– den Bericht von Mojca Kleva Kekuš im Namen des Ausschusses für Wirtschaft und Währung über die Bekämpfung von Steuerbetrug, Steuerflucht und Steueroasen (COM(2012)07222013/2060(INI)) (A7-0162/2013), und

– den Bericht von Ildikó Gáll-Pelcz im Namen des Ausschusses für Wirtschaft und Währung über den jährlichen Steuerbericht: Wege zur Freisetzung des Wachstumspotenzials der EU (COM(2012)07562013/2025(INI)) (A7-0154/2013).

  Lucinda Creighton, President-in-Office of the Council. − Mr President, I am very pleased to have this opportunity to discuss with you the preparations for tomorrow’s meeting of the European Council. As you will be aware, President Van Rompuy has taken the initiative to organise regular thematic discussions in the European Council with the aim of ensuring that all EU policies contribute to promoting the objectives of improved competitiveness, job creation and strong and sustainable economic growth.

These debates are important in themselves in ensuring that key horizontal challenges that the Union faces are worked through, and that direction is given at the highest level, and beyond the Council formation in which they are normally treated, but also in as much as they can feed into a more wide-ranging discussion on the economic and social challenges Europe faces and, indeed, into the Europe 2020 strategy discussions.

Tomorrow’s European Council will discuss and establish the direction for further work on two policy areas which are of crucial importance to Europe’s economy: energy and elements of taxation. On energy, the Council will build on the discussion under the Irish Presidency, including at the informal meeting of energy ministers in Dublin recently. Ensuring the uninterrupted supply of affordable and sustainable energy is of critical interest to individual citizens who are affected directly by any interruption, or threatened interruption, in supply as well as the impact of high energy prices. They are equally essential for ensuring that industry and the jobs that go with it remain in Europe and are an important factor in attracting new industrial investment, and they can therefore be considered as a key condition for a return to growth.

In order to secure the objective of affordable and sustainable energy, and to ensure the reliability of supply, we have to meet our objective of completing the internal energy market by 2014 and of developing greater interconnection. Tomorrow’s European Council will set out the additional work that is required in order to meet these objectives within the agreed time frame. Interconnections and the modernisation of energy infrastructure generally require very significant investment. This is largely expected to come from the private sector, which means we must be able to offer a predictable and reliable climate and energy policy framework in which investment can be encouraged.

The European Council will set priorities for action needed to facilitate investment including the TEN-E or structural funds as well as through the EIB, and it will also address the regulatory environment and highlight priorities for improvement. Particular stress will be placed on the need to improve energy efficiency: the cheapest energy is that which we do not use. Innovative financing methods, more systematic supply diversification and improved liquidity in the internal energy market can all contribute to reducing energy costs. The Commission has agreed to prepare an analysis of the composition and drivers of energy prices and costs by the end of the year.

Tomorrow’s European Council will also discuss tax issues and in particular the problem of tax evasion. It is crucial, in the current difficult economic climate, to tackle tax evasion and fraud. At a time of fiscal consolidation we must take action to protect revenues if we are to ensure the confidence of citizens in the fairness and effectiveness of our tax systems. This is an issue which has rightly become the focus of public attention and is one to which the Presidency attaches particular importance. That is why we support the initiative of President Van Rompuy to put this issue on the agenda of tomorrow’s European Council meeting. It is why Minister Noonan, as Chair of ECOFIN, together with Commissioner Šemeta, took the initiative of spelling out key areas where concrete action can be delivered in the short term. We welcome the close interest of Parliament on this issue, and I would like to take this opportunity to acknowledge the work which Mojca Kleve Kekuš and Ildikó Gáll-Pelcz have put into their respective reports on this subject.

Tomorrow’s discussion will, in part, build on the very positive outcome on these issues of last week’s ECOFIN Council. For example, the announcement of a pilot facility for the automatic exchange of information between administrations is a useful contribution to further work in this area both within the EU and internationally.

At EU level, the Commission intends in June to propose amendments to the Directive on administrative cooperation in order for the automatic exchange of information to cover the full income range. At international level, the EU will play a key role in supporting and promoting the automatic exchange of information as the new international standard, taking account of existing EU arrangements.

Following the agreement at ECOFIN last week on a mandate to update the EU’s agreements with Switzerland, Liechtenstein, Monaco, Andorra and San Marino, we hope that negotiations will begin very soon to ensure that these countries continue to apply measures equivalent to those in the EU.

There is also consensus on the scope of the revised Directive on the taxation of savings income, which should enable it to be adopted by the Council by the end of this year.

Further work includes measures to counter VAT fraud, where the Council is due to adopt directives on the Quick Reaction Mechanism and on the Reverse Charge Mechanism by the end of June, and cooperation in the area of tackling aggressive tax planning and profit shifting, both within the EU and more widely.

Tomorrow’s European Council is a relatively short meeting, but the two main issues to be addressed are critical for the future competitiveness of Europe. We look forward to constructive discussions and concrete results which we will be taking forward in the months to come.

  José Manuel Barroso, President of the Commission. − Mr President, at moments like these, when growth forecasts for the near future are low, our job is to make Europe work, to the benefit of European citizens – of all our citizens.

On the agenda of this week’s European Council meeting are two issues that, technical as they may seem at first, are crucial in that respect. First, energy, where there is so much more benefit to be reaped – both for citizens and for the competitiveness of our businesses – from European integration and investment. Second, tax fraud and tax evasion, where by sharpening our common European tools against the tax avoiders we can start to restore the sense of fairness that citizens and small businesses have lost as a result of the financial crisis.

At a time when debate about Europe is all too often a futile shouting match between believers and non-believers, this is a discussion that separates those who like to talk from those who are willing to act, and those who prefer to attract attention to themselves from those who are determined to achieve results for citizens. I trust that most of us are on the side of the citizens and working for concrete results.

We are all very much aware of, and concerned by, the immediate growth prospects for Europe. This very challenging outlook should galvanise the efforts of all of us, both at European level and in the Member States, to mobilise every growth lever we have at hand and give any impetus we possibly can to help citizens and businesses through these very difficult times. A stronger European energy policy is a particularly important tool to help achieve this.

We know that Europe is not endowed with abundant natural riches. The global energy equation is changing fast, and if we want to avoid losing in this race for resources, we will have to step up our joint European efforts. While the United States is on its way to becoming a net exporter of gas instead of an importer, as a result of the shale gas boom, Europe’s import dependence is further increasing and, for oil and gas, is set to grow to over 80% by 2035.

Already in 2012, industry gas prices were four times lower in the US than in Europe. For electricity prices, the EU is almost twice as expensive as the US. So this is above all a debate about our energy security and our competitiveness.

The situation for citizens is also increasingly problematic. Energy bills are rising, adding up to a share of between 7% and 17% of average household expenditure in different Member States. The weakest income groups are even harder hit. So this is also a debate about social equity.

In short: we are in a difficult strategic environment. But we must not be resigned to it. We cannot single-handedly change long-term global trends, but we can clearly influence them by stepping up our European efforts and making our energy policy more secure, competitive and sustainable. Of course, different Member States have different energy mixes. Yet the added value of stronger European integration in this field is evident.

Let me outline a few urgent steps which I will push for at tomorrow’s summit. First and foremost, it is crucial that we complete our internal energy market by the end of next year, as agreed by heads of state or government. Market opening has brought prices down for consumers wherever real opening was achieved. But there is still plenty of room for improvement, including in cross-border trade, integration and fair competition. We urgently need to implement the third energy package to keep prices for our consumers and businesses in check.

At the same time, we should also be clear that it is not just commodity prices but policy choices of Member States – like taxes, levies, support mechanisms, etc., which have a great impact on price variations – on which we must reflect to avoid fragmentation.

In preparation for this European Council – since the President of the European Council has asked me to make a presentation of these policies – I have distributed to all Member States a comparison of the price structure in our Member States (it is available to you as well, and I have also sent a copy to the President of the European Parliament). It is amazing to see how big the differences are across Europe, precisely because of different national policies that in fact make having a completely fragmented internal market in this area almost unavoidable.

Secondly, we have to push for more public and private investment in energy infrastructure – the backbone of the internal market. The financial crisis has limited the means available for such indispensable investments, but the needs are huge: by 2020, we estimate that EUR 1 trillion will be needed in the energy sector.

These investments will have to come from the private sector mostly, but the European Union can play a key role. Remember, we are expecting to devote some EUR 5 billion of the next MFF to energy interconnections, through the Connecting Europe Facility, which must become operational rapidly. Member States can also devote a bigger share of their Structural Funds to investing in energy and energy efficiency.

Thirdly, we must continue to strengthen the internal and external diversification of our supplies. This includes tapping new international sources, for instance through the Southern Gas Corridor, which I have been pushing hard and on which we expect decisive decisions soon. It also means speaking with one European voice on global energy matters. Internally, it requires a more coordinated approach between Member States on the positive rise of renewables. Last but not least, we need a balanced, Union-wide approach on using the potential of unconventional hydrocarbons, such as shale gas, on which the Commission is preparing an initiative.

To conclude on energy: the right policies are in place. We know the way forward, but implementation is too slow. There is a clear ‘cost of non-Europe’ here. We must do more together to ensure economic competitiveness and energy equity. We are not heading towards an age of cheap energy, but we have the choice between investing scarce resources in our own sustainable and smart energy and paying for imports.

For that, we must complete our internal energy market, become more energy-efficient, invest in infrastructure and innovation, exploit renewables more cost-effectively and further diversify our external supplies. These are the policy priorities that I will argue for tomorrow in the European Council.

The European Council will also debate our common engagement against tax fraud and tax evasion. Now, as the two reports debated later today make clear, I do not have to convince this House of the urgency of this issue. Commissioner Šemeta will, later this morning, present the Commission’s views on these two very important reports. I would like to thank now their respective rapporteurs, Ms Mojca Kleva Kekuš for her report on the fight against tax fraud, tax evasion and tax havens, and Ms Ildikó Gall-Pelcz for her tax report focusing on how to free the European potential for economic growth. As Mr Šemeta will explain in more detail, the Commission is very grateful to Parliament for the strong support given in these reports to our joint efforts in this crucially important area.

Let us not forget that the Commission has been putting these issues on the table in very concrete terms for several years now; with our proposal in 2008 to close the gaps in the Savings Directive; with our proposal in 2011 for a negotiating mandate with neighbouring countries; with our June 2012 Communication and the Action Plan we presented last December; and with our two recommendations on tax havens and on aggressive tax planning, also from last year. We can now see a growing interest in these issues amongst the Member States which, frankly, was not there before. Therefore let us not miss but seize the favourable momentum to make progress.

There are burning questions to which we need to give convincing responses. How can we explain to honest households and businesses feeling the squeeze yet still paying their fair share of taxes that there are other parts of society and enterprise which are deliberately avoiding paying up? How can we justify the fact that fiscal consolidation is requiring Member States to make difficult choices to reduce expenditure yet at the same time there are whole piles of cash that should be in the public purse but are never collected?

The total loss of revenue due to illegal fraud and unacceptable evasion is estimated to be around EUR 1 trillion a year. Let us put that into some perspective. EUR 1 trillion is nearly double the 2012 combined annual budget deficit of all Member States. It is more than the total spent on health across the European Union in 2008. It is more than six times the size of the annual budget of the European Union. In other words, this money is roughly one Multiannual Financial Framework. And, yes, it is the same amount that I mentioned earlier: the investments necessary to cover the needs in the European energy sector by 2020. That is a huge amount of money to simply let fall through the net.

We have already identified most of the actions that are needed to tighten the net – your reports make that clear – yet we face a delivery gap. So our actions at national, European and international levels have to be accelerated and better coordinated.

First, at national level, the reform of tax governance and tax administrations will feature prominently in the country specific recommendations the Commission will present a few days from now. Member States also need to get on and implement the Commission’s Action Plan on tax evasion and avoidance of last December, and our recommendations on tax havens and aggressive tax planning.

At European level, we have already built up an impressive toolbox to support Member States’ ability to fight tax fraud and evasion. Now we need to use it as much as possible and reach agreement without delay on the proposals the Commission has already made to go further. That means concluding the negotiations on the revision of the Savings Taxation Directive, further closing loopholes by extending it to investment funds, pensions, innovative financial instruments and payments made through trusts and foundations.

Tomorrow at the European Council, I will push for a political commitment on one very simple principle: that on 1 January 2015 the European Union should have automatic exchange of information for all forms of income. The Commission will shortly table a proposal to amend the Directive on Administrative Cooperation. This already applies an automatic exchange of information for a range of income, such as employment, pensions and insurance, from 2015. The new proposal will further extend the scope of automatic exchange of information between all Member States to cover all relevant types of income, such as dividends and capital gains.

With the savings proposal on the table, the existing provisions on administrative cooperation and the forthcoming Commission proposal, this is indeed a feasible target – provided the political will is there.

The proposals pending on tackling VAT fraud, the Common Consolidated Corporate Tax Base, which will deal with the problems of transfer pricing, and the revision of our anti-money laundering framework also have the potential to make a real difference.

I am happy to note the adoption, last week, of a mandate to start negotiations on our savings agreements with Switzerland, Liechtenstein, Andorra, Monaco and San Marino, and I assure you the Commission will take forward these negotiations as a priority. But that is no substitute for doing our own homework, namely through the adoption of the Savings Directive, where we need all the Member States to signal their agreement.

At global level, the upcoming G8 and G20 summits are an excellent opportunity to make progress, and the EU is taking the lead in this, based on our experience and expertise.

Let us remember that automatic information exchange has been the underlying principle of our approach since the 2005 Savings Taxation Directive. I want to see this principle of automatic exchange become the standard at international level as well, and we will continue to work together with international partners to keep up the momentum on this.

We can only do this if we speak with one voice, if we have done our concrete homework internally, if we speak and act as a Union. Some Member States have signalled their readiness to go further, faster. I really welcome their political engagement. But if we are to be really effective, internally and globally, there is no alternative but to go all the way, together, and build on our common EU framework.

To conclude, these two debates are crucial at this time. They matter for our public finances, for our competitiveness, and also for the cost of living of our citizens. Even more, they are essential for the credibility of our efforts to fight the crisis, for the political capital we are willing to invest in it and the legitimacy of the demands the crisis makes on those who struggle to pay their energy bills or their taxes. They need any relief they can get – and by confronting the specific challenges of our energy markets, we can make a real difference. They need to know that the burden of the crisis is shouldered by everyone in a fair and equitable manner and that we will act jointly and decisively against those who refuse to carry their fair share of the burden. They need assurance that we can show political leadership and take on the political responsibility to do anything and everything possible to support them.

We have debated these issues in the past, and progress has already been made. Now is the time to go further: not with more words and further analysis but by approving and implementing concrete proposals and actions.

  Joseph Daul, au nom du groupe PPE. – Monsieur le Président, Madame le ministre, Monsieur le Président de la Commission, chers collègues, depuis plusieurs mois, nous parlons du budget. Nous pourrions croire que nous avons oublié sa vocation première. Le budget européen permet de faire vivre nos politiques communes et de les renforcer. Demain, le Conseil européen se réunira pour décider d'un ensemble de politiques communes dans des secteurs où l'Europe a un rôle fondamental à jouer.

Prenons l'exemple du secteur de l'énergie. Nous étions d'accord pour achever le marché intérieur de l'énergie d'ici 2014 et pour faire en sorte que, d'ici 2015, il n'y ait plus, en Europe, de zones privées d'énergie. Sans l'Europe, cet objectif ne pourra pas être atteint. Les chiffres parlent d'eux mêmes. Il faudrait investir 1 000 milliards au cours des dix années à venir pour éviter une grave crise de l'énergie. Je me tourne vers le Commissaire; j'espère que je ne me suis pas trompé dans les chiffres. Je suis d'accord avec la Commission européenne: il y a des fonds privés disponibles, mais ce qui manque, c'est une sécurité juridique qui encadre de tels projets et qui permette leur lancement.

Un projet énergétique, c'est du long terme, et l'Europe doit montrer qu'elle s'engage durablement. C'est justement pour cela que nous avons besoin d'un budget européen crédible, un budget qui permette d'amorcer des projets.

Depuis 2009, 4 milliards d'euros ont servi à financer 59 projets dans le secteur de l'énergie. Plus remarquable encore, ces 4 milliards d'euros ont généré près de 20 milliards d'euros d'investissement. Ces investissements n'auraient pas été lancés sans l'Europe.

Chers collègues, je vais même aller plus loin. Ce dont nous avons besoin, c'est d'une réelle communauté européenne de l'énergie. C'est un dessein que Jerzy Buzek, notre ancien Président du Parlement, chérit particulièrement, et il a raison! Il fait même, sur le tard, des émules en France.

L'énergie n'est plus une thématique exclusivement nationale. Au contraire, ce secteur fait partie intégrante de notre marché unique. Plus que jamais, nous avons besoin de réaliser des économies d'échelle. Or, ce n'est qu'en travaillant plus ensemble que nous les obtiendrons. C'est ainsi que nous gagnerons sur le terrain de la recherche et du développement, que nous construirons les infrastructures nécessaires et, surtout, que nous négocierons avec les fournisseurs pour faire baisser les coûts.

En matière d'énergie comme de commerce, nous devons parler d'une seule voix parce que l'approvisionnement stable en énergie à faible coût doit être une de nos priorités. Aujourd'hui, l'énergie est la source de notre économie. Elle est le moteur de l'économie réelle.

Chers amis, c'est grâce à l'Europe que nous avons des politiques communes. Un marché commun, c'est le fruit d'un travail en commun. Les propositions qui sont sur la table pour renforcer la lutte contre la fraude et l'évasion fiscale vont dans le bon sens. Elles sont nécessaires à une Europe unie. On pourrait aller encore un petit peu plus vite.

L'évasion fiscale touche tous les États membres. Nous avons la libre circulation des biens et des personnes, des services et des capitaux. Il est donc logique que nous ayons aussi un échange d'informations fiscales entre les États membres, parce que la fraude fiscale coûte cher à l'Union européenne – tu l'as dit, José Manuel, plus de 1 000 milliards d'euros par an. Rendez-vous compte que nous discutons d'un CFP inférieur à 1 000 milliards! C'est l'équivalent du montant qui s'évapore en une année, mais pas pour tout le monde, nous sommes d'accord. Pour y faire face, seule une action au niveau européen est pertinente et efficace. Il faut pour cela mettre en place des règles communes strictes et des instruments européens forts qui permettent de faire respecter ces règles.

Chers collègues, avec mon groupe, nous plaidons sans cesse pour plus d'Europe. Non pas que nous pensions que tout doit être décidé à Strasbourg ou à Bruxelles, mais parce que certaines questions ne peuvent plus être réglées par les différents pays. Chaque jour, on se rend compte que l'Europe nous permet de faire face aux défis du XXIe siècle, même dans les périodes de crise, que ce soit en garantissant notre indépendance énergétique ou en permettant la création d'un vrai marché unique, y compris en matière de fiscalité. Nous défendons ces objectifs parce qu'ils participent à l'Europe en laquelle nous croyons.

  Hannes Swoboda, im Namen der S&D-Fraktion. – Herr Präsident! Ich weiß, der Rat wird sich mit zwei sehr konkreten Fragen auseinandersetzen müssen. Ich glaube aber, der Rat darf doch nicht vorbeigehen an der Krise, die derzeit in Europa so sichtbar ist.

Wir haben eine Rekordarbeitslosigkeit, insbesondere für die Jugend. Von der Jugend spricht man heute als „Generation Praktikum“ oder „Generation Altersarmut“. Die Staatsverschuldung, die wir mit Austerität bekämpfen wollen, ist ebenfalls gestiegen. Die Verteilung der Einkommen und Vermögen gestaltet sich immer ungleicher. Viele Menschen fühlen sich nach Meinungsumfragen von der Mittelklasse deklassiert. In Frankreich spricht man inzwischen von einem descenseur social. Sogar Obdachlosigkeit und Selbstmordrate steigen, wie die Statistiken zeigen. Und die Ausgaben für Gesundheit, Erziehung und Bildung werden zum Teil dramatisch gekürzt. Immer mehr Menschen drücken in Umfragen ihre Angst aus, dass sie im Alter nicht mehr gut versorgt werden und dass die Kinder eine schlechte Zukunft haben. Und immer mehr Bürger sind von der EU enttäuscht. Europa wird als Teil des Problems gesehen, nicht als Teil der Lösung. Das darf man doch nicht einfach so akzeptieren, wie sich Europa heute darstellt!

Kürzlich hat jemand im Guardian gemeint: Recession hurts, but austerity kills. Aber das ist das, was wir tun. Die Austerität tötet heute Arbeitsplätze, soziale Gerechtigkeit, und sie tötet die Zustimmung zur Europäischen Union. Wir vergessen immer wieder, was John Maynard Keynes gesagt hat: Der Boom, nicht die Krise ist der richtige Zeitpunkt der Austerität. Deshalb müssen wir trotz mancher kleiner Anzeichen, dass die Situation sich etwas verbessert, grundsätzlich an die Frage herangehen und dürfen nicht nur bei Spezialproblemen versuchen, Lösungen zu finden, sondern der Kurs, den Europa treibt, muss geändert werden.

Die große Gefahr ist – da komme ich jetzt auch auf die Investitionen –, dass, selbst wenn wir Wachstum bekommen, wir ein Wachstum ohne Beschäftigung bekommen, wie das derzeit auch in den USA sichtbar ist. Das ist die Herausforderung, dass das Wachstum, das wir hoffentlich wieder bekommen, verbunden ist mit mehr Beschäftigung. In diesem Zusammenhang möchte ich auch die irische Präsidentschaft direkt ansprechen. So möchte ich mit der verstorbenen Premierministerin Margaret Thatcher sagen:

We want our money back, but not in the sense Margaret Thatcher meant. We want the money back which is in tax havens, Mr Farage and Mr Cameron. That is the money we want to have back. It is unacceptable that EUR 1 000 billion every day, every year – that means EUR 2 000 per citizen – is not invested in Europe but goes to tax havens and tax evasion. This is unacceptable.

Is it not a shame – I say this to the Irish Presidency – that even in the Ecofin Council it has been said that we have to ask the International Consortium of Investigative Journalists to supply us with the names and details of EU citizens in Offshore Leaks? This is the obligation of the countries and governments of Europe. We need investigative journalists to get the money back, and that is very sad.

Citizens feel that these journalists have more power – or perhaps more willingness – to fight tax evasion than the public authorities, and that is not acceptable.

I must say that in this case the Commission was quite helpful because they took up the challenge some time ago, and we have to support them. Therefore I ask the Irish Presidency and the Council to listen very carefully and to read Parliament’s reports very carefully, especially Mojca Kleva Kekuš’s report, which states very clearly what has to be done, including the blacklisting of tax havens.

We have to penalise all those who do business with this kind of tax haven. This also means that Luxembourg and Austria finally have to agree to the full package in the fight against tax evasion, including of course automatic data exchange. This also means that Mr Cameron should not only tell the islands to put their houses in order, but he has to do his job as well. He knows perfectly well what Apple and others are doing or not doing. They do business but do not pay taxes where they do business. So we have to fight against tax evasion.

This also concerns energy. Again, the Council will be speaking about energy, but this Parliament has been speaking to the formal energy community for years already. The Commission President is right: we have to invest publicly and privately in order to make the energy market and the energy community workable. I am a bit more cautious about the shale gas initiative. Whatever you do, consider the environmental question, because we are much more concerned about the environmental damage it could cause.

We come again to the question of investment. Yes, we need investment, especially for the younger generation. I know it is not the Council’s top priority, but many of the current discussions about Europe relate to youth unemployment and investment against youth unemployment, which may include energy policy. If Mrs von der Leyen is now turning round and doing something positive about youth unemployment in Europe, this is a good thing because, unfortunately, the German Government has very often, as with the banking union, tended to put a foot on the brake instead of the accelerator. But youth unemployment cannot be accepted as it is today in such numbers. We have the money. The money is here, and it has to come from tax evasion and the tax havens. This is the policy we have to adopt.

Therefore I think there are two major tests for the Council and also for the Irish Presidency. Can we bring forward a budget which really fights youth unemployment? Are you ready for – I think the technical term is frontloading – to start at the end of the year, in 2014, with enough money to fight youth unemployment? EUR 6 billion for seven years is not enough. This is peanuts for the problem we have to fight, and therefore we need more money. We also need more flexibility in the budget, and in the coming budget negotiations it is very important for the Irish Presidency to go forward in that direction.

The second test, of course, is whether we really have the courage and the willingness to fight tax evasion and tax havens. We need – and I fully agree this time with the Commission President – strong action and not just declarations. We need action to go forward – including the necessary directives, of course – because I do not like the idea that we would once again have to call the young people of today the generation of unemployment, the generation of part-time workers and the generation of poverty in old age. The money is here. Let us use it to fight youth unemployment.

  Guy Verhofstadt, on behalf of the ALDE Group. – Mr President, I am wondering whether tomorrow’s European Council – a European Council of two hours – will be of any use. It would be better and easier to do it by teleconference, rather than having all of them travel for a two-hour meeting at the same as the plenary session of the European Parliament. We have to protest against the fact that yet again the European Council is meeting at the same time as a plenary session of the European Parliament.

Secondly, what we need is more than words; what we need is action. My proposal is that they cancel tomorrow’s European Council and hold a real ECOFIN meeting of the ministers of finance so that they can decide on concrete legislation concerning a blacklist of tax havens in Europe, a common corporate tax base – which we still do not have in Europe – and tax evasion. Because let us be honest, we already know what conclusions they will draw tomorrow – we have seen them twice already, in the 2010 and 2011 European Councils.

We go on repeating the same things every time: conclusions, conclusions. We would be better served by holding an ECOFIN council and having the ministers of finance talking about things in a concrete way. Maybe if the European Council has to talk about other issues, perhaps they can talk a bit about the growing Euroscepticism in Europe, because that has to be a concern for all Europeans and for this Parliament.

