WRITTEN QUESTION by Joseph Muscat (PSE) to the Commission

 Subject: Mobile telephony

Malta has a high percentage of prepaid customers in terms of mobile subscribers. These prepaid customers normally have to buy top-up cards in advance to benefit from mobile telephony services. However, the two mobile operators only allow a time window which can vary from 10 days to 360 days depending on the price that is paid for such a top-up voucher.

While acknowledging that there has to be a reasonable timeframe to ensure that the credit purchased by a consumer can be used, does the Commission think that paying in advance for a service and only getting a very short time window goes counter to the electronic communications framework?

How does the framework cater for such a problem?

If it does not, is this matter being considered for the review currently under way?
