Juli 2021 legte die Kommission im Rahmen des Pakets „Fit für 55“ einen Legislativvorschlag für eine Überarbeitung des Emissionshandelssystems (EHS) der EU vor, um es mit dem im Europäischen Klimagesetz festgelegten Ziel in Einklang zu bringen, die Nettotreibhausgasemissionen der EU bis 2030 um 55 % gegenüber dem Niveau von 1990 zu senken.
