations. It is very important that in cases where notification is received that a third country is introducing visa requirements for the nationals of any Member State, the EU countries should take steps together, implementing a Community response and ensuring equal treatment for all EU citizens. On the other hand, the safeguard clause for emergency situations – as a last resort – introduces an important safety valve into the system, which enables Member States to react to substantial and sudden changes of circumstances regarding public policy and/or internal security.
