MOTION FOR A RESOLUTION on halting aid to Turkey under the Instrument for Pre-Accession Assistance

Motion for a European Parliament resolution on halting aid to Turkey under the Instrument for Pre-Accession Assistance

The European Parliament,

–   having regard to the EUR 4 840 million the EU is paying to Turkey for the period 2007- 2013 under the Instrument for Pre-Accession Assistance,

 

–   having regard to Court of Auditors Opinion 16/2009 which found that pre-accession aid payments to Turkey had been made without setting sufficiently specific objectives and performance indicators,

–   having regard to the massive rise in adverse effects resulting from financial irregularities in connection with the Instrument for Pre-Accession Assistance,

–   having regard to Rule 120 of its Rules of Procedure,

A. whereas Turkey is not part of Europe in geographical, religious, or cultural and historical terms,

B.  whereas Turkey exhibits massive deficiencies in the fields of human rights, freedom of religion and speech, democracy and the Rule of Law, which are incompatible with the European value system,

C. whereas Turkey’s attitude to topics such as the occupation of Northern Cyprus, the recognition of the Armenian genocide and the treatment of Kurdish, Christian and other minorities, has hardly improved,

D. whereas a majority of EU citizens opposes Turkey’s accession to the EU and hardly anyone in the EU is aware of the existence of pre-accession aid,

1.  Calls on the Commission to review the use of the funds which have flowed into Turkey so far and place conditions on such use;

2.  Takes the view that the EU should in future halt financial aid to Turkey under the Instrument for Pre-Accession Assistance;

3.  Notes in particular that the EU owes its citizens a public awareness campaign to show up how much EU money has flowed into Turkey, why and to what ends, even though Turkey in no way meets the criteria for accession.
