  Christa Klaß, Berichterstatterin. − Frau Präsidentin, sehr geehrte Kommissarin Vassiliou, sehr geehrter Kommissar Dimas, liebe Kolleginnen und Kollegen! Wir haben heute das Ergebnis vieler Diskussionen und Verhandlungen, die zum Teil auch sehr emotional geführt wurden, vorliegen und wir dürfen morgen darüber abstimmen. Wir haben es uns nicht einfach gemacht. In den Verhandlungen mit dem Rat und der Kommission wurde um die richtigen Lösungen gerungen. Wir haben festgestellt, dass die Wissenschaft nicht immer mit klaren Erkenntnissen den einzig richtigen Weg vorgibt. Eine weitere wissenschaftliche Begleitung wird notwendig sein, um auch die Auswirkungen dieser neuen Gesetzgebung zu evaluieren. Zuerst deshalb ein herzliches Dankeschön an alle, die mit konstruktiven Vorschlägen zu diesem guten Ergebnis beigetragen haben, den Kolleginnen und Kollegen hier im Parlament, der Europäischen Kommission, der französischen Ratspräsidentschaft – schade, dass die tschechische Ratspräsidentschaft heute Abend nicht da ist – aber auch Danke den Mitarbeiterinnen und Mitarbeitern.

Mit der jetzt vorliegenden Richtlinie über den nachhaltigen Einsatz von Pflanzenschutzmitteln machen wir einen großen Schritt zu mehr Gemeinsamkeit im europäischen Umwelt- und Verbraucherschutz. Nachhaltigkeit als Leitbild unserer europäischen Landwirtschaft garantiert gesunde Lebensmittel und gesunde Umwelt. Zum ersten Mal wird die Handhabung von Pflanzenschutzmitteln auf europäischer Ebene harmonisiert. Der Grundsatz "Soviel wie nötig, so wenig wie möglich" setzt ein umfassendes, fundiertes Wissen voraus. Pflanzenschutzmittel sind nämlich Arzneien für Pflanzen. Sie müssen fachgerecht eingesetzt werden, um richtig wirken zu können: zur richtigen Zeit das richtige Mittel und die richtige Dosis. Dazu gehört auch die Abwägung, ob chemischer Pflanzenschutz notwendig ist oder ob eher mechanische Maßnahmen sinnvoll sind. Die Auswahl der besten Technik und geprüfte Ausbringungsgeräte schützen die Umwelt und den Anwender und tragen durch gute Ernten zum Betriebserfolg bei. Die Mitgliedstaaten legen in ihren nationalen Aktionsplänen Maßnahmen zur Reduktion des Einsatzes von Pflanzenschutzmitteln fest.

Die Reduzierung des Risikos ist das oberste Ziel. Die Anwendung der allgemeinen Grundsätze des integrierten Pflanzenschutzes wird ab 2014 für die gesamte Europäische Union verpflichtend festgesetzt. Die Einhaltung der Vorgaben der Wasserrahmenrichtlinie hat höchste Priorität. Die Mitgliedstaaten legen Pufferzonen zu Wasserkörpern fest, die an die Bedingungen von Bodenbeschaffenheit und geografischen Verhältnissen angepasst sein müssen. Der Einsatz von Pflanzenschutzmitteln im kommunalen Bereich und in Schutzgebieten wird minimiert oder gegebenenfalls eingestellt. Es gibt Vorschriften für die Geräteprüfung, und regelmäßige Wartungsintervalle werden festgelegt. Zur Risikoreduktion gehört, dass die professionellen Anwender eine gut fundierte Aus- und Fortbildung auf dem Gebiet des zum Pflanzenschutzmitteleinsatzes absolvieren. Private Anwender, die keine spezifische Ausbildung haben und durch einen unsachgemäßen Einsatz im Privatgarten Schaden anrichten können, müssen beim Verkauf von Pflanzenschutzmitteln über den Einsatz und über die Risiken von einem gut ausgebildeten Verkäufer aufgeklärt und informiert werden.

Mit der Richtlinie werden bisher unterschiedliche Regelungen der einzelnen Mitgliedstaaten auf einem gemeinsamen hohen Level angepasst. Die vorgesehenen Maßnahmen dienen der Umwelt, den Verbrauchern und den Anwendern. Gleiche Bedingungen in der gesamten europäischen Union garantieren gleiche Sicherheitsstandards und gleiche Produktionsbedingungen. Wirkstoffe, die nachweislich gesundheitsschädigend sind, dürfen nicht zugelassen werden, da sind wir uns einig. Ein Verbot muss aber auf wissenschaftlich fundierten Erkenntnisses basieren und nicht auf politischen Dogmen. Es muss auch die Exposition betrachtet werden, denn bei Pestiziden ist es wie bei vielem im Leben: Die Dosis macht das Gift. Eine Kopfschmerztablette ist ein Segen, aber wenn wir 20 nehmen, dann ist es gefährlich, lebensbedrohend.

Wir haben einen guten Kompromiss erreicht. Er bringt Umwelt und Wirtschaftspolitik in Einklang, und ich hoffe, dass wir morgen in einer eindeutigen Abstimmung unseren Forderungen Nachdruck verleihen.

Ich erlaube mir noch einen technischen Hinweis: In Artikel 14 Absatz 4 hat sich ein Fehler eingeschlichen. Hier wird Bezug auf das in Artikel 4 Absatz 3 genannte Internetportal genommen; in Artikel 4 gibt es aber keinen Absatz 3. Das sollten wir richtig stellen.

  Hiltrud Breyer, Berichterstatterin. − Frau Präsidentin! Liebe Kommissarin, lieber Kommissar, liebe Kolleginnen und liebe Kollegen! Die Einigung ist ein Meilenstein, ein Meilenstein für den europäischen Gesundheitsschutz, Verbraucherschutz, aber auch für die Umwelt und die Wirtschaft. Zunächst herzlichen Dank an die Schattenberichterstatterin und die Schattenberichterstatter für die sehr gute Zusammenarbeit. Vielen Dank auch an die daran beteiligten Mitarbeiterinnen und Mitarbeiter sowie an die Kommission, an Sie, Frau Vassiliou und Herr Dimas, und auch an die französische Ratspräsidentschaft, aber auch Dank an die Kolleginnen und Kollegen, die sich von den völlig überzogenen Zahlen der Industrie nicht haben Angst machen lassen.

Wir haben in der ersten Lesung 200 Änderungsanträge im Europäischen Parlament verabschiedet und versucht, den Gemeinsamen Standpunkt auch mit dieser Einigung damit entscheidend zu verbessern. Mit den klaren Cut-off-Kriterien beenden wir ein unwissenschaftliches, endloses Zahlenspiel, den Hokuspokus um Grenzwertsetzung. Niemand kann das Risiko quantifizieren. Deshalb ist Sicherheit nur mit einem klaren Verbot zu erreichen. Krebserregende, fortpflanzungs- und erbgutschädigende Pestizide bzw. Substanzen haben nichts, aber auch gar nichts in Lebensmitteln verloren! Mit dem Cut-off für PBT-Stoffe sorgen wir für einen erfolgreichen Umweltschutz. Ganz besonders freut mich, dass es uns gelungen ist, erste klare Kriterien für endokrine Stoffe durchzusetzen, zu verankern, und ich vertraue auf die Verantwortung der Kommission, in den nächsten vier Jahren mit den weiteren Kriterien nachzulegen.

Ganz besonders freut es mich aber auch, dass es dem Europäischen Parlament gelungen ist, dass erstmalig Bienenschutz als Zulassungskriterium verankert wird. Führende Wissenschaftler in Frankreich und Deutschland haben den ökonomischen Wert der Bestäuber auf jährlich 150 Milliarden Euro geschätzt und die Schäden auf bis zu 310 Milliarden Euro, wenn uns die Bienen als Bestäuber verlorengehen würden. Daher bitte ich auch ganz besonders, dass die Änderungsanträge, die noch eingereicht wurden, morgen abgelehnt werden. Sie würden diesen Kompromiss verwässern. Das ist ein Kompromiss, dem der Rat bereits seine Zustimmung gegeben hat. Es war bislang üblich, dass nicht versucht wird, einen gemeinsamen Kompromiss noch einmal anzugreifen. Es freut mich aber auch, dass wir gemeinsam eine Verbesserung für die immuno- und die neurotoxischen Substanzen erzielt haben. Denn in einem Europa, das von sich behauptet, eine Wissensgesellschaft zu sein, können wir es uns nicht leisten, dass die Entwicklung des kindlichen Gehirns vor allem durch diese neurotoxischen Substanzen nachhaltig beeinträchtigt wird. Wir sagen auch ganz klar ja zur Harmonisierung, ohne jedoch das Recht der Mitgliedstaaten einzuschränken, und wir lassen ihnen Flexibilität für die Modalitäten bei der Zulassung.

Die dreifache Rechtsgrundlage zeigt auch den hohen Stellenwert, den wir der Gesundheit beimessen, und wir haben die Ausnahmen vom Verbot sehr restriktiv gefasst, beispielsweise mit einem Substitutionsplan verbunden, sodass hier nicht die Ausnahme zur Regel wird, sondern dass es genau umgekehrt ist. Ich freue mich auch, dass es gelungen ist, den Tierschutz in dieser Verordnung festzuschreiben, und dass wir mehr Transparenz festlegen konnten, obwohl ich mir da mehr Mut von der Kommission versprochen hätte. Ich hoffe, dass wir mehr Zugang zu den Anwendungsprotokollen erhalten und den Einstieg in den elektronischen Feldpass schaffen. Es ist nicht nur ein Meilenstein für den Umwelt- und den Verbraucherschutz in Europa, ich finde, es ist auch eine Sternstunde für Europa. Es ist deshalb eine Sternstunde für Europa, weil dieser Ausstiegsbeschluss aus den hochgefährlichen Pestiziden erstmalig ist und er weltweit einzigartig ist und wir somit die Europäische Union auf die Überholspur für bahnbrechenden Gesundheitsschutz bringen können und Europa weltweit zum Vorreiter wird.

Diese Verordnung schafft auch Mehrwert für die Bürgerinnen und Bürger, die wissen, die Europäische Union hat sich vor allem auf die Seite der Verbraucher und der Gesundheit gestellt und hat keinen Kniefall vor der Industrie gemacht. Übrigens ist es auch ein win-win für die Industrie, die Innovationsanreize bekommt, in Zukunft bessere und sichere Produkte zu produzieren.

  Σταύρος Δήμας, Μέλος της Επιτροπής. − Κυρία Πρόεδρε, θα ήθελα κατ’ αρχάς να ευχαριστήσω και να συγχαρώ την εισηγήτρια κυρία Klaß, την εισηγήτρια κυρία Breyer, καθώς και την Επιτροπή Περιβάλλοντος, Δημόσιας Υγείας και Ασφάλειας των Τροφίμων του Κοινοβουλίου για την εξαίρετη εργασία τους σχετικά με τις προτάσεις, αφενός, για την οδηγία πλαίσιο για την αειφόρο χρήση των φυτοφαρμάκων, αλλά και για την αναθεώρηση και βελτίωση του κανονισμού.

Είναι ιδιαίτερα ικανοποιητικό το γεγονός ότι επιτεύχθηκε συμφωνία σε δεύτερη ανάγνωση. Η συμφωνία αυτή διασφαλίζει την περιβαλλοντική ακεραιότητα της αρχικής πρότασης της Επιτροπής, ενώ σε ορισμένα σημαντικά σημεία θέτει ακόμη πιο φιλόδοξους περιβαλλοντικούς στόχους.

Είναι γνωστό ότι η χρήση των φυτοφαρμάκων προκαλεί ιδιαίτερη ανησυχία στους πολίτες. Για το λόγο αυτό ήταν απαραίτητο, αφενός μεν, να καταστεί αυστηρότερο το ισχύον νομοθετικό πλαίσιο με την τροποποίηση της οδηγίας του 1991 για τη διάθεση των συγκεκριμένων προϊόντων στην αγορά, αφετέρου δε, να συμπληρωθούν τα κενά που παρατηρούνται σε κοινοτικό επίπεδο κατά το στάδιο της χρήσης των εν λόγω προϊόντων.

Με την επίτευξη συμφωνίας για την οδηγία, η Ευρωπαϊκή Ένωση αποδεικνύει ότι έχει την πολιτική βούληση να λάβει αποτελεσματικά μέτρα για την προστασία της υγείας των πολιτών και του περιβάλλοντος.

Το Κοινοβούλιο συνέβαλε ώστε η οδηγία, σε ορισμένα σημαντικά σημεία, να είναι πιο φιλόδοξη από την κοινή θέση του Συμβουλίου. Πιο συγκεκριμένα, τα κράτη μέλη θα υποχρεούνται να καταρτίσουν εθνικά σχέδια δράσης με ποσοτικούς στόχους τόσο για τον περιορισμό των κινδύνων που ενέχει η χρήση φυτοφαρμάκων όσο και για τη μείωση της χρήσης ορισμένων προϊόντων.

Αυτό δεν ήταν εύκολο, καθώς η εισηγήτρια έπρεπε να πείσει τα κράτη μέλη ότι σε ορισμένες περιπτώσεις το ενδεδειγμένο μέσο περιορισμού του κινδύνου είναι η μείωση της χρήσης συγκεκριμένων φυτοφαρμάκων. Αυτό το έπραξε με επιτυχία. Η συμφωνία που επιτεύχθηκε αποτελεί σημαντική πρόοδο για την προστασία της υγείας των πολιτών και του περιβάλλοντος στην Ευρωπαϊκή Ένωση.

