Structural aid/IPA funds for the Republic of Serbia and Serbian enclaves in the Republic of Kosovo

The EU has been providing financial support for the Republic of Serbia within the framework of the Instrument for Pre-Accession Assistance (IPA) since 2007. Has the Commission taken appropriate steps in this time to monitor the use of funds by the Republic of Serbia and thus ensure that the use of funds is as transparent as possible?

Does the Republic of Serbia provide the Commission with sufficient information on the use of IPA funds?

Can the Commission rule out the possibility that some of the IPA funds paid to the Republic of Serbia since 2007 are being used to finance Serbian parallel structures in the Republic of Kosovo?

Does the Commission's granting of EU structural assistance to the Albanian-populated part of the Republic of Kosovo also include financial support for the Serbian enclaves in Kosovo and for North Kosovo?

Is the Kosovo Government under any obligation to ensure that some of the funds pledged at the Donors' Conference for Kosovo in July 2008 are allocated to structural projects in North Kosovo and in the Serbian enclaves in Kosovo?