Let us be clear – there is one aspect where we have to recognise that the Eurosceptics are right: the European leaders have managed this crisis in a terrible way, and that is the problem. But where the Eurosceptics are wrong – and that should be the answer of the European Council – is in their conclusions, their solutions. Because it is not by going back to the nation-state and by dismantling the European Union that we will regain competitiveness in Europe, and it is not by claiming that everything was better in the good old days that we will provide jobs for our young people in the coming months and years. It is certainly not by closing the doors of the single market that our economy will grow.

I think the British business leaders yesterday got it absolutely right: they said very loud and clear, Mr Callanan, to you and to others, that it would be an economic disaster to leave the European Union. It is not this Parliament, with all its pro-Europeans that you do not like, that is saying that, it is your own business leaders who are saying you are nuts to even try leave the European Union for these economic reasons. It is not even only a question of economics; it is also a question of sovereignty.

What do we want in this European Union? That is the question for tomorrow in the European Council: should we together shape the world we live in or do like Mr Farage? Every time I see him on television, he is in a pub commenting on the outside world and saying the old days were better than today. I do not know what he is doing in the pub all the time.

So that is the key question for tomorrow: relevance with the European Union or irrelevance outside?

  Daniel Cohn-Bendit, au nom du groupe Verts/ALE. – Messieurs les Présidents, Madame la Présidente, chers collègues, je voudrais d'abord faire une remarque préliminaire sur l'énergie.

Les entreprises, par exemple en Allemagne, paient aujourd'hui moins pour l'énergie et l'électricité qu'il y a cinq ans. Ce sont les consommateurs privés qui paient beaucoup plus. Je sais que le grand débat, c'est que les entreprises, aujourd'hui, pensent qu'elles paient trop. Les entreprises pensent qu'elles paient trop d'énergie, les entreprises pensent qu'elles paient trop les travailleurs, les entreprises pensent toujours que ce sont elles qui paient trop. Mais ce n'est pas ce que disent les entreprises qui est intéressant; c'est la vérité qui compte.

En réalité, si vous voulez miser sur le charbon, le nucléaire et le gaz de schiste pour relever le défi de l'énergie, vous retournez dans le passé. Encore une fois, vous pouvez investir des milliards dans une énergie – le gaz de schiste – qui, à la fin, vous coûtera beaucoup plus pour réparer ce qu'elle détruit qu'elle n'apportera du bien-être aux citoyens européens.

C'est pour cela qu'il faut dire une chose très simple sur l'énergie: l'énergie doit être accessible à tous et la précarité énergétique dont sont victimes les consommateurs les plus pauvres est un vrai problème qu'il faut résoudre, mais on ne peut le résoudre sans résoudre le problème fondamental, sans admettre que l'énergie qui coûte le moins, c'est l'économie d'énergie. C'est en évitant de dépenser en énergie que vous faites de l'économie. C'est pourquoi la véritable perspective européenne, c'est l'économie et l'énergie renouvelable.

À présent, je voudrais dire quelques mots de l'évasion fiscale. En l'occurrence, les choses sont quand même assez simples. En ce qui concerne les personnes, le devoir d'information n'a quand même rien de compliqué: à chaque fois que quelqu'un transfère de l'argent dans un autre pays, quel qu'il soit, dans n'importe quelle île, eh bien, l'île ou le pays qui reçoit cet argent doit informer le pays de la personne en question que l'argent a été déposé. Ce n'est quand même pas compliqué. Ce n'est pas faire la révolution que de dire: voilà, si M. Brok, que je vois là, amène 1 euro je ne sais où, il est déclaré qu'il a amené 1 euro et il dira "mais j'ai payé des impôts" et tout va bien. Tout va bien, il a le droit de le faire. Je veux dire, les choses sont simples. Donc, pour les personnes, je crois que là, nous connaissons la direction à prendre.

Pour les entreprises, concernant l'assiette fiscale, la chose la plus importante, quand même, est de bien connaître et appliquer aussi une règle très simple: les entreprises paient des impôts dans le pays où elles font des affaires. Si Google réalise un chiffre d'affaires de 3 euros en France, eh bien, Google doit payer sur 3 euros – son chiffre d'affaires – des impôts en France. Et s'il fait 1,50 euro aux Pays-Bas, il en paie sur 1,50 euro. Ce n'est quand même pas compliqué. En agissant ainsi, en assurant l'assiette fiscale, eh bien, nous y arriverons. C'est une règle, et les Irlandais doivent s'y tenir, comme les Luxembourgeois, comme les Suédois, comme les Néerlandais. Et ces transferts d'un pays à l'autre, via des fondations aux Pays-Bas, pour terminer à l'île Maurice, c'est à cela qu'il faut mettre fin. La transparence s'impose: vous payez vos impôts là où vous faites des affaires.

Le dernier point concerne les pays en voie de développement. Vous savez que l'île Maurice possède 55 % des investissements étrangers en Inde. L'île Maurice, qui compte un million d'habitants! Pour une personne, il y a 1 500 entreprises à l'île Maurice. Et, au Chili, Exxon, pendant 26 ans, n'a pas payé un centime d'impôt pour ses mines, pas un centime, parce que cette société transférait le produit de ses ventes dans un paradis fiscal et donc, elle ne faisait pas de bénéfices. Quand, à la fin, elle a revendu ses mines au Chili, elle les a revendues pour un milliard huit cent mille dollars – ça veut dire que ça rapportait –, mais elle n'a pas payé, pendant 26 ans, un centime d'impôt au Chili.

Voilà ce à quoi il faut mettre fin. Il faut arrêter et dire "Là où vous faites des affaires, vous payez vos impôts". Que ce soit en Europe, que ce soit n'importe où dans le monde, quand des gens veulent investir de l'argent dans un autre pays, il y a une information automatique, et le problème fiscal sera résolu en trois ans.

  Martin Callanan, on behalf of the ECR Group. – Mr President, tomorrow’s European Council has a very worthy agenda and I welcome the fact that, for once, our leaders are seeking to tackle concrete issues like tax evasion and energy prices, in contrast to the Commission who are wasting valuable resources on such causes as banning reusable olive oil bottles. Rather than tackling a double dip recession, Mr Barroso seems to be worried about double-dipped bread.

While the summit has a worthy agenda, we need, of course, some concrete results. On taxation issues, nobody can blame companies for wanting to look after shareholder capital by minimising their tax bill in a legal manner. However, Tax Research UK estimates that EU governments are losing about a trillion euros each year through tax fraud. At a time when finances are tight and taxpayers are squeezed, it is only right that we crack down on those who pursue illegal means to avoid making any contribution to public coffers and who put smaller competitors at a disadvantage. So I welcome David Cameron’s making this a priority for the UK’s G8 Presidency.

Tackling tax evasion demands a globally-coordinated approach to increase transparency and reporting and agree new standards for information exchange, and I hope that the leaders make more progress tomorrow than the Finance Ministers made last week. Conversely, of course, Member States could do more to help struggling businesses: by making tax codes simpler and making our rates more competitive and thus making it simpler for businesses to give money to the government, instead of indulging in complicated, difficult and time-consuming processes for hiding their money offshore.

However, we should not confuse cooperation on tax evasion with acceptance that the EU should interfere in taxation matters and seek to harmonise. It is very frustrating for us that the Parliament reports being voted on today blur this line by calling for a more common tax base, which is a prelude to harmonisation. Such matters are the prerogative of national governments, and we should keep our hands off. Ultimately, if countries such as France want to pursue an ideological drive towards higher taxation, that should be their choice. All I ask is that, in the interests of energy efficiency, maybe the last businessman to leave France will turn the lights off.

Which brings me to the other topic of the summit, namely energy, because unless we produce a clear energy policy, lights will start to go out right across the EU – and let us not underestimate the consequences if we fail to grasp the growing problem of high energy prices. For example, the Federation of German Industries (BDI) predicts that the cost of electricity for German industrial users will be EUR 110 per megawatt hour by 2020; in the US it is EUR 54 – less than half that total. It is a bit like asking our companies to compete with one hand tied behind their backs. At the same time, of course, we are condemning people on low incomes to freezing-cold homes.

There is no easy solution, but I believe the right place to start is with a thorough trawl through all EU policies, from climate policies, such as the Emissions Trading System, right through the financial services legislation. If any of those policies have an inadvertent impact on energy prices or if they prevent major infrastructure investment, we should repeal them or reform them, because a single market in energy will be created only with enormous amounts of private sector capital for infrastructure, and that capital is currently not forthcoming.

Secondly, I agree with Markus Beyer from Business Europe, who said recently that Europe does not have an energy policy: it has only a climate policy. Tomorrow’s summit needs to correct that. We need both policies, and they need to be complementary rather than contradictory, which they are at the moment because too often our climate policies have pursued arbitrary targets and de-industrialisation. This serves only to destroy jobs and to relocate energy-intensive industries to countries with poor or no environmental standards, which is neither good for the environment nor good for our economies and jobs.

Yet, whilst we seek to create a stronger energy policy, we must also avoid the EU’s tendency towards a one-size-fits-all approach. After all, solar panels may be a good option in Spain or Greece, but I have to say they are completely useless in the north of England, in my constituency, where the sun shines for about half an hour a year. Instead, we should preserve the flexibility to provide for what works in each country, whether that be micro-generation, renewables, nuclear power or shale gas.

A sure way to make the lights go out in Europe would be to follow the advice from Mr Cohn-Bendit and close off all our avenues of energy production apart from wind and solar. We could probably power a small town from the hot air generated by Mr Cohn-Bendit in this Chamber but that is not going to give us a proper energy policy.

Presidents, you cannot grow an economy with expensive energy. Tomorrow’s summit needs to show people that the EU can be about finding solutions to their problems and not just about grand plans for federal union. We look forward to a change and to some concrete results.

  Nigel Farage, on behalf of the EFD Group. – Mr President, well, there is a great degree of unity here this morning. A common enemy: rich people and successful companies evading tax, which is of course a problem – avoiding tax, which is not illegal but gives this whole Chamber this morning a high moral tone and, as Mr Barroso says, it is all about the perception of fairness. There is the added bonus, of course, that it drives a wedge between the United Kingdom and the Channel Islands, the Isle of Man and the Caymans.

But before we declare our virtues, perhaps we ought to look just a little bit closer to home, and I hope that the taxpayers all over Europe listen to this. If we look at the officials that work for the Commission and for Parliament, the highest category are people that earn a net take-home pay of just over GBP 100 000 a year and yet, under EU rules, they pay tax of 12%. It is tax fraud on an absolutely massive scale, and I would say to Mr Barroso: how can that be deemed to be fair? How can people out there struggling – the 16 million unemployed in the eurozone – look at these institutions not only paying people vast sums of money but allowing them tax and, also of course, pension benefits on a scale not seen anywhere else in the world? So I suggest we have a bit less of this high moral tone.

And what have these officials given us? Well they were the architects of the euro, which is a complete disaster. Their obsession with global warming, which chimes very strongly here, means we are despoiling our landscapes and seascapes with these disgusting wind turbines and driving up energy prices.

But never let it be said that I cannot acknowledge success when I see it, and I am sure the citizens of Europe will all clap and cheer loudly that the grave mortal danger of olive oil in dipping bowls has been removed by the officials. Well done, everybody!

  Nigel Farage (EFD), blue-card answer. – I agree with you that tax evasion is a problem and is costing governments money, but we should remember that tax avoidance is legal.

The biggest reason that tax havens are allowed to prosper is that we have got this very statist mindset that we must try to get as much tax out of successful individuals as we possibly can. If you do that, and if you have a very complicated tax system, people will do all they can within the law to avoid paying tax. The answer for Western governments is to learn some of the lessons from the 1980s in Britain and America: bring taxes down, simplify taxes, and then those who wish to obey the law have no need to use tax havens.

  Jürgen Klute, im Namen der GUE/NGL-Fraktion. – Herr Präsident, liebe Kolleginnen und Kollegen! Gegen Steuerbetrug und Steuerhinterziehung helfen nur klare Regeln und auch deren klare und deutliche Anwendung. Wer in Europa Steuern hinterzieht, sollte endlich mit harten Sanktionen rechnen müssen. Wer in Europa Beihilfe zu Steuerhinterziehung und aggressiver Steuerplanung leistet, ebenfalls. In dieser Hinsicht ist der im Ausschuss für Wirtschaft und Währung abgestimmte Bericht Kleva ein großer Fortschritt und ein deutliches Signal an den Euro-Gipfel am 22. Mai.

Es ist ein Erfolg, dass endlich wirksame Kriterien – also eine Kombination aus OECD-Standards und Verhaltenskodizes – durch das Parlament von Rat und Kommission eingefordert werden. Staaten, die Transparenz und Weitergabe hinsichtlich steuerrelevanter Informationen verweigern, müssen künftig damit rechnen, auf der schwarzen Liste der Steueroasen zu landen, ebenso wie Staaten, die keine oder nur nominelle Steuern erheben, welche Steuervorteile auch dann gewähren, wenn überhaupt keine realen ökonomischen Aktivitäten oder entsprechende Präsenz nachgewiesen werden kann.

Es ist ein Erfolg, dass endlich wirksame Sanktionen eingefordert werden – bis hin zum Lizenzentzug für Finanzinstitute, die Filialen in Steueroasen unterhalten. Doppelbesteuerungsabkommen mit Staaten und Gebieten, die auf der schwarzen Liste stehen, sollen künftig suspendiert oder gekündigt werden. Staaten und Firmen aus Staaten auf der schwarzen Liste soll künftig der Zugang zur EU-Förderung gestrichen und im schlimmsten Fall auch die Verweigerung des Zugangs zum Binnenmarkt als Option geprüft werden. Alle Transaktionen in Steueroasen sollen mit einer Sondersteuer belegt werden und Sonderzölle immer dann greifen, wenn Handel mit Staaten oder Firmen aus Staaten auf der schwarzen Liste betrieben werden soll.

Es ist ein Erfolg, dass mit diesem Bericht Wege aufgezeigt werden, aggressive Steuervermeidungsstrategien anzugehen und nicht erst zu warten, bis sich G20 oder irgendwer sonst geeinigt haben.

Die Europäische Union und ihre Mitgliedstaaten haben eine Vorbildfunktion. Der Bericht fordert entsprechendes Verhalten insbesondere von den immer wieder auffälligen Mitgliedstaaten ein. Insbesondere bei Mitgliedstaaten ist es inakzeptabel, wenn sie die Weitergabe von steuerrelevanten Informationen verweigern oder mit aggressivem Steuerwettbewerb den solidarischen Grundgedanken Europas beschädigen. Die Finanz-, Wirtschafts- und als Folge die Haushaltskrise in vielen Mitgliedstaaten sollten Anlass genug sein, der Unterschlagung von rund einer Billion Euro an Steuergeldern endlich wirksam zu begegnen. Dieser Bericht sollte den Staats- und Regierungschefs deutlich machen, dass jetzt gehandelt werden muss und nicht die Zeit ist, etwas auf den Sankt-Nimmerleins-Tag zu verschieben.

Lassen Sie mich noch eine abschließende Anmerkung machen: Wir haben am Anfang dieses Jahres das Freihandelsabkommen mit Peru und Kolumbien zur Entscheidung auf der Tagesordnung gehabt. Im Dezember letzten Jahres hat eine Studie des Wissenschaftlichen Dienstes des Deutschen Bundestags darauf verwiesen, dass dieses Freihandelsabkommen eine ganze Reihe Türen und Fenster für Steuerhinterziehung, Steuerbetrug und unter Umständen auch Geldwäsche geöffnet hat. Ich hoffe, dass diese Regulierung dazu beiträgt, dass diese offenen Türen und Fenster im Nachtrag geschlossen werden.

  Laurence J.A.J. Stassen (NI). - Vandaag gaat u het hebben over de zoveelste Europese top die deze week zal plaatsvinden en onder andere over belastingontduiking. Maar het echte nieuws is natuurlijk de eurovisie van vorige week. En dan heb ik het niet over het Eurovisie Songfestival, maar de eurovisie van de Franse president Hollande. Nou ja, visie, meer het doorschuiven van de rekening naar anderen, waar hij in eigen land faalt.

Nog geen week geleden hebben wij te horen gekregen dat de Nederlandse belastingbetaler nog eens 350 miljoen moet ophoesten, omdat Brussel zelf weigert te bezuinigen. En nu dit weer: een eigen regering voor de eurozone, met een fulltime president, een eigen budget en gezamenlijke schulden, een politieke unie dus. De Europese Commissie is door het dolle heen van geluk. Die hoeft de rekening toch niet te betalen, want dat doet de Nederlandse belastingbetaler wel voor ze.

Zoals gewoonlijk loert men op ons geld. De VVD huilt even krokodillentranen voor de bühne, maar schrijft die cheque toch wel uit. En lastenverzwaring hier en belastingverhoging daar, en voilà, klaar is kees! Die Europese superstaat moet en zal er komen. De burgers in Nederland worden helemaal kaalgeplukt, het land wordt kapotbezuinigd om koste wat kost een politieke unie door te drukken, terwijl men donders goed weet dat de burger dit niet wil en zich hiertegen verzet. Laten wij de burger bevrijden uit de wurggreep van de Europese Unie en organiseer een referendum.

  Mojca Kleva Kekuš, poročevalka. − Dovolite mi, da se najprej zahvalim vsem poročevalkam in poročevalcem v senci in ostalim kolegom, ki so preko amandmajev in preko kompromisov prispevali k sooblikovanju poročila o boju proti davčnim goljufijam, davčnim utajam in davčnim oazam.

Prav tako bi se za sodelovanje rada zahvalila komisarju Šemeti, s katerim sodelujeva praktično že od prvega dne, ko je Komisija pripravila dve priporočili državam članicam.

Posebna zahvala pa tudi irskemu predsedstvu in želja, da bi del današnje razprave prišel tudi v njihove zaključke predsedovanja konec junija.

Verjamem, da danes razpravljamo o dobrem poročilu. O poročilu, ki tako državam članicam kot tudi Komisiji predlaga konkretne ukrepe za zajezitev alarmantnega, tisoč milijard evrov težkega evropskega problema.

Razpravljamo o poročilu, ki je v tem trenutku izjemnega pomena ne samo v luči finančnega problema utaj davkov, ampak tudi v luči družbene, socialne pravičnosti in transparentnosti naših davčnih sistemov.

Res je, da Parlament nima sozakonodajne moči pri davčni politiki. A čezmejna narava davčnih goljufij in škandalozni obseg problema davčnih utaj in izmikanja plačilu davkov jasno kažeta, da z enostranskimi nacionalnimi ukrepi preprosto ne moremo doseči želenega učinka.

Učinka tudi ne bodo dosegle ponavljajoče se prazne obljube naših nacionalnih političnih voditeljev na vseh velikih srečanjih, kot so G8, G20 ali pa OECD.

Danes je čas za konkretno akcijo, za konkretne ukrepe in ne za nove obljube medijem in vsem nam. Dovolite mi, da na tej točki pozovem tako irsko predsedstvo kot države članice, da na jutrišnjem Svetu resno obravnava in pregleda seznam več kot trideset konkretnih ukrepov, ki jih predlagamo v Parlamentu.

Prav tako bi rada pozvala Komisijo, da ne le pripravi obširni zakonodajni predlog, podkovan z neko evropsko strategijo za boj proti davčnim goljufom, temveč da prevzame vlogo koordinacije evropskih dogovorov s tretjimi državami in v imenu EU odpravi možnost posameznih bilateralnih davčnih dogovorov držav.

Nujno potrebujemo premik naprej na zakonodajnih dosegih, ki so bili v Parlamentu že potrjeni in so v Svetu zablokirani, za nekatere velja že več kot nekaj let, kot je gospod Barroso tudi omenil.

Za bolj učinkovito zajezitev nezakonitih davčnih utaj v poročilu predlagamo, da pristojni nacionalni in evropski organi dobijo pravico do preklica bančne licence za finančne institucije in finančne svetovalce, ki aktivno sodelujejo pri davčnih goljufijah in svojim strankam ponujajo storitve, ki jim omogočajo utajo in izmikanje plačila davkov.

EU mora prav tako nadgraditi in razširiti področje uporabe direktive o obdavčenju prihrankov, kar smo danes že slišali, z uvedbo katere bi se prekinile bančne tajnosti in bi se zagotovilo več transparentnosti pri izmenjavi informacij.

V poročilu tudi predlagamo, da se za vse multinacionalke uvede obvezno poročanje poslovanja po vseh državah, kjer poslujejo. Le tako bomo zagotovili, da se zaprejo luknje v davčnih sistemih, ki multinacionalkam omogočajo, da preko natančnega davčnega planiranja na koncu leta plačujejo le nekaj odstotkov davkov, medtem ko vsi mi, državljanke in državljani Evropske unije, plačujemo svoj delež.

Vsi Starbucksi, Googli, Amazoni, ki poslujejo v Evropi, namreč preprosto morajo slediti istim davčnim obvezam kot vsi ostali državljani Evrope ter prispevati svoj pravični delež v družbi. To zelo dobro poznajo predvsem moji angleški kolegi.

V poročilu pa se lotimo tudi težke in v tem trenutku zelo vroče teme davčnih oaz. Davčne oaze tako v mednarodnem okolju kot tudi znotraj EU predstavljajo velik problem. V EU zato nujno potrebujemo jasno definicijo davčne oaze, skupna merila in seznam ustreznih sankcij za davčne oaze, ki pristanejo na evropskem črnem seznamu.

V poročilu vse te predloge jasno predstavimo. Zdaj pa je čas, predvsem na državah članicah, da ukrepanje s papirja prenesejo tudi v realnost.

  Ildikó Gáll-Pelcz, előadó. − Először is szeretnék gratulálni Kleva Kekuš képviselőtársamnak, mint jelentéstevő társamnak a munkájához, másodsorban pedig meg szeretném köszönni az árnyékelőadóimnak és minden képviselőtársamnak, hogy módosításaival hozzájárultak ahhoz, hogy a jelentésem egésze összeálljon.

A legtöbb uniós tagállam a válságra adott lépésként nagyon szigorú konszolidációs lépéseket tett. Ezzel egy időben megpróbálta és megpróbálja csökkenteni az adósságát, valamint olyan adóváltozásokat eszközöl, ami hozzájárulhat ennek a sikeréhez, sok esetben viszont szűkíti az adómentességnek a körét.

Ezzel egy időben azonban egyre erőteljesebbé válik, azt is mondhatnám, hogy már-már iparággá fejlődött az adócsalás, az adóelkerülésnek az intézménye, és az a véleményem, hogy a kettős nem-adózás és az agresszív adótervezés is kezelendő probléma. Ezek a tényezők nagyon súlyosan csökkentik a tagállamok adónövelő képességét, és veszélyeztetik egyébként a méltányos adózást is.

Meg kell említenem, hogy olyan nagymértékű ma már az uniós árnyékgazdaság, ami a Bizottság jelzése szerint a GDP-nknek közel egyötödét teszi ki. Ez, képviselőtársaim, kétbillió eurós összegnek felel meg, ami szintén súlyosbító tényező. Ma már nyílt titok az is, hogy több billió eurót rejtenek el adóparadicsomokban, ami viszont probléma, hogy ehhez sajnos az Európai Unió is asszisztál.

Azt kell állítanom, hogy az eddig megtett lépések nem voltak megfelelőek, vagy éppen nem voltak megfelelően hatékonyak. A mai napon mindezek tükrében a tanácsi üléshez nagyon-nagyon fontos, hogy egységes álláspontot, és nagyon fontos, hogy jó üzenetet tudjunk megfogalmazni, éppen az adócsalókkal és a segítőikkel szemben.

Az elemzések szerint az EU-ban az adócsalások és az adóelkerülések, mint a vitában már elhangzott, több mint 1000 milliárd eurót tesznek ki. Minden joghézag, ami a belső piacon létezik, újabb és újabb kiskapukat nyit meg az adózás elkerülésének lehetőségét keresők előtt.

Képviselőtársaim, ez egy verseny, és jelen pillanatban ebben a versenyben éppen a csalók állnak nyerésre a tisztes adófizetők ellenében. Ezért kell ezt a kérdést napirendre tűzni, és ezért kell erről a kérdésről beszélni.

A jelenlegi válság olyan súlyos problémákat vetett fel, amelyek miatt a nemzeti adópolitikákat ki kellett igazítani. E munka támogatására éppen a jelentésemben egy olyan intelligens és koordinált adóinformációs rendszer kidolgozására teszek javaslatot, amely éppen a tagállami adórendszerek harmonizálása helyett olyan együttműködést, olyan koordinációs lehetőséget teremt meg egy platform formájában, ahol össze lehet gyűjteni az adóinformációkat, ezeket elemezni lehet, majd fel lehet használni a következő időszak döntéseihez.

Rendkívül fontosnak tartom, hogy a Bizottság ehhez minél előbb dolgozza ki az információs cserének a formáját, és teremtse meg ehhez a szükséges támogatást is.

Azonban a válságra adott lépésekkel egy időben olyan adóügyi intézkedéseket és ösztönzőket kell foganatosítani, amelyek növelő hatással bírnak a gazdaságra. Olyan adókat kell elsősorban előtérbe helyezni, amelyek rövid-, közép- és hosszútávon is a gazdasági növekedést és a foglalkoztatáspolitikát ösztönözik. Nem gondolom, hogy e tekintetben újabb adókat kellene kivetni, újabb adónemeket kellene bevezetni. Az a véleményem, hogy sokkal fontosabb az adóalanyok körének a növelése.

Mindezekkel egy időben fontos, hogy fellépjünk az adócsalás és az adóelkerülési problémák kezelésével szemben. Ezzel kapcsolatban olyan joghézagokat kell megszüntetni, erre teszek javaslatot a jelentésemben is, amelyeket egyesek éppen a méltányos adóteher alóli kibúvóként használnak.