Συνεπώς, η Ευρωπαϊκή Επιτροπή είναι σε θέση να αποδεχθεί τη συμβιβαστική δέσμη τροπολογιών ώστε να επιτευχθεί συμφωνία για την οδηγία σε δεύτερη ανάγνωση.

  Androulla Vassiliou, Member of the Commission. − Madam President, first of all, I wish to thank the rapporteurs Mrs Klaß and Mrs Breyer, the shadow rapporteurs for their constructive approach to the proposal, the French presidency, and all of you who have contributed to the successful conclusion of the second reading of the Commission’s proposal.

Plant protection products play an important role in agriculture, horticulture, forestry and gardening. However, they can also have an impact on human health, animal health and the environment. We therefore need to ensure they are regulated in an effective and balanced way.

In the preparation of the initial proposal, the Commission held extensive consultations of stakeholders from all sectors concerned and it carried out a comprehensive impact assessment. The top priority was – and still is – to achieve the highest possible level of protection for human and animal health, and the environment. I am pleased to see that this is also reflected in the outcome of the discussions between the EU institutions.

The draft compromise before us today would strengthen this high level of protection through several provisions. Clear and strict criteria would be set for the approval of active substances. Producers, suppliers and professional users would have to keep records to be made available upon request to third parties, such as neighbours, other residents or the water industry. Member State authorities would have to tighten controls on marketing and use, and the Commission would audit Member States’ controls. Duplicative testing on animals would be completely avoided. To promote sustainability in agriculture, safer alternatives would substitute the more hazardous products.

In order to ensure comprehensive information, the Commission may also look into the issue of availability of existing alternative products to substances being known as endocrine disruptors. This would happen, of course, without prejudging the safety requirements of the Regulation.

As part of the overall compromise, I would like to propose the following text in relation to the risk assessment to bees: ‘When revising the data requirements for active substances and plant protection products, as referred to in Article 8(1) (b) and (c), the Commission will pay particular attention to study protocols allowing a risk assessment which takes into account the real exposure of bees to these products, in particular through nectar and pollen.’

The draft compromise would create an even safer framework for the use of plant protection products in the European Union, and would strengthen our environmental safeguards, and the protection of our citizens’ health. It also reflects the Lisbon Strategy, as it would reduce red tape. For example, the approval procedure would become shorter and more efficient. Furthermore, Member States would no longer work in isolation since mutual recognition of authorisations would become the norm rather than the exception. This should reduce fragmentation of the internal market and create wider availability of pesticides for farmers.

Finally, I would like to emphasise that it is fully compatible with, and complementary to, the proposal for a directive on the sustainable use of pesticides, which falls under the responsibility of my colleague, Commissioner Dimas.

  Erna Hennicot-Schoepges, au nom du groupe PPE-DE. – Madame la Présidente, Madame la Commissaire, Monsieur le Commissaire, je remercie d'abord les rapporteures, la Commission et les institutions, surtout la Présidence française, qui ont œuvré pour trouver ce compromis, qui est un compromis équilibré pour la santé humaine et la production agricole.

Pour les agriculteurs, l'harmonisation des systèmes des trois zones facilitera l'accès aux produits, un fonds pour les utilisations mineures, envisagé et garanti par la Commission, nous apportera une mise sur le marché de produits pour les cultures mineures et le jardinage. Il y aura donc d'ici 2020, l'assurance que toutes les substances dont l'effet nocif est prouvé - les CMR, les perturbateurs endocriniens - n'auront plus d'autorisation de mise sur le marché.

Cette proposition devrait ainsi faire diminuer de manière significative les maladies, les nombreux cancers, dont la relation avec les pesticides est déjà prouvée scientifiquement, ainsi que les maladies dégénératives dont les effets ont été également prouvés.

Un aspect très important qu'il convient de signaler est qu'on s'efforcera désormais de mieux respecter les mesures de protection des abeilles et sur ce point, la Commission vient de faire une déclaration. Je voudrais tout de même savoir si la Commission reconsidérera la directive 2007/52 sous les aspects qu'elle vient d'énumérer. On mettra aussi l'accent sur les méthodes de lutte biologique et, dans ce domaine, il faut encore parvenir à commercialiser efficacement ces recherches, qui ont été appuyées et financées par la Commission. Je suis d'ailleurs confiante dans le fait que ce texte constitue une incitation bienvenue et nécessaire pour stimuler la recherche et l'innovation des grands producteurs de pesticides chimiques conventionnels.

Quant à la Commission, le rapport prévoit des rapports intermédiaires, le suivi nous est donc garanti et j'espère que les instances nationales s'attacheront aussi à prouver que ce texte est valable.

  Dan Jørgensen, for PSE-Gruppen. – Fru formand! Da forslaget fra Kommissionen blev offentliggjort, fremprovokerede det en overskrift i en stor dansk avis. På forsiden af avisen stod der: EU truer det danske grundvand. I Danmark er det sådan, at vi er meget stolte af, at vi har en masse rent grundvand, som vi kan drikke fuldstændigt urenset. Altså det vand, der kommer ud af hanen, det er grundvand, og vi kan drikke det urenset. Hvis Kommissionens forslag, som det blev fremstillet oprindeligt, var blevet gennemført, ville det have betydet, at vi i Danmark skulle have cirka fordoblet antallet af de pesticider, der er på markedet. Det ville med meget stor sikkerhed også have betydet, at mange af dem ville sive ned i grundvandet. Pesticider, som vi i dag har sagt nej til, fordi de ville sive ned i grundvandet og føre til, at vi ikke kunne drikke vandet urenset. Det ville selvfølgelig have været en katastrofe! Det er ikke kun for Danmark, at det ville det have været en katastrofe, hvis Kommissionens oprindelig forslag var kommet igennem. Ligesom vi har grundvandet, som vi gerne vil tage os af i mit land, og som jeg vælger som et eksempel her, så er der selvfølgelig andre lande, som har forskellige andre ting, man gerne vil beskytte i forhold til miljø og i forhold til sundhed, og det må jo aldrig være EU, som tvinger et land til at have et lavere beskyttelsesniveau. Derfor er jeg også meget meget glad for, at det lykkedes. Ikke på grund af Kommissionen, ikke på grund af Rådet, men på grund af Parlamentet! At få sikret en fleksibilitet, der gør, at de enkelte lande, når der er særlige hensyn at tage, selvfølgelig kan sige nej til pesticider, som man ikke ønsker.

En anden meget positiv ting, som jeg er ekstremt glad for, at vi har fået igennem, er, at vi nu får forbudt, får udfaset nogle af allerfarligste stoffer, som er indeholdt i pesticider. Det handler om ting, som vi i den regulering, vi lavede for et par år siden, som hedder Reach, allerede har forbudt i andre anvendelser. Det er stoffer, som er så farlige, at vi ikke vil tillade dem i tøj, vi ikke vil tillade dem i elektronik, vi ikke vil tillade dem i legetøj og alle mulige andre anvendelser, men som altså stadigvæk er tilladt i pesticider, som havner i vores mad! Det er selvfølgelig fuldstændig uacceptabelt, og derfor er det en stor glæde, at vi nu kommer af med disse farlige stoffer i pesticider.

En tredje ting, jeg vil nævne, som jeg synes er ekstremt positiv, og som vi kan glæde os over, er, at vi nu får indført reduktionsmål i de enkelte lande. Vi får indført nogle handlingsplaner, igennem hvilke de enkelte lande skal opnå en reduktion af brugen af pesticider, både kvalitativt og kvantitativt. Kvalitativt forstået på den måde, at det er klart, at der nogle stoffer som er farligere end andre, og dem skal vi selvfølgelig være specielt varsomme med, men det er også en god ide at nedbringe brugen kvantitativt, altså den samlede brug af pesticider, fordi dette selvfølgelig også vil føre til mindre brug af disse stoffer, som havner i vores natur og havner på vores mad.

Jeg bliver dog nødt til afslutningsvis også at sige, at der er ting, der kunne være gjort meget bedre. F.eks. de neurotoksiske stoffer. Det her er altså stoffer, som skader udviklingen af børns hjerner. At vi ikke udfaser dem, mener jeg, er uambitiøst, og mener jeg, er trist. Jeg mener også, det er trist, at der er indføjet muligheder for undtagelser for disse farlige stoffer, hvis industrien kan påvise, der er behov for det. Jeg synes, vi skulle have været mere ambitiøse. Men på bundlinjen er jeg glad og tilfreds. Det er en sejr for sundheden og miljøet.

  Anne Laperrouze, au nom du groupe ALDE. – Madame la Présidente, cher Commissaire, chers collègues, nous voilà donc arrivés, je l'espère, à la veille de l'adoption de ce paquet pesticides. Les deux textes de compromis qui seront soumis au vote de notre Parlement m'apparaissent équilibrés et méritent d'être soutenus, et cela à plusieurs titres.

Les avancées pour les producteurs et les utilisateurs sont notables: simplification des procédures d'autorisation à travers, notamment, la division en trois zones et la reconnaissance mutuelle qui l'accompagne. J'aurais souhaité n'avoir qu'une seule zone, pour garantir encore plus de cohérence sur le territoire de l'Union, mais les États membres se sont révélés un peu trop frileux. Des exigences de formation accrue tant pour les vendeurs que pour les utilisateurs - mieux connaître et mieux manipuler les pesticides - sont un gage de meilleure protection de la santé, mais aussi de gains économiques.

Les avancées pour les protecteurs des animaux sont aussi notables, notamment par le partage des données issues des tests sur les animaux. Les avancées pour la protection de la santé et de l'environnement sont très significatives; à terme, les substances les plus dangereuses seront remplacées par des substances moins nocives.

Je ne peux m'empêcher d'aborder la question si polémique des perturbateurs endocriniens. Jusqu'à présent, il n'y avait pas de définition. Aucun texte législatif ne traitait ce problème. Le compromis donne quatre ans à la Commission européenne pour faire des propositions de mesures sur des bases scientifiques pour définir les propriétés de perturbation endocrinienne. Cette définition scientifique permettra de classer les produits suivant leurs effets perturbateurs ou non et, de facto, apportera à l'industrie le cadre légal scientifique qu'elle réclame.

Le texte de compromis tient compte aussi de la question des abeilles et de leur rôle indispensable dans l'écosystème. Je pense, en effet, que la rédaction trouvée dans le compromis associé à la déclaration de la Commission européenne constitue une avancée majeure. Les effets des substances actives sur l'ensemble du développement de l'abeille, mais aussi sur le nectar et le pollen, seront pris en compte. Je souhaite rassurer certains acteurs qui ont exprimé des doutes sur la disponibilité des substances actives et des produits. Ce compromis prend en compte leurs craintes. Le système en trois zones garantit la possibilité aux États membres d'autoriser un plus grand nombre de produits. Il existe aussi une possibilité de dérogations.

Concernant les utilisations mineures, le Parlement s'est battu pour qu'à brève échéance, la Commission européenne fasse des propositions pour l'établissement d'un fonds européen. Il y a aussi la clause de réexamen, qui demande à la Commission européenne d'analyser l'incidence de cette législation sur la diversification et la compétitivité de l'agriculture.

Enfin et surtout, et cela a été rappelé par mes collègues, nous incitons les fabricants de pesticides à développer de nouveaux produits efficaces et respectueux de la santé humaine et de la protection de l'environnement.

En conclusion, je souhaite rappeler que les produits phytopharmaceutiques sont des médicaments pour les plantes et dès lors ne doivent être utilisés que de manière encadrée et à bon escient. Ces textes reconnaissent et vont encore accentuer la place de la production intégrée pour une agriculture raisonnée et durable. Les deux textes auxquels nous sommes arrivés parviennent à garantir un équilibre: protection de la santé et de l'environnement, mais aussi disponibilité de produits pour les agriculteurs.

Pour terminer, je voudrais dire tout le plaisir que j'ai eu à travailler avec vous, chers collègues, sur ce dossier très sensible. Notre travail a été, je crois, un exemple d'écoute, de compréhension mutuelle et de coopération. Merci chers collègues et bravo en particulier à nos deux rapporteures, Mme Klaß et Mme Breyer qui ont été d'excellentes négociatrices lors de la recherche du compromis avec le Conseil.

  Liam Aylward, on behalf of the UEN Group. – Madam President, we are speaking in this Chamber on the eve of a vote which is a critical one for agriculture, health and environment. Let us be very clear: any one of us legislators who has identified and raised problem issues during this legislation process has done so out of concern for agriculture and future food supply.

Of course I am concerned about any overuse of pesticides and about their effects. There is no doubt that rates of cancer have increased. We have increased residues in our air, water and food, which affect our health and environment. Also note, it is our farmers who are in most direct contact with pesticides. The intention of this legislation, which I applaud, is to protect our citizens’ health and environment and agriculture.

As legislators, however, we must always seek out balance and base legislation on sound science. We cannot and should not legislate in the abstract. By moving away from the Commission’s original scientific, risk-based approach to a hazard-based one, we fell at the first hurdle. Without a relevant impact assessment, which many of us requested repeatedly, nobody can state exactly how many substances will be banned.

Ireland has a unique temperate but wet climate. This makes our potatoes and winter cereal crops susceptible to weeds and disease such as blight. The removal of an estimated 22 substances, including Mancozeb and Opus, will affect product availability.

