Others are more advanced, using cutting-edge science and technology, with future ATs under development that could have a huge impact on all our lives. The situation of indigenous children with disabilities

Indigenous children with disabilities (ICwD) have received little attention in academic research and development policies. However, they face discrimination at many levels, based on ethnicity, age, ability and gender and this often leads to serious human rights violations. Indigenous children with disabilities (ICwD) have received little attention in academic research and development policies. However, they face discrimination at many levels, based on ethnicity, age, ability and gender and this often leads to serious human rights violations. The lack of data, both on the prevalence of disabilities among indigenous children and young people and on specific violations of their human rights, is a serious constraint to any policy intended to respect, protect and promote their human rights. This study seeks to identify these gaps, point to certain patterns and recommend ways of improving data collection and the situation of ICwD in future.

The adoption of the 2018 budget was one of the main points of the November II plenary session. It also included debates on the State of Energy Union 2017 and the situation in Yemen, with a resolution adopted on the latter. Members addressed an oral question to the European Commission regarding negotiations for a Convention establishing a multilateral court for the settlement of investment disputes (MIC). Members addressed an oral question to the European Commission regarding negotiations for a Convention establishing a multilateral court for the settlement of investment disputes (MIC). Members also adopted, inter alia, reports on transnational arrangements for mitigating the impact of the introduction of IFRS 9, on the instrument contributing to stability and peace, on the ranking of unsecured debt instruments in insolvency hierarchy as well as on the implementation of the European Disability Strategy.

Implementation of the European disability strategy

Almost one in six people in the EU aged 15 and over live with some kind of disability. As the population ages, this number is expected to rise significantly. In February 2017, the European Commission published a progress report on the implementation of the European disability strategy 2010-2020. Parliament is due to discuss an own-initiative report on the strategy's implementation during its November II plenary session.

To ensure the full participation of people with disabilities in society and to reduce the fragmentation of legislation governing access to products and services, the European Commission has adopted a proposal for a directive – often referred to as the European Accessibility Act. This proposal provides for a common EU definition of, and implementation framework for, accessibility requirements for certain products and services. It also aims to use the same accessibility requirements to provide a clear definition of the existing general accessibility obligation laid down in European law. Many stakeholders welcome the European Union’s wish to honour its responsibilities under the United Nations Convention on the Rights of Persons with Disabilities, but they have been divided on the means to reach this objective. In the European Parliament, the Committee on the Internal Market and Consumer Protection (IMCO) adopted its report on 25 April 2017. The report was then discussed in plenary on 15 September. The amended text was approved by 537 votes to 12, with 89 abstentions. At the same time, Parliament gave a mandate to start negotiations with Council. Although the Council has published three progress reports, in June and December 2016 and in June 2017, it has yet to agree on its position.

Discrimination and access to employment for female workers with disabilities

The aim of this study is to exploit existing data and information on the access of women with disabilities to the labour market, in order to assess how multiple discrimination – gender and disability – affects the employment opportunities of these women. The aim of this study is to exploit existing data and information on the access of women with disabilities to the labour market, in order to assess how multiple discrimination – gender and disability – affects the employment opportunities of these women. In addition, the study analyses whether and how the EU legislative and national policy frameworks address the multiple discrimination faced by women with disabilities. This combines a gender mainstreaming approach, such as the internalisation of a gender perspective in all disability policies and legislation, with specific measures targeted to women with disabilities. The study also includes clear indications on implementation and monitoring mechanisms. The analysis is based on available European comparative data and in-depth analysis of seven European Member States.

Recommendations are made to assist the EP in deliberating on disability issues in its protection role.
