The EU should create a competitive and sustainable battery manufacturing industry. The EU needs, therefore, a regulatory framework fit for purpose. However, this briefing shows that the design and implementation of the Batteries Directive, which is the main legal act regulating batteries and accumulators at EU level, suffer from deficiencies that makes it impossible for this piece of EU law to adequately respond to new policy challenges. Some of the most pertinent shortcomings of the directive relate to its incapacity to incorporate technical innovation, problems with certain definitions, the performance of Member States as regards the collection of waste batteries, as well as the insufficient recovery of materials from used batteries. Therefore, the Commission has scheduled a revision of the legal framework.

Technological advances and societal changes have triggered a drastic evolution in mobility. Alongside other trends, such as digitalisation, autonomous driving and shared mobility, electric mobility is also gaining momentum. Electric mobility could help the EU to achieve its goals of reducing greenhouse gas emissions, air pollution, noise and dependence on oil. However, the extent of this help will depend on a number of factors, such as the share of electric vehicles in the overall vehicle fleet and how environmentally friendly electric vehicles can remain throughout their life cycle. Global sales of new electric road vehicles have been growing significantly in recent years, largely driven by the mass expansion of this mode of transport in China. Despite its rapid growth, the EU market for such vehicles is still small, and largely dependent on support policies. Most electric road vehicles are concentrated in a few northern and western Member States, although southern and eastern ones have recently recorded the biggest sales growth. Over the years, the EU has taken various actions to support electric mobility. For instance, EU-level measures have been encouraging the use of renewable electricity and smart charging; helping to develop and standardise charging infrastructure; and supporting research on batteries. Local, regional and national-level incentives (such as the introduction of lower taxes or the provision of free public parking for electric vehicles) are also promoting electric mobility. Countries that offer generous incentives and good charging infrastructure typically have a bigger market share for electric road vehicles.

Although waste management in the EU has improved considerably in recent decades, over a quarter of municipal waste is still landfilled and less than half is recycled or composted, with wide variations between Member States. Improving waste manage¬ment could deliver positive effects for the environment, climate, human health and the economy. As part of a shift towards a circular economy, the European Commission made four legislative proposals introducing new waste-management targets regarding reuse, recycling and landfilling, strengthening provisions on waste prevention and extended producer responsibility, and streamlining definitions, reporting obligations and calculation methods for targets. After completion of the legislative procedure, the final acts were signed on 30 May 2018. Member States are required to transpose the directives into national law by 5 July 2020. This updates an earlier edition, of March 2018: PE 614.766.

Research for TRAN Committee - Charging infrastructure for electric road vehicles

This study analyses the various challenges of the deployment of charging infrastructure within the EU. This includes existing technologies and standardisation issues, metering systems and pricing schemes, business and financing models, the impact of the charging infrastructure on the dissemination of Plug-in Electric Vehicles (PEVs), and the appropriateness of current technologies, business models, and public policies.

Im Rahmen des Übergangs zu einer Kreislaufwirtschaft legte die Europäische Kommission 2015 vier Gesetzgebungsvorschläge vor, mit denen eine Verbesserung der Abfallbewirtschaftung in der Europäischen Union erreicht werden soll. In den Verhandlungen mit dem Rat über eine Einigung in erster Lesung wurde ein Kompromiss erzielt, über den das Parlament nun in der Plenartagung im April abstimmen soll.

As part of a shift towards a circular economy, the European Commission made four legislative proposals introducing new waste-management targets regarding reuse, recycling and landfilling, strengthening provisions on waste prevention and extended producer responsibility, and streamlining definitions, reporting obligations and calculation methods for targets. Charging infrastructure for electric vehicles

As most of the energy used for transport in the EU is dependent on oil, facilitating the transition to low-emission mobility is key to reducing greenhouse gas emissions to 40 % below 1990 levels by 2030. Although electric vehicles (EVs) are making inroads into the European automotive fleet, the market for EVs cannot grow unless users can charge them. Accelerating infrastructure development across the EU is therefore crucial to support the transition to a decarbonised transport sector.