Meg szeretném említeni zárásként, elnök úr, hogy nagyon jó eszköznek tekintem az ÁFA-csalások csökkentésére éppen a fordított adózásnak a bevezetését. Azt kell azonban tapasztalnom, hogy az ez irányú tagállami kéréseket sajnos a Bizottság nem támogatja megfelelően. Kérem a Bizottságot, hogy változtasson ez irányú álláspontján.

  Algirdas Šemeta, Member of the Commission. − Mr President, I wish to thank the European Parliament for its very active involvement in the development of tax policy initiatives. As President Barroso rightly mentioned, today’s debate comes at a very crucial moment ahead of the European Council. At last week’s ECOFIN, the Member States agreed on conclusions to follow up the Commission’s action plan on fighting tax fraud and tax evasion.

I cannot hide the fact that I would have hoped for greater ambition, more binding commitments and more stringent timelines. Overall, although progress has been achieved by granting the Commission a mandate to launch negotiations with Switzerland and other third countries, the revised Savings Directive remains on the Council’s table.

Today I would like to reiterate my call for its quick adoption in order to put us on the right footing to engage in ambitious talks with our neighbours. In this context I very much welcome your support, as expressed in the reports prepared by Ms Kleva Kekuš and Ms Gáll-Pelcz. In the field of tax fraud and tax evasion, the Commission’s expectations are compatible with those of Parliament.

First, like us, you call for progress on pending legislative files. The Commission welcomes Parliament’s call for the swift adoption of the Commission’s proposals, such as the common consolidated corporate tax base (CCCTB), the quick reaction mechanism to tackle carousel VAT fraud, and the Savings Directive I have just mentioned.

Second, like us you call for improved tools to enhance transparency. We need to accelerate our collective move towards the automatic exchange of information in as wide a field as possible. The EU has a lot of experience, and there is clearly room for progress. The Commission will shortly propose extending the automatic exchange of information as widely as possible over revenues under the Administrative Cooperation Directive.

You also call for enhanced transparency and accountability for businesses. Progress has already been made on country-by-country reporting with the capital requirements and accounting directives. I know that Commissioner Barnier is committed to considering a further extension after an initial period of implementation.

On beneficial ownership, the amended Savings Directive already foresees stronger ways to ensure the taxation of trusts and foundations. In addition, the proposal to revise the Anti-Money Laundering Directive would introduce an obligation on companies and trustees to obtain and hold adequate information on beneficial ownership. The debate is open, and the discussion should lead to an ambitious result, ensuring that the information gathered by companies on their own beneficial ownership is accurate and easy to access by the competent authorities.

Thirdly, like us, you call for improved tools for use against uncooperative jurisdictions. You want stronger sanctions to be applicable to non-compliant companies or jurisdictions, and we agree. Exclusion from public procurement procedures when the authorities are convinced that tax fraud has been committed, and the suspension of banking licences for those guilty of helping clients commit tax fraud, are legitimate measures. I should also point out that we recommend that Member States suspend or terminate double tax conventions with non-compliant jurisdictions.

On the issue of blacklisting uncooperative jurisdictions, the Commission has proposed strict common criteria and a strong coordinated process. Member States themselves have the information needed to apply the criteria. The Commission, through the Tax Good Governance Platform that I recently created, will ensure uniform application of these criteria, leading to a coherent and common blacklisting procedure.

Let me now finish with a few words on the wider issue of tax coordination in the EU. I believe we must maintain pressure on our Member States to improve the quality of their tax systems, as well as the information available to individuals and enterprises with respect to their taxation rules, requirements and regulations.

As you know, the Commission is currently studying the national reform programmes submitted by the Member States. At the end of this month we will be issuing a new set of country-specific recommendations, taking into account the situation of each Member State and putting specific emphasis on the efficiency and fairness of tax reforms.

As you rightly pointed out, a one-size-fits-all approach is not possible in this field. The report on the contribution of tax policy to economic growth that you will adopt today will provide useful input in this work.

  Bart Staes, Rapporteur voor advies van de Commissie begrotingscontrole. − Commissaris Šemeta zal in de vijf minuten dat hij gesproken heeft, een grotere bijdrage geleverd hebben aan de strijd tegen dit soort fraude dan wat de 27 staatshoofden en regeringsleiders morgen zullen doen.

De cijfers spreken voor zich. Ze zijn verschillende keren genoemd in het debat. Het gaat om enorme cijfers, het gaat om een cijfer dat even groot is als de meerjarenbegroting waarover onderhandeld wordt. Het gaat om een cijfer van belastingfraude en -ontduiking dat even groot is als de totale begroting voor bevolkingsgezondheid die wij in de Unie besteden. En inderdaad, ik ben het eens met mijnheer Verhofstadt, de Raad van morgen is een farce. De 28 zullen gedurende twee uur praten met een spreektijd van 4 minuten elk. Dus wij kunnen ons de vraag stellen: hoe écht is de wil om aan dit soort fraude iets te doen?

De Commissie begrotingscontrole heeft zich vooral gericht op BTW-fraude en BTW-carousselfraude, goed voor toch een honderd miljard euro per jaar. En de onwil van de lidstaten blijkt ook duidelijk in dit dossier. Reeds meerdere jaren liggen een aantal Raadsrichtlijnen onbesproken op de tafels van de Raad, een over een snel reactiemechanisme inzake BTW-fraude, een over het verleggen van de regels inzake fraudegevoelige goederen inzake BTW-heffing.

De aanbevelingen van de heer Šemeta zijn ernstig, de aanbevelingen aan de lidstaten zijn ook zeer ernstig. De lidstaten kunnen de daad bij het woord voegen, maar dan moeten zij ook handelen. En dus lidstaten, keur die gewijzigde spaarrichtlijn onverwijld goed. Zet voldoende expertise, personeel en budget in op de strijd tegen belastingfraude, tegen belastingontduiking en tegen belastingparadijzen.

Ten slotte, moeten wij er ook niet over nadenken om de belastingen te heffen waar de economische activiteit echt plaatsvindt? Dat zou al een hele stap voorwaarts zijn.

  Eva Joly, rapporteure pour avis de la commission du développement. − Monsieur le Président, Messieurs les Commissaires, Madame la représentante du Conseil, chers collègues, que de temps perdu! Il aura fallu attendre la conjonction de plusieurs crises, la déstabilisation financière et économique de l'Union européenne et l'initiative FATCA pour que ce thème majeur soit enfin à l'ordre du jour de nos trois institutions.

La problématique des paradis fiscaux n'est pas qu'une question technique. Elle renvoie à des choix fondamentaux. Voulons-nous faire en sorte que l'ensemble de nos entreprises et de nos concitoyens contribuent équitablement au financement de nos modèles sociaux porteurs d'avenir? Voulons-nous mettre fin à la confiscation des ressources des pays en voie de développement? Oui et trois fois oui! Cessons de jouer les hypocrites. Les paradis fiscaux ne sont pas que le fait des petites îles tropicales. C'est aussi un problème européen; plusieurs de ces paradis fiscaux siègent au Conseil.

Chers collègues, déclarons la guerre à l'évasion fiscale. Imposons l'échange automatique d'informations. Obligeons les intermédiaires à déclarer les bénéficiaires effectifs des structures offshore. Étendons la transparence, pays par pays, aux multinationales et mettons en lumière l'ampleur des manipulations des prix des transferts.

Enfin, dotons l'Union européenne de sa propre liste noire et accompagnons–la d'un système efficace de sanctions.

Chers collègues, entre austérité coupable et lutte contre la finance folle, nous avons aujourd'hui le choix.

  Sirpa Pietikäinen (PPE). - Mr President, the moment to act on tax havens is now. It is a question of our collective resources adding up to the collective deficits of all our Member States; it is a question of services for our citizens; and it is a question of legitimacy for those who pay and for all our citizens.

We need more Europe in order to act, and we need more powers for the Commission in order to be effective. This issue cannot be dealt with by the Member States alone. However, we need the Member States and we need them to act now. We have a very clear and easy list of tasks: the automatic exchange of information; making tax crimes an aspect of money laundering; creating a common corporate tax base in Europe; introducing the principle of ‘publish what you pay’; reviewing the Parent-Subsidiary Directive; dismantling tax privileges; introducing better administrative cooperation between Member States and better EU regulation; having an EU-wide tax haven blacklist; dismantling public support and aid for the culprit companies; and revoking the banking licences of those banks that act aggressively in this regard.

A lot of these things can be found in the Commission’s work programme and in Parliament’s report.

We look now to the Commission, to the Member States and to the Council, and I would say to them: ‘Act now. You owe it to our citizens. You owe it to the people. Please.’

  Enrique Guerrero Salom (S&D). - Señor Presidente, en apenas unos días se cumplirá un año desde que el Consejo aprobara un gran plan para el crecimiento y el empleo del que, un año después, apenas sabemos nada. Sería bueno que este Consejo diera paso a algo más eficaz, más rápido y sin bloqueos por parte de aquellos países que frenan la lucha contra el fraude fiscal.

Necesitamos más medios, y los necesitamos ahora. Necesitamos medios para combatir ese gran incendio destructor del desempleo juvenil. Es destructor para la vida de los jóvenes, es destructor para la confianza en las instituciones y es destructor para el proyecto mismo de la Unión Europea.

En mi país, el paro juvenil era dramático en 2011. En 2013, con el nuevo Gobierno del Sr. Rajoy, es todavía más dramático: 14 puntos más de desempleo juvenil. Por tanto, necesitamos el dinero para combatirlo. He citado a España porque es el país en el que más intensamente se produce este problema.

El Presidente de la Comisión ha hablado de la equidad, y yo quiero referirme también a la equidad fiscal. Hay que perseguir todo intento de poner en marcha amnistías fiscales. El Gobierno de España ha puesto en marcha una amnistía fiscal que permite pagar el 10 % del dinero que se hubiera ocultado. Es beneficioso para quienes han evadido; es desmoralizador para los ciudadanos que pagan; es un privilegio para los que falsean; y es una ofensa para los ciudadanos responsables y los ciudadanos cumplidores.

  Anneli Jäätteenmäki (ALDE). - Arvoisa puhemies, veroparatiisit tarjoavat pakotien verojen maksusta, vastuullisesta finanssisäätelystä ja rikosoikeudellisesta vastuusta. Tämä on veroparatiisien ydinliiketoimintaa. EU sallii tämän tapahtua myös muutamissa omissa jäsenvaltioissaan. Täällä on puhuttu EU:n ulkopuolisista valtioista, mutta ei ole mainittu, että Irlanti, Luxemburg ja Lontoon City ovat tavallaan myös veroparatiiseja.

EU siis hyväksyy sen, että EU tai sen alue rikastuu heikentämällä toisten jäsenvaltioiden toimintaedellytyksiä kerätä veroja ja heikentämällä mahdollisuuksia tarjota hyvinvointipalveluja. Huomenna on EU:n huippukokous asiasta, mutta minusta on todella surullista, että valtionpäämiehet kokoontuvat kahdeksi, kolmeksi tunniksi keskustelemaan tästä asiasta sekä energiasta. Minusta tuntuu, että tämä on pikemminkin brändipolitiikkaa, mielikuvapolitiikkaa kuin todellista asioihin puuttumista.

  Liisa Jaakonsaari (S&D), sinisen kortin kysymys. – Arvoisa puhemies, on syytä yhtyä siihen, mitä jäsen Anneli Jäätteenmäki sanoi, mutta myös hänen kohdallaan ihmettelen tuota kyynistä sävyä. Eikö ole hieno asia, että nyt Euroopassa on havahduttu veroparatiiseihin ja veronkiertoon? Kuten komission puheenjohtaja sanoi, tähän asti jäsenvaltiot eivät ole olleet kiinnostuneita asiasta. Nyt muun muassa Suomen hallitus ja erityisesti valtiovarainministeri Jutta Urpilainen ovat nostaneet tämän asian esityslistalle. Eikö joskus pidä antaa Euroopan kansalaisille myös signaali siitä, että jotain positiivista tapahtuu?

Mutta olen todella pettynyt siihen, että päämiehet kokoontuvat vain muutamaksi tunniksi. Me kaikki tiedämme, että kahden, kolmen tunnin sisällä ei pystytä päättämään niistä toimista, joita tässä asiassa pitäisi toteuttaa. Nyt kerrankin tarvittaisiin pitkää huippukokousta, jossa tähän asiaan todella puututaan. Tarvitaan avointa tietojenvaihtoa, mustia listoja ja sitä, että niiltä pankeilta viedään toimintaedellytykset, jotka auttavat veronkierrossa.

  Philippe Lamberts (Verts/ALE). - Monsieur le Président, Madame Creighton, je n'oublie pas que, depuis le début de cette législature, ce sont les États membres, c'est le Conseil, qui a bloqué ou tenté de bloquer toute avancée sur le front fiscal, qu'elle soit proposée par la Commission ou par le Parlement, qu'il s'agisse de la taxe sur les transactions financières, de l'assiette consolidée sur l'impôt des sociétés, de la transparence comptable ou encore de la définition de ce qu'est un paradis fiscal que j'avais tenté d'inscrire dans le rapport sur les fonds d'investissement de capital-risque. Chaque fois le Conseil a dit non! Non!

Par conséquent, je m'amuse un peu de voir qu'il faut l'OCDE, l'opération Offshore leaks, l'affaire Cahuzac pour que le Conseil se dise: "Oh, il y a de la fraude fiscale! Il faut faire quelque chose..." Permettez-moi de vous dire que j'échangerais bien volontiers une tonne de vos déclarations viriles contre quelques kilos d'actions concrètes. Nous vous attendons. Le Conseil ECOFIN de la semaine dernière s'est planté royalement en ne parvenant pas à un accord sur l'échange automatique d'informations. Il y a intérêt à ce que les chefs d'État et de gouvernement demain prennent les décisions qui s'imposent. La sortie de crise en Europe ne se fera pas sans un rétablissement de la justice fiscale.

  Ivo Strejček (ECR). - Pane předsedající, již několik let trvající ekonomická stagnace ve velké většině členských států Evropské unie přináší kromě jiného také významné výpadky finančních prostředků na příjmové straně státních rozpočtů.

Skupina ECR proto podporuje takové návrhy, které na místo zvyšování mezních sazeb současných daní, či dokonce vymýšlení a zavádění zcela nových daní hledají finanční příjmy v protiprávním jednání daňových poplatníků.

Přesto hned na začátku zdůrazňuji, že považujeme daňovou konkurenci za proces ekonomicky zdravý. Za proces, který má pozitivní prorůstové důsledky. Který limituje vládní výdaje a vybízí podnikání k pohybu, což je pro ekonomický růst podstatné.

Skupina ECR v Evropském parlamentu věří, že daňová autonomie může vést k menšímu, ale kvalitnějšímu a výkonnějšímu veřejnému sektoru a je hybným momentem soukromého podnikání. V tomto smyslu podporujeme všechny návrhy, které nevolají po přímém předání pravomocí národních daňových jurisdikcí na nadnárodní úroveň.

Ve svých návrzích si přejeme, aby národní daňové kodexy byly co nejjednodušší a nejsrozumitelnější. Nejen proto, že bychom se tím mohli zbavit tisíců nejrůznějších výjimek, které jsou využívány k obcházení daňových povinností, ale také proto, že jednoduché daňové zákonodárství je spravedlivé pro drobné podnikatele. Ti nemají ani čas ani peníze, aby mohli soustavně sledovat komplikované a stále se měnící daňové zákony. Nemají prostředky, aby si platili daňové poradce či pomoc právníků.

Nechceme svými postoji blokovat takové snahy, které povedou k dobrovolné a vzájemně výhodné koordinaci daňových politik jednotlivých členských států. Jsme ale velmi opatrní všude tam, kde má na úkor členských států – v tak citlivých problémech, jako jsou daně – získávat více pravomocí Evropská komise. Nemyslíme si, že by to měla být právě Evropská komise, kdo získá pravomoc k vyjednávání daňových úmluv se třetími státy. Je pro nás obtížně přijatelné opuštění principu suverénního uzavírání mezivládních dvoustranných daňových dohod. S nedůvěrou přistupujeme ke zřízení platformy pro řádnou daňovou správu, což je vlastní iniciativou Evropské komise. Ne proto, že bychom řádnou daňovou správu na národní úrovni odmítali, ale proto, že v takové iniciativě vidíme krok k rozsáhlé daňové harmonizaci.

  Lorenzo Fontana (EFD). - Signor Presidente, onorevoli colleghi, mi trovo sicuramente d'accordo nel momento in cui si parla di combattere l'evasione fiscale e soprattutto di combattere i paradisi fiscali e magari iniziare a far pagare anche le tasse alla finanza, che purtroppo ci ha portato nella crisi attuale.

Tuttavia vorrei che si riflettesse anche sui cittadini comuni, quelli che pagano le tasse onestamente e che le hanno pagate fino ad ora. Mi chiedo se sia sempre un dovere pagare le tasse o se si arrivi ad un punto in cui pagare le tasse diventa un esproprio da parte dello Stato. Vi faccio alcuni esempi: nel mio paese, si paga il 45% di tasse per non avere i servizi; è giusto pagare le tasse se non si hanno i servizi? È giusto pagare le tasse per poi vedere che nel tuo comune non hanno i soldi per riasfaltare le strade? È giusto pagarle per poi vedere che fanno i tagli alla sanità, per vedere che purtroppo le scuole non funzionano, per vedere che tutta la macchina statale, a cui tu paghi le tasse, non funziona?

Allora arriva un certo punto in cui uno si chiede quale la scelta giusta da fare. Perché vedete, purtroppo capita nel mio paese che le imprese muoiono a causa delle tasse, muoiono perché vogliono pagare le tasse e quando invece lo Stato ha dei crediti nei confronti di queste imprese, questi crediti da parte dello Stato non vengono pagati. Quindi, cerchiamo anche di ricordarci di quei cittadini onesti che pagano le tasse e che muoiono per questo.

  Martina Anderson (GUE/NGL). - Mr President, while the citizens of Europe and small businesses can rightly claim to be suffering from tax fatigue, multinational corporations and financial institutions have come through the current crisis relatively unscathed. We heard a lot about that this morning.

While I support the current corporation tax rate in the south of Ireland, I would like to see the executive and assembly have the power to vary the corporation tax rates in the north of Ireland.

We need to increase the minimum effective rates for corporation tax, which, by the way, are still higher than the actual corporation tax rates in some of these countries which are shouting loudest about it.

The Irish Government has neither the will nor the inclination to address the issue of excessive write-downs of corporation tax. They actually facilitate tax avoidance schemes, allowing multinationals to transfer profits as royalties, dividends etc., so that little tax is paid.

This constitutes a race to the bottom and it is a race that Ireland cannot win.

  Andrew Henry William Brons (NI). - Mr President, it is the Member States that have the responsibility to collect taxes and fight fraud, yet here the EU is trying to extend its legislative competence.

It is obviously true that fraud is often committed across international borders, often by the multinationals that are so beloved by the EU’s neo-liberal policies. But ‘borders’ means all borders, and not just the borders of Member States. Action needs to be by extensive international agreement and not confined to the EU.

On another subject, to talk about growth, jobs and competitiveness in the context of the EU’s energy policy is wildly optimistic. Renewable energy might well be a desirable ideal, but it is inefficient and expensive. High energy costs will not create growth, jobs and competitiveness, they will destroy them.

Suppliers of energy wishing to use fossil fuels are penalised financially, and those plants will eventually be closed down. To make matters worse, emergent countries seem to be immune from strictures against the use of fossil fuels.

In the UK we have vast quantities of oil locked in the ground as the result of Mrs Thatcher’s policies in the 1980s. We must discard our prejudices against fossil fuels and against nuclear energy. They will be the key to growth and jobs.

The difficulty facing the eurozone will doubtless come up. Perhaps they might heed the words of Oscar Lafontaine and begin an orderly dismantling of the eurozone. Only escape from the eurozone will rescue the troubled economies of the South from permanent stagnation.

  Mairead McGuinness (PPE). - Mr President, could I just say that the obsession with the length of time of this Council meeting disturbs me somewhat? I am not convinced that a meeting of ten hours is better than a meeting of two, and I sometimes think that, even in our own work in Parliament, with the length of the meeting we often get a worse outcome. So let us be practical about this.

There are two very real issues on the agenda for this short meeting of two hours, but that does not mean that great progress can be made. The first is on energy, and there have been many comments made about this energy debate. It is crucial if Europe is to talk about reindustrialisation that we get our energy mix right and that we get our energy costs down. That will be a huge challenge, but I also want to add to it the issue of fuel poverty and the cost of fuel for low-income households. Others have mentioned the need to look at an energy and climate policy that address both those issues. I am not sure we have got that balance right, but I think that tomorrow’s meeting should at least start and perhaps reach some conclusions on that particular point.

On the second issue on the agenda, tax fraud and tax havens: tax fraud is a crime. If we want to detect crimes we need good policing, so we need good financial policing to detect these frauds within our Member States and across the European Union. There was some schoolboy sniggering here about olive oil. Let us be clear on that particular issue: that is about fraud, a food fraud, and I think that the measures taken on that are required.

On the tax issue, however, let us be clear that the OECD has a definition for a tax haven and it is worth recalling what it is: first, that a country has no taxes or only nominal taxes, and second, that there is a lack of transparency. The third indicator is an unwillingness to exchange information, and we know that that is crucial with tax administrations; and the fourth indicator is an absence of substantial activity requirements.

We have a definition. Let us apply that if we can at European Union level, and let us get that one trillion working within the Union to create jobs and tackle youth unemployment.

  Olle Ludvigsson (S&D). - Herr talman! Det gläder mig att parlamentet idag förmår att ta en stark position i kampen mot skattefusk. Det gläder mig också att parlamentets båda betänkanden är så tydliga vad gäller kopplingen mellan minskat skattefusk och högre tillväxt. I själva verket är insatserna mot olika typer av skattebedrägerier, skatteundandragande och aggressiv skatteplanering av avgörande betydelse för att kunna generera en långsiktigt hållbar tillväxt.

Dels ger minskat skattefusk mer hälsosamma offentliga finanser. Större budgetutrymme skapas för framåtsyftande investeringar i utbildning, forskning, infrastruktur och grön omställning, som nu krävs för att få hjulen i den europeiska ekonomin att snurra.

Dels bidrar ett minskat skattefusk till att skapa rättvisa konkurrensvillkor där oseriösa företag inte tillåts mygla till sig fördelar. Denna effekt ska inte underskattas. En förutsättning för en positiv ekonomisk utveckling är att seriösa företagare ges en ärlig chans att konkurrera.

Det är nu upp till stats- och regeringscheferna att leverera på toppmötet i morgon. De har alla möjligheter att ta tag i fusket. Parlamentets betänkanden visar att det finns en lång rad effektiva verktyg att ta till. Det handlar bara om politisk attityd. Det handlar bara om attityd. Med den rätta politiska viljan går det att åstadkomma utmärkta resultat.

  Marielle de Sarnez (ALDE). - Monsieur le Président, je tiens à dire ceci au Conseil et à la Commission: si vous avez entendu ce qui se dit ce matin dans cet hémicycle, vous devez savoir que jamais vous n'aurez, sur une question européenne, un tel consensus. Il y a consensus sur la nécessité de la lutte contre la fraude et l'évasion fiscales, et ceci implique pour vous deux une obligation d'agir, un mandat interactif pour agir.

Nous sommes tous d'accord, ici, pour dire que, évidemment, nous serions plus crédibles, nous Européens, si nous n'avions pas, sur notre propre sol, des paradis fiscaux, pour dire qu'il faut aller vers l'échange automatique d'informations, pour dire qu'il faut aller vers la levée du secret bancaire, et pour ajouter qu'une entreprise ne peut plus continuer à faire de profits dans un pays européen sans y payer l'impôt. Et donc, demain, ce que nous voulons, ce que nous exigeons, c'est du concret, ce sont des décisions, parce que la seule réponse à la désaffection des citoyens européens pour l'Europe, c'est justement que l'Europe retrouve une capacité à agir, que l'Europe redevienne efficace.

  Kay Swinburne (ECR). - Mr President, balancing tax sovereignty with the need for improved coordination and transparency in tax matters will be difficult but it must be done, both within the EU and globally. It is abhorrent that some multinational companies are using complex legal structures across a number of countries to pay as little corporation tax as possible. Estimates of one trillion euros per year being lost to fraud, tax evasion and tax avoidance are shocking at any time, but more so when our governments need every penny of tax revenue to rebalance their budgets and get deficits under control. The game of cat and mouse with global companies over corporate taxation is not new, yet it seems that during the last 15 years many governments have given companies an easy ride, preferring to receive increased foreign direct investment and income through new employment rather than taxing global profits effectively.

I firmly believe in tax sovereignty. Member States have a responsibility to deal with their own companies and jurisdictions but they also have a responsibility to ensure that their tax law does not create perverse incentives globally. The US Foreign Account Tax Compliance Act (FATCA) initiative has its extraterritorial problems, but it gets to the root of the problem. If companies are forced to report their global taxation arrangements, it will be clear who is paying their fair share.

The only way to address this is via the G8 and G20. David Cameron is leading the debate internationally to find ways of solving these problems: globally-agreed standards for reporting, exchanges of relevant quality data, and simplified tax systems. Collecting tax on worldwide income, where appropriate, will ensure fairness in taxation globally.

  Sampo Terho (EFD). - Arvoisa puhemies, vaikka verosuunnittelun ja verokilpailun on EU:ssa oltava sallittua jatkossakin, varsinaisiin veropetoksiin on tartuttava tiukasti ja hyödynnettävä rajat ylittävää yhteistyötä niiden torjumisessa. Myös veroparatiisien vastaisessa taistelussa on otettava tiukat aseet käyttöön ja tämän on oltava yksi EU:n keskeisiä painopisteitä.

Erityisesti taloudellista tukea saaneiden jäsenvaltioiden on ehdottomasti kitkettävä veropetokset ja veronkierrot sekä tehostettava veronkantoaan. Tällä olisi monessa tapauksessa voinut olla merkittävää ennaltaehkäisevää vaikutusta jo koko kriisiin ajautumiseen.

