WRITTEN QUESTION by Simon Busuttil (PPE‑DE) to the Commission

 Subject: Participation in Erasmus
 Answer(s)

The Socrates programme in Malta is becoming increasingly popular as in other EU countries. It appears that annual applications for actions under Erasmus and Grundvig have increased by around 50 % over these last two years (2005 and 2006).

Due to annual financial limitations and/or quotas, successful applications are being limited in number. On the other hand, some other countries might not be fully utilising their annual envelopes and/or quotas.

Can the Commission explain whether unutilised funding from one particular Member State can be re-allocated to another Member State whose financial envelope has been fully committed and where there is more demand during any given year?

If not, does the Commission consider introducing such a provision?