So, following the introduction of this legislation in 18 months’ time, what is the view? Pesticides which are already on the market under current legislation would remain available until their existing authorisation expires. If in Ireland we can prove that a particular substance which should be withdrawn is necessary to combat a serious danger to plant health and that there is no safer substitute, this substance may be approved for up to five years repeatedly, despite the ban.

In theory this may work. In practice we need to make this work. In the present climate we cannot afford to decrease EU food production and be less competitive in our market-leading potential. We need to push and urge industry to invest in alternative, biologically sound products which are equally if not more effective. We have a precedent. We have all seen the case of the use of a non-chemical, natural, cheap and effective remedy spray used to protect white grapes worldwide.

I welcome Parliament’s amendment which goes some way to protect bees, which are crucial for farmers and food supplies through pollination.

Finally, I would ask colleagues to support UEN Amendment 182 and to reject the package Amendment 169. The Commission, the experts, will come up with the proper scientific basis for endocrine disruptors in four years. We cannot prejudice this scientific assessment with a non-scientific-based definition.

  Hiltrud Breyer, im Namen der Verts/ALE-Fraktion. – Frau Präsidentin! Ich wollte eigentlich zu dem Bericht von Frau Klaß sprechen, nutze aber jetzt die Gelegenheit, dem Kollegen zu antworten.

Sie sollten die Einigung mal lesen! Was Sie gerade eben gesagt haben, war: Wir haben den Änderungsantrag eingebracht, damit die endokrinen Stoffe nicht noch weitere vier Jahre auf dem Markt sind. Genau das Gegenteil machen Sie mit Ihrem Änderungsantrag. Bitte schauen Sie sich das nochmals an. Vielleicht können Sie dann morgen Ihren Änderungsantrag zurückziehen, weil er genau dem zuwiderläuft, was Sie eben gesagt haben.

Was die Pestizidindustrie will, ist, dass wir hier keine Kriterien setzen. Jeder im Haus muss sich natürlich fragen, ob er den Kniefall vor der Pestizidindustrie macht oder ob er einen Mehrwert für die Bürgerinnen und Bürger, die Gesundheit und die Umwelt schafft. Das ist die Frage, um die es geht, und nichts anderes. Ansonsten haben wir alle Maßnahmen ergriffen, um die Landwirtschaft zu schützen, wo auch immer. Gerade das dänische Beispiel zeigt sehr eindrucksvoll: Dort ist es gelungen, ohne Einbußen für die Landwirtschaft innerhalb von zwanzig Jahren den Pestizideinsatz zu halbieren, die Wasserqualität zu verdoppeln und die Pestizidrückstandsmengen zu halbieren.

Noch kurz zu Frau Klaß: Herzlichen Dank für Ihre Arbeit! Allerdings hätten wir uns als Fraktion natürlich gewünscht, klare Zielvorgaben und klare Zeitpläne zu haben. Dennoch hoffen wir natürlich, dass das ein Ansporn für die Mitgliedstaaten ist, untereinander einen Wettbewerb in Gang zu bringen, wer am meisten bereit ist, Pflanzenschutz und nachhaltige Bewirtschaftung wirklich ernst zu nehmen.

Und natürlich hätten wir uns mehr Rechte für die Bewohner an Landwirtschaft angrenzender Gebiete gewünscht. Auch da hoffe ich, dass der wegweisende Gerichtsbeschluss, den das oberste britische Gericht gefasst hat, das die Bürgerinnen und Bürger eindeutig in ihrem Anspruch bestärkt und unterstützt, diese Informationen zu bekommen, vielleicht auch dafür genutzt werden kann, europaweit mehr Bürgerinnen und Bürgern einen ähnlichen Zugang in ihren Mitgliedstaaten zu verschaffen. Ich hoffe auch, dass wir bereits einen kleinen Einstieg in mehr Transparenz geschaffen haben.

  Roberto Musacchio, a nome del gruppo GUE/NGL. – Signora Presidente, onorevoli colleghi, il confronto su questi provvedimenti – direttiva e regolamento sui pesticidi – è stato molto duro. Il Parlamento ha giustamente insistito per normative che fossero incisive e adeguate ai problemi. C'è stata una dialettica parlamentare, ma soprattutto una forte resistenza nel Consiglio e ci sono stati poteri economici che si sono fortemente mobilitati a difesa di interessi precostituiti.

Noi dobbiamo, invece, guardare agli interessi generali: quelli dei consumatori a cibi non inquinati dai residui, quelli dei cittadini ad un ambiente non compromesso dagli stessi pesticidi, quello degli agricoltori a lavorare in sicurezza e a impegnarsi verso una nuova qualità del prodotto.

C'è un uso eccessivo di chimica in agricoltura che danneggia tutti: i cibi, l'ambiente, gli agricoltori che devono pagare cari questi prodotti industriali. L'abuso di chimica è legato ad un modello vecchio, quello di un'agricoltura di quantità e non di qualità, in cui i prodotti sono separati dai territori, dalle stagioni e dal lavoro, un modello costoso per tutti, un modello dannoso anche per il peso che ha sull'effetto serra. Queste normative che approviamo vanno dunque iscritte nella costruzione di un modello più sano e più moderno, di un'agricoltura di qualità utile ai cittadini e all'ambiente con più lavoro e più reddito.

Devo dare atto che si sono ottenuti nel nostro lavoro dei risultati positivi; grazie alla perseveranza di entrambe le relatrici e di tutto lo staff tecnico che si è confrontato con i propri colleghi del Consiglio. L'obiettivo di riduzione della presenza di pesticidi, e non solo della loro pericolosità, è stato inserito solo tra gli impegni da realizzare nei rispettivi piani nazionali, soprattutto per le sostanze ad alto rischio.

Se la priorità va quindi data a metodi non chimici, alla difesa e all'integrità del suolo e delle risorse idriche, evitando ogni contaminazione di un bene comune come l'acqua, occorre dunque che questi singoli paesi abbiano il senso di questa grande responsabilità nella riduzione dell'uso sostenibile dei pesticidi. L'irrorazione aerea è di fatto proibita e – laddove non vi sono alternative oggettive – composizione, tempi, intensità e orari devono essere notificati preventivamente alla popolazione. Sono stati dunque fatti passi in avanti anche nei diritti d'informazione, all'accesso su Internet ai dati.

Avremmo voluto nel regolamento che si abbandonasse l'idea di tre zone rigide che invece è stata mantenuta per volontà del Consiglio. I risultati comunque sono importanti, sono misure che saranno adottate per la lotta al contrabbando di sostanze illegali, contraffatte e pericolose, ed altri insieme a questi. Facciamo un buon passo in avanti e spero che il voto parlamentare non porti a colpi negativi!

  Johannes Blokland, namens de IND/DEM-Fractie. – Mevrouw de Voorzitter, het debat over duurzaam gebruik en markttoelating van gewasbeschermingsmiddelen is een bijzonder lastig debat. Het is moeilijk om een balans te vinden tussen goed en slecht. Enerzijds richten chemische middelen schade toe aan milieu en gezondheid. Anderzijds kan onze landbouw ook niet zonder gewasbeschermingsmiddelen, omdat het risico op gewasziektes anders te veel toeneemt. Dat heeft op zijn beurt weer negatieve gevolgen voor de voedselproductie en de economie.

De belangrijkste opdracht voor beleidsmakers en politici is om een gezond evenwicht te vinden tussen duurzaamheid en landbouweconomie. Ik denk dat de voorliggende compromisvoorstellen sterk die richting opgaan. Daarom kan ik de voorstellen steunen. Ik ben onder meer verheugd dat vastgehouden blijft worden aan de benadering van risicoreductie in plaats van alleen aan gebruiksreductie. Gebruiksreductie betekent namelijk niet direct dat de risico's ook worden teruggebracht. Wanneer wél de hoeveelheid pesticiden wordt teruggebracht, maar wanneer het middel vervolgens in hogere concentratie wordt gebruikt, heeft dit voor milieu en gezondheid weinig voordelen.

Ook ben ik blij dat de verordening voor markttoelating niet zo beperkend is geworden als dit Huis in eerste lezing had voorgesteld. Terecht worden er nu extra beperkingen opgelegd aan de toelating van middelen, maar dit zal de landbouw niet onevenredig veel schade berokkenen.

Ik wil beide rapporteurs dan ook van harte bedanken voor de samenwerking en de inspanningen om tot dit resultaat te komen.

  Ashley Mote (NI). - Madam President, I have been deluged with messages from growers from all over the south-east of England who regard this proposal as near catastrophic. It will result, they tell me, in smaller crops and in higher prices, and it will open the way for importers who do not have the same criteria imposed upon them. There will be job losses, some units will become non-viable and production will stop. There will be closures in my constituency because there are, in some cases, no alternatives to key substances used by specialist growers.

There has been hopelessly inadequate impact assessment in many countries except my own, and the switch from risk assessment to hazards has already been commented on. If you are going to use hazards as criteria you might as well ban petrol and caffeine. Even the science is against you; pest resistance problems will be aggravated; there will be a loss of biodiversity. Integrated pest programmes have already decreased the need for pesticides. What is important are the options, not quantity. And you seem to have ignored the benefits of crop rotation. You have no right to destroy one of the few sectors of British agriculture still thriving just to appease Danish disinclination to process drinking water from the ground.

  Marianne Thyssen (PPE-DE). - Voorzitter, collega's, onze rapporteurs hebben hard gewerkt aan een akkoord dat onze steun verdient. In de eerste plaats, omdat het ambitieuze milieu- en gezondheidsdoelstellingen nastreeft en in de tweede plaats, omdat het landbouw-economisch rationeel blijft en dus ook oog heeft voor èn de voedselzekerheid èn de leefbaarheid van de landbouw in de Unie.

Zoals steeds is een compromis geven en nemen. Ik blijf het wat moeilijk hebben met de cut-off criteria, omdat ik liever was uitgegaan van een selectie op basis van een wetenschappelijk gestaafde risico-analyse, maar ik geef toe dat de derogatiemogelijkheid een en ander werkbaar houdt.

Aan de positieve kant onderstreep ik vooral de volgende punten: ten eerste het feit dat de lidstaten een marge hebben bij het bepalen van de volumereductiedoelstellingen. Ten tweede, het onderverdelen van de Unie in drie zones, waarbinnen wederzijdse erkenning van toelatingen geldt, hetgeen ons dichterbij een eengemaakte markt brengt met minder rompslomp en snellere beschikbaarheid van betere gewasbeschermingsmiddelen. Ten derde, het feit dat lidstaten voldoende flexibiliteit hebben om te bepalen hoe wordt omgesprongen met bufferzones rond waterlopen; tot slot is het ook goed dat de lidstaten maatregelen kunnen nemen om de toepassing van gewasbeschermingsmiddelen voor kleine teelten te vergemakkelijken. Voor landen met een intensieve landbouw, met kleine oppervlakten, is dit echt belangrijk en ik hoop dan ook dat het fonds voor minor users voldoende financiële input zal krijgen.

Voorzitter, zo weinig mogelijk, zo veilig mogelijk, maar zo veel als nodig voor een veilige en rendabele teelt, dat is een goede leidraad. Als we verstandig erkennen en controleren en als er ingezet wordt op een professioneel gebruik of een geïnformeerd gebruik, en als we er óók nog rekening mee houden dat de landbouwproductie zich afspeelt op een wereldmarkt, dan zijn we evenwichtig bezig en daarom verdient het compromis onze steun.

  Anne Ferreira (PSE). - Madame la Présidente, Madame et Monsieur les Commissaires, tout d'abord je remercie les rapporteures. Nous avons aujourd'hui conscience que si les produits phytosanitaires ont permis d'accroître fortement la production agricole, ils ont aussi, pour certains d'entre eux, une incidence très négative sur la santé et sur l'environnement. C'est pourquoi, au-delà de la législation qui sera mise en place, il est également urgent de constituer des registres épidémiologiques permettant de mesurer l'impact de l'utilisation des différents pesticides en fonction de l'exposition subie par les professionnels et par leurs familles, sans oublier, bien sûr, les consommateurs. Dans certaines régions on constate, en effet, une augmentation particulièrement rapide de différents types de cancer. Les enfants des utilisateurs, et notamment des agriculteurs, sont également touchés. Au-delà de cette question essentielle de la santé, c'est aussi l'impact sur l'environnement qu'il faut mesurer. Nous connaissons d'ores et déjà les effets néfastes de certains produits chimiques sur les nappes phréatiques et sur les rivières. À ce sujet d'ailleurs, je ne pense pas que la proposition de renvoyer aux différents arbitrages nationaux la question des zones tampons, soit une réponse satisfaisante. Je pense, au contraire, que la Commission devra être fort vigilante sur ce sujet.

Aujourd'hui, on observe également un accroissement de l'érosion des sols qui pourrait remettre en cause l'utilisation agricole de nombreuses terres dans l'Union européenne au cours des décennies à venir. La fertilité de ces terres diminue fortement. Face à ces risques, l'Union européenne réagit: c'est bien; mais elle doit aussi accompagner les agriculteurs dans une démarche de réduction, voire de suppression des pesticides nocifs. La future politique agricole commune doit intégrer cet objectif et mieux prendre en compte financièrement le lien entre production de qualité et agriculture. La recherche en agronomie, en écotoxicologie ainsi que la formation des agriculteurs doivent être mises au service de nouveaux modes de production et déclinées sur les territoires en fonction de leurs spécificités.

Je conclurai simplement en citant le titre d'un film qui vient de sortir, qui concerne le sujet de ce soir et qui s'appelle: "Demain nos enfants nous accuserons".