Veronkannon tehostamista ei pitäisi kuitenkaan esittää mahdollisuutena julkisten menojen paisuttamiseen vaan mieluummin veroprosentin mahdolliseen laskemiseen. Tämä voi tukea myös veronmaksuhaluja.

EU-tasoisessa yhteistyössä veronkierron ja veroparatiisien vastaisessa taistelussa ei pidä kuitenkaan sekaantua kansalliselle toimijalle kuuluvaan verotusoikeuteen. Voimme sopia yhteisistä suuntaviivoista ja periaatteista, mutta verotuksen tulee jatkossakin pysyä kansallisen toimivallan piirissä.

  Paul Murphy (GUE/NGL). - Mr President, it was Benjamin Franklin who wrote that ‘in this world nothing can be certain except death and taxes’. If he was writing today he would have to add the words ‘unless you are Apple, Google, or Facebook’, because the figures are stark.

Apple makes international profits of EUR 17 billion and pays taxes of EUR 8 million: that is a rate of 0.05%. Google Ireland Ltd: profits of EUR nine billion, taxes of EUR 22.2 million: a rate of one quarter of one per cent. Facebook Ireland: profits of EUR 1 billion, taxes of EUR 3.2 million: a rate of one third of one per cent.

How do they get away with it? They all use the tax scam known as the ‘double Irish’, with corporations incorporated in Ireland but registered for tax in Bermuda. So how can the Minister seriously talk about tackling aggressive tax planning and tax avoidance when Ireland itself functions as a tax haven, as reported yesterday in the US Senate report?

What makes it even more galling is that, at the same time as facilitating the tax avoidance of the major corporations in the world, the Irish government is engaged in a campaign of threatening to rob the property tax from working people. Well, this is my return for the bail-out tax. I will not be registering, together with hundreds of thousands of other people who will be saying: ‘let the rich pay their taxes, working people have paid enough’.

  Francisco Sosa Wagner (NI). - Señor Presidente, muchos ojos siguen con atención la reforma que debatimos porque, desde el inicio de la crisis económica, se han sucedido cumbres en el G-20 y en la OCDE para tratar de combatir la economía opaca, esa que fluye a través de las cloacas de la insolidaridad o de la avaricia hacia los paraísos fiscales. Y, lamentablemente, sus acuerdos no se han llevado casi nunca a la práctica.

En el borrador que circula para la próxima cumbre europea se cifra en más de un billón de euros lo que pierden las arcas públicas europeas. Hemos de ser muy claros en la reforma e impedir las contradicciones que existen en el seno de la propia Unión Europea: países europeos que se sientan en el Consejo y cuyas regulaciones internas son condescendientes y benévolas con estas prácticas. Hemos de ser, por consiguiente, diáfanos, porque los ciudadanos nos miran y esperan una respuesta.

Es urgente que exista un marco claro, un marco institucional de transparencia pública, y que la Unión sea el paraíso, pero el paraíso del buen Derecho.

  Herbert Reul (PPE). - Herr Präsident, Herr Kommissar, liebe Kolleginnen, liebe Kollegen! Wir haben heute wieder so viele Reden gehört über die Armut, die den Menschen in Europa droht, mangelndes Wachstum, mangelnde Jobs. Wenn es dann konkret wird und wenn die Kommission dafür sorgt, dass beim nächsten Energiegipfel diese Woche, in diesem Rat, mal dringend über ein Thema geredet wird, wo Jobs entstehen können, wo es um die Frage geht, ob wir die Preise für Energie weiter hochtreiben und damit Menschen in Armut treiben, dann kneifen wir hier alle. Dann wird nicht darüber geredet. Dann sind wir nicht bereit zu sagen: Jawohl, es ist höchste Zeit für einen Spurwandel, für einen spürbaren Wandel in der Energiepolitik.

Das, was der Kommissar, der Kommissionspräsident heute vorgetragen haben, ist doch hundertprozentig richtig. Es ist dringend notwendig, in der Energiepolitik umzusteuern, wenn wir Wachstum wollen, wenn wir Industrie wollen, wenn wir wollen, dass die Menschen mit den Preisen nicht weiter malträtiert werden. Es ist verdammt verlogen, es ist wirklich verlogen, was wir hier zum Teil formulieren, wenn wir über Armut, über die mangelnden Jobs klagen und dann nicht bereit sind, auch Konsequenzen zu ziehen.

Man kann doch nicht beim backloading einfach darüber hinwegsehen, was das für Folgen hat. Man kann doch nicht bei den erneuerbaren Energien darüber hinwegsehen, wie sie die Kosten in die Höhe treiben. Man kann doch nicht darüber hinwegsehen, dass der Binnenmarkt im Energiebereich hinten und vorne nicht funktioniert. Man kann doch nicht darüber hinwegsehen, dass in Amerika die Kosten für Energie nur die Hälfte von dem sind, was sie in Deutschland sind.

Da kann man zwar wie Herr Cohn-Bendit – der ist ja mittlerweile schon verschwunden – einfach sagen: Stimmt nicht. Aber die Zahlen lügen doch nicht! Die Faktenlage ist klar und deutlich: Wir haben zu hohe Preise. Und wenn wir es nicht schaffen, die Energiepolitik auf europäischer Ebene von der einseitigen Ausrichtung auf Klimapolitik auch auf Wettbewerbspolitik und auf das Thema Bezahlbarkeit zurückzudrehen, wenn wir es nicht schaffen, zu einer realistischeren Debatte zu kommen, dann wird das alles unecht bleiben! Es hat doch keinen Sinn, hier Krokodilstränen zu vergießen und zu sagen, wie schlimm die Lage ist, und wenn dann diese Woche endlich mal ein Vorstoß gemacht wird, sich dann wieder in die Büsche zu schlagen und zu sagen: Wir haben nichts damit zu tun, wir machen weiter, wir beschließen weiter höhere Preise, wir treiben die Preise weiter hoch, wir sorgen weiter dafür, dass der Binnenmarkt nicht funktioniert.

Wenn ich mir etwas wünschen würde, wäre es, dass wir endlich einmal konsequent sind. Ich bin der Kommission sehr dankbar, dass sie endlich eine Kehrtwende anbietet. Es liegt jetzt an uns, das auch zu nutzen!

  Pervenche Berès (S&D). - Monsieur le Président, Monsieur le Commissaire, vous le savez, ce Parlement européen est déterminé par rapport à ce qui est, aujourd'hui enfin, une priorité de l'Union européenne. Mais, vous le savez, le dernier Conseil ECOFIN nous a laissé un goût amer parce qu'au moment où la pression sur le budget des États membres est telle, comment imaginer la résistance de deux d'entre nous, au motif qu'il faudrait attendre l'accord des autres. Ce petit jeu du mistigri, nous le connaissons depuis trop longtemps. Il ne nous a menés nulle part.

Pendant ce temps-là, les États-Unis, avec lesquels certains veulent définir de grands accords stratégiques, ont pris de l'avance. Il est temps que nous rattrapions ce retard. Il est temps que nous adoptions nos propres définitions, comme nous y invite l'excellent rapport de ma collègue Kleva Kekuš en faveur d'une définition authentique d'une liste noire et des territoires non coopératifs. Il est temps, aussi, que nous nous dotions de ce fameux échange automatique d'informations, sans le faire dépendre d'hypothétiques accords avec des pays tiers sur lesquels nous n'avons pas de capacité d'intervention. Il est temps également que les États membres suivent enfin l'exemple du Parlement européen qui, depuis tant d'années, a adopté sa position pour une révision efficace de la directive sur la fiscalité de l'épargne car, sinon, tous les efforts que nous ferons en faveur d'une reprise de l'activité, en faveur d'une reprise de l'investissement, se traduiront par davantage d'évasion, et tel n'est pas l'objectif de notre mobilisation.

J'ajoute enfin que, sur le plan de la mobilisation, la Confédération européenne des syndicats, dans la position qu'elle a adoptée pour éclairer les travaux du prochain Conseil européen, a clairement identifié cette lutte contre l'évasion et la fraude fiscale en tant que première priorité.

Nous avons une obligation collective d'agir et d'obtenir des résultats. Bon courage, Monsieur le Commissaire!

  Niccolò Rinaldi (ALDE). - Signor Presidente, onorevoli colleghi, signor Commissario, sulla base della mia esperienza di deputato, c'è molto da fare.

Nel 2009, un nostro ricorso contro lo scudo fiscale italiano sanava enormi evasioni con il pagamento di appena il 5% dei capitali, violando norme europee sulla concorrenza, sull'antiriciclaggio, sul pagamento dell'IVA, e fu trattato con molta esitazione dalla Commissione, signor Commissario. Ci volle più di un anno per avere soddisfazione almeno sull'IVA. Si potevano recuperare fino a 20 miliardi, ma la Commissione si è accontentata di un decreto del governo italiano che ne ha sancito il pagamento di fatto soltanto in caso di accertamento fiscale.

Mi fa piacere che qui, adesso, stiamo cercando di cambiare il passo. La lotta all'evasione fiscale deve diventare una politica comune, in modo da avere rapporti di forza migliori rispetto alle azioni dei singoli Stati. Altrimenti, che questa lotta diventi un parametro di convergenza, vincolando gli Stati membri ad obiettivi precisi così come si fa per l'inflazione o il debito. I risultati penso che arriveranno, per una convergenza economica, ma anche per una convergenza di civiltà.

Oggi viene meno la copertura per i ricercatori e per il programma Erasmus ai nostri giovani, per le nostre imprese. Recuperare risorse evase e nascoste nei paradisi fiscali è un'occasione anche per ridare un po' di credibilità alle istituzioni europee che, ripeto, per troppo tempo hanno tollerato senza vigilare con sufficienza. È un dovere per la nostra cultura il contrasto all'evasione, l'evasione che è così diffusa nei paesi del Sud ma, mi pare, non solo; è stata tollerata fino ad oggi un po' troppo, anche a Bruxelles.

  Rui Tavares (Verts/ALE). - Senhor Presidente, caros colegas, encontramo-nos aqui para discutir aquele que é o grande escândalo da economia atual. Em Portugal, nós compramos os nossos produtos no supermercado de bairro, é ali que fazemos o nosso negócio, e o supermercado de bairro paga os seus impostos na Holanda; na Holanda, os passageiros andam no comboio holandês, pagam o seu bilhete na Holanda, e a companhia de comboios paga os seus impostos na Irlanda; e, na Irlanda, como nos explicou o nosso colega Paul Murphy, a Apple, a Google, a Facebook pagam impostos de um quarto de 1 %, um terço de 1 %, um quinto de 1 %.

O segundo escândalo é que este tema até agora não tem sido prioridade do Conselho e sabemos que, quando o Conselho se reunir amanhã durante duas horas, provavelmente vão-nos dizer as duas coisas que têm dito durante nos últimos tempos: primeiro, que é impossível acabar com paraísos fiscais fora da nossa jurisdição e, segundo, que para harmonizar os impostos precisamos de unanimidade.

Caros colegas, nós não precisamos nem de uma coisa nem de outra para acabar com estes dois escândalos, nós não precisamos de acabar com os paraísos fiscais para fazer aquilo que na Europa podemos fazer, que é tirar o oxigénio aos paraísos fiscais. O oxigénio dos paraísos fiscais é a opacidade, é a não transferência de informação. Nós, neste momento, que temos os nossos bancos a necessitar de fazer uma união bancária para garantir a sua credibilidade e que estão sustentados pelos contribuintes devemos dizer: bancos europeus, tal como as grandes empresas de contabilidade europeias e escritórios de advogados, devem dar toda a informação acerca do que fazem as suas subsidiárias em território da União ou fora dele e isso, para já, seria um grande passo.

  Rolandas Paksas (EFD). - Mokesčių nepriemokos, kurių šiandien nesurenka Europos valstybės, yra pakankamai didelės ir suponuoja mintį, kad pagrindinė problema vis tik ne verslo ar atskirų individų pastangos tuos mokesčius nuslėpti. Matyt problema yra gilesnė. Galbūt mokesčių našta pasiekė neadekvatų lygį? Gal ir tų mokesčių yra per daug, o jų tarifai per dideli? O svarbiausia – surinktų pinigų panaudojimas neefektyvus. Tad siūlyčiau:

1. Bandykime pasiekti, kad mokesčius būtų naudinga mokėti. Tam vienus reikėtų sumažinti, kitus – panaikinti, trečius – taikyti tik esant tam tikroms sąlygoms.

2. Mokesčiai turi būti teisingi – ne tik teisingai perskirstyti valstybių reikmėms, bet mokesčių sistemos turi būti koreguojamos taip, kad jomis būtų labiau skatinamas ekonomikos augimas, o bendra mokesčių našta, tenkanti mažas pajamas gaunantiems asmenims ir pažeidžiamiausioms grupėms, sumažėtų. Ir

3. Mokesčiai turi būti neišvengiami. Griežtai bauskime tyčia mokesčių vengiančias firmas ir korporacijas, nepriklausomai nuo jų kilmės šalies ir jų dydžio. Pakeiskime įstatymus taip, kad didelės korporacijos negalėtų žiūrėti į akis ir juoktis iš politikų.

  Cornelis de Jong (GUE/NGL). - Het Europees Parlement heeft goed werk geleverd. Er is een verslag vol met aanbevelingen. Ik mis daarin wel het beginsel dat je daar belasting betaalt waar je ook de activiteiten hebt die tot winst geleid hebben, maar het verslag staat vol met concrete voorstellen. De commissaris is ook bereid tot actie.

De Europese Raad, daar heb ik veel minder vertrouwen in tot nu toe, want ik vind het vaag. Informatie-uitwisseling is prima, maar daarmee halen wij die duizend miljard nog niet binnen. Daarom roep ik de regeringsleiders op hun actielijst concreet te maken met de volgende punten:

1. Doorlichting van alle belastingverdragen, zowel tussen de lidstaten onderling als met derde landen. Haal clausules eruit die leiden tot minder belasting aan de bron en tot incongruenties waardoor er helemaal geen of nauwelijks belasting betaald wordt.

2. Als er geld wordt doorgesluisd naar derde landen, moeten lidstaten voorheffingen heffen, zodat de totale belastingdruk minimaal 25% is.

3. Geen vrijwillige Europese grondslag voor de winstbelasting, maar harmonisatie van die grondslag, zodat lidstaten allemaal dezelfde grondslag hanteren en kunnen besluiten tot een minimumtarief van minimaal 25%.

4. Rapportage per land door bedrijven over omzet, winst en afgedragen belasting.

Zelfs de belastinginspecteurs komen op dit moment in opstand. Zij hebben een actieweek in juni georganiseerd. Overal in Europa zie je de bevolking gemobiliseerd worden. De Europese Raad moet nu doorzetten, anders verliest hij geloofwaardigheid.

  Franz Obermayr (NI). - Herr Präsident! Es muss ein primäres Ziel der Union sein, streng gegen Steuerhinterziehung, Steuerbetrug, aber auch Steueroasen vorzugehen. Deutschland, dem größten Nettozahler der EU, entgehen jedes Jahr circa 400 Mrd. EUR an Steuereinnahmen, Österreich im Verhältnis 1:10 circa 40 Mrd. EUR. Dieses am Fiskus vorbeigeführte Geld fehlt natürlich bei den üblichen Aufgaben des Staates. Und wo holt man sich das Geld? Man holt es sich beim braven Steuerzahler, beim kleinen Mann. Denn die entstehenden Abgänge und Ausfälle werden durch höhere Abgabenbelastung durchaus kompensiert.

Daher soll man nicht den Kleinanleger unter die Lupe nehmen und durchleuchten, sondern den ausländischen Oligarchen, den Großanleger, den Fonds soll man unter die Lupe nehmen. Diese parken ihr Geld in Steueroasen wie den Kaimaninseln, den Kanalinseln, diese haben durch geschickte Steuerberater, Schachtelkonstruktionen, die Möglichkeit, Schlupflöcher zu finden und sich der Abgabenpflicht zu entziehen.

Hier kann ich mir auch die Ausweitung einer Gehilfenhaftung durchaus vorstellen, wodurch man Banken, Berater, Steuerberater, die die Steuerflucht aktiv bewerben und unterstützen, auch zur Rechenschaft zieht. Das heißt: Transparenz und Konsequenz zur Verhinderung, bei der Verfolgung von Steuerbetrügern, das Bankgeheimnis allerdings für die kleinen heimischen Anleger ist auf alle Fälle zu wahren.

  Werner Langen (PPE), Frage nach dem Verfahren der „blauen Karte“. – Herr Kollege Obermayr, sind Sie nicht mit mir der Meinung, dass Österreich Teil des Problems und nicht der Lösung ist? Denn Österreich hat in den vergangenen Jahren immer wieder einen Weg gefunden, die Zinsbesteuerung zu verhindern. Österreich hat Stiftungsvorschriften, die geradezu die Reichen einladen, nach österreichischem Recht Steuerhinterziehung zu betreiben. Mit welcher Frechheit behaupten Sie hier, Österreich sei eine Lösung? Österreich ist nach meiner Meinung Teil des Problems des Hin- und Herschiebens der Verantwortung zwischen Luxemburg, Österreich, Schweiz, Liechtenstein, Kaimaninseln etc. Und solange die EU-Kommission nicht in der Lage ist, innerhalb der Europäischen Union die Steueroasen auszutrocknen, hat sie kein Recht, nach außen zu wirken.

Ich glaube, der Herr Kollege geht mit Herrn Steinbrück in gleicher Weise vor gegen ein Land wie Österreich, das immer schon bei klaren Anfragen und bei klaren Unrechtsvermutungen Rechtshilfe geleistet hat. Dieser germanische Uncharme, mit der Kavallerie zu drohen, ist offensichtlich auch in dieses Haus eingezogen. Ich weise das seitens meines Heimatlandes zurück. Österreich wird sich sicher bemühen, hier ein guter Bestandteil, ein guter Partner Europas zu sein. Allerdings auf Gegenseitigkeit. Das heißt, man muss das gesamtheitlich betrachten. Und wenn hier eine gesamtheitliche Lösung für Europa vorliegt, dann wird Österreich sicherlich nicht anstehen, auch seinen Part zu spielen. Ich weise aber Behauptungen, unqualifizierte Aussagen dieser Art, vehement zurück.

  Giovanni La Via (PPE). - Signor Presidente, onorevoli colleghi, ministro Creighton, Commissario Šemeta, l'evasione fiscale transfrontaliera è un fenomeno allarmante che deve essere fronteggiato con misure concrete, a seguito di un confronto costruttivo tra i leader europei.

Appare necessario un coordinamento fiscale tra gli Stati membri che consenta di colmare l'attuale vuoto normativo in materia. Ritengo comunque che il livello del prelievo fiscale debba essere sostenibile. Visto il contesto di crisi, infatti, si deve mirare ad un riequilibrio di bilancio che tenga in considerazione l'equità nella distribuzione del reddito e l'incremento di produttività. Le difficoltà economiche affrontate dagli Stati membri, impegnati in sforzi di consolidamento delle finanze pubbliche, non devono far dimenticare la via d'uscita dalla crisi e la crescita, basata su riforme strutturali e su investimenti mirati. In tale direzione, un sistema fiscale coordinato può consentire agli Stati di mettere in atto una serie di incentivi in grado di promuovere una crescita economica e un sostegno all'occupazione a breve termine.

La riunione di domani diventa quindi un'occasione per i capi di Stato e di governo europei di avviare riflessioni e considerazioni importanti in vista delle decisioni da assumere nei prossimi mesi, che risulteranno decisive per il rilancio della competitività del sistema Europa, salvaguardando le famiglie e le fasce più deboli della nostra società. In questo contesto, non posso non citare i negoziati sull'approvazione del nuovo quadro finanziario pluriennale, che renderà palese la volontà del Consiglio di investire nell'Unione europea e nelle sue potenzialità, volontà che il Parlamento ha già espresso a gran voce.

Credo che ormai sia giunto il tempo di abbandonare, anche su questo tema, la via dei proclami e delle dichiarazioni. Non potremo fare di più con meno risorse. C'è bisogno di un quadro finanziario pluriennale adeguato alle sfide che dobbiamo affrontare. Dobbiamo mettere in atto misure concrete abbandonando la sola politica del rigore e dell'austerità per una vera spinta in direzione di crescita e sviluppo. Gli Stati membri devono agire adesso con segnali forti nei confronti dei cittadini europei.

Se lo podría preguntar a usted o a otro colega, pero veo que usted sí demuestra tener muy buena formación en el tema. En este debate se han citado diversos paraísos fiscales, a veces la Isla de Jersey o las Islas Caimán, o Barbados; también, por desgracia, algunos Estados miembros de la Unión Europea. Pero no se cita uno, vox populi en el continente, que es la City londinense. ¿Es que Londres es en sí mismo un gran paraíso fiscal, o el mayor de ellos? ¿Usted lo comparte, o no? Y si lo comparte, ¿habría que combatirlo también?

  Giovanni La Via (PPE), Risposta a una domanda "cartellino blu". – Signor Presidente, onorevole collega, non c'è dubbio che anche all'interno dell'Unione europea sia necessario apportare degli aggiustamenti alle politiche fiscali.

Non possiamo pensare di andare a combattere al di fuori dell'Unione il tema dell'evasione fiscale, se all'interno dell'Unione non facciamo i passaggi e i passi necessari per avere un livello di tassazione equo ed equilibrato. Non possiamo pensare che all'interno dell'Unione ci siano paesi nei quali sia possibile pagare un livello di imposizione fiscale enormemente inferiore rispetto ad altri; l'equilibrio è necessario prima all'interno, per poi agire anche all'esterno nei confronti dei veri e propri paradisi fiscali.

  Elisa Ferreira (S&D). - Senhor Presidente, no Conselho de amanhã joga-se muita da credibilidade da Europa. Dirijo-me a si, Senhora Presidente do Conselho em exercício, não é politicamente legítimo que o Conselho imponha cargas fiscais insuportáveis sobre os cidadãos comuns e as pequenas e médias empresas, enquanto deixa fugir um bilião de euros com a sua apatia. Não é possível, Senhora Presidente, não é legítimo que se bloqueie o orçamento europeu por falta de recursos, que não haja qualquer política de crescimento e de investimento europeu por falta de recursos e que se deixe o montante oito vezes superior ao orçamento europeu escapar por fraude e evasão fiscal.

O Conselho tem de clarificar que interesses defende ou perderá a legitimidade democrática. É preciso que o Conselho responda aos cidadãos por que é que fecha os olhos a práticas de insuficiente cooperação, para dizer o mínimo, no caso do Luxemburgo, dos Países Baixos, do Reino Unido, da Irlanda que, inclusive, é o seu país, como digo, ou da Áustria. O Conselho tem de explicar por que é que se recusou, durante tanto tempo, a dar à Comissão o mandato para negociar em nome da União Europeia com a Suíça, o Liechtenstein, o Mónaco, Andorra, etc.? Por que é que no âmbito do G8 e do G20 não fazemos mais do que fazer discursos interessantes? Por que é que, sendo a maior praça financeira mundial, continuamos a tolerar que nas Ilhas Virgens Britânicas haja, por exemplo, 16 sociedades financeiras por habitante, é uma terra com 28 mil habitantes mas têm 457 mil empresas, segundo dados avançados oficialmente em 2011.

Senhora Presidente em exercício, sobre as práticas que é preciso implementar, elas estão completamente identificadas, quer no relatório da nossa colega Mojca Kleva Kekuš, quer nas numerosas propostas feitas pela própria Comissão. Aquilo que é preciso neste momento é que se clarifique o que é que é uma fraude, o que é que é uma violação do direito comum ou o que é que é uma prática de boa gestão. E esta clarificação tem de ser feita através do trabalho legislativo europeu. O Conselho e a Presidência têm de agir neste momento. Os cidadãos não suportam mais palavras, precisam de ação e menos discursos de hipocrisia política.

  Sonia Alfano (ALDE). - Signor Presidente, onorevoli colleghi, signor Ministro, Commissario, oggi stiamo parlando di evasione e frode fiscale, che hanno creato un buco di mille miliardi nel bilancio annuo dell'Unione europea.

Tutto ciò, che personalmente considero una stima al ribasso, non è un danno causato solo da singoli contribuenti, ma da vere e proprie organizzazioni criminali: le più grandi banche europee sono sotto inchiesta per elusione fiscale. Stiamo colpendo i nostri cittadini in nome dell'austerity e del rigore, ma il rigore dovrebbe servire soprattutto ad imporre regole chiare e trasparenza ai colossi finanziari e ai sistemi bancari. L'Italia, è già stato detto dall'on. Rinaldi, in passato ha inventato uno strumento finanziario criminale chiamato scudo fiscale, al solo fine di consentire il rientro di capitali illeciti frutto di attività criminali, traffici di armi, droga, estorsioni e tangenti. Davanti a ciò il Parlamento europeo ha taciuto, i ministri europei hanno taciuto.

Per essere credibili dobbiamo immediatamente colmare il vuoto normativo. La commissione CRIM, che ho l'onore di presiedere, ha già individuato diversi paradisi fiscali tra gli Stati membri e per i quali chiederemo sanzioni esemplari. Chiedo al Consiglio un commento sulle relazioni tra crimine organizzato, riciclaggio ed evasione fiscale; invito inoltre la relatrice a mettere la sua esperienza a disposizione della CRIM.

  Bas Eickhout (Verts/ALE). - Eindelijk heeft de Raad het morgen ook over de inkomstenkant van de eurocrisis. Wij praten nu al jarenlang over overheidsuitgaven en dat daar iets aan gedaan moet worden om de crisis op te lossen. Terwijl wij dat doen, lopen de inkomsten voor de overheid terug.

