RESEARCH FOR TRAN COMMITTEE: The impact of emerging technologies on the transport system

This study provides an overview of the impact of Smart Mobility and their underlying emerging technologies on transport, the transport infrastructure and society. The main challenges for the deployment of Smart Mobility applications are identified and (policy) actions are defined that could be taken to overcome these challenges.

Towards a revision of the Alternative Fuels Infrastructure Directive

In the December 2019 European Green Deal communication, which aims to reboot the EU's efforts to tackle challenges related to climate change and the environment, the European Commission proposed to review the Alternative Fuels Infrastructure Directive. The Directive was adopted in 2014 to encourage the development of alternative fuel filling stations and charging points in EU countries, and required Member States to put in place development plans for alternative fuels infrastructure. However, according to a 2017 Commission evaluation, the plans did not provide sufficient certainty for fully developing the alternative fuels infrastructure network, and development has been uneven across the EU. Car-makers and alternative fuels producers, clean energy campaigners and the European Parliament have called for the revision of the Directive, to ensure that sufficient infrastructure is in place in line with efforts to reduce emissions in the transport sector and to help meet the climate and environment goals set out in the Paris Agreement and the Green Deal. On 27 May 2020, in response to the coronavirus pandemic, the Commission proposed the recovery plan for Europe in which it puts even greater focus on developing alternative fuel infrastructure, electric vehicles, hydrogen technology and renewable energy, repeating its intention to review the 2014 Directive.

Tourism and transport in 2020 and beyond

On 13 May 2020, the European Commission adopted a communication, 'Tourism and transport in 2020 and beyond', accompanied by a package of three sets of guidelines and a recommendation to help Member States gradually lift travel restrictions and allow tourism and transport businesses to reopen, while respecting necessary health and safety precautions. The issue is due to be debated during Parliament's June plenary session.

Coronavirus: Transport support package

On 29 April 2020, the European Commission adopted four legislative proposals to provide relief to the transport sector. The objective of these proposals, which taken together cover all modes – aviation, rail, maritime, inland navigation and road – is to ease and resolve some of the practical issues transport operators are confronted with due to the coronavirus crisis. The urgent procedure has been requested for all four proposals, and Parliament is expected to vote during the May plenary session ...

The objective of these proposals, which taken together cover all modes – aviation, rail, maritime, inland navigation and road – is to ease and resolve some of the practical issues transport operators are confronted with due to the coronavirus crisis. The urgent procedure has been requested for all four proposals, and Parliament is expected to vote during the May plenary session on whether to apply the urgent procedure and move directly to voting its position on the proposals.

The initiative is linked to two wider strategies, the energy union strategy, which inter alia envisaged a road transport package, including more efficient infrastructure pricing, and the Commission's strategy for low-emission mobility. The proposal was presented within the context of the Commission's 'Europe on the move' package that seeks to modernise mobility and transport and includes several legislative proposals. The objective of the Eurovignette proposal, which substantially amends the existing legislation by extending the scope of vehicles covered, is to make progress in the application of the 'polluter pays' and 'user pays' principles. Military mobility: Infrastructure for the defence of Europe

Her predecessor, Jean-Claude Juncker, believed that only 'a strong and united Europe can protect our citizens against threats internal and external.' European infrastructure that enables connectivity and ensures a rapid response in case of a crisis is a prerequisite for these visions. Since 2017, awareness has been increasing about the obstacles preventing armed forces from moving effectively and swiftly across borders in crisis conditions. The measures taken to correct this strategic vulnerability are known under the term military mobility. Existing regulatory, administrative, and infrastructure inconsistencies and impediments across the territory of the European Union (EU) significantly hamper military exercises and training. Military mobility aims to harmonise rules across EU Member States and to explore the potential of a civilian-military approach to infrastructure development. Through measures such as funding dual use transport infrastructure, and simplifying diplomatic clearances and customs rules, the European Commission aims to improve military mobility across as well as beyond the EU, in support of missions and operations under the Common Security and Defence Policy. The unique EU contribution is its ability to leverage existing policies in the civilian realm to create added value for the military. This goal can be achieved only if a whole-of-government approach is applied, which in turn requires close collaboration between different bodies at the EU level, between them and the North Atlantic Treaty Organization (NATO), and between them and various actors at the Member State level. So far, military mobility has enjoyed a high degree of commitment from all stakeholders, which has in turn ensured swift policy implementation. It is becoming increasingly clear that military mobility is an essential piece in the EU's ambition to become a stronger global actor.

On 17 May 2018, the Commission adopted the proposal for a directive amending Directive 2008/96/EC on road infrastructure safety management. The revision was presented together with another legislative proposal on vehicle and pedestrian safety, and with non-legislative initiatives to promote safe mobility. The general objective of the proposal, which seeks to address the shortcomings of the existing legislation, is to reduce both road fatalities and serious injuries by improving the safety performance of road infrastructure. It proposes key changes to strengthen road infrastructure safety management procedures and extends the scope of the directive beyond the trans-European transport network (TEN-T). Interinstitutional negogiations (trilogues) concluded on 21 February 2019. The agreed text was adopted by the Parliament in plenary on 4 April 2019 and by the Council on 7 October 2019. After its final signature, the new legislative act came into force on 16 December 2019, and has to be transposed into national law in each Member State by 17 December 2021. Third edition.
