Local and regional institutions are vital for women's empowerment, being both the level of governance responsible for service delivery and a potential stepping-stone to a public office career at national and European level. These territorial approaches can be implemented by using tools such as the Integrated Territorial Investment (ITI) and the Community-Led Local Development (CLLD). The Partnership Agreements, between the Member States and the European Commission, should indicate how ITI and CLLD will be used by Member States and the types of areas and challenges that these mechanisms will address.

Constitutionally, Russia is a federation, as was the Soviet Union before it – a natural choice for such a large and heterogeneous country. The 85 federated states which make up the country (referred to as 'subjects of the Russian Federation', 'federal subjects' or 'regions') enjoy wide-ranging powers. The 85 federated states which make up the country (referred to as 'subjects of the Russian Federation', 'federal subjects' or 'regions') enjoy wide-ranging powers. At federal level they are represented by the upper house of parliament (Council of the Federation), giving them direct influence over federal law-making, at least on paper. Russia's federal system faces numerous challenges. Of these, the most serious is the threat of separatism, particularly in the Northern Caucasus. Not only do Chechnya and its neighbours face high (though diminishing) levels of violence; they also suffer from severe poverty. There are huge economic and social disparities between, on the one hand, impoverished regions such as these, and on the other, Siberia, with its oil and gas wealth. In some regions, economic problems are compounded by financing difficulties, with heavy dependence on federal subsidies and rising, though still relatively low, regional debt. Although the constitution enshrines regional autonomy, Vladimir Putin's rule has seen a growing concentration of power in his hands. Legislative reforms, together with the dominance of his United Russia Party in regional parliaments and executives, severely constrain their capacity to pursue independent policies. Like the Soviet Union before it, Russia thus functions as a unitary state, despite its constitutional status as a federation.

This study was drawn up for the delegation of the European Parliament’s Committee on Agriculture and Rural Development to the Azores Islands (Portugal) in November 2015. It consists of: an introduction presenting the key demographic and political data; an overview of the Islands' regional economy; a specific chapter on agriculture; lastly, ongoing rural development programmes and those supporting agriculture in the outermost regions of the Azores are described.

The Energy Union strategy, launched in February 2015, integrates all EU energy policy ambitions and objectives to date and seeks to capitalise on the various funds and initiatives already in place. The Energy Union strategy, launched in February 2015, integrates all EU energy policy ambitions and objectives to date and seeks to capitalise on the various funds and initiatives already in place. EU cohesion policy, aimed at ensuring balanced development across EU territory, will make a significant contribution to the fulfilment of the Energy Union’s overarching goal of decarbonisation. For the period 2014-20, €38 billion will be available under the European Fund for Regional Development and the Cohesion Fund to support investments in the low-carbon economy. To help regions make best use of this funding, different expertise-sharing platforms have been established, notably in the field of research and innovation. The local and regional levels are actively involved in on-the-ground delivery of EU energy policy ambitions. Useful lessons can be drawn from cooperation initiatives in place at this level, in view of a possible replication in other parts of Europe, contributing to further integration in the energy field. With almost 75% of the EU's population living in European cities, the Energy Union clearly has an urban dimension. Cooperation frameworks include the Covenant of Mayors and the European Innovation Partnership on Smart Cities and Communities.

The European Commission estimates that completing a Digital Single Market could contribute €415 billion per year to Europe's economy, create 3.8 million jobs and transform public services. Local and regional authorities may well benefit from many of the opportunities which the digital era offers. The European Commission has presented different initiatives in order to boost the use of information and communications technologies (ICT) in Europe. The Digital Agenda for Europe, which was announced in 2010 in the framework of the Europe 2020 Strategy, aimed to promote economic recovery and improve social inclusion through a more digitally proficient Europe. The Digital Single Market strategy, introduced in 2015, complements the Digital Agenda for Europe. Achieving a Digital Single Market will ensure that Europe maintains its position as a world leader in the digital economy, helping European companies to grow globally. Equally, enhanced use of digital technologies can improve citizens' access to information and culture, and can promote open government, equality and non-discrimination. Although many of the Digital Single Market priorities are dealt with primarily at national level, various initiatives can be explored at the local and regional level, and regions and cities can become active in planning and pursuing their own digital strategies.