  Mojca Drčar Murko (ALDE). - Madam President, let me join those Members who consider the second-reading agreement a well-balanced compromise, given the complexity of the matter. It shows the way for further improvements in the sector, towards more efficient and safer plant protection products, and is flexible enough to avoid situations in which the ban on certain pesticides would, in the final analysis, reduce the irreproachability of agricultural products.

In particular, I wish to welcome the improvement of the original Commission proposal aimed at avoiding the duplication of tests and studies and promoting non-animal tests.

I hope that this could have an impact on other, related sectors, such as plant protection product data requirements, which are right now moving through their own revision process.

Even if pesticides, in contrast to chemicals, are intended to be toxic and their safety assessment is therefore a special case, it does not mean that redundant animal testing should take place or that scientific knowledge cannot develop in ways that will identify further redundancies and that further potential reduction in animal testing will be possible in future. It should be noted that development and registration of new agricultural pesticides or plant protection products can use upwards of 12 000 animals in dozens of separate and often overlapping tests.

  Leopold Józef Rutowicz (UEN). - Pani Przewodnicząca! Pestycydy są środkami groźnymi dla zwierząt i środowiska. Chciałbym przypomnieć, że w wielu krajach stare pestycydy są składowane w warunkach niebezpiecznych dla środowiska i ludzi. Problemu bez pomocy Unii Europejskiej nie rozwiąże się w państwach biednych.

Zrównoważone stosowanie pestycydów jest sprawą ważną. W tym zakresie duże znaczenie ma informowanie i szkolenie użytkowników oraz udzielanie im pomocy przez służby agrotechniczne. Zdaniem niektórych ekspertów dawki potrzebnych pestycydów są wielokrotnie przekraczane w stosunku do potrzeb. Szczególnie ma to miejsce w przypadkach drobnych użytkowników, którzy w wielu sprawach nie posiadają odpowiedniej wiedzy agrotechnicznej.

Ważny jest też sposób wprowadzenia pestycydów do obrotu, prowadzone prace naukowe w tym zakresie oraz wszelkie działania, które pozwalają by pestycydy przy swojej pełnej skuteczności miały bardziej ograniczony wpływ na zdrowie i ochronę środowiska. Za przygotowane sprawozdania paniom Klaβ i Breyer chciałbym podziękować i jednocześnie zwrócić uwagę, że dyrektywy te mają głęboki sens, o ile uda się je sprawnie wdrożyć w praktyce rolniczej.

  Bart Staes (Verts/ALE). - Voorzitter, de richtlijn over een duurzaam en risicobeperkend gebruik van pesticiden en de verordening over de toelating van pesticiden op de markt zijn beide uiterst nodig en nuttig. Duurzame productie en consumptie van voeding is immers een primair mensenrecht. Voor ons liggen twee compromissen tussen Parlement en Raad. Onze fractie zal deze beide teksten goedkeuren, hoewel we natuurlijk een nog sterker eindresultaat hadden willen neerzetten. Ik heb me in dit dossier overigens enorm verwonderd over de aanpak en de felle protesten van de landbouwlobby en de pesticidenindustrie. De wetten waarover we nochtans morgen zullen stemmen, zullen echter zorgen voor een betere bescherming van mens en milieu en ze zullen uiteindelijk ook resulteren in meer innovatie en veilige vervangproducten.

De kritiek van de landbouwlobby dat meer dan de helft van de pesticiden zal verdwijnen, kan niemand langer handhaven. Nu geven zelfs de landbouworganisaties toe dat hoogstens 9% van de producten zal moeten verdwijnen en dan nog niet terstond, maar gedurende een periode gespreid over meerdere jaren. Cruciaal in dezen blijft de bescherming van de volksgezondheid tegen stoffen die kankerverwekkend zijn, veranderingen in het DNA kunnen veroorzaken, de vruchtbaarheid kunnen aantasten of hormoonverstorend zijn. De compromissen die hierover voorliggen, zijn eerbaar, met respect voor de landbouwwereld. Er is zelfs overeengekomen dat als een specifieke landbouwsector in de problemen dreigt te komen, er een apart plan mag komen om die sector meer tijd te geven.

Collega's, ik geloof dat we hier een eerbaar en aanvaardbaar compromis neerleggen tussen ecologie, enerzijds, en landbouweconomie, anderzijds.

  Mary Lou McDonald (GUE/NGL). - Madam President, there are plenty of examples of sound EU environmental polices which improve the lives of citizens across the Union and there are, of course, also many examples where unnecessarily bureaucratic measures come from the EU and restrict the potential to sustain our rural economy and way of life. Unfortunately, I believe this pesticide package may fall into the latter category.

In raising my concerns on these measures, I want to make it clear that I do not have industry in mind but rather the farming community – farmers who, I will remind the previous speakers, have as much concern with human health as any other citizen and who bear no malicious intent in that regard.

This package lacks the sufficient scientific rigour which is needed both to defend our health and our economy. The lack of a thorough impact assessment, taking into account effects on our environment, health, economy and the sustainability of our rural communities, is testament to this failure to apply sufficient rigour.

It is my fear that the package will have the opposite effect of the progressive intentions behind it. The well-intentioned attempt to create a more sustainable countryside may ultimately undermine the countryside by imposing overly stringent rules on an already struggling farming population.

I have listened intently to the arguments made unanimously by farmers in Ireland, and I believe that they are right to be concerned with this package and that the long-term interests of our citizens and of the rural communities are not protected in these measures.

The trialogue position does represent an improvement on the proposal but more needs to be done on the Regulation by way of amendment to meet these real concerns.

  Nils Lundgren (IND/DEM). - Fru talman! Det är ovant för en övertygad EU-skeptiker som mig att kunna berömma ett förslag och rekommendera kammaren att rösta ja. Det beror på att vi är inne på gränsöverskridande miljöproblem. Vi är inne på den inre marknadens möjligheter att fungera. Normalt brukar förslagen ändå vara orimligt byråkratiska – så inte i detta fall.

Detta är ett förslag som undviker byråkratisering. Våra föredragande är på rätt spår. Här föreslås sträng och skärpt kontroll. Att använda gifter som exempelvis alkohol och tobak ska vara ett individuellt beslut. Som kollektiv ska vi kunna skyddas mot förgiftningar. Detta är förslaget.

Här finns samtidigt flexibiliteten, ömsesidigt erkännande, zonindelning, rätt för nationerna att förbjuda bekämpningsmedel utöver dem som står här, vilket är alldeles utmärkt. Redan godkända bekämpningsmedel återkallas inte. Jag finner faktiskt detta tveksamt. Vi bör vara mycket stränga när det gäller gifter av detta slag.

Jag vill påminna om att vår kollega, Mote, pekade på risken för att medborgarna kommer att köpa från andra länder när vi inför strängare regler i EU. Det tror jag inte. Det är viktigt att det står att detta är sådant som kommer från EU:s medlemsländer. Då kommer folk att köpa just detta. Därför rekommenderar jag kammaren att rösta ja till denna utmärkta kompromiss.

  Françoise Grossetête (PPE-DE). - Madame la Présidente, je voudrais bien sûr féliciter nos rapporteures, puis saluer l'accord qui a été trouvé grâce au travail remarquable qu'elles ont accompli avec l'aide de la Commission européenne et du Conseil. Il s'agit là, en effet, d'un accord qui me paraît particulièrement important parce que c'est un accord équilibré qui prend en compte les intérêts de chacun, c'est-à-dire, la protection de la santé du consommateur - ce consommateur qui est inquiet dès que l'on parle de pesticides, qui est soucieux quand il entend que des résidus de pesticides contaminent les fruits, les légumes et les céréales. L'objectif de réduction contenu dans l'accord, avec la suppression des substances cancérigènes et génotoxiques, est donc très important.

Protection de l'environnement et de la biodiversité, avec la prise en compte du problème des abeilles, protection de l'eau, protection de nos sols, bien évidemment. Protection de l'agriculteur aussi, cet agriculteur qui est le premier concerné par l'utilisation de ces pesticides, qui verra avec satisfaction l'harmonisation de la réglementation, la simplification des procédures, qui pourra continuer d'utiliser certaines substances dont il a besoin pour l'agriculture, mais une agriculture que nous voulons aujourd'hui durable. L'industrie chimique, dont l'agriculture a besoin, se doit également d'évoluer, de trouver des solutions alternatives. Avec ce texte, on ne pourra plus confondre les notions de danger et de risque. Les pesticides sont évidemment dangereux mais ce sont les modes d'utilisation qui déterminent si ceux-ci représentent un risque pour le professionnel, pour le consommateur et pour l'environnement. Il faut donc assurer une bonne formation des professionnels, l'information du grand public, une sorte d'école des bonnes pratiques.

Je termine en disant qu'il faut absolument harmoniser les contrôles à l'importation. Car on ne peut pas exiger un certain nombre de choses de nos agriculteurs et continuer d'introduire dans l'Union européenne des produits qui ne respecteraient pas notre réglementation. Il y aurait là un risque de concurrence déloyale.

  Thomas Wise (NI). - Madam President, I do not know what is going on, but I am reminded of Vladimir Ilyich Lenin, one of whose most famous quotes is ‘worse is better’. As I enter the last six months of my tenure in this place, I can see that is just what is happening. Worse is better! It is better from my point of view, because the sooner people realise just how damaging the EU is to their incomes, their livelihoods and food production, then we will be better off out – and that is what I stand for.

This report takes no cognisance of hazard or risk; it cannot identify between the two of them. Let me tell you now. It is icy out there – that is a hazard. There is a risk I will fall over when I walk home. You can legislate for neither of them.

It will damage food production. It will put farmers out of business. It will make food prices higher, particularly in the UK. I will be voting against this because worse is better and, when the message gets out, we in Britain will leave the EU.

  Dorette Corbey (PSE). - Voorzitter, dank aan de rapporteurs en de schaduwrapporteurs. Ik denk dat het compromis dat bereikt is, een stap in de richting van duurzamere landbouw is. Dat is heel hard nodig. Natuurlijk spelen pesticiden een belangrijke rol in het voorkomen van ziekten en plagen van ongedierte, maar chemische bestrijdingsmiddelen vervuilen ook het milieu en kunnen schadelijk zijn voor de gezondheid. Het is daarom belangrijk dat we de kloof tussen aan de ene kant de reguliere landbouw en aan de andere kant de biologische landbouw op een verantwoorde wijze kleiner gaan maken. Deze wetgeving doet dat precies, vooral via drie maatregelen die hier van belang zijn.

Allereerst worden sommige van de meest gevaarlijke chemische bestrijdingsmiddelen verboden. Er is een uitzondering mogelijk, als er nog geen alternatieven voorhanden zijn. De tulpenteelt is dus niet in gevaar, maar wat minder gif bij de tulpenteelt kan absoluut geen kwaad.

Ten tweede - en dat is minstens even belangrijk - zijn er stimulansen in de wetgeving opgenomen om de ontwikkeling voor meer duurzame middelen en middelen voor de kleine teelten te bevorderen. Kleine teelten zijn gewassen die slechts in beperkte hoeveelheden worden verbouwd, zoals tomaten, spruiten en tulpen. Veel tuinders vreesden dat deze teelten door de wetgeving in gevaar zouden komen, maar deze vrees is gelukkig ongegrond gebleken. Integendeel, in de verordening wordt de komst voorbereid van een speciaal fonds ter bevordering van onderzoek naar middelen voor kleine teelten.

Een derde maatregel is ook van belang; lidstaten moeten in het kader darvan plannen maken om de risico's van het gebruik van resterende chemische bestrijdingsmiddelen te verminderen. Het gebruik van chemische bestrijdingsmiddelen wordt overal en met name op gevoelige plekken, zoals vlakbij scholen, teruggedrongen. Ook dat is belangrijk.

Voorzitter, dit zijn stuk voor stuk maatregelen die het milieu en de gezondheid van mensen ten goede komen. Wat mij betreft was het beter geweest, wanneer we ook de neurotoxische stoffen verboden hadden; deze stoffen kunnen de werking van het menselijk zenuwstelsel beïnvloeden. Die moet je dus niet op landbouwgewassen willen spuiten.

  Frédérique Ries (ALDE). - Madame la Présidente, les citoyens européens doivent se féliciter aujourd'hui du très bon accord auquel sont parvenus la Commission, le Conseil et bien entendu nos rapporteures, sur ce dossier des pesticides et ce, dans un climat, cela a été dit, de lobbying très intense et particulièrement efficace, si j'entends ce débat, en Grande Bretagne et en Irlande.

Un paquet législatif qui concilie donc santé et environnement, compétitivité et innovation, au lieu de les opposer comme c'est trop souvent le cas. Il faut garder à l'esprit, en effet, que si les quelque 800 molécules chimiques concernées jouent un rôle indéniable de protection des récoltes contre les nuisibles, nombreuses sont les voix aujourd'hui qui dénoncent l'exposition de populations à des risques sanitaires évitables et je pense, bien entendu, en particulier aux agriculteurs, plus exposés que d'autres encore à certaines substances nocives, CMR ou perturbateurs endocriniens.

