Bluefin tuna in the eastern Atlantic and the Mediterranean

The eastern Atlantic and Mediterranean bluefin tuna was long a symbol of overfishing and fisheries mismanagement. Over the past decade, the stock has recovered, following the rebuilding measures introduced by the International Commission for the Conservation of Atlantic Tunas (ICCAT). The European Union is now transposing the ICCAT recommendation to move from the recovery measures to a bluefin tuna management plan.

The European Parliament and Council have adopted a new multiannual plan for the western Mediterranean fisheries exploiting several stocks of fish and crustaceans living close to the sea bottom (i.e. 'demersal fisheries'). Most of these stocks have long been overfished and are now in an alarming state. The new plan aims to reverse this trend and ensure that fishing activities are environmentally sustainable, and capable of securing economic and social benefits. It concerns fishing fleets from Italy, Spain and France, totalling almost 10 900 vessels. The new regulation introduces a fishing-effort regime for all trawlers operating in the region, under which the Council will set each year, on the basis of scientific advice, the maximum number of fishing days for each fleet category by Member State. In addition, the plan restricts trawlers from operating in waters shallower than 100 m located within 6 nautical miles of the coast, for three months per year, to reserve the coastal zone for more selective fishing gear. The plan also establishes regional cooperation among the Member States concerned, with a view to developing provisions on the obligation to land all catches and on the conservation of resources through technical measures.

New technologies for Eastern Mediterranean offshore gas exploration

The study examines the evolution of technologies in the offshore exploration and production of hydrocarbons in the Eastern Mediterranean, and their future environmental impact for the region. It finds that new technologies move this stage of natural gas development into increasing digitalisation, better designs for safety equipment, and increased automation. It then proceeds to propose a number of policy measures on collaboration, data sharing, environmental bassline surveys, open digital platforms ...

The study examines the evolution of technologies in the offshore exploration and production of hydrocarbons in the Eastern Mediterranean, and their future environmental impact for the region. It finds that new technologies move this stage of natural gas development into increasing digitalisation, better designs for safety equipment, and increased automation. It then proceeds to propose a number of policy measures on collaboration, data sharing, environmental bassline surveys, open digital platforms, as well as better monitoring for fugitive greenhouse gas emissions. All these will aid in improving the environmental credentials of offshore operations, but they must be accompanied by closer cooperation and collaboration amongst the countries that surround the East Med.

Mediterranean fisheries management measures

As a contracting party to the General Fisheries Commission for the Mediterranean (GFCM), the European Union is bound to adopt its conservation and management measures in EU law, so that they become applicable to EU fishing vessels. The European Parliament is expected to vote on a Commission proposal on the transposition of new GFCM measures, that go beyond the existing regulations, during the March II plenary session.

As a contracting party to the General Fisheries Commission for the Mediterranean (GFCM), the European Union is bound to adopt its conservation and management measures in EU law, so that they become applicable to EU fishing vessels. The European Parliament is expected to vote on a Commission proposal on the transposition of new GFCM measures, that go beyond the existing regulations, during the March II plenary session.

The supporting Impact Assessment (IA) did not provide enough details on the socio-economic impacts of the plan in the countries affected by the proposal. The complementary IA aims to assess and quantify (when possible) the potential impacts on fishing companies (all SMEs) and ancillary activities (in the short, medium and long-term) of several of the specific MAP provisions.

Research for PECH Committee - Discard ban, landing obligation and MSY in the Western Mediterranean Sea - the Italian case

This report presents the status of the fishery modelling in the Ligurian, Tyrrhenian and Sardinia seas (geographical sub-areas GFCM classification: GSA9, 10 and 11-). Using both a qualitative and quantitative approach, we present an overview of likely effects of the maximum sustainable yield and the landing obligation on the fleets exploiting the demersal fisheries in this ecosystem.

Outcome of the meetings of EU leaders on 28-29 June 2018

On 28-29 June 2018 Heads of State or Government met, in different formats and constellations (i.e. a formal European Council, an article 50 European Council and a Euro summit), to discuss migration, security and defence, Brexit and the euro area. Migration topped the agenda of the European Council. The Euro Summit discussed further developments in the euro area, including potentially the creation of a special budget for the euro area.
