Given that:
- the ‘Pontremolese’ railway line between Parma and La Spezia is a vital link between north and south Italy, as well as between Italy and Europe;
- a rail disaster occurred on this line in June 2001, once again causing innocent victims;
- transport infrastructures, particularly in central Italy, are antiquated;
- the ‘Pontremolese’ project has already been examined by the Community institutions and rejected, together with the Malpensa project (now reinstated), because of incidental political differences;
and bearing in mind the fundamental principles of subsidiarity and solidarity, will the European Union, which is increasingly a Europe of the regions and municipalities, take steps to ensure the free and safe movement of persons and goods, protecting less powerful institutions and individuals and overcoming difficulties and possible unfounded opposition, and to secure European approval for the ‘Pontremolese’ project, so that the building of a second track, which was begun some time ago, can be completed?