Zo is bijvoorbeeld de gemiddelde vennootschapsbelasting in de EU teruggelopen naar gemiddeld 23%. Dat was in 2000 nog ruim boven de 30%. Dat zijn minder inkomsten die vervolgens aan de uitgavenkant gecorrigeerd moeten worden. Zolang de Raad de eurocrisis alleen denkt op te lossen met de uitgavenkant kiest hij voor een niet-solidaire en oneerlijke aanpak. Want degenen die belasting kunnen ontduiken zijn de rijken, de rijken die de KPMG's kunnen betalen om alle routes te kunnen uitzoeken. Dat zijn de bedrijven die nu maar 0,05% hoeven te betalen, Apple bijvoorbeeld, zoals vanmorgen te lezen stond in de Financial Times.

Dat is het probleem en de Raad moet nu echt eens gaan praten over het opheffen van het vetorecht op het gebied van belasting, anders kunnen wij de eurocrisis niet oplossen.

  Frank Vanhecke (EFD). - Het is vanzelfsprekend een zeer goede zaak dat de Raad zich buigt over maatregelen om die geschatte 1000 miljard euro fiscale fraude in onze lidstaten aan te pakken. Men kan alleen hopen dat die maatregelen ooit gepaard zullen gaan met een vereenvoudiging van de belastingsystemen in onze lidstaten en met een drastische verlaging van de belastingdruk op burgers en ondernemingen in onze lidstaten, maar dat is een ander verhaal.

Wat echter helemaal ongepast is, dat is het moraliserende toontje dat hier in deze instelling en ook in andere Europese instellingen wordt aangeslagen wanneer het om belastingontduiking en zelfs over belastingoptimalisatie gaat. De vele tienduizenden ambtenaren tot en met parlementsleden en commissarissen van de Europese Unie hebben voor zichzelf een soort 28ste lidstaat gecreëerd, een eigen intern belastingparadijs van mensen zoals wij die wel vorstelijk betaald worden door de Europese belastingbetalers, maar die zelf slechts een minieme belasting betalen tegenover normale belastingtarieven. Laat ons ook eens voor onze eigen deur vegen.

  Jean-Paul Gauzès (PPE). - Monsieur le Président, Madame la Ministre, Monsieur le Commissaire, je vais dire des choses simples, parce que quand la situation est compliquée, il faut des choses simples.

Bien évidemment, il faut une fiscalité juste. Mais la fiscalité n'est pas une question de morale. L'incantation est intellectuellement satisfaisante, mais on voit que, jusqu'à présent, elle n'a pas porté beaucoup d'effets.

La vraie question est celle de l'efficacité de la perception de l'impôt. On le disait au milieu du 19e siècle en France: il y a des dépenses publiques, et il faut les couvrir. Eh bien, aujourd'hui, la puissance publique doit veiller à la meilleure perception de l'impôt dont elle fixe les modalités. Et elle a vraiment besoin que cette perception soit totale.

En face, le contribuable peut être tenté d'éviter l'impôt. À cet égard, il faut distinguer entre la fraude et l'évasion; je crois que le mélange des deux mots n'est pas heureux. La fraude est un délit qui est sanctionné. Les délinquants et leurs complices doivent être poursuivis et sanctionnés sévèrement. Les lois nationales y pourvoient. L'Europe doit conforter cette situation en imposant une obligation d'entraide très forte entre les divers États pour poursuivre les fraudeurs.

S'agissant de l'évasion fiscale, la situation est différente. Elle procède, selon les points de vue, de l'optimisation fiscale ou de la planification fiscale agressive. Et déjà, quand on joue sur les mots, on s'aperçoit que les choses ne sont pas claires. Ce n'est qu'en examinant les causes que l'on peut trouver des solutions à cet évitement fiscal. Les causes, elles sont assez simples, finalement: la complexité des systèmes nationaux, la technicité des dispositifs et les disparités entre les situations nationales. Ceci permet à ceux qui sont spécialistes de la fiscalité de naviguer entre les écueils. Aussi faut-il en tirer les conséquences. Et là encore, les choses sont assez simples. Il est clair qu'il faut une meilleure harmonisation des règles fiscales. C'est ce qu'attendent nos concitoyens. C'est ce qu'ils nous demandent chaque fois que nous leur parlons. Il faut aussi une harmonisation raisonnable des taux, mais pour cela, une volonté politique est nécessaire; ce que nos citoyens attendent, c'est de la crédibilité.

  Άννυ Ποδηματά (S&D). - Κύριε Πρόεδρε, αύριο έχουμε ένα Ευρωπαϊκό Συμβούλιο που έχει, στην κορυφή της ατζέντας του, τα ζητήματα της καταπολέμησης της φορολογικής απάτης, της φοροδιαφυγής και της φοροαποφυγής. Πρόκειται για ένα αδιαμφισβήτητα θετικό γεγονός υπό την προϋπόθεση ότι δεν θα μείνουμε για άλλη μία φορά στα λόγια και στη διακήρυξη καλών προθέσεων αλλά προχωρήσουμε σε συγκεκριμένες και δεσμευτικές αποφάσεις, διασφαλίζοντας την μέγιστη δυνατή συνέργια και αποτελεσματικότητα σε εθνικό, ευρωπαϊκό και διεθνές επίπεδο.

Η εκροή μεγάλων καταθέσεων από εισοδήματα αμφιβόλου νομιμότητας, το ξέπλυμα χρήματος, οι φορολογικοί παράδεισοι, η επιθετική φορολόγηση, όλα αυτά είναι τεράστια προβλήματα που δεν μπορούν να αντιμετωπιστούν μόνον εθνικά - χρειάζεται συντονισμός και συνέργια σε ευρωπαϊκό και διεθνές επίπεδο. Στη χώρα μου, κυρίες και κύριοι συνάδελφοι, η οποία εφαρμόζει εδώ και τρία χρόνια ένα πολύ σκληρό πρόγραμμα δημοσιονομικής προσαρμογής - όπως συμβαίνει και σε άλλες χώρες που δοκιμάζονται από την κρίση, με τεράστια ποσοστά ανεργίας και δραστική μείωση των εισοδημάτων, κυρίως των συνεπών φορολογουμένων - η αντιμετώπιση της φοροδιαφυγής είναι κλειδί για την επιτυχή έξοδο από την κρίση. Επιτρέψτε μου μάλιστα κύριε Επίτροπε να προσθέσω ότι τα προγράμματα προσαρμογής θα είχαν πολύ μεγαλύτερη κοινωνική αποδοχή εάν η Τρόικα έθετε στις διάφορες χώρες ως απόλυτη προτεραιότητα, με συγκεκριμένους και δεσμευτικούς στόχους, την πάταξη της φοροδιαφυγής αντί για οριζόντιες περικοπές μισθών και συντάξεων.

Κυρίες και κύριοι συνάδελφοι, η εξάπλωση του ευρωσκεπτικισμού, του αντικοινοβουλευτισμού, των αντισυστημικών μορφωμάτων και κομμάτων σχετίζεται και με το διευρυνόμενο αίσθημα απογοήτευσης και αδικίας σε μεγάλα στρώματα πολιτών, επίσης συνεπών φορολογουμένων. Η βιωσιμότητα του ευρωπαϊκού σχεδίου εξαρτάται από την ανάκτηση της εμπιστοσύνης των πολιτών· μιας εμπιστοσύνης που δεν μπορεί να υπάρξει χωρίς αίσθημα δικαιοσύνης και κυρίως φορολογικής δικαιοσύνης. Κύριε Επίτροπε, ελπίζω να μεταφέρετε αυτό το μήνυμα αύριο στους αρχηγούς των κρατών και κυβερνήσεων.

  Sylvie Goulard (ALDE). - Monsieur le Président, Monsieur le Commissaire, je tenais à souligner, ici, que vous n'avez pas attendu certaines affaires pour agir et pour essayer d'améliorer les choses sur le front de la fiscalité. Nous vous en sommes reconnaissants.

Je crois que, comme l'a dit Jean-Paul Gauzès, il faut faire une distinction entre la fraude et l'évasion. Concernant la fraude, j'aurai juste un message: il faut veiller à ce que les États ne prennent pas des engagements simplement verbaux. Il faut que nous arrivions à modifier la directive sur la fiscalité de l'épargne. Vous allez voir, ils vont vous faire le coup de vous faire trois promesses, mais nous savons ce qui se passe dans les Conseils européens...

Je voulais, quand même, parler de l'évasion. Je crois que nous avons vraiment besoin d'une certaine dose d'harmonisation dans le marché intérieur. Il n'est pas pensable que le marché continue à se trouver face à un trou béant, en matière de fiscalité, et qu'il manque une base commune, au moins, pour l'impôt sur les sociétés.

Si je puis terminer sur un point, un élément important est de faire tenir droit la gouvernance de la zone euro, car on ne peut pas demander aux contribuables de certains pays – et je me tourne vers vous, Madame la Ministre – d'aider des pays en difficulté qui, eux, refusent totalement de se soumettre à l'harmonisation fiscale.

  Giuseppe Gargani (PPE). - Signor Presidente, onorevoli colleghi, il Consiglio di domani ha all'ordine del giorno politiche energetiche, politiche fiscali, lotta all'evasione, unione economica e monetaria, praticamente tutta la questione europea nel suo complesso.

Ho sentito dire anche nel dibattito stamattina che questo è un Consiglio tecnico perché a giugno poi ci sarà un Consiglio politico. Io credo che il Consiglio politico e quindi la strategia politica e quindi, come è stato detto da un collega, la rotta europea sono il presupposto per poter risolvere questi problemi. Vorrei tuttavia richiamare l'attenzione in particolare sulla lettera che il Presidente del Consiglio europeo ha scritto ai presidenti dei vari paesi. Si tratta in pratica di una lettera di sollecitazione, se non di disperazione per quello che non è stato fatto, una lettera di richiesta di fare di più, di poter armonizzare, di poter intervenire per i singoli Stati non in una situazione intergovernativa, ma in una situazione più strategica, in una situazione federale.

L'Europa si sta aprendo a questa discussione nell'ultimo periodo e vediamo che da parte della Francia e forse della stessa Germania c'è una resipiscenza per poter capire che la cultura del rigore è superata e che abbiamo avuto il consolidamento dei conti in vari paesi, ma la crescita non c'è stata; c'è stata una crescita del populismo e il populismo è antieuropeo, cosa che dovrebbe preoccupare perché a distanza di un anno noi non avremo una verifica del Parlamento europeo e l'antieuropeismo credo sia proprio una situazione negativa rispetto alla strategia che vogliamo portare avanti.

Allora, ancora una volta, da parte del Parlamento non può esserci un'indicazione specifica rispetto ai veri problemi che devono essere appunto superati dal Consiglio, ma una grande indicazione di una via politica, come presupposto per poter risolvere tutti i problemi dell'Europa, che sono quelli all'ordine del giorno di domani.

När människor över hela Europa känner av nedskärningar i välfärden är det provocerande att många av de största företagen, fonderna och stiftelserna har diskutabla upplägg för att undvika skatt. Skatter ska vara rimliga, men de ska betalas solidariskt. Skattesatserna ser olika ut i olika länder, men det är naturligt eftersom välfärden finansieras på olika sätt. Däremot är det viktigt att äntligen komma till skott med en gemensam bolagsskattebas.

I see, Mr President, that the speaker after me is Mr Hökmark, and I can assure all of you that we are, at least, two of those paying the highest rates of income tax in this House.

  Gunnar Hökmark (PPE). - Mr President, we have been discussing the crisis and how to get out of it. It is important to state that growth is the way to get out of this crisis. That is one of the very many reasons to fight tax fraud and tax evasion, not only because it is criminal behaviour but also because it creates unfair conditions for competition and investments and because it means that investments are, unfairly, being made in other parts of the world rather than in the European Union.

But I think it is also important to state that we need to have taxes that do not give rise to tax evasion and investment flows to other parts of the world. We need to have competitive taxes that foster growth, investment and new jobs. This means that company taxes or income taxes must enable us to see economic development, investment and growth here in Europe.

I would like to say to the Commissioner – in respect of taxes, among other things – that what we have seen is that financial transaction taxes do not help; they give rise to tax evasion. I can assure you – and we have discussed this before – that we have very clear experience of this from Sweden but also from other parts of the world.

We must not have taxes that can be abused by those who would wish to evade them. We must have competitive taxes, and we must focus on growth here in Europe. We need to have stable and balanced public spending which can foster competitive taxes.

Increased public spending is not the way out of the crisis; it has been shown to be the way into deeper crisis. We need to have strict public finances and public spending which allows for competitive taxes, then we will avoid tax evasion and foster economic growth in the Europe we love.

Το ερώτημα που θέλω να σας απευθύνω είναι το εξής: εφόσον συζητούμε σήμερα για τις τεράστιες απώλειες, ύψους ενός τρισεκατομμυρίου, που έχουν υποστεί από την φοροδιαφυγή και την φοροαποφυγή οι προϋπολογισμοί των κρατών μελών της Ευρωπαϊκής Ένωσης, δεν νομίζετε ότι ήρθε η ώρα να προχωρήσουμε σε μέτρα φορολογικής δικαιοσύνης που θα μεταφέρουν το βάρος από την παραγωγική οικονομία και από την εργασία σε εκείνους τους τομείς που υποφορολογούνται και που καλούνται να συνεισφέρουν δίκαια στην αντιμετώπιση της κρίσης;

  Gunnar Hökmark (PPE), blue-card answer to Ms Podimata. – I would like to thank Ms Podimata for the question, and I would like to tell her a secret: it is always the taxpayers who pay the taxes and it is always the citizens who pay the taxes, whether we are bank customers and wherever we are. However, I would like us to have fair taxes which stimulate job creation and investment in Europe, and which stimulate European companies to invest more in research, science and production in Europe. I would like to have taxes that foster more growth.

That is why I think we need to look at these issues. We need fair measures in relation to tax collection in our Member States. We need fair and balanced taxes, and I hope that Ms Podimata will agree with me on that point. It is a good argument against the Financial Transaction Tax and some other solutions built on the belief that we can solve all the problems through higher public spending and higher taxes. That is not the case.

  Udo Bullmann (S&D). - Herr Präsident, liebe Kolleginnen und Kollegen! Ich möchte der Europäischen Volkspartei als Sozialdemokrat hier ausdrücklich widersprechen. Es gibt nur eine Botschaft, an die sich die Staats- und Regierungschefs halten müssen, wenn sie in der Steuerfrage klaren Kurs gewinnen wollen – nur eine Botschaft: Es kann nicht länger sein und es darf nicht länger sein, dass die europäischen Gesellschaften, die europäischen Staaten ausschließlich von denen bezahlt werden, die entweder nicht weglaufen können oder die zu anständig sind, um wegzulaufen. Das ist die zentrale Botschaft, um die es geht! Von diesem Ort aus können sie fein gliedern, in welchem Dossier sie was zu machen haben.

Das fängt an mit dem Mehrwertsteuerbetrug. Es darf nicht acht Monate dauern, bis ein Land, das etwas dagegen unternehmen möchte, seine Genehmigung erhalten hat. Die konservative britische Regierung bremst das. Ich hoffe, Sie können das morgen erledigen. Es darf nicht sein, dass wir bei der Zinssteuerrichtlinie den richtigen Schritt tun, das Mandat zu erteilen, damit die Kommission endlich im Auftrag der Europäischen Union verhandeln kann, gleichzeitig aber weiterhin Mitgliedstaaten der Europäischen Union selber bremsen bei vernünftigen Verfahren. Denn wir können nicht von Dritten das erwarten, was wir selber im eigenen Haus nicht regeln. Klären Sie, dass Österreich und Luxemburg nicht länger blockieren, dann ist die Sache in Ordnung. Aber es muss da vorangehen!

Das Gleiche gilt bei der Bemessungsgrundlage. Setzen Sie doch einfach das durch, was wir bei CRD IV, bei der Bankengesetzgebung, geschafft haben: Land für Land soll Bericht erstattet werden – nicht nur von Finanzinstituten, sondern von allen großen Unternehmungen –, wo welche Gewinne, wo welche Steuern, wo welche Subventionen. Das ist der Dienst an den Bürgerinnen und Bürgern Europas!

  Wolf Klinz (ALDE). - Herr Präsident, liebe Kollegen! Wenn unsere Bürger erfahren, dass dem Haushalt durch Steuerbetrug und Steuerflucht jährlich 1 000 Mrd. EUR entgehen, dann verstehen sie die Welt nicht mehr. Denn gleichzeitig hören sie, dass manche politische Gruppierungen wie die Grünen und die Sozialdemokraten nach neuen Steuern rufen oder nach Erhöhung der bestehenden Steuern. Darum kann es nicht gehen!

Es geht darum, dass wir die Gesetze, die wir haben, systematisch anwenden. Die Bürger sind es leid, durch Lippenbekenntnisse vertröstet zu werden. Sie wollen Taten sehen. Und da hat Daniel Cohn-Bendit ja recht: So schwer ist es doch nicht, systematischen Informationsaustausch zu gewährleisten, die Steueroasen auszutrocknen. Hier müssen die europäischen Staaten als Vorbild vorangehen mit ihren überseeischen Steueroasen. Wir müssen sicherstellen, dass Steuersünder auch drakonisch bestraft werden. Steuerhinterziehung ist kein Kavaliersdelikt, das ist ein krimineller Akt! Und wir müssen an unsere corporate citizens, die Unternehmen, appellieren, dass sie nicht nur in legalen Termini denken, sondern auch in legitimen. Was sie machen, ist vielleicht legal, aber es ist nicht legitim. Sie haben eine Verantwortung nicht nur den Aktionären, sondern auch der Gesellschaft gegenüber.

Und schlussendlich: Wir müssen Fortschritte machen bei der Harmonisierung. Das gilt vor allem, was die Bemessungsgrundlage und die Bandbreiten – nicht identische, aber harmonisierte, mit engen Bandbreiten – betrifft. Hier dürfen sich die Mitgliedstaaten nicht länger hinter ihrer Souveränität in Steuersachen verstecken.

  Μαριέττα Γιαννάκου (PPE). - Κύριε Πρόεδρε, το Ευρωπαϊκό Συμβούλιο θα ασχοληθεί αύριο με δύο σημαντικότατα ζητήματα. Το πρώτο αφορά την ενέργεια και, κυρίως, την εσωτερική αγορά της ενέργειας, την ύπαρξη προτάσεων για νέες πηγές ενέργειας και τις πολύ υψηλές τιμές ενέργειας που επηρεάζουν την παραγωγή στην Ευρώπη και επομένως την ανταγωνιστικότητά της. Το δεύτερο θέμα αφορά την φοροαποφυγή και την απάτη. Είναι γεγονός, κύριε Πρόεδρε, ότι οι πολίτες της Ευρώπης δεν ανέχονται να διαπιστώνουν ότι υπάρχουν άνθρωποι και επιχειρήσεις που, μεταφέροντας τα κεφάλαιά τους από τη μία χώρα στην άλλη, πρακτική που επιτρέπεται ελεύθερα, διαπράττουν ταυτόχρονα φοροαπαλλαγή και φοροαποφυγή και μάλιστα σε μια περίοδο κρίσης στην οποία ακόμη δεν έχει συμφωνηθεί, δυστυχώς, το Πολυετές Δημοσιονομικό Πλαίσιο. Κύριε Πρόεδρε, είναι ανάγκη να υπάρξει στην Ευρώπη ένα είδος συντονισμού στα φορολογικά θέματα, χωρίς αυτό να σημαίνει ότι μπορούν όλες οι χώρες να έχουν την ίδια ακριβώς φορολογία, δεδομένου ότι δεν έχουν την ίδια ακριβώς ανάπτυξη. Παράλληλα, πρέπει να τεθεί αυτό το ζήτημα στη G20. Υπάρχουν στην Ευρώπη πολλοί που φοβούνται ότι έτσι θα διαρρεύσουν κεφάλαια. Περνούμε μια πάρα πολύ δύσκολη εποχή. Το μήνυμα όμως που πρέπει σίγουρα να περάσει από πλευράς Ευρωπαϊκής Επιτροπής σε όλες τις χώρες είναι ότι, δεν νοείται φοροαποφυγή, δεν νοείται φορολογική απάτη, δεν νοείται φοροαπαλλαγή. Όλοι πρέπει να πληρώνουν τους φόρους τους. Όταν, σε μια τόσο δύσκολη εποχή, έρχονται στο προσκήνιο διάφορες πολιτικές προτάσεις που είναι έξω από τα όρια της δημοκρατίας, αντιλαμβάνεστε πολύ καλά ότι οι Ευρωπαίοι πολίτες δεν πρόκειται να συγκατανεύσουν σε ένα τέτοιο κλίμα που θα επιτρέπει σε κάποιους να αποφεύγουν τις υποχρεώσεις τους μέσω της μεταφοράς των κεφαλαίων τους από τη μία χώρα της Ευρώπης στην άλλη. Πρέπει να λάβουμε υπόψη μας το πολιτικό κλίμα· πρέπει να λάβουμε υπόψη μας τις προσεχείς ευρωπαϊκές εκλογές· πρέπει να μην αφήσουμε περιθώριο να μετατραπεί το Κοινοβούλιο σε ένα ευρωσκεπτικιστικό σώμα, γεγονός που θα υπονομεύσει την πορεία της Ευρώπης.

Tudjuk, mit kell tenni EU-szinten, hogy kevesebb nyersanyagból, nagyobb hatékonysággal biztonságos energiaellátást biztosítsunk. De mit teszünk?

Tudjuk, hogy EU-szinten kell összekapcsolni a hálózatokat, hogy csökkenjen külső függőségünk és javuljon a beruházási kedv. De mit teszünk?

Tudjuk, hogy nagyléptékű infrastruktúra-beruházásra van szükség, mert a késlekedésnek súlyos ára van. De mit teszünk?

Tudjuk, hogy a 2008-ban a recovery programban megszavazott források felhasználása során milyen  elhúzódó engedélyezési eljárásokba ütköztünk. De mit teszünk?

Tudjuk, hogy késik a 3. energiacsomag átültetése.  Tudjuk, hogy az ezért felelős intézményeket alulfinanszírozzuk. De mit teszünk?

Tudjuk, hogy a digitális korban az energia hozzáférés a „lenni vagy nem lenni” kérdése. De mit teszünk?

Tudjuk, de mit teszünk? Történelmi a felelősség. Ha elmulasztjuk, kb. 1000 milliárd euró befektetéséről döntünk, vagy nem döntünk. Ez az összeg megegyezik az adóparadicsomok kapcsán tárgyalt összeggel.

  Jan Mulder (ALDE). - Wij zien op het ogenblik overal in Europa bezuinigingen. Het is het woord van de dag en de Europese Unie zelf ontkomt er ook niet aan. Het is daarom onacceptabel dat er in Europa nog op grote schaal gefraudeerd kan worden met belastingen. Het is nog erger dat bepaalde landen dat faciliteren door nog steeds het bankgeheim te handhaven. Dat is een van de eerste dingen die zouden moeten worden aangepakt. Wij moeten op dat punt gelijke regels hebben in de hele Europese Unie, met informatie-uitwisseling. De voorstellen die in de verslagen staan waar wij straks over gaan stemmen, kunnen in het algemeen worden ondersteund. Zij zijn een bemoedigende voortgang.

Ik denk dat speciale aandacht besteed zal moeten worden aan de BTW-fraude. Het is een belangrijke inkomensbron van de lidstaten zelf, maar het is ook een belangrijke inkomensbron van de Europese Unie. Het systeem zal hervormd moeten worden opdat het doorzichtig is en in alle landen eerlijk wordt toegepast.

  Theodor Dumitru Stolojan (PPE). - În acest Parlament, în ultimii 2-3 ani, am afirmat de mai multe ori că existenţa paradisurilor fiscale care nu doresc să încheie acorduri de transparenţă, de schimb automat de informaţii cu Uniunea Europeană, reprezintă o ruşine pentru cetăţenii care îşi plătesc impozite în aceste state membre ale Uniunii Europene. De aceea salut propunerile făcute de Comisia Europeană, salut progresele realizate de comisarul Šemeta în acest domeniu, precum şi propunerile din rapoarte privind prevenirea evaziunii fiscale prin paradisuri fiscale.

Consider însă de datoria mea să propun două măsuri noi, care să fie mai percutante în a obţine succes în această luptă împotriva evaziunii prin paradisuri fiscale. În primul rând, să interzicem tranzacţiile de orice natură făcute în Uniunea Europeană de către companii înregistrate în paradisuri fiscale care nu vor să încheie acorduri de transparenţă şi de schimb automat de informaţii cu Uniunea Europeană - deci nu numai în ceea ce priveşte achiziţiile publice, ci interzicerea oricărui fel de tranzacţii în spaţiul Uniunii Europene. În al doilea rând, să luăm propunerea bună care a apărut în Marea Britanie ca societăţile multinaţionale să fie obligate să declare public profiturile obţinute în toate ţările din afara Uniunii Europene unde au unităţi înregistrate.

  Patrizia Toia (S&D). - Signor Presidente, onorevoli colleghi, il Consiglio europeo di domani, a quanto abbiamo capito, rischia di essere più un Consiglio di settore, una ministeriale, che non l'istituzione politica che si sente investita di grandi decisioni di fronte all'enormità dei problemi.

Qualcosa però si muove nell'orizzonte europeo. Si rilancia, da un lato, il bisogno, l'urgenza di una credibile unità politica e, dall'altro, si chiedono iniziative concrete e urgenti per i giovani e il lavoro. Ma forse niente di tutto questo riecheggerà domani nel Consiglio e quindi speriamo che questa responsabilità, chiediamo che questa responsabilità sia assunta per il Consiglio di giugno, perché il momento della prova è arrivato.

Stati Uniti e Giappone invocano il ciclo della ripresa e l'Europa è attesa al varco, anche della sua legittimazione politica. Ma non supereremo la prova con le parole – come dicevano i miei colleghi – e se continueremo nel doppio binario, grandi proclami, grandi programmi e pochi mezzi a volte contraddittori. L'energia è un esempio, mi rivolgo al Commissario, ma soprattutto al Consiglio: non c'è traccia nel progetto di domani di un grande respiro come quello della comunità europea dell'energia, che da sola darebbe fondamento a una politica comune. Il Consiglio dica qualcosa, dica anche no, ma si esprima!

