Air pollution is the single largest environmental health risk in the EU and causes significant damage to ecosystems. As part of the European Green Deal's zero pollution ambition, on 26 October 2022 the Commission tabled a proposal for a revision of the Ambient Air Quality Directives. The proposed directive would set air quality standards for 2030 that are more closely aligned with the Word Health Organization's recommendations, as updated in 2021. It would also include a mechanism for the standards ...

As required by EU water legislation, and in line with the European Green Deal's zero pollution ambition, on 26 October 2022 the European Commission tabled a proposal to revise the lists of surface water and groundwater pollutants that need to be monitored and controlled for the purpose of protection of EU freshwater bodies, and the associated environmental quality standards. The proposal also seeks to remedy shortcomings identified in the current framework as regards chemical pollution in waters, ...

Curbing chemical pollution in EU waters

Εν συντομία 06-09-2023

Clean water is essential for healthy ecosystems, as well as for many human uses, including drinking, bathing, and agriculture. During its September plenary session, the European Parliament is expected to adopt its position on a European Commission proposal to revise the lists of chemical pollutants that need to be monitored and controlled in EU freshwater bodies, and the associated environmental quality standards.

The impact assessment is informed by the findings of the European Commission's fitness check of the water directives, in line with the Better Regulation Guidelines' 'evaluate first' principle. The IA's strong points include a dynamic baseline that takes into account the likely changes to emissions, the current and proposed legislation, and external factors. The IA proposed a satisfactory range of options and was transparent in reporting the limitations of assessing the costs and benefits, which depend ...

Cleaner Air for Europe

Briefing 20-03-2023

The IA clearly identifies the current AAQDs' shortcomings, provides references to the updated WHO guidelines and lists the fitness check findings, stakeholders' opinions, and supporting data. It sets a general objective to further improve air quality in the EU and diminish the impact of air pollution on human health and the environment. It does not make it clear however whether the translation of the general objective into specific objectives, as formulated, fully addresses some relevant drivers. ...

Batteries Directive

Briefing 01-10-2020

The EU should create a competitive and sustainable battery manufacturing industry. The EU needs, therefore, a regulatory framework fit for purpose. However, this briefing shows that the design and implementation of the Batteries Directive, which is the main legal act regulating batteries and accumulators at EU level, suffer from deficiencies that makes it impossible for this piece of EU law to adequately respond to new policy challenges. Some of the most pertinent shortcomings of the directive relate ...

The Commission proposed to continue the current LIFE programme and increase its budget and scope. The supporting impact assessment is largely in line with the requirements of the Better Regulation Guidelines in terms of the range of options, the assessment of impacts, the quality of data and the analysis it provides. However, consultation activities, subsidiarity and proportionality assessment, the specific objectives and operational goals and their link to the proposed monitoring and evaluation ...

The environmental implementation review (EIR), launched by the European Commission in 2016, aims at providing an overview of how well Member States are implementing EU environmental law, and at supporting them if necessary. The review consists of three parts: 28 country reports, a Commission summary of the most common problems, and suggestions for improvement. The review’s first edition was published in February 2017. It reveals implementation gaps, in particular, regarding waste management, nature ...

Although waste management in the EU has improved considerably in recent decades, over a quarter of municipal waste is still landfilled and less than half is recycled or composted, with wide variations between Member States. Improving waste management could deliver positive effects for the environment, climate, human health and the economy. As part of a shift towards a circular economy, the European Commission made four legislative proposals introducing new waste-management targets regarding reuse ...

Study in Focus - Implementation: Ambient Air Quality

Εν συντομία 15-06-2016

Exposure to elevated air pollution levels has substantial negative impacts on human health and the environment. The main pollutants are particulate matter (PM10, PM2.5), nitrogen dioxide (NO2) and ozone (O3). The Ambient Air Quality Directive therefore sets limit and target values for the concentration of air pollutants. Thresholds for particulate matter and nitrogen dioxide are exceeded in several Member States.
