Fri bevægelighed og ophold for personer i Den Europæiske Union er hjørnestenen i unionsborgerskabet, som blev indført med Maastrichttraktaten i 1992. Den gradvise afvikling af de indre grænser inden for rammerne af Schengenaftalerne blev fulgt op med vedtagelsen af direktiv 2004/38/EF om unionsborgeres og deres familiemedlemmers ret til at færdes og opholde sig frit inden for EU. Ombudsmanden udnævnes af Europa-Parlamentet for hele valgperioden.

Retten til at indgive andragender

Siden Maastrichttraktatens ikrafttræden har enhver borger i EU haft mulighed for at indgive andragender til Europa-Parlamentet, i form af en klage eller en anmodning, om forhold, der falder ind under EU's virksomhedsområde. Disse andragender behandles af Europa-Parlamentets Udvalg for Andragender, som træffer afgørelse om, hvorvidt de opfylder betingelserne for at blive behandlet, og derefter behandler andragenderne.