E poi, per le infrastrutture, da un lato, il Consiglio parla di grandi piani d'investimento e, dall'altro, lo stesso Consiglio, signora Ministro, riduce il bilancio da 9 a 5 miliardi per il CEF. Qual è il Consiglio vero, il primo o il secondo? Io Le chiedo formalmente domani di porre questa contraddizione sul tavolo, si deve avere una risposta. Lei inoltre sa che il Parlamento chiede che questi fondi siano dati più per strumenti finanziari d'investimento che non a pioggia, 5 miliardi a pioggia sono ridicoli – col fabbisogno che c'è in quest'Europa – e il Consiglio chiede di partecipare, non lasciando solo alla Commissione la decisione delle priorità. Questa è coerenza: decisioni, non parole e soprattutto coerenza.

  Sophia in 't Veld (ALDE). - Mr President, ALDE, like the other groups, fully supports the fight against tax fraud and tax evasion. However, policies must be adopted in a transparent and democratic way, and the urgency of the matter does not really justify bringing in policies by the back door. There should be no policy laundering.

A lot has been said about the Foreign Account Tax Compliance Act (FATCA), and everybody says we welcome FATCA. But FATCA is a US law that is applied directly on EU territory. I ask this House: if it were not a US law but a Chinese or a Russian law or a law of any other country, would we also welcome the fact that it is being applied here?

The EU needs to have the courage to make its own policies and set its own standards. We have been unable to do so for many years, and we should not need the Americans to adopt our laws.

Finally, I say to the European Commission that I asked for access to the FATCA documents a year ago and have still not had a reply. All I get from the European Commission are delays and an offer to discuss the matter over coffee.

I do not want to have a chat over coffee with the Commissioner, not to discuss access to documents at any rate. I want a reply. If I do not get a reply I will be obliged to go to court yet again.

  Jean-Pierre Audy (PPE). - Monsieur le Président, Madame la Présidente, Madame la Ministre, Messieurs les Commissaires, l'énergie et le traité de Lisbonne donnent de nouvelles compétences à l'Union européenne, concernant notamment la sécurité et l'interconnexion des réseaux.

Je voudrais féliciter le Président du Conseil européen qui, dans le prolongement de la réunion de février 2011, a évoqué ce sujet. L'énergie, c'est souvent la guerre. Souvenons-nous de la guerre du Golfe. C'est un problème économique, avec la compétitivité qu'elle implique, chacun l'a dit. C'est un problème pour l'environnement et le climat. C'est aussi un problème social, car elle représente de 7 à 17 % du budget de nos concitoyens. C'est un problème politique: nous avons vu, avec les élections anticipées en Bulgarie, les mouvements politiques qu'elle peut engendrer.

Je voudrais vous féliciter, Monsieur le Commissaire Oettinger, car vous avez fait un travail remarquable. Bravo!

Voici quelques éléments de réflexion. La première observation, c'est que l'énergie est un problème mondial. Nous avons raison, nous, Européens, d'apporter une réponse européenne. Le Conseil européen est le bon niveau pour décider de la stratégie politique à l'échelle du continent. Oui à une communauté européenne de l'énergie, mais avec une dimension parlementaire et non pas seulement intergouvernementale.

Deuxième observation: ce serait un grand risque de ne faire le lien qu'entre l'énergie et le climat. L'énergie, c'est aussi un problème qui tient à la compétitivité de notre industrie. Comment maintiendrons-nous notre industrie avec une énergie dont le prix est deux fois supérieur à celui des États-Unis?

Ma troisième observation porte sur les sources et les transitions énergétiques. Nous avons tellement de sources: l'énergie fossile, bien sûr, mais aussi le nucléaire, l'hydraulique, le solaire. N'oublions pas la géothermie profonde, l'hydrogène, ITER. C'est le génie scientifique qui nous permettra de traverser ces périodes.

Enfin, concernant l'infrastructure, nous avons besoin de plans d'infrastructure. Je propose de réfléchir à la mise en commun des grandes infrastructures dans une société européenne, publique, qui serait placée sous le contrôle de la Commission européenne, et financée par une contribution volontaire des consommateurs.

Enfin, j'espère que les chefs d'État réfléchiront, également, à la communautarisation du traité EURATOM. C'est un sujet qui n'a jamais été traité à l'échelle des chefs d'État et nous avons une attente sur la dimension parlementaire du traité EURATOM.

  Kathleen Van Brempt (S&D). - Er is deze voormiddag al veel gedebatteerd over eerlijke belastingen en dat is ook ontzettend belangrijk. Als wij een verdere toekomst willen creëren voor de Europese Unie, dan zijn eerlijke belastingen een manier om ervoor te zorgen dat wij in de toekomst kunnen investeren.

En zo kom ik bij het tweede onderwerp van de Raad, namelijk energie. De uitdagingen op energiegebied zijn enorm groot. Wij zouden dat kunnen zien als een grote bedreiging: stijgende energieprijzen, een bedreiging van onze industrie omwille van het goedkope schaliegasverhaal in de Verenigde Staten, de klimaatproblemen. Maar wij kunnen het ook bekijken als een grote opportuniteit. Als wij doen wat wij moeten doen kunnen wij heel veel investeringen waarmaken in de energiesector en dan creëren wij jobs voor ontzettend veel Europese jongeren en anderen uiteraard.

De Commissie heeft zelf de aanzet gegeven met haar zogenaamde "no regret"-opties in de Roadmap 2050. Als de Raad nu zou beslissen om radicaal in te zetten op die "no regret"-opties, te investeren in infrastructuur - en dat zal nodig zijn - vanuit de Europese en de nationale budgetten. Twee, kiezen voor hernieuwbare energie. Niet alle mogelijke tussenoplossingen, maar kiezen voor hernieuwbare energie en de infrastructuren daarop aanpassen. En tot slot: energie-efficiëntie. Als je nu een échte "Quick Win" wil maken in de Europese Unie, moet je dat doen. Je moet lidstaten en Europa de mogelijkheid geven om massaal te investeren in energie-efficiëntie en dat brengt miljoenen en miljoenen jobs met zich mee. Zo pak je zowel de uitdagingen op het sociaal-economische vlak als die op het klimaatvlak aan.

Ik hoop dat de Raad morgen de moed heeft om dat soort beslissingen te nemen.

  Paulo Rangel (PPE). - Senhor Presidente, queria cumprimentar naturalmente a Senhora Presidente e os Senhores Comissários e dizer o seguinte: este Conselho é extremamente importante porque ele mexe em dois fatores fundamentais de competitividade para a Europa: um é o fator da energia, do custo da energia, e outro é o fator fiscal e nomeadamente, enfim, do custo que tem existir evasão fiscal.

São dois fatores decisivos para a competitividade e para a formação competitiva da Europa. Eu, porque o tempo é escasso, concentrar-me-ia na questão fiscal, devo dizer que é fundamental haver troca de informação, haver limitação, senão mesmo erradicação dos paraísos fiscais, mas é preciso perceber que o combate à evasão fiscal, que aqui tem um conjunto de medidas interessantes, não é independente do próprio sistema fiscal que organizámos e aquilo que me parece que ainda está muito pouco claro na União Europeia é que tipo de sistema fiscal é que queremos para a União.

Queremos dar aos países em mais dificuldades condições de serem fiscalmente competitivos ou queremos uma harmonização e uniformização fiscal total?

Por outro lado, queremos um sistema de impostos muito alto, que ele próprio promove a evasão fiscal, ou queremos um sistema de impostos moderado que atenue a evasão fiscal?

Eu devo dizer que o meu país fez progressos enormes ao nível da evasão fiscal, progressos extraordinários, nomeadamente quando o atual Presidente da Comissão era Primeiro-Ministro e reforçou, de facto, imenso o combate à evasão fiscal, sendo que, desde então, os resultados são muito bons. Mas hoje, por força da imposição do programa de assistência financeira, aquilo que nós verificamos é que os impostos subiram tanto que eu receio que os bons níveis de combate à evasão fiscal que nós tínhamos atingido se possam perder e, por isso, tem que haver aqui a ideia de que o combate à evasão fiscal também depende das opções que nós tivermos para o sistema fiscal na União Europeia no seu todo, pois não depende apenas destas medidas que são diretamente orientadas para combater essa evasão.

  Ивайло Калфин (S&D). - Г-н Председател, г-жо министър, уважаеми комисари, ние обсъждаме измерителя на избягването и укриването на данъци с около един трилион или хиляда млрд. евро, които изтичат ежегодно от европейската икономика. Само че аз искам да се спра на едни други аспекти, които трудно могат да намерят материално измерение.

На първо място това е изкривяването на икономическата среда и на конкуренцията. Тогава, когато се избягват данъци, това обикновено се прави от големи фирми, които могат да ползват и задграничен данъчен рай. Това се компенсира от увеличени данъци и от много по-голяма тежест за тези, които са коректни към бюджета, за тези, които си плащат. Това се компенсира от тези, които не получават социалните услуги, които би трябвало да се получават.

На второ място, нарушава се прозрачността в икономиката. Тогава, когато офшорни фирми инвестират в банки, в медии, в телекоми, ние виждаме, че един голям сектор от икономиката се управлява от акционери, чийто произход, обществена отговорност и данъчна отговорност също, не са ясни.

Затова аз си мисля, че освен да констатираме, че има разлика между избягване и укриване на данъци, тази разлика трябва да се намалява не само с криминализиране, но и с конкретни инициативи и мерки. Има такива предложени.

Тогава, когато една фирма е в данъчен рай, тогава тя не трябва да получава обществени поръчки, тогава тя не трябва да получава обществени фондове. Има такива предложения и се надявам и в страните членки – в България има такива предложения – да се реализират. Това ще облекчи и Европейската инвестиционна банка, от която искаме такива изисквания.

И последно изречение – Европейският съюз трябва да приеме списък със страните, които създават данъчен рай. Това е изключително важно, за да облекчат националните администрации.

  Erik Bánki (PPE). - Az energiaárak féken tartása érdekében biztosítani kell az egységes energiapiac mihamarabbi létrejöttét. Az eddigi törekvések ellenére számos olyan régiót találunk az Unió területén, ahol még mindig nincs elég fizikai összeköttetés, így az egységes piac sem működik. Ez az oka annak, hogy a közép-kelet-európai régió energiapiacait is az egyoldalú energiafüggőség és az uniós átlagnál magasabb energiaárak jellemzik.

Az egységes piac létrejöttéhez nem további uniós szintű jogszabályokra van szükség, hiszen a 2. és 3. energiacsomag megfelelő alapot ad az uniós energiapiac megteremtéséhez. Az idén márciusban elfogadott infrastruktúra-csomag is fontos előrelépést jelent az energia akadálynélküli áramlásának biztosításában.

Az állampolgárok azonban még keveset érzékelnek a közös piac előnyeiből, mivel az uniós jog átültetésében a tagállamok sajnos jelentős lemaradásban vannak. A 3. energiacsomag fogyasztóvédelmi rendelkezései ellenére az energiaszámlák továbbra is bonyolultak, és nem adnak választ arra, miért emelkedtek meg az utóbbi időben jelentősen az energiaárak. A szabályozás több tagállamban is túlzottan megengedő, így az energiaszolgáltatók nem kényszerülnek a fogyasztók megfelelő szintű tájékoztatására.

Ennek tükrében meggyőződésem, hogy az uniós infrastruktúra fejlesztése, a tagállami implementáció és a piac hatékony felügyelete a záloga annak, hogy az uniós állampolgárok számára a közösségi vívmányok ne csak elvont jogszabályokat, hanem kézzelfogható eredményeket jelentsenek.

Úgy vélem, a holnap kezdődő tanácsi ülés megfelelő alkalom arra, hogy az Európai Unió tagállamainak vezetői megállapodjanak ezekben a fontos kérdésekben.

  Krišjānis Kariņš (PPE). - Godājamais priekšsēdētāja kungs, kolēģi! Politiski korekti varētu teikt, ka mums ir izaicinājums. Es teikšu vienkāršāk — mums, draugi, ir problēma. Problēma ir tā, ka mums ir tik dārgas energocenas, ka mēs zaudējam pasaulē savu konkurētspēju. Kamēr Amerikas Savienotajās Valstīs, pateicoties tam, ka viņi izmanto slānekļa gāzes, viņu energocenas, elektrības cenas ir trīsreiz, četrreiz lētākas nekā mums, mums tās ir dārgākas, un tas nozīmē, ka mūsu mājsaimniecības maksā nesamērīgi daudz, mūsu industrija maksā nesamērīgi daudz, un pasaules tirgū mums būs aizvien grūtāk konkurēt.

Labā ziņa ir tā, ka ir risinājums. Un tas ir risinājums, kas Eiropadomei būtu jāpieņem. Tātad, pirmkārt, ir jāliek liels uzsvars uz starpsavienojumu izveidošanu. Ne tikai runāt par starpsavienojumiem, bet arī izveidot tos, ieguldot naudu, publisko naudu, kur tas ir nepieciešams, lai cenas izlīdzinātos starp Eiropas valstīm. Otrkārt, ir jāsāk Eiropai runāt vienotā balsī ar mūsu trešās valsts energopiegādātājiem. Kolektīvi, kopā mums ir liels spēks. Un, treškārt, mums ir jāizmanto tie energoresursi, kas mums pašiem ir. Ne tikai atjaunīgie resursi — nav arī jābaidās no slānekļa gāzes izpētes. Draugi mīļie, šādā veidā mēs varam cīnīties pret augstajām energocenām, uzlabot savu konkurētspēju un savu iedzīvotāju labklājību. Paldies par uzmanību!

  Othmar Karas (PPE). - Herr Präsident, meine Damen und Herren! Zum Ersten möchte ich mich der Kritik anschließen, dass dieser Gipfel mit den beiden wichtigen Themen zu kurz ist und zu schlecht vorbereitet ist. Ein Gipfel ohne Ergebnisse ist ein Gipfel zuviel! Der entscheidende Punkt ist, dass wir klarmachen: Regelungen, mit denen einzelne Länder versuchen, anderen Ländern Steuergelder abzugraben oder gar Steuerhinterziehung zu erleichtern, sind staatlich organisiertes Schmarotzertum. Dies ist unsolidarisch, uneuropäisch und gehört nicht in unsere Zeit. Dieser Zustand muss daher von der ganzen Gemeinschaft bekämpft werden.

Wir sehen auch deutlich, dass die Einstimmigkeit bei binnenmarktrelevanten Steuerfragen zu Verzögerungen führt und Blockademöglichkeiten bietet. Daher erwarte ich mir vom Gipfel, dass man sich freiwillig darauf einigt, im Kampf gegen Steueroasen von der Einstimmigkeit zum Gemeinschaftsrecht zu wechseln, und die Einstimmigkeit bei binnenmarktrelevanten Steuerfragen beseitigt.

Zum Dritten: Wir haben einen Vorschlag der Kommission zur Reform der Geldwäsche-Richtlinie, der zu mehr Transparenz führt. Setzen wir diesen Vorschlag um! Wir haben einen Aktionsplan der Kommission zur Bekämpfung von Steuerbetrug und Steuerhinterziehung. Setzen wir ihn gemeinsam um! Wir haben einen Vorschlag für eine Erweiterung des Anwendungsbereichs der Zinsbesteuerungsrichtlinie aus dem Jahre 2008. Beschließen wir ihn endlich! Es geht darum, dass wir die Dinge, von denen wir wissen, dass sie richtig und notwendig sind, auch tun. Nur die Tat schafft Glaubwürdigkeit und nur die Glaubwürdigkeit im Handeln schafft Vertrauen bei den Bürgerinnen und Bürgern!

  Seán Kelly (PPE). - Mr President, there are two topics and one headline figure. The topics are energy and tax; the headline figure is EUR 1 trillion. EUR 1 trillion is needed for energy as soon as possible, and EUR 1 trillion has not been collected in tax. It is an enormous figure: bigger than the European budget.

Why should this be so? Of course, one of the main reasons was pointed out this morning, namely that it is profitable for companies not to pay tax. They spend money hiring lawyers, but they save a lot more. I think it is time we eliminated the loopholes and made the loophole lawyers redundant, because that is really where all this is coming from. Secondly, we need to look at penalties. If penalties are draconian enough, individuals and companies will think twice before they engage in tax evasion measures. We must try, at European level, to deal with these two issues in particular – eliminate loopholes and increase penalties – and, above all, have a coordinated approach.

Mr Karas spoke about solidarity. We certainly need solidarity. We need coordination rather than harmonisation. If we get coordination across the European Union, we can deal with this, and we can get that EUR 1 trillion that we need so badly for energy overnight. That will show citizens that the European Union actually works for them.

  Sven Giegold (Verts/ALE). - Herr Präsident, sehr geehrte Damen und Herren! An Herrn Šemeta und auch an die irische Ratspräsidentschaft gerichtet muss ich sagen: Es ist natürlich erst einmal eine Freude, dass jetzt endlich in dieses Thema Steueroasen und Steuerflucht Bewegung hineinkommt. Diese Bewegung haben wir den Journalistinnen und Journalisten zu verdanken, die Offshore-Leaks aufgedeckt haben, und dem Druck der Amerikaner für ihr FATCA-Abkommen.

Aber leider hat, wenn man in die Details des Entwurfs der Abschlusserklärung schaut, das Zurückrudern schon wieder angefangen. Es gibt an praktisch keiner Stelle eine konkrete Frist. Die Mitgliedstaaten sind nicht bereit, sich zu konkreten Fristen zu verpflichten. Bei der Zinsrichtlinie haben die Staatschefs nicht vor, den Fehler der Finanzminister, jetzt nicht zu beschließen, zu korrigieren. Es gibt keine Unterstützung und keine Erwähnung der gemeinsamen Körperschaftssteuer-Bemessungsgrundlage. Der Aktionsplan soll weiterverfolgt werden, aber keine Frist. Im Bereich des Verhaltenskodex gegen schädlichen Unternehmenssteuerwettbewerb soll reflektiert werden, ob er verändert wird. Und es gibt keine Zusage für eine länderbezogene Berichterstattungspflicht.

Also, lieber Rat, bitte handelt jetzt! Sorgt dafür, dass diese Konflikte endlich beendet und diese Steuerschlupflöcher geschlossen werden und nicht wieder einfach nur Zeit verstreicht, die uns letztlich teuer zu stehen kommt!

  Milan Zver (PPE). - Čestitam poročevalkama, Mojci Klevi Kekuš in Gall Pelcz za odlično opravljeno delo, tudi Komisiji čestitam za končno odločen pristop, dasiravno pozno.

Ko sem izvedel za davčno vrzel en milijon evrov, sem se zgrozil: to je petkratnik javnih sredstev, ki so namenjena za izobraževanje v vseh državah članicah skupaj. Če bi le delno zmanjšali davčno vrzel, bi z lahkoto premagali ne le težave pri financiranju skupnih zadev, teh skupnih politik, ampak tudi finančne krize.

Imamo torej sistemski problem: države niso sposobne ali voljne reševati ta problem. Obstaja pa tudi kulturni: pred več kot desetimi leti je Ingelhartova svetovna analiza vrednot pokazala na velike razlike v davčnih kulturah. Še posebej je bila nizka v tako imenovanih tranzicijskih postkomunističnih državah.

Vendar s prstom ne smemo kazati na množico, le na navadne ljudi ali le na malo sivo ekonomijo. Glavni grešnik v tej zgodbi je velik kapital in tudi kriminal.

  Juan Fernando López Aguilar (S&D). - Señor Presidente, quiero plantear dos puntos, con brevedad. El desempleo juvenil y, sobre todo, la desafección que eso produce entre los jóvenes no admiten más esperas ni más dilaciones. El Consejo Europeo de primavera del año 2012 anunció pomposamente la activación de nada menos que 100 mil millones de euros para el empleo juvenil. Un año después, nada de nada. Al contrario, el marco financiero plurianual en los presupuestos europeos lo hace imposible, ya que proyecta una raquítica cantidad de 3 000 millones de dinero fresco, de modo que ¿cómo quieren que los jóvenes crean que ahora se van a poner en marcha 60 mil millones de euros sin garantía financiera?

En segundo lugar, esta discusión ha visto diferencias entre nosotros sobre cómo combatir el fraude fiscal y los paraísos fiscales situados fuera de la Unión Europea. Lo lamentable es que no estemos de acuerdo, si quiera, en cómo combatirlo dentro de la Unión Europea, porque dentro de la Unión Europea sigue habiendo competencia fiscal desleal con las reglas del mercado único entre los Estados miembros. Sigue habiendo competencia desleal en la fiscalidad de las sociedades y, sobre todo, sigue habiendo secreto fiscal dentro de la Unión Europea. Es imprescindible, antes de combatirlo fuera de la Unión Europea, que seamos capaces de asegurar las reglas de la armonización fiscal dentro de la Unión Europea.

  Satu Hassi (Verts/ALE). – Arvoisa puhemies, hyvät kollegat, EU:n suurin rakennevika on se, että veropäätökset vaativat yksimielisyyttä. Se on kuin antaisi varkaan päättää rikoslain. Yritys-, ympäristö- ja pääomaverojen vähimmäistasot ainakin pitäisi voida päättää normaalissa lainsäädäntöjärjestyksessä.

Veronkierron hinta, tuhat miljardia euroa vuodessa, on neljä kertaa Kyproksen ja Kreikan tukipaketit yhteensä, mukaan lukien niille myönnetyt lainat, enemmän kuin kaikkien EU-maiden yhteenlaskettu julkinen velka. Suuryritysten ja superrikkaiden verovapaamatkustajuus sälyttää korkeammat verot tavallisille ihmisille, kasvattaa tuloeroja ja sosiaalisia ongelmia.

Jos EU-maiden hallitukset eivät pysty suitsimaan veronkiertoa, se tarkoittaa, että ne eivät halua tehdä sitä. Jos hallitukset eivät suitsi veronkiertoa, se tarkoittaa, että ne haluavat, että eurooppalainen hyvinvointivaltio juoksee kilpajuoksua.

  Oreste Rossi (EFD). - Signor Presidente, onorevoli colleghi, sono contrario a questa relazione perché è debole e non incisiva.

Non si può raccomandare agli Stati membri di procedere attentamente all'introduzione di nuove imposte, occorre invece dire agli Stati membri che la devono smettere di imporre nuove tasse in un momento in cui la crisi comporta la chiusura di imprese e disoccupazione.

Sempre a proposito di tasse, vi ricordo che, durante la scorsa plenaria, solo grazie al voto contrario dell'Aula, è stata respinta la direttiva che voleva dare alla Commissione il potere di decidere il costo delle quote di CO2 . Se tale proposta fosse passata si sarebbe stravolto il mercato e spinto imprese manifatturiere e industrie energivore ad andare in paesi terzi. Bisogna avere il coraggio di dire che anche l'Unione europea deve smettere di imporre rigore nei conti, invece di considerare la necessità di rivedere le regole che disciplinano la Banca centrale europea. È indispensabile modificare i trattati affinché la BCE, anziché finanziare le banche con un tasso ridicolo dello 0,50%, finanzi con lo stesso tasso le imprese e gli Stati.

  Jaroslav Paška (EFD). - Príjmy z daní, ktoré štáty vyberajú od svojich občanov a právnických osôb, sú hlavným zdrojom na krytie výdavkov štátu. Rozhorčenie slušných ľudí nad tým, že im štáty pridávajú stále nové a vyššie daňové povinnosti a pritom tolerujú mechanizmy, ktoré umožňujú špekulantom vyhýbať sa tejto povinnosti, je preto oprávnené. Som rád, že dnes hovoríme o tom, že Únia každý rok prichádza o trilión eur na daňových únikoch. Mrzí ma však, že pri tomto poukazujeme len na daňové raje v ďalekom zámorí. Možno by bolo, vážení páni komisári, potrebné pozrieť sa do zrkadla. Nemáme snáď na Malte, na Cypre, v Luxembursku či Londýne podobné daňové pravidlá ako v daňových rajoch? Nie je snáď naša rôznorodá národná štruktúra daňových mechanizmov najväčším zdrojom daňových podvodov na dani z pridanej hodnoty? Nie je odpúšťanie daňových povinností investorom našimi vládami na desiatky rokov tiež podvodom a výsmechom pre slušných platiteľov daní?

  Salvatore Iacolino (PPE). - Signor Presidente, onorevoli colleghi, non vi è dubbio che frode ed evasione fiscale rappresentino oggi più che mai aspetti essenziali delle attività di riciclaggio.

Quelle attività di riciclaggio che molto spesso sono parte essenziale di sistemi criminali fondamentali, ne stiamo discutendo concretamente nell'ambito della commissione CRIM che sarà approvata come rapporto di metà mandato a giugno di quest'anno.

Commissione e Consiglio possono e devono fare di più, a cominciare dalla revisione della direttiva sui risparmi. Armonizzare la disciplina fiscale è essenziale così come è fondamentale lo scambio di informazioni selezionate e attuali, un'equità fiscale e solidale, ma anche un'unione bancaria e poi accordi di cooperazione con i paesi terzi – quei paesi terzi in particolare dove vi sono paradisi fiscali – collegare gli scambi commerciali agli scambi all'informazione, segreto bancario e sanzioni effettive nei confronti delle banche anche attraverso il ritiro delle licenze…

  Csaba Sándor Tabajdi (S&D). - Gratulálok Kleva Kekuš és Gállné Pelz Ildikó jelentéstevőknek. Dicséretes, hogy végre az Európai Tanácsban a legmagasabb szinten is napirendre került az adóparadicsomok és az adóelkerülés elleni közösségi fellépés. Kellett ehhez néhány botrány: Ciprus fizetésképtelensége, a volt francia pénzügyminiszter ügye, illetve a bajorországi adócsalási korrupciós ügyek napirendre kerülése. De miért kellett ezzel ennyi évet várni? Nyilvánvalóan azért, mert a politikai elitek szorosan összefonódtak az offshore-ozó cégekkel, ill. maguk is részesei voltak az adóelkerülésnek. Ha fennmarad ez a korrupcióellenes elkötelezettség, akkor nemcsak a gazdaság fehéredik ki, hanem a politika, a közélet is.

