Evropská občanská iniciativa je významným nástrojem participativní demokracie v EU, díky němuž může jeden milion občanů usazených v jedné čtvrtině členských států vyzvat Komisi, aby předložila návrh právního aktu za účelem provádění Smluv EU. Od počátku uplatňování nařízení z roku 2011, jež pro evropskou občanskou iniciativu stanoví podrobné postupy, bylo Komisi úspěšně předloženo deset iniciativ. Od ledna 2020 platí nová pravidla, díky nimž je evropská občanská iniciativa přístupnější.

Od vstupu Maastrichtské smlouvy v platnost má každý občan Evropské unie a kterákoli fyzická nebo právnická osoba s bydlištěm nebo statutárním sídlem v některém členském státě právo předložit Evropskému parlamentu petici ve formě stížnosti nebo žádosti, a to ve věci spadající do působnosti Evropské unie. Petice posuzuje Petiční výbor Evropského parlamentu, který rozhoduje o jejich přípustnosti a zabývá se jimi.
