Under Article 3(k) of the Environmental Noise Directive 2002/49/EC, an agglomeration is defined as ‘part of a territory, delimited by the Member State, having a population in excess of 100 000 persons and a population density such that the Member State considers it to be an urbanised area’.

Malta has a population of 400 000 with a national population density of 1 305 persons per square kilometre, the highest in the European Union, making it equivalent to a European urbanised area. Is this taken into consideration for the purpose of implementing the above directive?
