Following the presentation of the Communication on the EU Biodiversity Strategy for 2030 - Bringing nature back into our lives (COM (2020) 380 of 20 May 2020), this briefing note (1) provides background elements on the EU Biodiversity policy, (2) presents the key features of its new strategy and (3) analyses its potential effects on the CAP and the upcoming national strategic plans.

This briefing note is written by the Policy Department for Structural and Cohesion Policies for the European Parliament’s Agricultural and Rural Development committee (AGRI Committee). The main purpose of the paper is to facilitate the legislative work of MEPs relating to the next reform of the CAP. The paper could additionally serve to explore and discuss the CAP proposals put forward by academics and stakeholders. Six dashboards set out how the CAP reform package (2021/2027) proposed by the European Commission on 1st June 2018 compares with the current CAP (2014/2020) regulations on a topic-by topic basis. The briefing note also offers some comments on the main elements of the legislative proposals in order to help the MEPs with their response to the Commission’s package. These comments are substantially based on the resolutions previously adopted by the Plenary of the European Parliament. Additional comments are also provided of a technical and explanatory nature. En højere grad af fleksibilitet (i forhold til første søjle) giver de regionale, nationale og lokale myndigheder mulighed for at fastlægge deres egne syvårige programmer for udvikling af landdistrikterne med udgangspunkt i en europæisk »menu« af foranstaltninger ...

De nationale støtteordninger i landbrugssektoren reguleres ved aftalen om landbrug, som trådte i kraft i 1995 og blev færdigforhandlet under Uruguay-runden (1986-1994). Det langsigtede mål med landbrugsaftalen er at etablere en retfærdig og markedsorienteret ordning for handelen med landbrugsprodukter og indlede en reformproces gennem forhandlinger om bistands- og beskyttelsesforpligtelser og ved at indføre skærpede og operativt mere effektive regler og foranstaltninger. Doha-runden er den seneste af WTO's handelsforhandlingsrunder. Da den blev lanceret i 2001, markerede den begyndelsen på nye forhandlinger på landbrugsområdet: WTO's medlemmer forpligtede sig til at gennemføre væsentlige forbedringer i markedsadgangen og til gradvis at afskaffe alle former for eksportstøtte i form af handelsfordrejende indenlandsk støtte, og samtidig skulle der tages behørigt hensyn til udviklingslandenes behov for at blive indrømmet særlig og differentieret behandling.