Les chiffres de l'OMS sont édifiants, un million d'empoisonnements graves par les pesticides avec quelque 220 000 décès chaque année. C'est cette philosophie du tout chimique, de l'effet cocktail, d'une vision à court terme de l'agriculture qui est aujourd'hui remise en cause, un changement de cap nécessaire qui, demain, si le compromis est bien entendu accepté par notre plénière, portera sur les fonts baptismaux une politique des pesticides ambitieuse, réaliste et résolument moderne. Ambitieuse, parce que les Européens souhaitent comme nous se débarrasser des produits dangereux, ils soutiennent aussi l'interdiction de la pulvérisation aérienne et une protection renforcée pour les zones publiques; réaliste, parce que les cycles de vie économique sont respectés, les deux tiers des substances mises sur le marché sont sûres et bénéficient donc de l'autorisation de 10 ans renouvelables, les industriels n'ont pas de motifs de légitime inquiétude.

Je conclus, Madame la Présidente, ce paquet pesticide est moderne parce que la gestion intégrée des pesticides est un volet essentiel d'une nouvelle politique agricole, avec pour l'Europe, moins mais mieux de pesticides.

  Zbigniew Krzysztof Kuźmiuk (UEN). - Pani Przewodnicząca! W debacie nad sprawozdaniami dotyczącymi zrównoważonego stosowania pestycydów oraz wprowadzania do obrotu środków ochrony roślin, chcę zwrócić uwagę na trzy kwestie.

Po pierwsze omawiane regulacje dotyczą tylko dwóch etapów stosowania środków chemicznych, mianowicie wprowadzania do obrotu i ich stosowania, natomiast trzeci etap, czyli ich wycofywanie z obrotu lub utylizacja, dopiero czeka na odpowiednie regulacje. W moim kraju, Polsce, to właśnie utylizacja środków ochrony roślin wymaga może nie tyle dodatkowych regulacji prawnych, ale raczej znaczącego wsparcia finansowego, aby samorządy, na terenie których znajdują się składowiska tego rodzaju substancji, mogły je zutylizować. Po drugie, dobrze się stało, że zgodnie z zasada pomocniczości to poszczególne kraje członkowskie będą ostatecznie decydowały o potwierdzaniu, ograniczaniu lub odmowie zatwierdzania stosowania produktu chemicznego na swoim rynku. Wreszcie po trzecie, chciałbym wyrazić nadzieję, że przyjmowane przez Parlament rozwiązania stworzą w stosowaniu środków ochrony roślin równe warunki dla wszystkich rolników w Unii Europejskiej, a także ograniczą do minimum nielegalne praktyki w handlu i stosowaniu tych środków.

  Madeleine Jouye de Grandmaison (GUE/NGL). - Madame la Présidente, les propositions du rapport vont dans le bon sens et j'en félicite les rapporteures. S'il est vrai, comme la Commission le dit, que les pesticides concernent largement la politique agricole commune, il n'en demeure pas moins qu'une telle directive doit viser à avoir largement comme base juridique l'environnement et la santé publique. Son envergure ne peut être réduite à un simple problème d'harmonisation du marché ou de compétitivité. J'en veux pour preuve le cas des régions ultrapériphériques françaises de Martinique et de Guadeloupe où, dans le cas de la Martinique, 20% des sols, 20% de la surface de l'île, soit une surface de 1 000 km2, sont pollués pour une durée indéfinie par la molécule de chlordécone dont la rémanence n'est pas connue. Molécule qui a pollué non seulement les sols mais aussi les eaux de surface, certaines nappes phréatiques et la région côtière en eaux marines, au grand dommage de notre économie. Et qui pense aux problèmes actuels de santé publique? S'il n'est pas trop tard, je conseille au Parlement l'étude du cas de la Martinique, que la France connaît très bien.

Il est indispensable que cette directive vise à réduire fortement l'utilisation des pesticides chimiques, notamment par la promotion de solutions alternatives durables comme l'agriculture biologique et les biopesticides. Ce sera à l'honneur du Parlement! Enfin, n'oublions pas - et on l'a rappelé beaucoup – les ravages des pesticides sur la faune, notamment les abeilles. Il faut aussi que le Parlement soit vigilant en ce qui concerne les produits de libre échange, en particulier les produits agricoles en provenance de pays qui ne sont pas rigoureux en matière d'utilisation des pesticides.

  Kathy Sinnott (IND/DEM). - Madam President, what we have in common here is a desire to protect health, but we should remember that it is the farmers who produce the good, fresh, nourishing food that is the basis of our health. I come from a very wet country. My farmers struggle continually with fungal infestation. Fungi – unlike insects that come and go – come and stay. To ban, or impose diluted, fungicides could make potato and grain farming impossible in Ireland, but this proposed legislation is already having another effect.

Already in our media there are articles promoting GM potato-growing as an answer to the EU restrictions on pesticides. Which will be more damaging to bees and the environment: the continued responsible use of pesticides as practised by Irish farmers, or GM? We are told pesticides might disrupt DNA. GM is based on disrupting DNA. It is more necessary than ever that we start with a full impact assessment.

  Fernand Le Rachinel (NI). - Madame la Présidente, chers collègues, à la suite du trilogue entre le Conseil, le Parlement et la Commission, le texte adopté le 18 décembre sur le paquet pesticides semble bien équilibré.

En effet, il prend en compte à la fois les intérêts des agriculteurs et la nécessaire protection de l'environnement, y compris des zones protégées. Ayant suivi ce dossier de près, je me félicite du résultat obtenu, qui permettra aux agriculteurs de poursuivre leur activité économique sans être pénalisés par l'élimination complète des pesticides et des produits phytosanitaires, qui seront strictement encadrés.

Je rappelle à ce propos que les producteurs de légumes et de fruits acides de ma région de Normandie sont en pointe depuis plusieurs années en matière agro-environnementale. Le Conseil et le Parlement européen ont trouvé heureusement un terrain d'entente fort utile en cette période d'incertitudes aggravées par le bilan de sortie de la PAC et les menaces qui pèsent sur le budget agricole.

Enfin, nous serons toujours avec les agriculteurs pour défendre leur outil de travail et leur rôle irremplaçable dans la société, qui est d'abord de nourrir leurs semblables et ensuite, de préserver le paysage et d'aménager le territoire à la satisfaction de tous. Face à la pression irresponsable des écologistes, il est réconfortant que le bon sens l'ait emporté.

  Anja Weisgerber (PPE-DE). - Frau Präsidentin, liebe Kolleginnen und Kollegen! Wir stimmen morgen über Neuregelungen zum Thema Pflanzenschutz ab, einem Thema, das in der Bevölkerung sehr viele Emotionen weckt. Dies spiegelte sich auch in den Beratungen im Parlament wider. Wir alle wünschen uns frische, gesunde Nahrungsmittel aus der Region zu bezahlbaren Preisen ohne gefährliche Rückstände von Pflanzenschutzmitteln. Das im Trilog erreichte Ergebnis schafft die Voraussetzungen dafür. Die neue Pflanzenschutzverordnung ist ein großer Fortschritt für mehr Verbraucher- und Gesundheitsschutz.

Bei der Festlegung der Ausschlusskriterien wurde aber wieder wissenschaftlichen Kriterien statt politischen Dogmen der Vorzug gegeben. Im Vergleich zum Ergebnis unseres Parlaments in erster Lesung ist das Ergebnis des Trilogs ein riesengroßer Fortschritt. Es werden nicht mehr fast 80 % aller Wirkstoffe betroffen sein, sondern nur noch diejenigen, die ein Risiko für die menschliche Gesundheit oder die Umwelt darstellen, und dies auf wissenschaftlicher Basis. Damit werden auch in Zukunft ausreichend viele Pflanzenschutzmittel zur Verfügung stehen, um nachhaltig wirtschaften zu können. Aber es werden auch die Stoffe verboten, die wirklich gefährlich sind.

Bei der Zulassung von Pflanzenschutzmitteln wird es künftig nicht mehr 27 nationale Zulassungen geben, sondern nur noch 3 Zulassungszonen. In diesen Zonen müssen die Mitgliedstaaten ihre Zulassungen dann grundsätzlich gegenseitig anerkennen. Die neue Pflanzenschutzmittelverordnung bringt die lange zu Recht eingeforderte Harmonisierung auch im Pflanzenschutzmittelbereich. Wir haben damit ein einheitlich hohes Schutzniveau, ohne dabei eine nachhaltige landwirtschaftliche Produktion innerhalb Europas zu gefährden. Wir bekommen jetzt einen wirklichen Binnenmarkt, einheitliche Wettbewerbsbedingungen und einen großen Fortschritt für den Gesundheitsschutz. Das ist ein schöner Erfolg für Verbraucher und Landwirte.   Daciana Octavia Sârbu (PSE). - Utilizarea produselor fitosanitare în conformitate cu practicile agricole eficiente este esenţială pentru producerea unor cantităţi suficiente de alimente de calitate, care să ofere o protecţie ridicată a sănătăţii consumatorului şi a mediului înconjurător.

Reducerea riscului şi impactului asociate cu utilizarea pesticidelor şi stabilirea unor ţinte de reducere a frecvenţei folosirii acestor produse vor contribui la asigurarea unei agriculturi durabile.

Prezenţa unui nivel ridicat de pesticide în alimentele consumate în Uniunea Europeană este rezultatul dependenţei de aceste produse chimice care, deşi sunt necesare pentru controlul infestării şi creşterea randamentului producţiei, pot avea efecte negative asupra sănătăţii publice.

Unele state membre, printre care şi România, se confruntă cu un grad ridicat de infestare a terenurilor agricole, utilizarea pesticidelor fiind aparent metoda cea mai bună pentru eliminarea dăunătorilor.

Din acest motiv, propunerile de aplicare a managementului integrat al pesticidelor, utilizarea substanţelor alternative şi gestionarea riscurilor vor favoriza producerea unor produse agricole corespunzătoare, care să ţină seama de mediul înconjurător şi de siguranţa sănătăţii publice, reducând astfel dependenţa de produsele fitosanitare.

Totodată, numărul mare de dăunători existenţi pe suprafeţele agricole din România ne obligă să folosim tratamentele din avion. Însă, odată cu intrarea în vigoare a directivei, aceste pulverizări se vor face doar atunci când nu există soluţii alternative viabile de combatere a dăunătorilor, pentru a se asigura un nivel suficient de protecţie a mediului.

Sunt mulţumită de rezultatul compromisului, care a primit sprijinul majorităţii grupurilor politice şi care asigură un echilibru între disponibilitatea produselor fitosanitare şi, implicit, a unei cantităţi suficiente de produse alimentare, menţinerea competitivităţii fermierilor europeni şi creşterea gradului de protecţie a mediului şi sănătăţii.

  Holger Krahmer (ALDE). - Frau Präsidentin, verehrte Kollegen! Pflanzenschutzmittel waren und bleiben essenzielle Betriebsmittel der Agrarwirtschaft. Landwirte brauchen eine Mindestauswahl an Pflanzenschutzmitteln, denn es geht um den Schutz der heimischen Kulturlandschaft, hochwertige Ernährung und den Schutz der Ressourcen.

Wir führen Diskussionen um Chemikalien zu oft auf einer sehr irrationalen Ebene. Um aber vernünftige Ergebnisse zu bekommen, müssen wir rational denken und handeln. Die Auswirkungen der ursprünglichen Parlamentsposition wären fatal gewesen: ein breites Verbot an Pflanzenschutzmitteln, damit geringere Erträge in der Landwirtschaft und in letzter Konsequenz steigende Lebensmittelpreise. Daher bin ich froh, dass in den Trilogverhandlungen ein gerade noch akzeptabler Kompromiss gefunden wurde. Es ist begrüßenswert, dass wir die Dreizonenregelung beibehalten haben, wenn auch mit erheblichen Ausnahmen für die Mitgliedstaaten. Ein mutiger Schritt zu einer konsequenten Binnenmarktlösung sähe an der Stelle anders aus.

Neben den akzeptablen Kompromissen sollten wir einer endgültigen Definition von endokrin wirksamen Substanzen nicht vorgreifen, sondern der EU-Kommission auch tatsächlich die vier Jahre Zeit geben, eine wissenschaftlich fundierte Definition vorzulegen. Andernfalls überdehnen wir an dieser Stelle das Vorsorgeprinzip.

Ich finde es bedauerlich, dass wir keine Folgenabschätzung zu der jetzt getroffenen Vereinbarung zulassen.

  Janusz Wojciechowski (UEN). - Pani Przewodnicząca! Finalizujemy kolejne prace nad porządkowaniem w Unii Europejskiej spraw ważnych dla zdrowia ludzi. Wierzę, że osiągamy tu dobre kompromisy zmierzające do tego, aby wprowadzane restrykcje sprzyjały ochronie zdrowia, lecz nie zagrażały rozwojowi rolnictwa europejskiego.

Pamiętajmy jednak, że wszystkie tego rodzaju zmiany zaostrzające warunki bezpieczeństwa w rolnictwie powodują znaczne koszty, które spadają na barki naszych rolników, od których wymagamy skutecznej konkurencji na rynkach światowych. To oni zapłacą więcej za bezpieczniejsze pestycydy. Powtórzę to, co mówiłem z tego miejsca wiele razy: wprowadzajmy wysokie wymagania dla naszych rolników i producentów żywności, ale stosujmy te same wymagania wobec importerów żywności spoza Unii. W przeciwnym razie wszelkie podwyższanie standardów obróci się przeciwko nam.

  Jim Allister (NI). - Madam President, I do not accept that we have yet got a balanced package on this matter. For me this debate highlights two follies: first the abject folly of the EU, without pausing for even an impact assessment, dashing down the road of banning multiple plant protection products, not caring that there are no substitutes and that indigenous food production will drastically suffer, particularly in the cereal and vegetable sector, and thereby forcing ever-increasing dependence upon imports from countries who care nothing about these things.

