Following the success of the European Year of Languages (2001), the Council of Europe designated 26 September as the European Day of Languages. The European Parliament has consistently acted to support endangered languages and linguistic diversity in the EU, calling on the EU and the Member States to commit resources to their protection and promotion. In May 2018, the European Commission put forward a proposal aimed at improving the teaching and learning of languages.

Výzkum pro Výbor CULT – Menšinové jazyky a vzdělávání: osvědčené postupy a rizika

Tato zpráva překládá hloubkovou srovnávací analýzu třinácti případových studií jazyků, jejímž cílem je získat přehled o situaci v oblasti menšinových jazyků ve vzdělávání v Evropě. Jsou zde popsány příklady osvědčených postupů a zdůrazněny výzvy spojené s menšinovými jazyky ve vzdělávání. Zvláštní pozornost je věnována odbornému vzdělávání a možnostem profesního rozvoje. V neposlední řadě obsahuje tato zpráva doporučení ohledně možné podpory menšinových jazyků ve vzdělávání ze strany EU.

Many languages currently spoken in Europe are endangered and some are at imminent risk of extinction. Though education and language policies remain the competence of Member States, the EU has taken initiatives to promote multilingualism and preserve its linguistic diversity, including measures in support of regional or minority languages. A decline in linguistic diversity has been increasingly acknowledged to entail losses in terms of knowledge and cultural heritage.

It is estimated that nearly 40 million citizens of the Union regularly use a regional or minority language that has been passed on from generation to generation. The study is divided into two parts. Part one describes the initiatives taken at EU level to support regional and minority languages over the last ten years as well as an evaluation of the projects funded by the EU. It also discusses which Articles in the Treaty can provide a legal basis for Community actions in this area following the ECJ judgement of 12 May 1998. Finally, it puts forward conclusions and recommendations concerning improvements. Part two contains a brief analysis of the present state of the minority language communities in the following seven of the EU Member States: Greece, Spain, Finland, France, Ireland, Luxembourg and the United Kingdom.
