 Subject: Nuclear weapons to be used against Iraq and elsewhere, in battlefield operations as well as pre-emptively 

What has the Council undertaken to express its concern to the Government of the USA about its recent declarations that the use of nuclear weapons against Iraq cannot be excluded? 

In the perspective that the EU should play a leadership role in the the matter of nuclear disarmament and in maintaining respect for the Non-Proliferation Treaty (NPT), what has the Council undertaken to convince the USA that the use or threat of use of nuclear weapons against non-nuclear weapons states should be excluded in all circumstances; 

What dialogue is the Council setting up with NATO and with the USA to counter the new American military strategy of using nuclear weapons against states pre-emptively, as has been formulated in the US 'New Nuclear Posture Review' (January 2002) and the 'National Strategy to Combat Weapons of Mass Destruction'? 

What measures can the Council provide to ensure that no nuclear weapons will be used in any external military operations (within and outside NATO) in which European troops are involved?