Madam President, I have heard much talk in this debate about science, but what sort of science is it that does not subject itself to proper impact assessment?

The second folly is that of my country in particular, which is perhaps the most affected by these proposals, having subjected itself to qualified majority voting in the Council on these matters to the point where we are now probably going to be impotent to resist them. It is due to the idiocy of subjecting ourselves to qualified majority voting that we find ourselves in this position, and yet some under Lisbon would say we should hand over more and more subjects to that category.

  Richard Seeber (PPE-DE). - Frau Präsidentin! Es handelt sich hier um einen ausgewogenen Kompromiss, darum werde ich ihn auch unterstützen. An dieser Stelle auch Dank an alle Beteiligten. Das Dossier war, wie wir hier in der Debatte auch hören, sehr emotionalisiert, und trotzdem ist es gelungen, die verschiedenen Schutzziele, die wir mit dieser Gesetzgebung verfolgen, unter einen Hut zu bringen.

Europa gibt sich hier eine der modernsten Pflanzenschutzgesetzgebungen weltweit und das ist ein großer Verdienst. Wichtig war, dass wir eine Balance finden zwischen den angestrebten Schutzzielen, wie eben dem Gesundheitsschutz, den Binnenmarktzielen und natürlich dem Umweltschutz, aber auch zwischen den einzelnen Schutzzielen hat man ein ausgewogenes Ergebnis erreicht. Wichtig war dabei, dass wir die verschiedenen Prinzipien beachtet haben, wie beispielsweise, dass das Ganze auf Fakten und wissenschaftlichen Grundlagen basiert und nicht auf Emotionen, zum Zweiten, dass wir hier nach wie vor bei dem risikobasierten Ansatz und nicht beim gefahrenbasierten Ansatz geblieben sind. Gerade für die Praktikabilität des gesamten Gesetzgebungswerkes und auch für dessen spätere Umsetzung ist das äußerst wichtig.

Gleichzeitig ist auch zu bedenken, dass wir vor allem jetzt in der Umsetzung nicht Importe bevorzugen und sozusagen die innerstaatliche beziehungsweise innereuropäische Produktion benachteiligen. Aber hier hat die Kommission noch eine große Aufgabe vor sich. Insgesamt wurden diese Prinzipien ausgewogen berücksichtigt. Deshalb können wir auch mit dem Kompromiss leben. Was die Details angeht, so ist für mich besonders wichtig, dass die Mitgliedstaaten insbesondere im Gewässerschutz die nötige Flexibilität, Subsidiarität an die Hand bekommen, um eben auf ihre spezifischen Gegebenheiten eingehen zu können. Holland kann dabei nicht mit Deutschland oder auch mit Malta oder Griechenland verglichen werden. Wichtig ist auch, dass der Einsatz von Pestiziden in Natura-2000-Gebieten und in Vogelschutzgebieten auf ein Minimum zurückzuführen ist. Auch hier haben die Mitgliedstaaten einen Spielraum, das entsprechend umzusetzen. Insgesamt aber ein Kompromiss, der von allen mitgetragen werden sollte.

  Bogdan Golik (PSE). - Pani Przewodnicząca! Na wstępie pozwolę sobie pogratulować paniom posłankom tak świetnie przygotowanych raportów. Ze względu na ograniczenia czasowe odniosę się jedynie do raportu posłanki Klaβ i podkreślę niektóre braki proponowanej dyrektywy.

Dyrektywa ustanawia system szkoleń i certyfikatów dla dystrybutorów i profesjonalnych użytkowników pestycydów. W proponowanych rozwiązaniach należy jednak zapewnić możliwość wzajemnego uznawania przez państwa członkowskie zaświadczeń o ukończeniu szkolenia z zakresu stosowania pestycydów. Dyrektywa utrzymuje też regulację systemu kontroli technicznej i konserwacji sprzętu do stosowania pestycydów w oparciu o prawo krajowe. Moim zdaniem zasadna byłaby regulacja w tej kwestii na poziomie Wspólnoty. Oparcie takiej kontroli na normach międzynarodowych stanowiłoby podstawę do wzajemnego uznawania przez państwa członkowskie ich wyników. Jest to bardzo istotne w przypadku użytkowania pól zlokalizowanych na terenie sąsiadujących państw lub usługowego wykonywania zabiegu ochrony roślin. Ostatnim bardzo ważnym zastrzeżeniem, jakie chciałbym zgłosić, jest nieuwzględnienie specyfiki ochrony lasów. Nie jest możliwe utrzymywanie tych lasów bez oprysków z powietrza.

  Lambert van Nistelrooij (PPE-DE). - Voorzitter, als volksvertegenwoordiger uit Nederland heb ik deze wetgeving met bijzondere belangstelling en ook met zorg gevolgd. Het gaat voor ons, als pays-bas, laag gelegen land om een zeer specifieke situatie. Anders dan in andere gebieden in Europa kun je daar niet werken met Europees opgelegde bufferzones langs alle waterlopen. Dat werkt niet. Je maakt een normale duurzame productie in land- en tuinbouw onmogelijk. Nederland staat evenwel ook bekend om die kleine teelten, om tulpen, uien, witlof enz. en derhalve dient heel specifiek te worden gekeken naar hoe het compromis komt te luiden. Het compromis dat nu gesloten wordt, is veel beter dan dat in met name het voorstel van mevrouw Breyer, waarover in de commissie is gestemd. Toen stemde ik daar als lid van de EVP-Fractie tegen. Er is nu sprake van goede overgangsregelingen waarbinnen de industrie met innovatie, met vervangende middelen, verder kan komen. Bovendien krijgen we nu dat fonds voor de kleine teelten, waarmee een goede push kan worden gegeven in de richting van deze alternatieven. De drie regelingen, de drie zones in Europa voor erkenning en toelating, zijn ook veel beter afgestemd op de praktijk.

Eén zorgpunt nog, Voorzitter. Dat betreft de toelating van producten van buiten de Europese Unie. Wij nemen het voortouw om tot een goed evenwicht tussen volksgezondheid en praktische toepasbaarheid te komen, maar wat gebeurt er met de import van buitenaf? Ik vind dat die concurrentiepositie in de WTO, waar dit soort zaken aan de orde komt, die parallelle import en parallelle handel aan de orde gesteld moeten worden.

Wij kunnen akkoord gaan met het voorstel; dank aan de rapporteurs en met name onze dank voor de inzet van mevrouw Klaß en mevrouw Hennicot-Schoepges; blijft echter dat ene zorgpunt waar het de agrariërs om gaat: wíj zijn duurzaam bezig, maar de anderen...? Dat is dus een onopgelost probleem. Graag uw antwoord daarop.

  Csaba Sándor Tabajdi (PSE). - Kedves képviselőtársaim, az élelmiszerbiztonság kiemelt uniós cél, de ez egy rossz kompromisszum. Magyarország a Tanácsban és a magyar európai parlamenti képviselők ezt a jelentést nem fogadják el, mert ez káros az európai mezőgazdaság számára.

Két különösen nagy problémánk van. A zónarendszer mesterséges és ellentétes az Európai Unió szubszidiaritási elvével, nem teszi lehetővé – éppen a holland képviselőtársam felszólalása is bizonyította – a rugalmas reagálást. Káros az európai mezőgazdaság számára azért is, mert a kockázatok mértéke megnő, a rezisztenciaveszély megnő, nőnek a termelési költségek, és sokan említették, hogy az Unión kívüli tagállamok termékeit nem fogjuk tudni ellenőrizni. Ilyen értelemben ez az irányelv rendkívül komoly veszélyekkel jár.

S végezetül, a radikális környezetvédelmi szempontok azt eredményezik, hogy a növényvédő szerek visszaszorítása a GMO-nak fog teret teremteni, ami pedig nem lenne kívánatos itt Európában.

  Mairead McGuinness (PPE-DE). - Madam President, I would like to thank those who worked on these two important reports. One would imagine from the contributions of some here this evening that the EU had absolutely no control currently on the marketing and use of these chemicals – we do! We have strict rules at the moment and, indeed, rules on residues and food. So I bow to neither side nor extreme of this debate this evening, particularly those who fail to see the need for plant protection products in food production and those who say that these two pieces of legislation are a disaster for farming and the food production in Europe.

I am a bit concerned about the comments of Commissioner Dimas when he says that people are worried about pesticides. Yes, that may be the case, but the question is: how justified are these worries? What have you done as the Commission to point out to consumers that the vast bulk of our food is produced using products to give us quality, safe food? Yes, some ingredients used in chemicals are very hazardous, but the risks of using them depend on how they are used and depend on compliance with maximum residue levels (MRLs) in our food. As far as I am concerned, those who use them are well-trained, in my experience, and we need perhaps to step up the training in other Member States.

Twenty-two substances are on the way out; in Ireland and the UK there are huge concerns about cereal production and potatoes. The questions are: will the agrochemical industry respond and produce new products? The Commission does not have the answer to that question. Will the derogations work? What happens if there are no alternatives? I think that that needs to be addressed, because we in Ireland want to continue producing cereals and potatoes. The question of imported food is a very real one, and I beg for five seconds extra on it. If the Commission would work with EU food producers on this, we could make progress. It is just not tenable that the Commission can sit here and say that we will ban the use of substances in Europe but that those outside the European Union can continue to send us food using those substances. It is not a competitive position, it is not tenable, and I ask you to address it here this evening.

  Pilar Ayuso (PPE-DE). - Señora Presidenta, me voy a referir al informe Breyer. Tengo que decir que los agricultores europeos son plenamente conscientes de que en la utilización de los productos fitosanitarios debe prestarse particular atención a la salud humana y también a la protección del medio ambiente. Sin embargo, el sector está profundamente preocupado porque el Parlamento Europeo no entiende el impacto que este Reglamento puede tener en el futuro.

Y es que hay evaluaciones de su potencial de impacto que señalan que, debido a la escasa disponibilidad futura de productos fitosanitarios, va a ser muy difícil el control de plagas y enfermedades que afectan al cultivo de gran cantidad de alimentos, concretamente, a todos los productos mediterráneos, y también al cultivo de plantas ornamentales y de flor cortada.

Soy plenamente consciente de que el acuerdo adoptado en el diálogo a tres bandas ha sido el resultado de una ardua negociación y no puedo menos por ello que reconocer el trabajo que han hecho los ponentes. Pero, no obstante, hay que tener en cuenta que la definición temporal de los disruptores endocrinos va a dar lugar a la desaparición de una gran cantidad de sustancias activas, especialmente insecticidas, de importancia clave para la agricultura.

Los productores tienen que tener a su disposición una cantidad suficiente de sustancias activas para combatir con eficacia y seguridad cualquier enfermedad o plaga de las plantas, teniendo en cuenta que muchas veces el peligro no suele estar en el producto, sino en el mal uso que se hace del mismo.

Por todo ello, la delegación española del Grupo del PPE-DE apoya las propuestas que solicitan la evaluación de un impacto y va a votar a favor de las enmiendas del señor Sturdy, que yo misma he firmado, relativas a los disruptores endocrinos, y aquellas que favorecen la disponibilidad de productos fitosanitarios en caso de emergencia.

Además, si este Reglamento se adopta en los términos del acuerdo alcanzado, los efectos serán una reducción de la producción de alimentos y una subida de los precios que nos llevará a la importación de esos mismos alimentos que no producimos, pero tratados con los productos que estamos prohibiendo.

  Robert Sturdy (PPE-DE). - Madam President, on the Breyer report, I say to the Commission, why are you against an impact assessment? What is so vital or of so much concern that the Commission are opposed to an impact assessment?

There is no scientific evidence to suggest that some of the products that we have been using are dangerous to public health. Some of them are, but there are quite a few you propose to take off the menu that are not dangerous. I am thinking particularly here of one called Triasol which is vitally important to the production of wheat within the European Union. You have failed, and I mean this quite clearly, you the Commission have failed the general public when you failed to stop GMOs coming into the European Union, and the Commission admits this. You have admitted the fact that you have failed to stop GMOs coming into Europe. You failed when it came to the report that I did on maximum residue levels. We have a member here from DG SANCO – the Commissioner is busy talking at the moment, but when she has stopped talking she might just listen to what I have got to say. They have failed to control imports coming in with maximum residue levels of pesticides. They are being found on supermarket shelves.

So, if we are going to ban these products within the European Union, what are you going to do about the imports coming in? Are you just going to say: well, it does not really matter – these products are going to be coming in anyway? Let us leave it and just assume that people will not bother about it?

Farmers throughout the European Union have been the most responsible people when it comes to producing food and putting this legislation in place basically means saying to them that they are fools and they are not interested. No farmer in his right mind would use a chemical which is dangerous to public health. We have done a huge amount of surveys on this.

I leave you with one or two last thoughts on this. We are about to ban battery cages for the production of eggs and yet you will give a derogation on that. Yet that is fairly important to people. I worry about the fact that you, the Commission, have failed so far to put in place all the legislation which we have. It is vitally important here that you give the farmers the opportunity to prove themselves and prove the fact that these products are safe.

  Alojz Peterle (PPE-DE). - Zaskrbljujoči zdravstveni trendi so v veliki meri posledica neodgovorne rabe pesticidov. Jasno je, da ne moremo imeti več zdravja in manj raka s čedalje bolj zastrupljeno hrano. Govorim o enem od ključnih vprašanj v zvezi z okoljem in zdravjem, zato nam ne morejo pomagati kozmetične akcije, ampak sprememba razvojne paradigme.

