The Secretaries-General of the EU national Parliaments and of the European Parliament held their annual meeting in Helsinki on 26 and 27 January 2020. Secretary-General Klaus Welle addressed the participants during the gathering.
The Secretaries-General of the EU national Parliaments and of the European Parliament discussed the programme of the EU Speakers' Conference (to be held 17 - 19 May) and the institutional aspects of inter-parliamentary cooperation in the EU.
The EP Secretary-General gave a speech on ‘The European Parliament after the last European elections’. Klaus Welle underlined the increased self-confidence of Parliament due to the considerable increase in voter turnout, not least due to the engaged collaboration of civil society and individual citizens with the EP institutional campaign.
He pointed out that for the second time, after the Juncker Commission, also the Von der Leyen Commission was elected by Parliament based on a political programme, with one of the commitments undertaken by the new Commission towards Parliament being to present a legislative proposal if the Parliament submits a legislative initiative. Mr Welle moreover addressed the changed geopolitical environment, in which for the EU to be able to assert the interests of European citizens, it would need to turn from a soft to a smart power.