Ami az energiakérdéseket illeti, ott is átláthatóságra, transzparenciára van szükség. Sajnos ennek teljes hiánya figyelhető meg Magyarországon a Paksi Atomerőmű bővítése kapcsán, jó lenne...

  Ana Gomes (S&D). - Mr President, from 2000 to 2012, over EUR 170 billion were transferred from Portugal into tax havens – and that is just the officially recorded amount. Tax evaders were aided by banks, lawyers and financial experts whom the Portuguese Government also regularly hired to supposedly outsource to them the defence of state interests, all of which usually ended up in corrupt contracts and laws full of loopholes to assist tax criminals.

Last year, with the country already under bail-out and with taxes on the people who pay them drastically raised, the Portuguese Government granted a tax amnesty to tax criminals, allowing them to keep secrecy and pay a ridiculous fine of 7.5% to legalise and keep – mostly in Switzerland – more than EUR 3 or 4 billion, not even demanding repatriation of that capital, all with the Troika’s blessing. Lagarde lists and Liechtenstein lists actually serve to protect tax criminals and allow them to be shrouded in even more secrecy by the Portuguese authorities.

  Petru Constantin Luhan (PPE). - Degeaba recurgem la diverse metode de stimulare a creşterii economice în Uniunea Europeană, dacă nu există o coordonare strânsă la nivel european şi internaţional în ceea ce priveşte paradisurile fiscale. Atitudinea multor companii ce-şi desfăşoară activitatea în Europa reprezintă o totală lipsă de respect faţă de guvernele naţionale şi de cetăţenii plătitori de taxe şi este de datoria noastră să luăm măsuri imediate.

Având în vedere că pierderile generate de transferul profitului în afara Uniunii Europene pentru evitarea impozitării se ridică la câteva miliarde de euro anual, consider că trebuie să depunem toate eforturile pentru identificarea acestor companii, să găsim modalităţi de stopare a acestor practici lipsite de etică şi să restricţionăm accesul acestora la fondurile europene şi chiar la participarea la procedurile de achiziţie publică de pe teritoriul Uniunii Europene.

  Zita Gurmai (S&D). - Mr President, despite all the goodwill speeches and statements, the pressing issues of growth and unemployment – especially youth unemployment – have yet to be properly addressed. One thing is clear though: the austerity-only measures have failed economically, socially and democratically.

Now is the time for Member States to take their responsibilities and put aside short-sighted views. European citizens need more than small steps from one Council to another. We have several tools on the table, such as the Growth Pact or the youth unemployment scheme proposals, but there is no point if these are not followed by concrete measures and implementation as soon as possible. It is time for Member States to understand that these measures are much more than spending. It is an investment for the future, for our youth and for the millions of European citizens facing growing social distress.

Moreover, as many of my colleagues have underlined, the amounts resulting from a more efficient fight against tax havens could have a huge impact if wisely used. The same goes for the financial transaction tax. These are legitimate and fair demands that could have a sustainable and positive effect in building the future of Europe.

  Ulrike Lunacek (Verts/ALE). - Herr Präsident, sehr geehrte Kommissare, meine Damen und Herren! Es ist notwendig, dass der Kampf gegen die Steueroasen jetzt endlich einmal auf die Zielgerade kommt. Schon 2008 wurde davon gesprochen und lange nicht genügend getan. Es ist gut, dass es jetzt endlich schwarze Listen geben wird. Es ist gut, dass auch solche Dinge wie Dividenden und andere Vermögenswerte einbezogen werden müssen. Es ist auch gut, dass der österreichische Bundeskanzler morgen tatsächlich zustimmen wird, dass die automatische Weitergabe von Informationen jetzt stattfinden wird. Ich hoffe, dass auch die österreichische Finanzministerin endlich volles grünes Licht geben wird und nicht erst, wenn es EU-Abkommen mit anderen Steueroasen auf dem europäischen Kontinent wie Liechtenstein oder Schweiz geben muss. Es ist notwendig. 1000 Mrd. EUR pro Jahr, das ist einfach viel zu viel, was hier an Geld verloren geht für Investitionen gegen Jugendarbeitslosigkeit, in die Bildung und in vieles andere mehr.

Ein Wort noch zur Energie: Low carbon energy – das bedeutet inklusive Atomkraft. Dazu gibt es ein ganz klares Nein der Grünen und der Bevölkerung auf diesem europäischen ...

  Emilie Turunen (S&D). - Hr. formand! Hvert år går EU-landene glip af astronomiske tusind milliarder euro på grund af skatteunddragelse. Det er penge, der kunne være blevet brugt på bedre velfærd. Det er også penge, der skævvrider konkurrencen for de selskaber, der faktisk betaler skat, og det er penge, der bliver i lommen på samfundets allerrigeste og på store virksomheder, der flytter formuer og overskud til skattely. Jeg synes, der er en meget stærk moralsk dimension af denne her debat. Skatteunddragelse er jo blevet en elitesport, det er toppen af samfundet, der trækker de helt store penge ud af Europa, og det er dybt forargeligt, for alle skal bidrage til, at vores velfærdssamfund hænger sammen. Alle skal bidrage til de ting, vi deler i vores samfund: børnehaver, plejehjem, sygehuse og skoler. Vi kan ikke tillade, at det kun finansieres af mennesker, der ikke har råd eller mulighed for at stikke af fra regningen. Derfor er Parlamentets betænkning så vigtig, særlig forslagene om definition af skattely, en sortliste udvidet land for land, og derfor er topmødet i morgen så vigtigt, og jeg vil sige til Europas statsledere: Redskaberne er klar, find modet frem. Vi skal have bindende fremskridt i kampen ...

  Victor Boştinaru (S&D). - Suntem în faţa unei situaţii tragicomice. Pe de-o parte Parlamentul şi Comisia se luptă cu Consiliul pentru milioane, zeci de milioane, sute de milioane de euro pentru proiecte esenţiale pentru politicile europene şi, în acelaşi timp, acceptăm că, sub ochii noştri, de ani de zile, sunt sume uriaşe, o mie de miliarde în fiecare an, evaziune şi fraudă fiscală la scara Uniunii Europene. În acelaşi timp, le spunem tinerilor Uniunii că nu avem bani pentru garanţia pentru tineret şi le dăm apoi ca nişte mărgele de sticlă, şase miliarde, poate trei, deocamdată sfinte promisiuni. Cred că a sosit timpul ca în Consiliu să se pună capăt acestui joc, aş spune, de complicitate cu crima, cu frauda şi evaziunea, să se ia o decizie fermă, pentru că nu standardele etice sperie pe cei care (Preşedintele retrage cuvântul oratorului).

  Judith A. Merkies (S&D). - Toezichthandhaving, transparantie, dat zijn de codewoorden, of het nu gaat over de banken, belastingparadijzen, of ook over de energiemarkt. Wanneer krijgen wij nu een echte eengemaakte energiemarkt in Europa, met een echt gelijk speelveld, zoals wij dat in de andere sectoren willen? Dat houdt in: geen onderling verschillende, elkaar mogelijk tegenwerkende nationale maatregelen, écht eengemaakt. Op dit moment is de energiemarkt veel te veel nationaal gecontroleerd, te diffuus en te weinig transparant.

"Eengemaakt" klinkt goed, maar wat gaat de Europese Commissie nu daadwerkelijk doen voor een echte eengemaakte energiepolitiek? En, belangrijker nog, wat gaat de Raad daarvoor doen? Want als er één bevoegdheid is die de EU moet hebben, is het wel bevoegdheid op het gebied van energie. Overigens vind ik dat er veel te veel aandacht is voor capaciteitsopbouw, dat vind ik heel erg twintigste-eeuws. Meer flexibiliteit, dat is een oude reflex. En ik wil graag weten wat u bedoelt met een bepaalde zin, waar u zegt dat maatregelen voor het bestrijden van ....

  Σοφοκλής Σοφοκλέους (S&D). - Κύριε Πρόεδρε, για τον πόλεμο κατά της φοροδιαφυγής και της φοροαποφυγής οι αριθμοί μιλούν από μόνοι τους: η φοροδιαφυγή ξεπέρασε το ένα τρισεκατομμύριο και υπερβαίνει έξι φορές τον προϋπολογισμό της Ευρωπαϊκής Ένωσης και ακόμη περισσότερες το έλλειμμα, αθροιστικά, όλων των κρατών μελών της Ευρωπαϊκής Ένωσης. Οι έντιμοι, καθαροί πολίτες που πληρώνουν τους φόρους τους αμφισβητούν δικαίως τις προθέσεις μας. Έτσι ενισχύεται ο ευρωσκεπτικισμός. Η αλήθεια είναι μία: υπάρχει έλλειμμα ενιαίας, ολοκληρωμένης, σχεδιασμένης φοροεισπρακτικής πολιτικής.

Όλοι οφείλουν να γνωρίζουν ότι η μικρή οικονομία της Κύπρου, η οποία δεν ξεπερνά το 0,3% του προϋπολογισμού της Ευρωπαϊκής Ένωσης, δεν είναι υπαίτια για αυτή την κατάντια. Όλοι επίσης γνωρίζουν ότι ισχυρά κράτη της Ευρωπαϊκής Ένωσης υποθάλπουν και ενισχύουν την φοροδιαφυγή - κράτη που έχουν όνομα. Αυτό που απαιτείται είναι ανάκληση αδειών τραπεζών που αποδεδειγμένα εμπλέκονται σε φοροδιαφυγή, ενίσχυση ενιαίας φοροεισπρακτικής πολιτικής εντός της Ευρωπαϊκής Ένωσης, λήψη αυστηρότερων κατασταλτικών μέτρων.

  Mojca Kleva Kekuš, Poročevalka. − Z današnjo razpravo sem v bistvu zelo zadovoljna.

Mislim, da smo dosegli en velik konsenz mimo političnih idej, ki jih imamo o rešitvah iz krize, ampak en velik konsenz o boju proti davčnim goljufijam, davčnim utajam in tudi boju proti davčnim oazam.

Ugotovili smo, jaz mislim, da vsi skupaj kot celotni Parlament, da je narava davčnih goljufij in velik problem davčnih utaj tako velika, da v bistvu presega sedemletni proračun Evropske unije.

V enem letu izgubimo natanko toliko denarja, za kolikor se mesece pogajamo za vsa evropska sredstva za naslednjih sedem let in mislim, da se tega vsi zavedamo, ker je bil danes konsenz ogromen, politični, in podporo smo dali tudi konkretnim predlogom, ki jih je predstavil komisar Šemeta na začetku, torej predlogom Evropske komisije, z glasovanjem čez nekaj minut bomo dali tudi konkreten vsebinski mandat našemu predsedniku Martinu Schulzu, ki bo jutri predstavljal Evropski parlament, in mislim, da si lahko vsaj nekaj zaželim po koncu te razprave: želim si, da bi se jutri voditelji držav članic zavezali k temu, da prepolovijo davčno vrzel do leta 2020.

Upam, da cilj ni ambiciozen, mislim, da je uresničljiv, in konkretno smo pokazali danes v tej razpravi, kako se lahko to tudi zgodi. V današnjem času, ko imamo 26 milijonov Evropejk in Evropejcev pač brezposelnih in ki ne morejo najti dela, enostavno, in ker ljudje izgubljajo svoje prihranke, morata biti pač poštenost in socialna pravičnost naša, evropska skrb, tudi Evropskega parlamenta.

Zato verjamem, da bodo jutri to naši voditelji imeli v spominu, ko bodo, pa tudi če na dvournem sestanku, sprejeli zelo konkretne ukrepe o boju proti davčnim goljufijam, davčnim utajam in davčnim oazam.

  Ildikó Gáll-Pelcz, előadó. − Először is azzal kezdeném, hogy megértem az elégedetlenkedőket, és megértem azt is, hogy képviselőtársaim rögtön sokkal tágabb aspektusba helyezték ennek a kérdésnek a megvitatását, merthogy minden mindennel összefügg.

Ugyanakkor tekintettel ennek a vitának a kimenetelére és az ezt a vitát megalapozó két jelentésre, azt szeretném kérni a Tanácstól, hogy határozottan lépjen fel nemzeti, nemzetközi és európai uniós szinten is az adócsalással, az adóelkerüléssel és az adóparadicsomokkal szemben, és tegyen határozott lépéseket annak érdekében, hogy az EU-s árnyékgazdaságot csökkenteni tudjuk, mégpedig oly módon, hogy legyen irányítója és élenjárója azoknak a lépéseknek, amelyek mellett az adóösztönzőket be tudják vezetni az adópolitikák és a növekedésösztönzés céljából.

Tisztelt képviselőtársaink! Van egy eszközrendszerünk. Ebben vannak uniós jogszabályok, ebben vannak országspecifikus ajánlások. Mégis úgy tűnik, hogy ez az eszközkészlet kevés ahhoz, hogy a megvalósulás mezejére tudjunk lépni, és hatékonyan lépjünk fel az adócsalókkal szemben. Azt gondolom, hogy egy valami nagyon hiányzik: ez pedig a szándék.

Nos, képviselőtársaim, Tisztelt Miniszter Asszony, Öntől, mint a Tanács képviselőjétől a mai vitán és a következő holnapi tanácsülésen azt szeretném tisztelettel kérni, hogy képviselje az itt megfogalmazott ajánlásokat és kéréseinket, és legyen élenjárója annak, ahogy eddig is tette, és prioritásként kezelte az ír elnökség, hogy hatékonyan fellép az adócsalók, adóelkerülők ellen és az adóparadicsomok csökkentése érdekében.

Nagyon fontos, hogy elérjük azt, hogy mindenki ott adózzon, ahol a tevékenységeit végzi, és ne tehesse azt meg, hogy adóparadicsomokba menekíti ki a pénzét. Nem tesz jót az Európai Unió hitelességének és megítélésének az, ha rejtegeti a meglévő adóparadicsomokat.

  Günther Oettinger, Mitglied der Kommission. − Herr Präsident, meine Damen und Herren Abgeordneten! Der Europäische Rat befasst sich morgen auch mit dem Thema Energiepolitik. Ich bin Herrn Van Rompuy dankbar dafür. Ich sehe darin ein klares Zeichen, dass die Europäisierung der Energiepolitik von den Staats- und Regierungschefs im Grundsatz mitgetragen wird.

Worum geht es dabei? Es geht zum einen, wie von Ihnen angemahnt, um die Vollendung des Binnenmarkts. Ein funktionierender europäischer Markt für Strom und Gas, wie er für andere Produkte und Dienstleistungen in Europa seit Jahrzehnten besteht – für Textilien, Nahrungsmittel, für Autos, Maschinen, Humandienstleistungen, Sozialdienstleistungen, Finanzdienstleistungen –, daran arbeiten wir. Und ein entscheidender Punkt, um ihn zu realisieren, ist die Umsetzung unserer europäischen Gesetze – des zweiten und dritten Binnenmarktpakets –, deswegen beraten wir dabei die Mitgliedstaaten und stehen auch vor Gericht: Mit zahlreichen Vertragsverletzungsverfahren sorgen wir für eine Umsetzung dort, wo sie nicht termingerecht in den Parlamenten verabschiedet worden ist.

Dann kommt es auf Infrastruktur an. Sie haben zu Recht das Thema einer paneuropäischen modernen Gas- und Strominfrastruktur erwähnt. Wir werden im Sommer unsere Projekte von gemeinsamem Interesse – projects of common interest – vorstellen. Das sind Interkonnektoren – Gas- und Stromleitungen, die für mehrere Mitgliedstaaten gemeinsam grenzüberschreitend wichtig sind. Und natürlich könnten wir mehr Geld investieren – Connecting Europe Facility –, aber die 5,1 Mrd. EUR, die der Europäische Rat vorgesehen hat und die jetzt wohl für die nächsten sieben Jahre maßgeblich sind, sind trotzdem Mittel, mit denen viele Infrastrukturen kofinanzierbar sind. Hinzu kommen project bonds, hinzu kommt die Europäische Investitionsbank. Wir trauen uns mit all diesen Instrumenten zu, dass zahlreiche Infrastrukturen früher, schneller und billiger für den Verbraucher in den nächsten sieben Jahren realisierbar sind.

Wie ich generell sagen will: In früheren europäischen Haushalten hat Energie keine Rolle gespielt. Wir werden im nächsten mehrjährigen Finanzrahmen 17 Mrd. EUR haben, die aus den Kohäsionsfonds abrufbar sind, für Energieeffizienz, für Sanierung von Gebäuden mit dem Ziel der Energieeinsparung. Wir werden 5 Mrd. EUR haben für Infrastruktur, und wir werden 6 bis 7 Mrd. EUR haben für Energieforschung. Das heißt: Energie spielt im nächsten Finanzrahmen eine weit größere Rolle als jemals zuvor auf der europäischen Ebene.

Eine Frage wurde heute in den Vordergrund gerückt: Energiepreise. Ich bin dankbar dafür. Wir müssen in Europa entscheiden: Wie viel Geld können wir für Energie bezahlen? Da geht es um den kleinen Mann, die kleine Frau, den finanzschwachen Privathaushalt, der für Mobilität, Licht, Wärme, Kälte, Kommunikation immer mehr bezahlen muss, und es geht um Industriearbeitsplätze. Wir müssen die Frage entscheiden: Wollen wir in Europa Industriewertschöpfung dort haben, wo die Industrie energieintensiv ist? In der Grundstoffindustrie – Stahl, Kupfer, Aluminium, Karbon, Keramik, Papier, Chlorchemie, Chemie, Industrietextilien –, in all diesen Sektoren spielt heute das Thema Energiekosten eine größere Rolle, als die Arbeitskosten noch relevant sind. Deswegen brauchen wir im globalen Wettbewerb bezahlbare Energie.

In der Vergangenheit haben wir Energie verteuert. Das war unsere frühere Philosophie. Wir haben Energie aus zwei Gründen teuer gemacht: zum einen, um unsere Haushaltsprobleme zu lösen – Steuern, Abgaben und Beiträge auf Energie waren ein Einnahmefaktor für unsere Staatshaushalte. Und der zweite Grund war Energieeffizienz – was teuer ist, damit geht man sparsam um. Ich glaube, der Höhepunkt der Energieverteuerung liegt hinter uns. Wir haben jetzt alle Gründe, den weiteren Preisanstieg von Gas und Strom sensibel zu betrachten.

Die Grundentscheidung steht uns allen bevor: Wollen wir Energie verteuern, oder wollen wir Energie günstiger machen für Industriearbeitsplätze und aus sozialen Gründen? Klar ist: Der Gaspreis Europas ist vierfach so hoch wie der in den USA, der Strompreis im Schnitt doppelt so hoch. Ich glaube, dass von daher der Wettbewerb um den Erhalt von industrieller Wertschöpfung begonnen hat und Energie ein zentraler Faktor geworden ist, weswegen ich dankbar bin, dass sich der Europäische Rat morgen mit dem Thema beschäftigt und Herr Barroso eine gute Vorbereitung dafür, die Energiepreise im globalen Maßstab zu vergleichen, geben wird.

  Algirdas Šemeta, Member of the Commission. − Mr President, I would like to thank this House for the views it has expressed during this debate. Today I have presented the way forward for a stronger EU approach to tax fraud and tax evasion. Your strong support and constructive approach in this area is an important signal for our Member States. I think we can see an overwhelming majority in this House today which supports the key principles presented by the Commission to our Member States and which are also reflected in the two reports which we have just discussed today.

I think there is a common understanding that we need to extend the scope of automatic exchange of information in the EU and to deal with it in the global arena. We have to ensure that this automatic exchange of information becomes an international standard and that all overseas territories, including major financial centres in Asia, become subject to the automatic exchange of information.

I also welcome your support for the proposals on how to deal with aggressive tax planning and the fight against tax havens. Some of you expressed the view that business is not philanthropy. I fully agree with that, but what we are proposing is a general anti-abuse rule which should be introduced in our Member States. We also propose changing the double tax conventions in order to introduce these rules here as well. This is a legal approach to dealing with aggressive tax planning.

The same could be said about tax havens. The definition which we presented in our proposal is much broader than the OECD definition of tax havens. I would like to see our Member States applying this definition thoroughly and blacklisting countries which do not cooperate in tax matters. I think that, with the Platform for Tax Good Governance, we can ensure that this blacklisting exercise has a coordinated stance.

I welcome the speeches urging the Council to adopt swiftly the proposals on fighting VAT fraud – the so-called Quick Reaction Mechanism and the Reverse Charge Package. I hope tomorrow’s European Council will instruct the Ecofin Council to adopt these proposals before the end of the Irish Presidency.

Some of you raised the issue of developing countries, saying that we also need to work on improving the tax systems in these countries. I have to say that we are doing this and have negotiated agreements with around 20 countries on the application of the principles of tax good governance. We are continuing negotiations with 18 countries on the adoption of such principles. The Commission is of course ready to provide assistance to developing countries in order to implement tax good governance principles in those countries. I also proposed this very recently in our meeting with the African Union Commission in Addis Ababa.

There were a few very specific statements. First, on the financial transaction tax by Mr Gunnar Hökmark: I completely disagree with his approach, as I think that bad experiences in some countries in the past – and Sweden is an example of such a bad experience – should not preclude progress in this area. We have to go ahead with the financial transaction tax, because it is a fair tax and will ensure a fair contribution from the financial sector to public finance. It will also reduce the level of speculation in the financial sector and will allow resources to be reallocated to financing the real economy. This will also have an impact on the growth and jobs that we badly need.

With regard to the very specific issue of taxes paid by EU staff: here I think that Mr Farage was completely wrong in his comments, because the salaries of EU officials are subject to a progressive tax at a rate from 8% up to 45%. This is a net tax, as officials have no right to deduction under any tax regime. Staff also pay 11.6% of their salary into a pension scheme and 1.7% into sickness insurance. Finally, officials were paying 5.5% as a special levy, which has been suspended since January following a Council decision. The Commission has proposed increasing the levy to 6%. This is the situation regarding EU staff in relation to their tax obligation.

Finally on concrete points, Mrs in ‘t Veld raised the issue of access to information. The Commission has already provided part of this information and, due to the huge scope of the information, it has proposed holding a meeting to identify the criteria on which it could be provided. I can reassure you that all information which is subject to the access to information rules will be provided to you as required.

Tomorrow’s summit offers our Member States a major opportunity to demonstrate that bold decisions should follow rhetorical declarations. As European parliamentarians, you have an important role to play in your respective countries. I have already had an opportunity to see how your work can have an impact on the position of your respective Member States in the discussions we have at EU level in the fight against tax fraud and evasion.

I look forward to continued cooperation in delivering and responding to the expectations of European citizens.

  Lucinda Creighton, President-in-Office of the Council. − Mr President, firstly I would like to thank the Members for what I think has been a very interesting and helpful debate. Once again, my thanks go to the rapporteurs Mrs Kleva Kekuš and Mrs Gáll-Pelcz, not only for the excellent work they have done in terms of the reports they have produced, but also in the contributions they have made here today.

I sense, from the various interventions this morning, that we share many of the same objectives regarding the future development of Europe’s energy policy, as well as on the need to address a wide-range of taxation issues, most notably tackling tax fraud and evasion.

I would like to briefly recap on the focussed intervention which the Presidency has taken, together with the Commission, following our discussions at the informal ECOFIN which took place in Dublin. There we identified seven areas, some of which have already been alluded to by the Commissioner. Those key points which have been identified include an agreement on the mandate for the Commission to begin negotiations with five European third countries – Andorra, Liechtenstein, Monaco, San Marino and Switzerland – and to align EU savings taxation agreements with those countries with the extended scope of the proposed revised Savings Tax Directive. As Ms Ferreira and others asked about this, I want to confirm that this mandate has been agreed by the Council, and that is a significant step forward.

Another issue which is being focused on is agreement on the revised Savings Tax Directive proposal, as are agreement on strong and robust Council conclusions on the Commission Action Plan and recommendations on tackling tax fraud, tax evasion and aggressive tax planning, including agreement on EU coordination at G20 and OECD level on the base erosion and profit-shifting work, which has already been agreed.

I think Mr Callanan and others mentioned the need for global action, and I agree with that. So, it is important that the EU has a coordinated approach to that, and that is being worked on.

Agreement on the Presidency VAT anti-fraud package is very important, and the Commissioner has mentioned it specifically. We are nearly there and we are very hopeful that it will be adopted at the June ECOFIN, so we are very close to getting that across the line.

Moving on to adoption of the Fiscalis 2020 programme – again, that has been agreed – and agreement that automatic exchange of information, involving a broader range of income and capital payments, should be our objective, and that work at EU level should begin without delay on devising the specifics of such broader exchange, building on international developments of recent years, I am very pleased to say that, of the seven measures that have been identified, four of these have since been agreed and two are extremely well advanced and are very close to being agreed.

As the Presidency, we are firmly committed to maintaining the issues discussed today and putting them high on the Council’s agenda. We will work together with the incoming Lithuanian Presidency and future presidencies, to ensure that the outcome of tomorrow’s meeting is properly followed up and implemented and that there is an ongoing assessment. That is a clear message that I will take away from the European Parliament today, and one which our Presidency takes very seriously.

Turning to energy, there has been a very good debate today here also. A number of speakers, including Mr Daul at the start of the debate, strongly made the point that there is a need for a predictable investment framework which incentivises the mobilisation of capital to fund infrastructure investment, particularly for interconnection. Parliament and the Presidency can help with one measure on this front through the finalisation of the proposed regulation on the connecting Europe facility, which our institutions are currently negotiating.