Delo, ki sta ga opravili kolegici Christa Klaß in Hiltrud Breyer s poročevalci v senci, je korak v pravo smer in zato jima izražam vse priznanje. Vesel sem, da obe poročili odpirata več front prizadevanj hkrati, ki zajemajo proizvajalce, prodajalce in uporabnike pesticidov. Hkrati pa zahtevamo nacionalne akcijske plane s kvantificiranimi cilji.

Zelo pomembno se mi zdi, da je vključeno tudi obveščanje sosedov, kar je pomembno ob ljudeh še posebej za čebele. To pomeni, da lahko preprečujemo škodo že s samo pozornostjo do tistih, ki bi jih lahko prizadeli. V direktivo smo zapisali, da države članice lahko v svoje nacionalne akcijske načrte vključijo določbe o obveščanju sosedov – raje bi videl, da bi zapisali, da morajo to storiti.

Prepričan sem, da je mogoče dati več prostora za zaščito rastlin z nekemičnimi, se pravi biološkimi in mehanskimi sredstvi.

  Neil Parish (PPE-DE). - Madam President, Commissioners, can I say to you that less than a year ago we were debating in this Chamber what we were going to do about global food security, and was there enough food in the world, and we were terribly worried about it. Here we are, less than a year later, debating this legislation tonight, which has the potential of actually reducing food production in the European Union; and there is a morality about producing food because what you must remember is that if we in Europe do not produce food we can probably pay for it, but the developing world cannot.

Much of this legislation will affect our crops – not only wheat, as Robert Sturdy has said, but potatoes in particular. We have had two of the worst summers that I have ever seen in the last two years in northern Europe. We have needed fungicides to reduce blight and actually grow the potatoes. And if people in Europe do not eat potatoes, what do they eat, Commissioners? They eat rice and they eat pasta both of which – and certainly rice – the developing world is very short of.

Further to what Robert Sturdy has said, many of these pesticides and fungicides we are using, if they are used properly and you have the proper withdrawal period, pose no problems, and by using these particular chemicals we can produce very good food. And if you stand and tell me that you will stop imported food coming in that has been actually sprayed with these particular types of chemicals – you will not! For the simple reason that, if they had been properly applied, you can actually test your wheat as much as you like as it comes through the port of Rotterdam, but you will find no residue there. So I think we really do have to wake up to the fact that we in Europe need to produce food and we need to produce it safely, make sure that we reduce the amount of chemicals we use, which we are already doing, and we have got to make sure that we are training farmers to spray properly, which again we are also doing.

So, I would urge you: please, have a proper impact assessment, because it was two years ago you did your impact assessment. We have had two of the wettest summers on record; it is time for you to look again. We really do urge you to have a proper impact assessment.

  Avril Doyle (PPE-DE). - Madam President, exaggerated claims have made it difficult to ascertain fact from fiction at different stages of this difficult debate. Yes, there is a need to control the use of agrochemicals – we all accept that – and, if not used sustainably, they can be hazardous to the user and the environment. But, if used sustainably, and if the maximum residue levels and withdrawal period are respected, they are of minimum risk, and of none at all to the consumer.

The proposal to base decisions for approval of an active substance on the intrinsic properties of the substance – the hazard-based approach – rather than basing it on the scientific principle of risk assessment is a major concern.

Alcohol, pure alcohol, is a hazard. If you drink pure alcohol, we know what happens. But when sufficiently diluted at 4% or 12% or whatever – when used sustainably – there is minimum risk. May I say that these are two different issues.

The EU impact assessment has been referred to. The scientific definition, and lack thereof, of endocrine disruptors has already been referred to. However, the positive note is that the derogation period will allow industry to invest in much-needed R&D and to develop new products and viable alternatives. I would invite the agrochemical industry and their CERP community to look into and invest in this area.

The anomaly of allowing imported food products using plant protection products generally, while we will not allow our farmers to use them, continues to be one of the mysteries and one of the major problems we have with legislation of this sort. However, on balance I think a lot of improvement is being made from the original proposal and I am inclined to support it.

  Colm Burke (PPE-DE). - Madam President, I wish to highlight the importance of explaining to affected stakeholders early on in the legislative process the reasons why it is necessary to regulate.

As a representative of a predominantly rural constituency, I have received a considerable number of representations from highly concerned constituents in the farming community on this particular dossier.

There is a general perception amongst this community that regulations are being arbitrarily handed down from Brussels without any input from the bottom up. Therefore, I firmly believe that Member State governments need to do a lot more explaining of these matters with affected stakeholders, rather than taking the easy route of foisting the responsibility on the so-called Brussels bureaucrats. After all, it is the Member States that have to implement these measures in the final instance, and it is the Member States that have the resources in terms of local representatives to explain these matters to farmers.

It is important that those who are producing food within the EU are not over-regulated compared to those who bring their produce onto the market from outside the EU. Any proposal must have balance for consumers, farmers and the environment, but we must also make sure that the correct information is made available to all of the stakeholders.

  Zuzana Roithová (PPE-DE). - Vážené kolegyně, vážení kolegové, jako lékařka citlivě vnímám, že je naší povinností vůči evropským spotřebitelům eliminovat takové rostlinné lékařské látky, které jsou nebezpečné, a to na základě vědeckých poznatků. Současně oceňuji, že se zpravodajům podařilo najít vyvážené řešení nové regulace tak, že bude motivovat průmysl hledat a vyvíjet alternativní bezpečnější pesticidy. Do té doby je nutné udělovat výjimky, které potřebují země s vlhkým podnebím, a jižní země to prostě musí pochopit. Trvám na tom, že členské státy, ale i Komise musí důsledně a nekompromisně kontrolovat, že také potraviny a květiny k nám dovážené ze zemí mimo Evropskou unii nebyly ošetřeny zakázanými pesticidy a fungicidy. Nejde jen o hodnocení úrovně reziduí v potravinách. Nesmíme dopustit takovou nerovnou soutěž pro evropské zemědělce. Připojuji se také k těm, kteří kritizují, že Evropská komise neprovedla dopadovou studii, a díky tomu bohužel nemůžeme občanům odpovědět na všechny pochybnosti ohledně této regulace, i když její smysl podporuji.

  Gerard Batten (IND/DEM). - Madam President, the common agricultural policy has done enormous damage to British agriculture at enormous financial and economic cost.

Now we have these proposals on pesticides. It is estimated that this directive could mean the banning of 15% of pesticides. It is estimated that such a ban would cut wheat yield by 26% to 62%, potato yield by 22% to 53% and some other vegetable yields by 25% to 77%. This will have the effect of sending retail prices soaring, affecting worst those least able to pay.

I wonder whether the rapporteurs could give us the identity of just one person afflicted by, or who has died from, the effects of these pesticides? Probably not! But I could tell you of lots of my constituents who cannot afford to pay more for their food bills.

  Péter Olajos (PPE-DE). - A növényvédő szerek használatáról szóló irányelv esetén örülök, hogy az lényegében nemzeti hatáskörbe került, különös tekintettel a pufferzóna nagyságára is és annak meghatározására. Támogatom a tagállami szintű cselekvési tervek előírását, és azt, hogy a jogszabály a használat mennyiségi csökkentését helyezi a középpontba. Örülök a légi permetezés terén kialakult kompromisszumnak is.

Ami a növényvédő szerek forgalomba hozataláról szóló rendeletet illeti, a tervezet alapvetően jó, amikor az emberi egészséget súlyosan károsító növényvédő szerek betiltásáról illetve azok fokozott helyettesítéséről szól. Ugyanakkor gondot látok a harmadik országból érkező anyagok ellenőrzésével kapcsolatban.

Elfogadhatatlannak tartom a növényvédő szerek 3-as zóna szerinti engedélyezését. Nem kell növényvédelmi szakértőnek lenni ahhoz, hogy az ember elborzadjon, ha arra gondol, hogy Magyarország például egy zónába kerülne az időjárási és mezőgazdasági termelés szempontjából igencsak különböző Írországgal.

  Reinhard Rack (PPE-DE). - Frau Präsidentin! Ich möchte ein Thema ansprechen, das heute in diesem Zusammenhang noch nicht diskutiert worden ist. Wir haben am Ende des Tages wieder einmal einen hoffentlich vernünftigen Kompromiss in Europa zustande gebracht. Aber was haben wir auf dem Weg dahin gemacht? Erinnern wir uns doch an die monatelangen Diskussionen mit zum Teil extremen Vorwürfen der einen Seite an die andere und umgekehrt. All das ist mit großer Begeisterung von den Medien aufgegriffen worden. All das hat in den Medien dazu geführt, dass Konsumenten verunsichert wurden, dass alle wieder einmal übereinstimmen konnten in der Beurteilung „Europa macht alles falsch“ und „Europa geht auf die Bürger los, statt auf die Bürger zu“. Jetzt, am Ende des Tages, kommen wir zu einer halbwegs vernünftigen Lösung, einer Kompromisslösung, aber immerhin einer, zu der es sehr viel Zustimmung geben wird. Was wird jetzt dann medial übrigbleiben? Wenig bis nichts!

  Czesław Adam Siekierski (PPE-DE). - Po raz pierwszy tak szeroko i wnikliwie Komisja Europejska, Rada i Parlament pracowały nad trudnymi przepisami związanymi z jakością i bezpieczeństwem żywności. Trzyletni wysiłek zamyka jutrzejsze głosowanie Parlamentu. Naszym zadaniem jest dbać by przepisy były jasne, bezpieczne, oparte na wiedzy, szczególnie gdy dotyczą tak wrażliwego obszaru, jakim jest produkcja żywności. Dlatego też z grupą posłów zwracamy uwagę na potrzebę stałego monitorowania skutków przyjmowanego rozporządzenia o dopuszczeniu pestycydów.

Mówimy, że oparte na głębokiej wiedzy przepisy będą budować zaufanie konsumentów do stosowania pestycydów na podstawach naukowych. Osiągnięty kompromis służy poprawie warunków zdrowotności ludności, ale podnosi koszty produkcji, o czym powinniśmy pamiętać, kiedy będziemy dyskutować o środkach finansowych na Wspólną Politykę Rolną. Pytamy także: czy importowana żywność spełnia te rygorystyczne przepisy obowiązujące w Unii? Proszę o poparcie poprawek 179, 180 i 181, które złożyliśmy wspólnie z innymi posłami.

  James Nicholson (PPE-DE). - Madam President, I have to say I have grave concerns about this proposal that is before us here tonight and the effects it will have on the future of our agricultural industry.

I want to put on record that I support the amendments put forward by Mr Sturdy, which I have signed, and which I am happy to support. I think they will at least help give the industry some support in the future.

Yes, we do need and we do require legislation, but it must be good legislation. We do not need to damage production in the process. We need a strong impact assessment to know what effects this will have, and this is what is required and what is needed, and this we do not have at present. We must have more facts and not fiction, and we certainly should dwell on the facts.

There is no point in Europe legislating itself out of business because we cannot control what is imported in. This is where the Commission have total double standards on what they impose within the European Union and what they allow into the European Union, for all that will happen is that people will go outside.

  Σταύρος Δήμας, Μέλος της Επιτροπής. − Κυρία Πρόεδρε, θα ήθελα να ευχαριστήσω όλους εκείνους οι οποίοι πήραν το λόγο στη σημερινή συζήτηση για τις πολύ εποικοδομητικές τους παρεμβάσεις. Με βάση το κείμενο που συμφωνήθηκε και το οποίο είναι συμβιβασμός, και μάλιστα πολύ επιτυχημένος, τα κράτη μέλη θα υποχρεούνται να καταρτίσουν εθνικά σχέδια δράσης στα οποία θα καθορίζονται ποσοτικοί στόχοι για τον περιορισμό των κινδύνων.

Με τα εθνικά σχέδια δράσης τα κράτη μέλη θα οφείλουν επίσης να παρακολουθούν τη χρήση των φυτοφαρμάκων που έχουν κατά καιρούς προκαλέσει συγκεκριμένα προβλήματα και να καθορίζουν στόχους μείωσης της χρήσης ορισμένων από αυτά. Πρόκειται για σημαντικό βήμα προόδου, το οποίο, πέραν της προστασίας της υγείας των ευρωπαίων πολιτών και του περιβάλλοντος, θα αποφέρει και οικονομικά οφέλη λόγω της μείωσης των δαπανών στα εθνικά συστήματα υγείας, ενώ ένα άλλο όφελος θα είναι η μικρότερη χρήση φυτοφαρμάκων που θα προκύψει από την παρούσα νομοθεσία.

Εκτός από τα εθνικά σχέδια δράσης, η προτεινόμενη συμβιβαστική δέσμη περιέχει και ορισμένες άλλες σημαντικές πτυχές. Πρέπει να λαμβάνεται υπόψη η αρχή της προφύλαξης. Στα πλαίσια της ολοκληρωμένης διαχείρισης επιβλαβών οργανισμών δίδεται προτεραιότητα σε άλλες μη χημικές μεθόδους φυτοπροστασίας.

Ενισχύεται η προστασία των περιοίκων και των διερχομένων προσώπων. Πιο συγκεκριμένα, τα εθνικά σχέδια δράσης θα μπορούν να περιλαμβάνουν διατάξεις σχετικά με την ενημέρωση των ατόμων τα οποία μπορεί να εκτεθούν σε μετακινούμενο νέφος που δημιουργείται από τους ψεκασμούς, ενώ οι εκτάσεις που πρόκειται να ψεκαστούν από αέρος δεν θα πρέπει να γειτνιάζουν με κατοικημένες περιοχές.

