Klaus Welle, Secrétaire général du Parlement européen, était l’invité de la Fondation Jean Monnet pour l’Europe à l’occasion d’une conférence relative aux prochaines élections européennes qui auront lieu en mai 2019. Cet événement, qui s’est tenu sur le campus de l’Université de Lausanne, a été animé par Pat Cox, Président de la Fondation et ancien Président du Parlement européen. Dans le cadre de cette conférence, Klaus Welle a accordé un entretien à L'Uniscope, le magazine des étudiants de l'Université de Lausanne.

On 25th January more than 100 EU experts gathered in The Hague (Sociëteit De Witte) for the first 'State of the Union Conference 2018' - a high-level reflection on the future of the European Union. The gathering was organised in cooperation between the European Parliament Information Office in the Netherlands, the Netherlands Ministry of Foreign Affairs and the Clingendael Institute. Secretary-General Klaus Welle delivered during the closing session his speech 'Preparing Europe for the next 25 years'.

On 6 May 2017, the House of European History was officially opened to the public in the beautifully renovated Eastman Building in the Parc Léopold, in direct neighbourhood to the European Parliament. Its exhibits are available in all 24 official European Union languages and entrance is free, offering a fascinating experience for all. Klaus Welle in his speech given at the official opening of the House of European History explains its idea, its implementation and the expectations towards this impressive project.

The 4th ESPAS annual conference took place on 12-13 November 2015. It focused on the Economic and Technological Revolution, one of the major aspects outlined by the ESPAS report “Global Trends to 2030: Can the EU meet the challenges ahead”. It was attended by more than 300 officials and experts. Key note speakers included the EP Vice-President Valcárcel Siso and the Commission Vice-President Georgieva. The Secretary-General Klaus Welle gave the closing remarks after the ESPAS chair Ann Mettler (EC EPSC) and together with Geneviève Tuts speaking for the Secretariat-General of the Council. Secretary-General Klaus Welle participated at high level seminar at John Hopkins University’s Krieger School of Arts and Sciences. He delivered a key note speech which was then discusses by professor Michelle Egan, professor at the School of International Service of the American University and professor Desmond Dinan, Professor of Public Policy and holds Jean Monnet Chair in European Public Policy at George Mason University.

The Secretary-General of the European Parliament contributed as a guest-speaker to a conference organised by the l'École nationale d'administration (ENA), the Pôle Européen d'Administration Publique and the European Institute in Kehl. This meeting took place as one of the many events organised in the framework of the much attended 10ème Rendez-Vous Européens de Strasbourg. Klaus Welle addressed the topic of the 'democratisation of the European Union' and, from his specific function, discussed the support needed at administrative level to make the process of the European legislation more effective and democratic.

In the context of the Inter-parliamentary Dialogue, Klaus Welle, the Secretary‑General of the European Parliament, addressed the Secretaries-General of the upper and lower Houses of the national parliaments of the Member States of the European Union on how to provide enhanced administrative support to the legislators throughout the complete legislative cycle, from agenda setting to scrutiny. The meeting was hosted by the Italian Camera dei Deputati in Palazzo Montecitorio and also attended by Secretaries-General of parliament of countries candidates to the European Union or associated with it.

The Secretary-General Klaus Welle met with students of the Catholic University of Leuven for a presentation and discussion concerning the European Parliament’s role in the democratic system of the European Union. Mr. Welle was introduced to the master students of the programme of European studies by prof. Stephan Keukeleire, director of the master programme at the Leuven Catholic University.

On 1st and 2nd October, the President of the European Parliament gathered the Bureau and the newly elected Quaestors in Houjarray, France, in the Jean Monnet House for two AwayDays. On this occasion the Secretary-General and the relevant Directors-General presented to the new Bureau a set of documents outlining the state-of-play of the strategy at administrative level.

The Secretary-General of the European Parliament was a guest speaker of the Wilfried Martens Centre for European Studies in Brussels. Klaus Welle used the opportunity to present twelve arguments to demonstrate why the election of the winning lead candidate as President of the European Commission by the European Parliament may bring positive changes in the European Union.

On 9 January 2014, the European Parliamentary Research Service EPRS Annual Meeting (EPRS - European Parliamentary Research Service) was addressed by Klaus Welle, the Secretary-General. DG EPRS will allow the Parliament to build up its in-house expertise explained Klaus Welle.

Klaus Welle, Secretary-General updated the Bureau of the European Parliament on the One-Stop-Shop for the Members. The One-Stop-Shop is a concept which main objective is to provide administrative and support assistance to the Members of the European Parliament at one location. The new service shall gradually function by beginning-2014 and to be fully operational after the European elections in 2014.

At the enlarged policy management team meeting (14 November 2014), Klaus Welle, Secretary-General of the European Parliament, commented on the purpose of the new Directorate-General for Parliamentary Research Service, which was created by a decision of the Bureau of the European Parliament taken on 20 May 2013. Anthony Teasdale has been appointed the first Director-General of the Parliamentary Research Service.

The EP Secretary-General Klaus Welle gave a keynote speech at a recent seminar in the framework of ESPAS, organised by RAND, on global societal changes. Focussing on changes imminent for the European Parliament, Klaus Welle expects major developments for Parliament representing the Europe of Citizens in the areas of getting the European executive into place, improving European legislation and extending democratic scrutiny.

In an official ceremony on Monday, 9 September 2013, the foundation stone for the new Konrad Adenauer Building (KAD) in Luxembourg was laid by European Parliament Vice-President Alejo Vidal-Quadras and Claude Wiseler, Minister for Sustainable Development and Infrastructure of the Grand-Duchy of Luxembourg.

Over thirty rectors and heads of interpretation institutes from within and outside the EU participated in the 2nd Rectors' Conference at the invitation of the European Parliament on 18 and 19 October 2012 in Brussels. The conference theme was "New technologies and education for multilingualism going global". In his opening speech, Secretary-General Klaus Welle gave the participants ten good reasons why they should send their best and brightest to work in the European Parliament.

The Secretary-General received congratulations from the Norwegian Ambassador on behalf of the European Parliament and its President on the award of the 2012 Nobel Peace Prize to the European Union. The Ambassador also offered congratulations to the European Commission and the Council.

Work on creation of the House of European History (HEH) is making headway. At the end of September 2012, Martin Schulz, European Parliament President met with Klaus Welle, Secretary-General and members of the HEH Board of Trustees and the Academic Committee. Final integrated planning documentation will be produced in the coming months with a view to completing renovations and extensions of the House of European History building in spring 2014.

The pre-conciliation meeting on the Budget of the European Parliament 2013 took place on March 6th. The conciliation meeting took place on March 13th. Every year, members of the Bureau responsible for the Parliament's Budget try to reach an agreement with the Members of the Committee on Budgets that check the different lines of the Budget of the Union. The Secretary-General's role is to assist the Bureau in the preparation of the annual budget.
