What concrete external actions is the Commission planning in order to re-establish trust in the negotiating process prior to and during the climate conference in Cancun (as regards both strands of the negotiations, i.e. the second commitment period for the Kyoto Protocol, 2013-2020, and long-term cooperative action up to 2050)?