Members also highlighted the importance of price increases to customers and also the potentially huge implications of threats to security of supply, and there were references to the risk of the lights potentially going out. That brings home just how important this subject is, with both cost and security of supply raising the unacceptable spectre of people being vulnerable to the cold in their own homes.

Mr Swoboda emphasised the importance of investment policy more generally in Europe in the context of youth employment. His points in relation to the field of energy are equally well made. I might add that, although it is not a topic specifically for discussion at the European Council tomorrow, his point about the front-loading for youth unemployment has been heard and certainly merits further consideration, and the Council is absolutely ready to do that.

Mr President, within this House today we have heard differences of emphasis but, for the large part, I think there has not been disagreement. The importance of energy policy to jobs and growth has been emphasised by almost all Members, and the direct effects of rising prices on consumers and households have been very clearly and emphatically spelled out.

The debate has highlighted the fact that sustainability, competitiveness and security of supply are absolutely essential and are also interlinked. Indeed, the informal meeting in Dublin in April, bringing together EU Environment and Energy Ministers, agreed that developing a climate and energy framework, and maintaining EU competitiveness, are complimentary goals and should be pursued as such.

Tomorrow’s discussion at the European Council will be a very important one in guiding the balance in a policy area with very clear and direct impacts on consumers, the environment and our economy, as well as jobs and growth. So we look forward to concrete outcomes from that Council, and I would like to thank Members once again for their input.

  Minodora Cliveti (S&D), în scris. În UE se pierd în fiecare an 1 000 de miliarde de euro din bani publici, ca urmare a fraudei fiscale şi a evitării plăţii impozitelor. Aceasta generează pentru cetăţeanul european un cost anual de aproximativ 2 000 de euro. Acest lucru pune în pericol menţinerea modelului social european, care se bazează pe oferirea de servicii publice de calitate, accesibile pentru toţi cetăţenii şi afectează eficienţa şi echitatea regimurilor fiscale din cadrul Uniunii. Din cauza fraudei fiscale şi a evitării plăţii impozitelor, fondurile disponibile pentru stimularea investiţiilor publice, a creşterii economice şi a ocupării forţei de muncă scad.

Consider că avem nevoie la nivel european de măsuri concrete în vederea evitării, identificării şi reducerii fraudei fiscale, tocmai pentru a nu se ajunge în situaţia pierderii de miliarde de euro anual din bani publici. Statele membre ar trebui să aloce resursele necesare administraţiilor lor fiscale naţionale şi personalului însărcinat cu controlul fiscal. La nivel european avem nevoie de o bază fiscală consolidată comună obligatorie a societăţilor şi a dezvoltării unor noi strategii de combatere a fraudei în domeniul TVA-ului, precum şi a unei combateri mai riguroase a fraudei fiscale pe cale judiciară în temeiul dreptului penal.

În condiţiile în care criza economică a adâncit inechitatea socială în Uniunea Europeană, combaterea fraudei fiscale devine o obligaţie morală şi politică, nu doar o cale de a spori resursele publice. Când cetăţenii suportă efectele austerităţii, combaterea paradisurilor fiscale şi îmbunătăţirea sistemelor de colectare a taxelor sunt măsuri esenţiale, inclusiv pentru recâştigarea credibilităţii instituţiilor europene. Toate deficitele Uniunii Europene ar putea fi acoperite în nouă ani, dacă evaziunea fiscală ar putea fi oprită. Pierderile publice provocate de fraudă au atins pragul revoltător de 1 000 de miliarde euro anual, ceea ce înseamnă un cost suplimentar de 2 000 de euro pentru fiecare cetăţean european. S-a ajuns ca aceste fonduri neimpozitate să depăşească bugetul alocat sănătăţii la nivelul UE şi să reprezinte de patru ori mai mult decât bugetul tuturor celor 27 de state membre pentru educaţie.

Pentru atingerea obiectivului Comisiei Europene de reducere la jumătate a pierderilor fiscale până în 2020, planul de acţiune trebuie să vizeze armonizarea discrepanţelor dintre sistemele fiscale ale statelor membre, reglementarea unitară a infracţiunilor de natură fiscală, combaterea fraudei vamale, definirea restrictivă a paradisurilor fiscale, îmbunătăţirea colectării TVA, întărirea disciplinei fiscale şi creşterea transparenţei, inclusiv în ceea ce priveşte raportarea financiară a companiilor multinaţionale.

Frauda şi evaziunea fiscală cauzează, anual, pierderi pentru bugetele statelor membre evaluate la 1 000 de miliarde de euro, echivalentul a 2 000 de euro pe an pentru fiecare cetăţean european. Acestea reprezintă o povară grea, în special în timp de criză, şi determină erodarea pieţei unice şi a încrederii contribuabililor. În contextul interdependenţei economiilor europene şi a politicilor comune, aceste fenomene trebuie contracarate prin intermediul unor acţiuni concertate. În lipsa acestora, este încurajată competiţia fiscală, iar organismele naţionale şi comunitare nu beneficiază de instrumentele adecvate pentru a lupta împotriva fraudei şi a evaziunii fiscale.

Salut comunicarea executivului european în domeniu, lansată în decembrie anul trecut. Sunt însă de părere că este nevoie de măsuri mai drastice. Printre acestea se numără introducerea unor cerinţe de raportare privind taxarea la nivelul fiecărui stat, pentru toate companiile şi realizarea unei liste negre a paradisurilor fiscale, până la sfârşitul anului viitor. Totodată, Directiva privind impozitarea veniturilor din economii trebuie implementată cât mai rapid, pentru a pune capăt secretului bancar.

  Richard Falbr (S&D), písemně. Debata o daňových podvodech a daňových únicích, které vedou ke ztrátě jednoho bilionu eur ročně, byla jako obvykle plná zbožných přání. Skutečností je, že se EU a některé členské státy dosud stavěly k daňovým rájům pokrytecky, a pochybuji o tom, že se něco změní. Dokud se totiž nevytvoří příslušná evropská legislativa, která bude přísně postihovat existenci daňových rájů v členských zemích, tak se změn nedočkáme.

  Monika Flašíková Beňová (S&D), písomne. Pozrime sa teda na fakty. Kvôli daňovým podvodom a únikom Európska únia každoročne stratí až 1 bilión EUR! Toto neuveriteľné číslo nám ročne vytvára náklady vo výške 2 000 EUR na každého jedného občana Európskej únie. Priemer daňovej straty v Európe v súčasnosti presahuje celkovú sumu výdavkov členských štátov na zdravotníctvo a rovná sa viac než štvornásobku sumy vynaloženej na vzdelávanie v EÚ! Medzera v daňových príjmoch v súčasnej podobe predstavuje v Únii alarmujúcu stratu príjmov verejnej správy, a teda významne ohrozuje sociálny model Európske únie, ktorý je založený na kvalitných verejných službách dostupných všetkým našim občanom! Strata príjmov z daňovej povinnosti naďalej zvyšuje deficit a úroveň zadlženia všetkých členských štátov, čo je najmä v súčasnom najťažšom období potláčania krízy extrémne škodlivé! V dôsledku daňových podvodov a vyhýbania sa daňovým povinnostiam predsa postupne miznú všetky dostupné zdroje určené na podporu verejných investícií, rastu a zamestnanosti. Zarážajúce na tom všetkom ale je, že tento stav akceptujeme už desaťročia. My potrebujeme sily sociálny model! Potrebujeme zabezpečiť rast a sociálnu súdržnosť, tieto veci sú v dnešných ťažkých časoch dôležitejšie viac ako kedykoľvek predtým! Som presvedčená o tom, že účinné a progresívne zdaňovanie má v kontexte kompetencií verejnoprávnych orgánov zásadný význam. Občania Európskej únie majú svoje potreby a očakávania, my zase máme povinnosť ich očakávania zabezpečiť.

I want to thank the Council for touching on these issues, and Parliament for proposing concrete actions against these huge problems which are causing significant losses. This is added to other major problems that we have in the European Union. The sum that Europe is losing every year is outrageous. We can see tax evasion on a significant scale. We need to have convincing answers to tackle this issue, and I think that the Mojka Kekus Report takes an important first step. Tax fraud is not only national; this is why we need a common platform to exchange information. In addition, according to the report, the Commission has to study the possibility of introducing EU taxation on cross-border business models and electronic commerce. The report points out that the EU should take the leading role in discussions on the fight against tax fraud, tax avoidance and tax havens. I have to mention again on this occasion the importance of the financial transaction tax. We need to take the burden of the crisis off the shoulders of citizens.   Danuta Jazłowiecka (PPE), na piśmie. Oszustwa podatkowe i uchylanie się od opodatkowania są ogromnym problemem nie tylko państw członkowskich, ale również samej Unii Europejskiej. O skali tego zjawiska najlepiej świadczą dane, według których każdego roku środki publiczne są mniejsze o około 1 bln euro w wyniku nielegalnych działań podejmowanych przez podatników. To więcej niż przeznacza się w Unii na opiekę zdrowotną i cztery razy więcej niż na edukację. Ten ubytek jest szczególnie istotny teraz, kiedy tak wiele państw członkowskich przeżywa kłopoty budżetowe.

W omawianym sprawozdaniu pominięto moim zdaniem jednak jedną, niezwykle ważną kwestię. W tym nikczemnym procederze, o którym obecnie mówimy, biorą udział również politycy. Osoby wybrane po to, aby dbać o dobro wspólne, aby służyć społeczeństwu, próbują ukrywać swoje dochody przed urzędami podatkowymi. Jest to okradanie współobywateli! Niepokojące jest, jak wielu spośród nas dopuszcza się tego procederu. I nie ma znaczenia, czy dotyczy to krajów południowej czy północnej Europy. O ile mogę zrozumieć przedsiębiorców, którzy zaoszczędzone w ten sposób pieniądze bardzo często przeznaczają na inwestycje, to nie jestem w stanie zrozumieć motywów polityków. Jak zwykli obywatele mogą ufać swojemu państwu i płacić należne podatki, jeżeli nieustannie dochodzą do nich informacje o tym, że kolejny polityk wyprowadzał pieniądze do rajów podatkowych? To pokazuje kompletny brak zrozumienia dla idei dobra wspólnego.

  Vladimír Maňka (S&D), písomne. – V EÚ sa podľa odhadov ročne stráca až 1 bilión EUR na daňových podvodoch a pri vyhýbaní sa daňovým povinnostiam. Existujú však výskumy, ktoré hovoria o sume podstatne vyššej – 1 trilión EUR ročne! Ak by sme dokázali tieto daňové úniky zastaviť, celkový verejný dlh štátov EÚ by sme z neho zaplatili len za 8,8 roka.

Čo je zaujímavé, neexistuje vzťah medzi úrovňou daňového zaťaženia v krajine a úrovňou daňového úniku. Najnovšie štúdie vyvrátili názor, že čím vyššie daňové zaťaženie, tým vyšší daňový únik a väčšie vyhýbanie sa plateniu daní.

Firmy, ktoré využívajú daňové úniky ako obchodnú stratégiu, získavajú nespravodlivú konkurenčnú výhodu oproti spoločnostiam otvoreným verejnosti, ktoré podobné postupy využiť nemôžu. To v konečnom dôsledku poškodzuje konkurencieschopnosť členských štátov.

V dôsledku daňových podvodov a vyhýbania sa daňovým povinnostiam miznú zdroje potrebné na podporu potrebných verejných investícií, rastu a zamestnanosti.

Naším cieľom preto musí byť vypracovanie spoločnej európskej stratégie, ktorú všetky štáty prijmú a budú plniť. Štáty sa musia dohodnúť na harmonizácii svojich daňových základov, presadení opatrení na zabránenie presunu ziskov do daňových rajov a vyhýbaniu sa plateniu daní.

  Katarína Neveďalová (S&D), písomne. – V Európskej únií sa podľa odhadov každoročne stráca až 1 bilión EUR na daňových podvodoch a vyhýbaní sa daňovým povinnostiam. Tento alarmujúci objem medzery v daňových príjmoch predstavuje ročne náklady vo výške približne 2 tisíc EUR na každého občana EÚ. Priemer daňovej straty v Európe v súčasnosti presahuje celkovú sumu výdavkov členských štátov na zdravotníctvo a rovná sa viac než štvornásobku sumy vynaloženej na vzdelávanie. Toto všetko sa deje už desaťročia, v časoch najväčšej hospodárskej, finančnej a sociálnej krízy, keď automatické stabilizátory sociálneho štátu zabezpečujúce rast a sociálnu súdržnosť sú dôležitejšie než kedykoľvek predtým. Súčasná medzera v daňových príjmoch v Európe preto predstavuje nielen alarmujúcu stratu verejných príjmov, ale aj nebezpečenstvo pre zachovanie sociálneho modelu EÚ založeného na kvalitných verejných službách dostupných všetkým. Daňové podvody a vyhýbanie sa daňovým povinnostiam teda predstavujú vážny a mnohostranný problém, ktorý si vyžaduje koordinovaný prístup na úrovni jednotlivých štátov, EÚ a na medzinárodnej úrovni. Považujem preto za nutné, aby Komisia prišla s návrhom legislatívy, ktorá by zabezpečila jasné kritériá pre rozlišovanie daňových rajov. Zároveň je potrebné zostaviť čiernu listinu týchto daňových rajov do konca budúceho roka a tiež zabezpečiť potrebné nástroje na blokovanie bankových licencií pre finančné inštitúcie podieľajúce sa na daňových podvodoch.

  Franck Proust (PPE), par écrit. L'évasion et la fraude fiscale s'élèvent à 1 milliard d'euros chaque année en Europe, l'équivalent du budget de l'Union pour 7 ans ! C'est colossal ! Il est urgent d'agir pour éviter de plus lourdes pertes pour les gouvernements, qui portent aujourd'hui encore plus préjudice aux citoyens européens déjà en proie aux mesures d'austérité. Il est vrai que l'Union a développé plusieurs instruments dans les années passées pour subvenir au problème : les accords sur l'épargne signés avec la Suisse et quatre autres paradis fiscaux, la directive sur la coopération administrative en matière de fiscalité directe en vigueur depuis le début de l'année, la directive sur la fiscalité de l'épargne pour organiser l'échange d'informations entre autorités fiscales nationales. Si tout cela est louable, ce n'est pas suffisant. L'Autriche et le Luxembourg continuent à conditionner la levée du secret bancaire dans leur pays à un engagement équivalent du côté suisse. Comment est-il possible que l'échange automatique d'informations dans le cadre européen soit moins abouti que celui procédé entre les Etats-Unis et l'Europe, en ce sens qu'il n'inclut pas par exemple les fonds de pension ?

Der vorliegende Bericht spricht eine klare Sprache: Es ist skandalös und nicht länger hinnehmbar, dass Vermögende und multinationale Großkonzerne durch Steuertricks steuervermeidend und -schonend agieren! Jährlich entgehen den EU-Haushalten eine Billion Euro durch Steuerhinterziehung – das sind pro EU-Bürger 2 000,00 EUR! Der Vorschlag der Kommission, Steuerstraftaten in der Geldwäscherichtlinie als Vortat zu Geldwäsche aufzulisten, ist mehr als begrüßenswert. Steuersünder müssen entsprechend bestraft werden. Auch die langjährige Forderung meiner Fraktion – eine gemeinsame konsolidierte Körperschaftssteuer-Bemessungsgrundlage zu vereinbaren – muss raschestens angegangen werden. Es ist höchste Zeit für Steuergerechtigkeit! Steuerbetrug hat gravierende soziale Folgen und geht auf Kosten der ehrlichen SteuerzahlerInnen! Unser primäres Ziel sollte eine gesamteuropäische, einheitliche – wünschenswert natürlich eine globale – Lösung sein.

  Olga Sehnalová (S&D), písemně. Podporuji doporučení zprávy kolegyně Mojcy Klevy Kekuš o boji proti daňovým podvodům, daňovým únikům a daňovým rájům. Boj proti daňovým únikům je totiž i bojem za udržitelné veřejné finance a dostupné veřejné služby. Není bez zajímavosti, že podle Komise odhadovaná výše daňových úniků odpovídá například právě vyjednávanému rozpočtu EU na příštích sedm let, o jehož výši a jednotlivé položky se nyní vedou složitá vyjednávání mezi členskými státy v Radě a Evropském parlamentu a od něhož si slibujeme podporu k nastartování růstu a zaměstnanosti. Jiné informace hovoří o tom, že by daňové úniky pokryly veškeré veřejné výdaje na zdravotnictví v členských státech EU. To ukazuje na neudržitelný rozsah tohoto problému. Členské státy musí proto brát boj proti daňovým únikům se vší vážností. Opak by byl výsměchem všem poctivým daňovým poplatníkům v Evropě. Selhávající politika rozpočtových škrtů v Evropě má jasnou alternativu. Na závěr bych ráda zpravodajce poděkovala za veškerou odvedenou práci.

  Czesław Adam Siekierski (PPE), na piśmie. Czynniki określające politykę energetyczną stały się bardzo dynamiczne. Dywersyfikacja źródeł pochodzenia znacznie się zwiększyła, pojawiły się nowe obszary surowcowe i znacznie wzrosła efektywność wykorzystania energii. Powoli poprawia się też infrastruktura przesyłowa i magazynowa. W ostatnim czasie obserwujemy uwspólnotowienie działań, nie tylko na szczeblu europejskim. To wszystko stwarza nowe warunki dla określenia i weryfikacji zadań i celów do roku 2020, a następnie w okresie do 2030 r. Musimy uwzględniać ciągle trwający kryzys gospodarczy i przeanalizować założenia polityki klimatycznej i udziału energii odnawialnej.

Istotnym problemem UE, który utrudnia konkurowanie na rynku globalnym, są bardzo wysokie ceny energii w porównaniu z innymi krajami na świecie. Obecnie ceny energii w Europie są dwa razy wyższe niż w Stanach Zjednoczonych, a ceny gazu aż czterokrotnie. Należy pamiętać, że wysokie ceny energii w głównej mierze dotykają najuboższe gospodarstwa domowe. Mamy wtedy do czynienia z tzw. ubóstwem energetycznym. W biedniejszych państwach członkowskich niektóre rodziny na energię wydają nawet 22% swoich budżetów. W związku z tym Europa nie może „zamykać furtki” do możliwości, jakie dają niekonwencjonalne źródła energii dostępne na kontynencie. Sprawą wiodącą jest tu oczywiście kwestia wydobycia gazu łupkowego, a w przyszłości również ropy z łupków.

O Conselho Europeu de 22 de maio irá pronunciar-se sobre o combate à fraude e evasão fiscal que atualmente existe na União Europeia e que pode ascender anualmente a mais de 1 bilião de euros, equivalente ao orçamento europeu para os próximos sete anos (2014-2020). Este assunto é extremamente interessante e deve merecer a melhor atenção dos líderes europeus, pois não poderemos estar a exigir sacrifícios adicionais aos cidadãos de alguns Estados-Membros e, por outro lado, não ajustar o controlo fiscal nos nossos países. É assim fundamental que sejam criados novos quadros regulamentares, com propostas e ações concretas que visem diminuir a fraude e a evasão fiscal, melhorando também as trocas de informação entre os EM.

  Silvia-Adriana Ţicău (S&D), în scris. Consiliul European din 22-23 mai 2013 va avea ca teme principale energia şi fiscalitatea în UE. În ceea ce priveşte energia, subliniez că politica energetică a UE trebuie să asigure securitatea aprovizionării gospodăriilor şi a întreprinderilor la preţuri accesibile şi competitive şi să protejeze în special consumatorii vulnerabili. Respectând în totalitate alegerile naţionale privind mixul energetic, este necesar ca UE să asigure dezvoltarea de interconexiuni pentru a pune capăt oricărei forme de izolare a statelor membre de reţelele de energie electrică şi gaze până în 2014. Astfel, consider că în UE sunt necesare investiţii semnificative într-o nouă infrastructură energetică, inteligentă, pentru a asigura aprovizionarea energiei la preţuri accesibile. De asemenea, consider că implementarea directivei privind eficienţa energetică a clădirilor precum şi promovarea măsurilor şi a programelor de eficienţă energetică la toate nivelurile va contribui la creşterea securităţii energetice a UE şi la scăderea facturilor la utilităţi ale populaţiei. În ceea ce priveşte combaterea evaziunii fiscale, consider necesară extinderea schimbului de informaţii atât la nivelul UE cât şi la nivel global, astfel încât aceasta să permită schimbul automat de informaţii pentru a acoperi o gamă întreagă de venituri. De asemenea, sunt necesare măsuri ferme, inclusiv la nivelul economiei digitale, pentru combaterea fraudei fiscale şi, în special, în materie de TVA.

  Valdemar Tomaševski (ECR), raštu. – Gerbiamas Pirmininke, Užimtumo ir teisingų mokesčių politika turėtų tapti prioritetine Europos Sąjungos valstybių narių ekonomikų veikla. Tai ypač svarbu per ekonominę krizę, kurioje šiuo metu atsidūrė Sąjunga, reikalaujanti papildomų impulsų ekonominiam augimui paskatinti. Būtent todėl turime tobulinti mokestinę sistemą taip, kad didesnis dėmesys būtų skirtas augimui. Taigi siekiant atkurti biudžetinės politikos patikimumą reikia griežtai laikytis biudžetinės disciplinos ir kartu pradėti struktūrines reformas. Mokesčių didinimas nuo atlyginimo nėra geras sumanymas, kadangi ilguoju laikotarpiu maži mokesčiai skatina ekonominį augimą ir užimtumą. Valstybes nares reikėtų raginti formuoti mokesčių sistemas taip, kad mokesčiai būtų palankesni žmonėms, pradedantiems ekonominę veiklą, ypač tiems, kurie su ja susiduria pirmą kartą. Toliau turėtų sekti mokesčių kliūčių mažinimas ir šalinimas tarpvalstybinėje veikloje, kadangi tarpvalstybinėje veikloje ir slypi žymus eventualaus ekonominio augimo potencialas. Naudingas gali būti taip pat administracinės naštos mažinimas, nes tam tarpvalstybinėje prekyboje tenka skirti nemažai lėšų. Nepamirškime, jog patardami keisti esamus mokesčių įstatymus, turime būti ypatingai atsargūs, nes mokesčių politika yra valstybių narių atsakomybė, taigi viskas turi vykti gerbiant mokestines tų šalių sistemas. O svarbiausia, tie pokyčiai jokiu būdu negali daryti įtakos mažiausiai uždirbančių Sąjungos piliečių situacijai, nes būtent jie visada tampa didžiausiomis kiekvieno sunkmečio aukomis.

  Angelika Werthmann (ALDE), in writing. Let me start with a few numbers: EUR 1 trillion per year is lost in revenue; EUR 24 trillion in assets is hidden in offshore tax havens. An estimated EUR 1 billion of public money is lost because of tax fraud and tax evasion in the European Union, which actually results in EUR 2 000 of costs that are placed on the individual citizen’s shoulders. This actually means that the amount of lost tax money is four times more than the costs for education in the European Union! I suggest that we all think clearly about how we proceed with our tax systems: by simplifying them and reducing the tax rates in some Member States, as a first step, we can certainly make tax evasion ‘less attractive’. There are though many more ways and steps necessary. However, immediate action is needed. Therefore, I also urgently ask the Member States to do everything possible to at least reduce this tax gap by 50 % by 2020. All Member States of the European Union must be united in the fight against tax havens.

  Zbigniew Ziobro (EFD), na piśmie. Podkreślić należy, iż w rzeczywistości debata o polityce klimatycznej nie jest sporem o środowisko, lecz o konkurencyjność gospodarek. Bez rozbudowanego systemu wysokich „kar” dla polskiej gospodarki, które de facto wprowadzane są w ramach ambitnych unijnych planów klimatycznych, produkcja prądu w Polsce byłaby kilkukrotnie tańsza niż produkcja energii poprzez technologie narzucane nam przez Unię Europejską (np. turbiny wiatrowe czy energia jądrowa). Jeśli Unii uda się przeforsować restrykcyjną politykę klimatyczną, technologie te w nadchodzących latach niemal w całości będziemy musieli kupić za setki miliardów złotych od międzynarodowych koncernów, które nie płacą podatków w Polsce. Aktualnie energia w Polsce generowana jest w 90% ze spalania węgla w technologiach chroniących przed szkodliwymi pyłami i związkami chemicznymi. Jest to technologia najbardziej opłacalna, która dodatkowo wspiera polski sektor wydobycia węgla. Przyjęcie konkluzji oznacza w rzeczywistości zgodę polityczną państw członkowskich na to, aby Komisja wystąpiła z inicjatywą następujących nowych aktów normatywnych: „zmiana strukturalna” dyrektywy ETS w celu podwyższenia ceny uprawnień do emisji dwutlenku węgla przez wycofanie 2 mld uprawnień z rynku – nowe cele redukcji emisji. Nie jest tajemnicą, iż zaawansowane projekty powyższych aktów legislacyjnych czekają tylko na „zielone światło” ze strony Rady, aby trafić pod obrady Parlamentu Europejskiego. Takim rozwiązaniom mówię stanowcze „nie”.

As soluções aqui apresentadas para todos os problemas passam pela transferência de competências das instituições de soberania nacional para a UE, como a constituição de uma matéria coletável comum do imposto sobre as sociedades ou a retirada da competência dos países na negociação de acordos fiscais com países terceiros passando a mesma para a Comissão. Mas se o objetivo é alargar de forma real a matéria coletável existente e reduzir o diferencial de tributação, então outras medidas teriam que ser propostas. Porque nunca se diz nada em relação aos efeitos da liberalização da circulação de capitais ao nível da perda de receitas fiscais? Porque se acha natural a afetação de vultuosos meios financeiros e fundos públicos ao sistema bancário pelos Estados e pelo BCE? Refere-se à luta contra os paraísos fiscais mas nunca à necessidade real do seu desmantelamento para evitar a transferência para essa praças de milhares de milhões de euros de evasão fiscal. Nem uma referência ao aumento de receitas fiscais com origem em quem pouco ou nada contribui no plano fiscal mas dispõe de meios e patrimónios elevados.