Όλοι οι διανομείς φυτοφαρμάκων, και όχι μόνον όσοι πωλούν σε επαγγελματίες χρήστες, θα μεριμνούν ώστε κάποια άτομα από το προσωπικό τους να διαθέτουν ειδικό πιστοποιητικό επάρκειας, που, βεβαίως, – έγινε μία παρατήρηση σχετικά – θα είναι αμοιβαία αναγνωρίσιμο, για την παροχή πληροφοριών σχετικά με τα φυτοφάρμακα και να είναι στη διάθεση των πελατών για παροχή συμβουλών. Από την υποχρέωση αυτή θα απαλλάσσονται μόνον ορισμένες κατηγορίες μικροδιανομέων.

Σε ό,τι αφορά την απαγόρευση του αεροψεκασμού, βρέθηκε συμβιβαστική λύση για τη διεκπεραίωση των αιτήσεων εξαίρεσης. Η εξαίρεση θα ακολουθεί διαδικασία που θα περιλαμβάνει δύο βαθμίδες. Πρώτα, την κατάρτιση γενικού σχεδίου αεροψεκασμού, το οποίο θα υπόκειται σε ρητή έγκριση των αρχών, και στη συνέχεια την υποβολή ειδικών αιτήσεων αεροψεκασμού, κατά περίπτωση, οι οποίες θα υπόκεινται στις προϋποθέσεις έγκρισης του γενικού σχεδίου.

Κλείνοντας, θα ήθελα να προσθέσω ότι η Επιτροπή είναι ικανοποιημένη από την έκβαση των διαπραγματεύσεων και, για το λόγο αυτό, είναι σε θέση να αποδεχθεί πλήρως τις προτεινόμενες συμβιβαστικές τροπολογίες.

The Commission has attached particular importance to this file and I have been personally committed to the highest level of public health which it seeks to achieve. There have been long and difficult discussions during the trialogue which the rapporteur has steered with great dedication and skill, and I thank her for that.

The Commission supported the common position and can now support the proposal as it emerges from the second reading. All the innovative aspects of the proposal have been retained, in particular the approval criteria, which will ensure that dangerous substances which pose a high risk to public health are eliminated or substituted by safer alternatives, improved mutual recognition, and the substitution of some products by safer alternatives. Let me reply, however, to some of the comments that have been made here.

According to the Commission’s estimate, only 4% of the substances currently on the market would disappear because they are endocrine disruptors and only 2% because they are carcinogenic, mutagenic or toxic to production. The total number of active substances which are currently on the market and which possibly would not be approved under the new regulation is expected to be less than 25 substances.

This evaluation has been confirmed by a report from the Swedish Chemical Agency and is also in line with the revised impact assessment from the UK Pesticides Safety Directorate. Moreover, I would like to point out that the new criteria will apply to substances already approved only upon renewal of their approval, and for most of them the renewal date is 2016. The industry will therefore have ample time to develop other safer substances.

I would also like to make reference to some comments made about imported food. Let me remind you that, as from 2008, we have the regulation on maximum residue levels which is fully applicable. If an active substance is not approved for use in plant reduction products in the EU, the maximum residue level for this substance is set at the level of detection. This MRL is valid for EU production, but also for imported food and feed.

There are, however, several reasons why an active substance could not be approved in the EU, and the possible risk to consumers is only one of them. Others can be linked to environmental issues or the protection of workers, which fall under the sovereignty of third countries where the pesticide is used. In these circumstances the use of the pesticide could not be acceptable for us, but the treated crops would not necessarily pose a risk to EU consumers. The third country which wants to export commodities treated with such substances to the EU may therefore ask for an import tolerance as long as it can submit data proving that there is no risk to human health from the consumption of these commodities and that these data are favourably evaluated by EFSA and formally adopted in EU legislation. This is the position regarding imported goods.

Coming back to the directive which we are hopefully about to adopt, the Commission considers the final compromise to be properly balanced, to achieve the objectives of health and environmental production, as well as to ensure the availability of pesticides to farmers. We now look forward to the formalisation of the second-reading agreement.

This is certainly a very good way for the European Parliament and the Council to start a new year, and good for our citizens as it benefits their health. It is also, we believe, beneficial to our farmers as it ensures their own production through specific measures, such as the promotion of safer products. What was achieved is important. It was achieved by all of us together and serves as an excellent example of how interinstitutional cooperation can directly benefit our citizens.

  Christa Klaß, Berichterstatterin. − Frau Präsidentin, liebe Kolleginnen und Kollegen! Wir können heute mit modernster Analytik ein Stück Würfelzucker im Bodensee feststellen. Wir müssen uns aber auch fragen, wie wir mit diesen neuen Erkenntnissen umgehen, was wir daraus machen.

Wir brauchen jetzt objektive Gefährdungseinschätzungen, die eine Balance zwischen den berechtigten Gesundheits- und Umweltanforderungen und den berechtigten Anliegen der Wirtschaft und der Ernährungssicherheit finden – auch im weltweiten Vergleich.

Die Fragen – die Kolleginnen und Kollegen haben sie ja auch gestellt – sind meiner Meinung nach von der Kommission nicht ausreichend beantwortet worden. Es reicht nicht aus zu sagen, es fallen vier oder es fallen zwei Stoffe weg und insgesamt sind es nur 25 Stoffe. Nein, wir wollen schon eine richtige wirtschaftliche Berechnung haben, eine Berechnung, die nicht nur wirtschaftliche Kriterien, sondern auch die gesundheitlichen Kriterien erfüllt. Da fehlt uns Evaluierung. Die Kommission muss jetzt die Auswirkungen dieser neuen Gesetzgebung gründlich evaluieren, damit wir wissen, wie es sich dann letzten Endes auswirkt. Das muss man auch weiterhin begleiten, denn wissenschaftliche Erkenntnisse gehen ja weiter.

Der gefundene Kompromiss bringt eine Neuausrichtung der europäischen Pflanzenschutzpolitik. Er bringt mehr europaweites gemeinsames Vorgehen und er fordert von den Mitgliedstaaten gezielte Maßnahmen, die einen nachhaltigen Einsatz von Pflanzenschutzmitteln garantieren.

Ich bedanke mich als Berichterstatterin für die Unterstützung. Wir haben es geschafft, von unterschiedlichen Ausgangspositionen zu einem guten Kompromiss zu finden. Für das neue Jahr wünsche ich mir mehr positives Denken. Denn eines darf man auch sagen, das hat mir ein bisschen gefehlt: Pflanzenschutzmittel sichern uns gesunde und ausreichende Lebensmittel und eine gesunde Kulturlandschaft in Europa!

  Hiltrud Breyer, Berichterstatterin. − Frau Präsidentin! Auch ich möchte mich bedanken für die lebhafte Debatte. Ich kann nur noch einmal betonen: Ich bleibe dabei, es ist ein Meilenstein für den Umwelt- und Verbraucherschutz, und vor allem ist es eine Sternstunde für Europa. Denn Europa wird auf die Überholspur gesetzt. Europa zeigt: Es ist weltweit Vorreiter. Denn dieser Ausstiegsbeschluss aus den hochgefährlichen Pestiziden ist weltweit einmalig, und damit kann die Europäische Union auch wuchern.

Nun zu den in dieser Debatte immer wieder vorgebrachten Argumenten, die Importfrage sei nicht geklärt: Das ist falsch, die Importfrage ist geklärt! Mit dem Verbot dieser hochgefährlichen Stoffe werden sie in Europa illegal. Das heißt, wenn wir Importe haben – nehmen wir Obst und Gemüse –, dann müssen diese Importe selbstverständlich der europäischen Gesetzgebung genügen, und zwar über die Rückstandsmengenverordnung. Wenn bei der Rückstandsmengenprüfung Substanzen – Pestizide – gefunden werden, die in Europa verboten wurden, ist das Produkt illegal. Das heißt, auch die Banane, die aus Costa Rica kommt und mit krebserregenden Stoffen behandelt wird, die bei uns dann auf den Index gesetzt und damit verboten werden, ist dann in der Europäischen Union illegal. Das ist also hier ganz eindeutig dadurch geklärt, dass wir auch die Rückstandshöchstmengenverordnung mit hinzunehmen. Somit besteht gar kein Grund, hier weiter Stimmung, Panik und Angst zu betreiben!

Ich kann nur noch einmal darauf hinweisen – dankenswerterweise hat die Kommissarin das schon herausgehoben: In der ersten Studie der PSD hieß es, 80 % der Pestizide verschwinden vom Markt. Inzwischen hat man diese Zahl erheblich reduziert. Leider sind Sie mit keinem Wort auf diese Korrektur der PSD-Studie eingegangen.

Beenden Sie also bitte diese Angst- und Stimmungsmache! Lassen Sie uns wirklich diesen Erfolg feiern, den wir hier alle hoffentlich zugunsten der Bürgerinnen und Bürger Europas, für die Umwelt, für den Gesundheitsschutz erzielen.

I heard what the Commissioner said on the food import situation. I think you are missing the point and I think, with respect, our rapporteur is also missing the point. Farmers in Europe will be banned from using particular substances. Their cousins outside the European Union can use these products. We will not find residues in the food that comes in. We are talking about a competitive disadvantage for EU producers. Perhaps at another point, we could address the real world rather than this vague ether we are currently in.   Nicodim Bulzesc (PPE-DE), in writing. I support the compromise of the Breyer Report on the placing of plant protection products on the market because it will provide for greater stability and security for farmers and food producers.

However, the compromise agreement states that the new legislation would only gradually replace the existing EU law, and that pesticides already approved under current rules would remain available until their existing authorisation expires. Products that contain hazardous substances are to be replaced within three years if safer alternatives exist.

If voted, the report will be a step towards better health through environmental protection and a means of allowing the EU to move on to a better system without further delays.

  Magor Imre Csibi (ALDE), în scris. Salut textul compromisului în vederea utilizării durabile a pesticidelor şi doresc să o felicit pe doamna Klaß pentru munca depusă.

Sunt de părere că avem în faţă un text echilibrat, prin care se interzice utilizarea unor pesticide nocive, dar fără a prejudicia agricultura europeană.

De asemenea, îmi exprim mulţumirea de a constata că printre metodele nechimice de protecţie a plantelor şi de gestionare a organismelor dăunătoare şi a culturilor nu se numără, ca şi alternativă, folosirea OMG-urilor. Ar fi existat posibilitatea de a le include printre metodele nechimice.

Astfel, s-ar fi deschis o portiţă pentru comercializarea în viitor, pe piaţa uniunii, a produselor alimentare ce conţin OMG-uri. Textul compromisului ne dovedeşte că nu este cazul.

Încă o dată, Parlamentul European spune un NU decisiv utilizării OMG-urilor. Astfel, vocea unitară a celor 58% dintre cetăţenii europeni se face din nou auzită. De data aceasta, avem alături de noi şi statele membre, reprezentate de Consiliu.

  Alexandru Nazare (PPE-DE), în scris. Reglementările din domeniul pesticidelor sunt importante pentru a reduce riscurile folosirii lor asupra sănătăţii populaţiei şi a mediului. Cu toate acestea, măsurile luate în acest scop trebuie să fie rezonabile şi să aibă în vedere atât calitatea producţiei, cât şi maximizarea recoltelor.

În contextul crizei economice, creşterea producţiei de alimente poate fi o soluţie. Aşa cum constata şi doamna McGuinness în raportul prezentat la sfârşitul anului trecut Comisiei pentru Agricultură, preţul grâului a crescut cu 180% în doi ani, iar preţurile la alimente în general au crescut la nivel global cu 83%. Aceste preţuri mari sunt generate de standardele înalte pe care le impunem producătorilor europeni.

Fără să contest necesitatea unei mai bune reglementări a utilizării pesticidelor, sunt totuşi de părere că unele dintre măsurile propuse vor duce la reducerea numărului de produse fitosanitare de pe piaţa UE. Ca efect, productivitatea unor sectoare va scădea, precum cel al cerealelor.

Anumite prevederi ale acestui act legislativ vor afecta producătorii, prin faptul că atrag după sine interzicerea majorităţii pesticidelor de pe piaţă, favorizând în schimb comercializarea produselor considerate mai sigure, dar şi mult mai scumpe. Astfel, vor creşte costurile de producţie, cei mai dezavantajaţi fiind fermierii din noile state membre.

  Rovana Plumb (PSE), în scris. Prin agrearea acestei recomandări de către toţi actorii implicaţi, se vor asigura condiţiile necesare corelării principiilor privind protecţia mediului şi a sănătăţii animalelor cu cel al bunei funcţionări a pieţei interne.

Prevederile privind recunoaşterea mutuală şi sistemul de zonare au fost acceptate de către România, având în vedere că în text au fost incluse clauze prin care statele membre (SM) pot lua măsuri de ajustare a condiţiilor de autorizare a produselor pentru protecţia plantelor (PPP), pentru a ţine cont de condiţiile specifice, precum şi clauze de refuz al recunoaşterii în cazuri specifice, justificate.

Astfel, se consideră că această variantă oferă suficiente garanţii. La aceasta se adaugă avantajele în reducerea poverii administrative, întrucât evaluarea PPP se va face numai într-un singur stat din cadrul fiecărei zone, urmând ca acesta să ţină cont de condiţiile specifice din toate SM ale zonei.

În calitatea mea de deputat social-democrat, consider că trebuie să depunem eforturi susţinute pentru protecţia mediului, a sănătăţii umane şi animale, fără însă a compromite producţia agricolă.
