Lívia Járóka (PPE), in writing. - The protection and promotion of fundamental rights is crucially important for the whole of the European integration process. However, the proposed creation of a ‘new Copenhagen mechanism’ – to ensure that the fundamental rights and the values of the Union are respected – would seriously put at risk this objective, because it may miss the target by becoming a tool for power display and political hammering. The real objective is not to oppose individual Member States, but to directly address the specific issues of human rights violations. One of the most worrisome of these serious human rights gaps is the situation of Roma communities, for the inclusion of whom the EU has adopted the EU Framework for National Roma Inclusion Strategies in 2011, but without visible results so far. Member States must effectively implement their national strategies to foster real inclusion, particularly in the field of fundamental rights, such as combating the segregation of Roma children and their illicit placement in special schools. The Commission must present comparable and reliable indicators to monitor progress in Member States and to ensure, during the establishment of Partnership Contracts and the national Operational Programmes, that EU funds promote equal opportunities and prevent discrimination and segregation.
