Summer time the whole year round

Communication COM(2007)739 from the Commission and the Explanatory Memorandum on Directive 2000/84/EC[1] of 19 January 2001 on summer-time arrangements indicate that introducing summer time has a positive effect in many fields: health (a longer period of daylight makes people healthy; they participate more in outdoor sports), road safety (fewer accidents in the evening, particularly involving pedestrians) and the economy (more recreation; good for the café and restaurant trade). The disadvantages are slight and transient (‘difficulties [which] … are not a health hazard’).

On the basis of this assessment, what is the Commission's view of a possible extension of summer time to apply the whole year round?

Before the present directive/communication expire in 2011, will the Commission submit a proposal for this?
