Motion for a European Parliament resolution on the abolition of the European External Action Service
The European Parliament,
– having regard to the Council Decision of 26 July 2010 establishing the organisation and functioning of the European External Action Service,
– having regard to Rule 120 of its Rules of Procedure,
A. whereas the European Union generally does not succeed in formulating a foreign policy harmoniously;
B. whereas, despite this, the European Union has its own diplomatic service, which operates in addition to the network of embassies and consulates of the 28 Member States;
C. whereas this diplomatic network of the European Union costs tax-payers more than half a billion euros per annum;
D. whereas pursuing a foreign policy is one of the essential features of a country’s sovereignty;
E. whereas it is perfectly possible to act jointly, ad hoc, in an intergovernmental fashion if necessary, without however requiring a separate diplomatic service;
F. whereas citizens have the right to expect that the money which they pay in tax will be well spent;
1. Calls for the repeal of the Council Decision of 26 July 2010 establishing the organisation and functioning of the European External Action Service,
2. Instructs its President to forward this resolution to the Commission.
